HOUSING REHABILITATION WORKER II/III

THE POSITION
The Housing Rehabilitation Worker II/III position performs a variety of semi-skilled and skilled work in construction, repairs and installations related to energy conservation, weatherization and housing rehabilitation services at the Glenn County Community Action Division. Housing Rehabilitation Worker III is distinguished from Housing Rehabilitation Worker II in that in addition to participating in hands-on weatherization and housing rehabilitation duties, incumbents perform rehabilitation assessment, reports and health and safety inspections.  Employees possess technical or functional expertise beyond that required at the journey level, and perform duties in a highly independent manner.  The Housing Rehabilitation Worker III may exercise lead supervision over lower level positions and contract employees.   This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next twelve (12) months.

TRAINING AND EXPERIENCE
Experience:        II - One year of experience as a Housing Rehabilitation Worker I in Glenn County; or one year of experience performing carpentry and/or construction work. III - Two years of experience as a Housing Rehabilitation Worker II in Glenn County; or three years of increasingly responsible experience in carpentry and/or construction.

Training:        II/III - Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.

Under the general direction of the Youth Services Administrator, this position is responsible for helping to plan and coordinate events for all ages held in library facilities, as well as with the mobile library van. This position assists with the promotion of library events and services, develops and coordinates promotional materials (print and online), communicates with community partners, vendors and stakeholders, and assists with the procurement of supplies to support library events, and will drive the mobile library van as needed.

Under general supervision, this full-time, benefited position provides excellent customer service, performs a variety of paraprofessional administrative and specialized program support duties of considerable complexity, and other duties as required.

 

TYPICAL TASKS include, but are not limited to:

Prepare and analyze data

• Prepare and maintain a variety of data-driven records and reports, including statistics for event attendance and record keeping of performers’ and speakers’ fees
• Under direction, develop and maintain a database of presenters and performers
• Gather, tabulate, display, and assist in analyzing data, draft reports, tables, and other documents, and answer correspondence
• Assist in preparing internal communications necessary for execution of events such as print requests, work orders, help tickets, budget reports, activity reports, and statistics

Provide assistance for Public Services events & programs

• Under direction, work closely with staff to deliver a coordinated offering of events, programs and exhibits for the public, both inside and outside library buildings
• Inventory program supplies for in-branch events and the mobile library. Procure and coordinate purchasing of supplies for all events and programs when necessary.
• Schedule and cancel events, issue contracts to performers, maintain calendars, handle room scheduling, and coordinate availability of equipment, presentation aids, and mobile van
• Assist with preparation of displays, bibliographies, or other suitable materials to support event topics
• Assist with coordination and maintenance of event calendars
• Attend events, as needed, to ensure efficient operation

Provide general administrative duties

• Prepare reports, compile and analyze statistics
• Provide budget information to Budget and Finance by keeping records and developing reports to track the business activities of the position
• Identify opportunities for media coverage
• Assist with distribution of marketing materials
• Participate in Marketing Team meetings, and present data to assist managers in making operational and administrative decisions

 

MINIMUM QUALIFICATIONS:

Education and Experience: Equivalent to graduation from an accredited four-year college or university with major coursework in library science, education, business or public administration, finance, human resources, management, or a related field, and two (2) years of administrative or programmatic experience.  Valid driver’s license is required, as this position will be driving the mobile library van as needed.  A 5-year DMV printout must be submitted at the time of hire.

 

SALARY RANGE:                 Administrative Specialist/Non-Confidential – $31.62/hour to $39.48/hour

Definition

Under general supervision, provides excellent customer service, performs a variety of paraprofessional administrative and specialized program support duties of considerable complexity requiring thorough knowledge of the assigned program or department, its procedures, and operational details; provides administrative support to management, departmental staff, and professional library staff; performs research on a wide variety of special and ongoing projects; composes and prepares correspondence, reports, and presentations using considerable judgment in content and style; plans, organizes, and coordinates program activities; provides assistance for a wide variety of assignments related to the administration of grants, personnel, accounts/budgets, contracts, research projects, and department programs; and performs other duties as required.

 

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management staff.  May provide training and work direction to support staff, contractors, and/or volunteers. 

