PARKING ENFORCEMENT OFFICER/COMMUNITY SERVICES OFFICER

The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

The ideal candidate will have a strong knowledge of the principles and methods of receiving, storing, and performing inventories of property and evidence. Most importantly, the ideal candidate is a consummate professional who exemplifies outstanding public service.

DISTINGUISHING CHARACTERISTICS:

The Property and Evidence Technician is a journey level classification where incumbents are assigned the full range of duties and receive general supervision with instruction or assistance provided as new or unusual situations arise. Duties in this classification require incumbents to work shifts, weekends, and holidays.  This classification is distinguished from other classifications by the specialized nature of the functions performed.  It is further distinguished from the Property/Evidence and Crime Scene Administrator which is a section head management level classification responsible for the overall daily operations of the Property/Evidence and Crime Scene Investigation functions.
 

 

 

 

Essential Duties

What you will do: 

Depending on assignment, duties may include but are not limited to the following:  

1. Receive, record, store all items of property or evidence.

2. Maintain chain of custody records for property items.

3. Maintain suspense file of stored property, send notices to owners of unclaimed property.

4. Correspond with property owners, or persons recovering property.

5. Coordinate the destruction of evidence with local agencies and purge items not to be returned to owners.

6. Coordinate the auction of unclaimed property.

7. Answer questions either verbally or in writing from the public regarding the disposition of property.

8. Maintain records of controlled items (i.e. narcotics, firearms).

9. Ensure the security of property and stored items.

10. Access information using automated terminals to determine court dispositions or activity status.

11. Maintain records of court dispositions and charge sheets.

12. Testify in court concerning evidential property.

13. Deliver and pick up evidence to and from crime lab and coroner's office.

14. Train departmental personnel in procedures related to property and evidence handling.

15. Order and maintain necessary forms and supplies for the department.

16. Work nights, weekends holidays when required and serve in on-call status.

17. Performs related work as necessary.

Minimum Qualifications

JOB RELATED AND ESSENTIAL QUALIFICATIONS 

You have: 
 Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Two (2) years of storing and maintaining an inventory of materials in a highly controlled environment similar to the property and evidence materials maintained in a police department. Familiarity with a law enforcement or criminal justice environment is desirable.

Education: Equivalent to the completion of twelfth grade. Supplemental related training and coursework such as Evidence and Property Function Management is highly desirable. 

Licenses and Certificates: Possession and maintenance of a valid California Class C driver's license. Possession of or ability to obtain an International Association for Property and Evidence (IAPE) training certification within the probationary period.

6. Background  

Candidates under final consideration for employment with the City should expect to undergo an employment background/reference check that may include, but is not limited to: review of Summary Criminal History obtained from the State Department of Justice through Live Scan Fingerprinting, employment history, medical examination, polygraph, confirmation of educational credentials, degrees, and licenses (including driver's license). Some positions, depending on the nature of the work, also require a credit check.

During the background process, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the position. Park Ranger I

Summary:
Under general supervision, performs skilled and unskilled maintenance duties and patrol; encourages the safe and effective promotion, protection and utilization of park resources and open-space preserves; and performs other related duties as assigned.

Qualifications:

Certificates and Licenses:

Position subject to pre-employment physical

This is a journey-level class in the Police Records Specialist classification series responsible for maintaining information in specialized departmental databases, preparing and assembling reports, processing payments, and preparing and processing subpoenas, requests for information, and other documents. All activities are performed within specified legal guidelines. Incumbents are expected to work independently and exercise judgment and initiative. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.
• Must be of good moral character, as determined by a thorough background investigation.
• Must be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.

EXAM PROCESS

The exam process will include, but is not limited to: 

• Application review for minimum qualifications and required documents
• Written Exam: POST PELLETB
• Performance Exam: Physical Abilities Test (PAT)

The written exam and performance exam will be administered on the same day. See the job announcement for upcoming City of Berkeley exam dates. 

If you are unable to attend the City of Berkeley exam dates, you may register and take your exams with The Academy. The Academy charges a non-refundable materials fee of $10 for the written exam, $25 for the practice PAT, and $100 for the official PAT. After taking the exams and receiving passing scores, please attach your scores to your application.

POST will not authorize you to take the exam within 30 calendar days of having taken your last POST written exam. Please refer to the POST website for additional information.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. The letter must contain the total T-score and the date of the test. For information on where the PELLETB test is offered, please visit www.theacademy.ca.gov/tests.

Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. The examination process and dates are subject to change. The City may, without notice, change or eliminate any assessment component as needs dictate. Applicants passing all examination phases will have their names placed on an employment eligible list that hiring departments will use to conduct final selection interviews.

About the Position:  The Midpeninsula Regional Open Space District (Midpen) Seasonal Ranger Aide is an entry-level position, which provides the opportunity to learn and perform some duties of a ranger under the guidance of experienced ranger staff. Ranger Aides provide visitor information and assistance, travelling by non-emergency Midpen vehicles and on foot throughout an assigned geographical region. Ranger Aides perform a variety of customer service duties such as educating and informing the public about Midpen land use regulations, public relations and provide general information services, but do not have law enforcement authority.  Ranger Aides will assist with routine maintenance work on Midpen land and facilities and may respond to assist with emergency calls. Requirements: Must have the ability to  learn Midpen lands, pertinent laws and regulations and contact, educate and inform the public about the lands and regulations ; administer first aid and CPR; operate and maintain various power tools and equipment; operate two-way radios; communicate clearly and concisely both orally and in writing; and other duties as assigned.

Certificates Needed: A valid California driver license is required upon appointment; valid professional rescuer CPR certificate and basic First Aid certificate (Midpen will offer training to candidates who do not possess CPR/First Aid certificates upon appointment).

Education & Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from high school. Six months experience working in a customer service related field.  Some experience or training in a parks settings is desirable.

Schedules:  This is a full-time position. Employees are expected to work full-time (40 hours during the work week); however, school schedules may be accommodated.  Weekend work (Sat/Sun) is required, with two consistent days off each week (either Mondays/Tuesdays off OR Thursdays/Fridays off).  Incumbents will work an 8-hour workday (plus a 30-minute unpaid meal break). Daily start and end times will be the same for most workdays, typically scheduled within the range of 7:00 a.m. to 5:30 p.m.  Must be willing to work weekends, nights, holidays, or extended shifts and work with exposure to difficult circumstances, including exposure to challenging situations and upset individuals. Seasonal assignments will not exceed 950 hours or 7 months, whichever comes first, and do not include benefits

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform related emergency services and maintenance and construction work on Midpen lands. Once trained, Ranger Aides may work alone for parts or all of their shifts. Must wear prescribed District uniform and adhere to strict safety procedures and work habits.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system.
