Under general direction from the Library Director and/or Deputy Directors, the Library Services Manager - Employee Services will serve as the organization’s subject matter expert regarding a variety of personnel processes. The City of Orinda Planning Department seeks a strong customer-service oriented Planning Technician to primarily staff the Planning Counter and process code-enforcement cases.  Depending on experience, the successful candidate may also gain opportunities to assist with various current and long-range planning tasks.  This non-exempt position reports to the Director of Planning.

THE DEPARTMENT:

THE POSITION:

There is one vacant position, and the successful applicant will be offered one of the following positions based on qualifications and experience: Traffic Engineer or Senior Civil Engineer. The Senior Civil Engineer position will have an emphasis in the traffic division. The position will perform the following essential job duties:

• Manage City-wide traffic system.
• Oversee City's traffic signal system and maintenance contracts and directs necessary changes to modify the system.
• Issue work orders to make changes to existing roadway system to improve safety and capacity.
• Perform traffic signal timing and operation.
• Conduct transportation modeling to assess the City's future traffic conditions and subsequently assist to develop policies to evaluate proposed developments.
• Participate in Traffic Coordinating Committee to address complaints, requests for changes, and neighborhood calming techniques and studies.
• Analyze transportation impact studies, recommends mitigation, and recommends project conditions of approval.
• Meet with other department staff to address traffic engineering issues.
• Develop project designs, applies for grant funding, obtains permits from Caltrans and other agencies. Coordinate with other public and private agencies.
• Conduct transportation planning referrals and review.
• Perform accident reconstruction to determine primary collision factor. Determines changes needed in roadway.
• Prepare technical reports for use by City attorneys and advise attorneys on traffic engineering matters.
• Prepare reports and technical applications for grants from Federal and State sources. Make presentations to selection committees.

THE DEPARTMENT & DIVISION
The Department of Public Works (DPW) is responsible for maintenance activities along approximately 92 miles of public right-of-way. It strives to improve, develop, and maintain public infrastructure essential to the safety, mobility, and quality of life for Orinda citizens. The DPW operates with an approximate annual operating budget of $5 million and has 17 staff members. The Department also administers a CIP budget of approximately $14 million. DPW’s organizational structure consists of two divisions: Engineering Services, and Maintenance & Facilities Services.

The Maintenance & Facilities Division is responsible for the repair and improvement of city-owned public infrastructures including stormwater drainage, roadway, traffic, and pavement, and for coordinating with vendors and contractors on large maintenance and landscaping projects. THE JOB
The Maintenance and Facilities Superintendent is responsible for ensuring that municipal buildings and public facilities are maintained to high standards, remaining safe and functional for employees and the public. The Superintendent will oversee a direct staff of two supervisors, up to eight indirect reports, and the Division’s annual budget. This role involves managing contract and project activities, including multi-year park and landscape maintenance contracts (currently with MCE corporation), multi-year janitorial services, facilities maintenance projects in the Capital Improvement Program (CIP) and long-term maintenance and repair plans for city-owned buildings, streets, storm drain systems, parks, trees, and landscaping. The Superintendent will coordinate with City departments and external contractors; assess and prepare contract documents; participate in vendor selection; administer contracts and evaluate contractor performance; and review and approve billings. Responsibilities also include programming building maintenance, prioritizing tasks, managing safety trainings, coordinating emergency responses, and ensuring regulatory compliance, including adherence to ADA accessibility regulations. Under the direction of the Director of Public Works, the Superintendent will coordinate activities and operations to allocate resources effectively. They will thoughtfully balance daily operational tasks and long-term strategy, ensuring alignment with community needs and goals.

DISTINGUISHING CHARACTERISTICS

This is the full journey-level classification in the wastewater treatment plant operator series. Incumbents independently perform the full range of wastewater treatment and reclamation and recycled water facilities and equipment operations and maintenance duties. Responsibilities include inspecting and attending to assigned areas in a timely manner to ensure the proper operation and maintenance of the City’s wastewater treatment plant systems and equipment. Positions at this level work independently, exercise judgment and initiative and receive occasional instruction or assistance as new or unusual situations arise. The City of Redwood City invites applications for Code Enforcement I/II in the Community Development  Department.

THE POSITION

The Code Enforcement Officer I or II is a part of the Building Division in the Community Development Department. This position will be filled at either Officer I or Officer II level, depending on qualifications of the final candidate. Under the direction of the Building Official and with day-to-day supervision by Senior Building Inspector, Code Enforcement Team, this position will work to ensure compliance with the Redwood City Municipal Code, ordinances and zoning regulations; and investigate and document violations. The Code Enforcement Program seeks to promote and maintain a safe and desirable living and work environment. These duties will require coordination with other City staff in Community Development, Public Works, Fire and Police Departments, as well as other agencies, and the public.

Typical duties include, but are not limited to: Work closely with homeowners, businesses and community groups to enhance the quality of neighborhoods through public relations, community building, and code enforcement related educational activities; Maintain effective and cooperative relations with the public; Investigate complaints of violations of City code, zoning ordinances, sign regulations and related laws, ordinances, and codes; Document complaints, inspections, actions, administrative remedies and compliance; Issue courtesy notices, notices of violations, correction notices, and stop work orders, as appropriate; Conduct routine follow-up investigations to ensure compliance with applicable codes, notify concerned parties of action taken; Respond to complaints regarding abandoned vehicles on public right-of-way or on private property, determine ownership of vehicles, issue notice of violation and arrange for towing, if appropriate.