Class Characteristics

This is a journey-level class, responsible for performing complex administrative and program support duties, including assisting in department-related projects and programs.  Employees at this level are required to be fully trained in all procedures related to the assigned area(s) of responsibility, working with a high degree of independent judgment, tact, and initiative.  Incumbents are typically responsible for the coordination of a program or activity, under the oversight of a member of management, who establishes the policy and working procedures of the function.  Employees in this classification may coordinate and lead the work of support staff, contractors, and volunteers.  This class is distinguished from the Accounting Coordinator in that the latter performs a variety of technical, accounting, and administrative duties in support of Library financial functions such as processing accounts receivable and accounts payable.

Physical Demands

Must possess mobility to work in a standard office and library setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone.  This classification primarily works indoors and requires movement between work areas.  Finger dexterity is needed to access, enter, and retrieve materials and data using a computer keyboard or calculator and to operate standard office equipment.  Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information.  Positions in this classification occasionally lift and carry reports, records, and materials that typically weigh less than twenty-five (25) pounds.

 

Environmental Elements

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.  Employees may interact with staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

AFTER SCHOOL COMMUNITY SERVICES ASSISTANT (ASCSA) I & II

ASCSA I: $13.39 - $16.28/hr.

ASCSA II: $14.60 - $17.75/hr.

Multiple Positions Open (part-time, at-will, no benefits)

Also hiring Substitute ASCSA I staff available a minimum of 3 days a week.

 

DEFINITION: Under supervision, staff will perform duties in our After School Program consisting of an educational, enrichment and recreational environment. Work schedule will NOT exceed 28 hours per week; schedule is generally 11am – 6pm (varies from site to site), Monday through Friday and may include evenings, weekends, and holidays.

 

Qualified applicants will be invited to test or asked to provide official documentation to verify they meet the educational requirements.

 

DESIRED EXPERIENCE FOR ASCSA I:

• A minimum of six (6) months organized recreation, school aged child care, or teaching.
• Ability to successfully lead a group of 20 or more students in both an educational and recreational setting.

• Ability to create a fun and engaging educational environment for elementary and middle school aged youth.

WORKING CONDITIONS: Position requires prolonged standing, sitting, walking on level or unleveled and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. Incumbents may be required to lift, carry and/or push objects weighing 25 pounds or more. Planning Technician
Salary / Pay Rate: $59,237 -77,920 Annually

The City of Lafayette (pop. 24,000) is looking for an entry-level professional in urban planning. The successful candidate will be expected to provide clear analysis and excellent customer service. The planner will have the opportunity to work in the field of current planning, including review of development and land use applications, zoning, site plan and environmental review. Major Duties 

• Assist the public at the front counter.

DESCRIPTION/RESPONSIBILITIES:

 

 

     The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the Youth Outreach Specialist classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

      

 

     Mayor’s Gang Prevention Task Force (MGPTF) is the City of San José’s Youth Violence Reduction Strategy which operates within PRNS department of the City of San Jose. Over the past 25 years, the MGPTF has strategically worked to address issues of gang involvement among youth and young adults in an effort to reduce youth violence associated with gangs.

      

 

     The MGPTF was established in 1991 in response to an increase in gang activity and crime. It is comprised of a broad coalition of local residents, school officials, community and faith-based organizations, local law enforcement, and city, county and state government leaders. The MGPTF brings these diverse stakeholders together and leverages each group’s expertise as part of a coordinated, interagency effort to curb gang-related activity in San José.

      

 

     The work of the MGPTF is coordinated through a Continuum of Services that works across four key areas: Prevention, Intervention, Suppression and Re-entry. The MGPTF’s successes can be attributed to its ability and willingness to continually refine and develop programs and services that meet the needs of a changing community.

      

 

     The MGPTF is currently recruiting to fill Youth Outreach Specialist positions in the following programs: 

      

 

     Safe Schools Campus Initiative (SSCI) —The program partners with 19 school districts on 82 middle and high school campuses, responding to incidents to reduce violence and maintain a safe learning environment for all youth. SSCI staff also provide case management services to high-risk, gang-impacted and gang involved youth in non-school evening and night hours, also working in partnership with the Santa Clara County Probation Department. The YOS in this program manages up to 5 staff members who provide: 1) school safety coverage and activations; 2) 1-to-1 case management of youth; 3) coordination and leadership of pro-social recreation trips and activities, and; 4) other youth intervention services as needed. Staff in this unit must be able to work with hi-risk, gang-impacted and gang-intentional youth in crisis and traumatic situations, including domestic violence, gang-related assaults and violent acts, sexual assault, and drug and alcohol issues.

      

 

     Digital Arts—This program teaches youth the basis of music production in a studio environment. The program includes some basic music theory, hip hop history, and everything from counting time to working with samples. Most teaching occurs in small group lessons at the program’s two studio sites, Roosevelt Community Center and Sunol Community School, where the program is an after-school activity. The program serves six to eight students at a time at each location, with a target of serving at least 150 youth per year. The YOS in this program provides direct programming to youth, assisted by part-time Recreation Leader staff and/or Class Instructors, which the YOS supervises. The applicant in this position must have experience working with computerized sound studio equipment and audio visual equipment, including cameras and camcorders.

      

 

     Late Night Gym—This program serves approximately 6,500 duplicated participants annually, at four gym locations. It provides positive alternative evening activities to youth who might otherwise seek to engage in gang-related activities, and is a proactive effort to deter and prevent gang-related violence. At the open gym activities, service providers attend each location to provide information on accessing mental health services, life skills classes, job training, tattoo removal, record clearance, and drug and alcohol counseling. This program is a connection point that may result in connecting youth with other MGPTF programs. The YOS overseeing this program must be willing to work night hours, when the program takes place, and have excellent organizational skills to bring equipment and other supplies to the different venues, and be able to work together with staff from other MGPTF programs and non-profit organizations who attend Late Night Gym Sessions and bring youth to participate.

      

 

     Clean Slate Tattoo Removal Program—This program partners with Santa Clara Valley Medical Center to assist former gang-impacted and gang-involved youth with free removal of gang-related tattoos as a barrier to future education and employment. Program participants agree to attend a series of life skills classes to assist the transition out of gang life, and to provide evidence of progress toward employment or educational improvement. The YOS overseeing this program tracks participant completion of life skills classes and other program requirements, refers participants to other services on request, and provides limited case management to participants. As a result, this position requires excellent organizational and record-keeping skills, and experience working with gang-impacted and gang-involved youth.

      

 

     San Jose Works Youth Jobs Initiative—This program provides work experience to youth aged 15 to 18 who reside in designated gang hot spots in San Jose. The program permits participants to gain work experience in various non-profit or City jobs. At the same time as receiving real work experience, participants complete classes in job readiness, workplace skills, financial literacy, career exploration, and life and academic skills. The YOS in this position monitors participants’ progress, working in conjunction with case managers provided for the program. As a result, the position requires excellent organizational, record-keeping and data analysis skills, the ability to work with representatives of non-profits assisting the City with the program, and the ability to organize job fairs, training sessions, and other services provided to program participants.

      

 

     Female Intervention Team (FIT) –FIT provides services to high-risk, gang-impacted and gang-intentional girls and women who are from 11- to 24-years-old. Participants are referred to the program by Juvenile Court, the Probation Department and local school districts, including alternative schools. FIT provides specialized gender-responsive, trauma-informed case management/mentorship services. Its goals are to prevent further involvement with the criminal justice system and a gang lifestyle by participants, while assisting them with setting and achieving healthier personal and social goals. The program includes cognitive counseling groups provided at about 12 local high schools, using an education curriculum informed by and addressing issues specific to young girls. Staff in this unit must be able to work with high-risk, gang-impacted and gang-intentional youth in crisis and traumatic situations, including domestic violence, gang-related assaults and violent acts, sexual assault, and drug and alcohol issues.

TRANSPORTATION SPECIALIST

(Senior Citizen Van Driver)

$14.64 - $17.80/hr., Part-time, No Benefits

 

DEFINITION:  Under supervision, drives the City’s 7-15 passenger van(s) and provides responsible, safe transport for senior citizens and the physically disabled.  Schedule may include evenings, holidays and weekends; work schedule will not exceed 28 hours per week.

 

LICENSES/CERTIFICATIONS:  All applicants MUST attach proof of Class B Driver’s License with passenger endorsement at the time you submit your employment application.

 

ESSENTIAL FUNCTIONS:  The employee must have the ability to:

• Transport seniors and disabled community members to and from appointments.
• Have the ability to operate a wheelchair lift including correctly loading the passenger onto the wheelchair lift and effectively securing the individual to the vehicle using the appropriate tie downs; assist passengers entering and exiting the vehicle; keep daily records and logs for attendance, mileage and maintenance concerns.
• Complete a thorough pre-trip and post trip inspection of the transportation vehicle on a daily basis.
• Maintain a punctual schedule of picking up seniors for their appointments to ensure a high quality of service.
• Maintain vans, including weekly wash, motor pool inspection, weekly inventory of emergency supplies, and securing the vehicles in the City yard at the end of the night; Contact immediate supervisor and motor pool supervisors when mechanical failures arise.
• Ensure the safety of the community including passengers and personal care attendants as well as other drivers and pedestrians throughout the City.
• Ensure all passengers are safely seat belted in and that safety precautions are adhered to at all times.
• Answer phones and interact with the public in a professional and courteous manner at all times.
• Navigate the City of Fontana efficiently including adhering to speed limits and follow all traffic laws.
• Follow appropriate cash handling procedures including writing out a receipt for all customers that pay for a ride at their pick up time; Complete a daily transportation log which includes establishing the pickup times for the route’s passengers.
• Double check the day’s schedule and follow up with the transportation office to ensure that all passengers have returned home safely either through the senior services transportation vehicles or on their own accord.
• Operate a computer and related software.
• Establish and maintain cooperative-working relationships with those contacted in the course of work.

THE POSITION

The City of Fremont opens the Winter Shelter every winter to provide a safe and welcoming environment for individuals and families experiencing homelessness. Participants have access from approximately 6:30 p.m. to 7:00 a.m., where they will be provided with a warm meal, restroom facilities, sleeping bags, cots, breakfast, and a to-go bag. The Winter Shelter is open from mid-November to mid-March. The Human Services Department is currently recruiting for Winter Shelter Monitors for next season (2020/The City of Fremont’s Human Services Department is currently looking for several on‐call, temporary employees to work evening shifts, from 4:00 p.m. – 12:00 a.m. or from 11:30 p.m. ‐ 7:30 a.m. From November 15th through March 15th, the City of Fremont will open their Winter Shelter to provide a safe and welcoming environment for individuals experiencing homelessness. Participants will have access to the shelter from approximately 4:30 p.m. to 7 a.m., where they will be provided warm dinner restroom facilities, sleeping bags, cots, breakfast and a to-go bag.

 

Shelter Operations during the COVID-19 Pandemic

In addition to the general duties described above and detailed below, staff must comply with and enforce public health rules to prevent the spread of COVID-19. Prior to entry all staff, volunteers, and participants will be required to answer health questions and participate in a temperature check. Everyone must stay 6ft apart, unless conditions require staff to assist someone in a closer proximity, everyone must also wear a mask inside, unless they are eating or sleeping.

 

EXAMPLES OF DUTIES

· This position is responsible for maintaining the health and safety of homeless individuals and families who are living on the streets or in their cars and are in need of emergency shelter from cold weather and rain.

· Welcome and pre-screen new participants and supervise participant movement.

· Maintain a friendly and inviting environment.

· Work compassionately with those who have difficulty engaging with service providers.

· Effectively resolve conflicts among participants and de‐escalate potentially violent situations.

· Monitor participant activities.

· Maintain a safe and supportive environment.

· Direct volunteers who will assist in bringing food and serving homeless clients

· Setup tables for food service, hand out, bedding, warm clothing and other amenities such as shampoo, tooth brushes, etc.

· Ensure participant adherence to rules, especially related to behaviors that are unsafe. If necessary, notify public safety personnel help “exit” clients with inappropriate or unsafe behaviors.

· Respond appropriately to emergencies morning appointments.

· Maintain daily sign‐in sheet.

· Ensure facility is maintained in a clean and orderly fashion.

· After each shift, e-mail information, including number of participants, any need for supplies, any time 911 or public safety personnel were called, or information about clients who may need additional medical or behavioral support and follow up.

· Other duties as assigned.

QUALIFICATIONS

The Department is searching for friendly and compassionate candidates with the ability to effectively work with a diverse group; help participants feel welcome, while ensuring a safe environment. Candidates must be willing to work when called for duty for this on‐call position. Candidates with social service experience, or experience in working with the homeless population are strongly encouraged to apply.
