DEFINITION

To perform professional administrative and technical duties in support of bicycle/pedestrian projects and operations; to coordinate and oversee Master Plan updates; and to provide highly responsible technical staff assistance in conducting analyses of alternative transportation systems and programs and make related recommendations. 

DISTINGUISHING CHARACTERISTICS

This is the journey level class within the Alternative Transportation Analyst series and is distinguished from the I level by the assignment of the full range of duties.  Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

SUPERVISION RECEIVED AND EXERCISED

• Receives direction from the Alternative Transportation Manager.
• May exercise direct supervision over administrative and technical support staff as appropriate.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Provide responsible professional and technical assistance in support of planning, developing, administering and implementing alternative transportation projects that include bicycle/pedestrian projects.
• Coordinate and participate in Master Plan updates related to walk- and bike-ways; participate in the development of Request for Proposal, selection and oversight of consultants, contract negotiations, project management and presentation to commissions and boards for adoption.
• Coordinate development fee based trail construction projects; prepare developer reimbursement agreements; and process and reconcile invoices.
• Participate in the management or trail projects to include development of Request for Proposal, selection and oversight of consultants, contract negotiation, development and administration.
• Review development projects for consistency with General Plan, Bicycle Master Plan, Pedestrian Master Plan and Specific Plans; oversee developer construction bike trails including project development, design and funding agreements.
• Monitor and coordinate on-going trail operations; perform related analytical work and maintain documentation and supporting records and statistics.
• Provide highly responsible analytical staff assistance including conducting specific and/or comprehensive surveys and analyses of a variety of alternative transportation methods and systems.
• Assist in the preparation of assigned project budgets; prepare budget recommendations relative to assigned projects; coordinate and compile budget recommendations submitted by staff from other City divisions/departments related to alternative transportation projects; research past expenditures and revenues and project future expenditures.
• Monitor assigned budget(s) on a regular basis; review purchase requisitions and confirm available funds and authorizations; analyze budget information regarding revenues/expenditures and prepare reports in accordance with requirements of local, State, and Federal funding sources.
• Prepare grant proposals according to funding source requirements; monitor approved grants to ensure compliance with conditions and regulations; maintain appropriate documentation and records; participate in audits conducted by grant authority.
• Prepare and administer contracts and memoranda of understanding related to various alternative transportation projects; participate in and coordinate and/or facilitate internal and external committees and staff meetings.
• Prepare and make presentations to a variety of groups, including local employers, City employees and departments, neighborhood groups and others related to alternative transportation; plan and participate in a variety of outreach activities to promote alternative transportation.
• Work with developers, property owners, consulting engineers, City staff, and the general public to develop, include, and improve the safety and use of alternative transportation methods and systems.
• Respond to requests for information from the general public, City staff, developers, and other interested parties; research requested information and make recommendations appropriate to resolving inquiries and/or complaints.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

In addition to the qualifications for the Alternative Transportation Analyst I:

Knowledge of:

• Pertinent local, State and Federal laws, ordinances and rules related to alternative transportation methods and systems and associated environmental issues.
• Principles and practices of bikeway development and design and master planning
• Practices of budget preparation and administration.

Ability to:

• Independently perform professional work related to analysis and presentation of alternative transportation programs and projects.
• Evaluate and respond to comments or reports submitted by governmental agencies, various groups, and the general public.

EXPERIENCE AND TRAINING

Experience:

• Two years of professional experience performing duties similar to that of an Alternative Transportation Analyst I with the City of Roseville.

Training:

• A Bachelor’s degree from an accredited college or university.  A degree in urban planning, transportation planning, environmental studies, public or business administration, or a related field is preferred.

License or Certificate:

• Possession of a valid California driver’s license by date of appointment.

Maintenance Worker I – This is the entry level class in the Maintenance Worker series. WHEN ASSIGNED TO PARKS

Performs semi-skilled and skilled repair, maintenance and landscaping tasks involving City parks including irrigation system installation and maintenance; performs playground equipment inspection, maintenance and installation; performs graffiti removal; performs swimming pool maintenance; performs pesticide, herbicide and fungicide spraying; cleans and maintains park facilities, buildings and associated facilities.  Positions operate equipment including, but not limited to, mowers, spray rigs, electric, air and hydraulic powered hand tools, hedge-shears, blowers, weed eaters, and chain saws.

WHEN ASSIGNED TO BUILDINGS

Performs semi-skilled and skilled repair and maintenance tasks of City buildings including the cleaning of City buildings; installs, repairs, and maintains plumbing fixtures and equipment; inspects and repairs doors, locks, windows, floors, and gates; inspects various maintenance projects; reports potential safety problems related to City building and facilities, cleans up spills and unsafe conditions as identified; ensures facilities are properly locked and secured; performs minor electrical repair such as replacing ballasts and installing outlets. WHEN ASSIGNED TO STREETS AND STORM DRAIN PONDS

Performs semi-skilled and skilled repair and maintenance tasks involving traffic painting, traffic sign installation and maintenance and the installation of reflectors; performs minor street asphalting, patching and sealing; performs cement work on sidewalks, curbs and gutters; performs weed spraying, tree and bush trimming; performs graffiti removal;. Positions operate backhoe for preparing grades and trenching and operate other equipment including, but not limited to, paint sprayer and striper, tractor, scraper, rototiler, chain saw, weed eater, mower, air compressor, paving machine, sand blaster, and emulsion sprayer.

Exam Process: A limited number of candidates whose applications indicate that they, among those competing, are better qualified in terms of related education, training and experience will be invited to participate in a written exam (pass/fail) tentatively scheduled for Thursday, October 14, 2021, and an interview process (weighted 100%) tentatively scheduled for Wednesday, October 27, 2021.  The most qualified candidates from this process will be placed on an employment eligibility list and then interviewed by the department. Note: the examination process may be changed as deemed necessary.

Equipment Service Worker Salary: $18.68 - $23.84 per hour

Intern Salary: $14.00 - $16.00 per hour

THE POSITION

To service and perform minor repairs and a variety of semi-skilled preventative maintenance duties on a variety of automotive and other power-driven and mechanical equipment. 

The purpose of this recruitment is to hire a temporary/part-time position.  Applicants who do not meet the minimum qualifications for the Equipment Service Worker position may be considered for employment as an Intern.  Typical work hours are Monday through Friday, 6:30 AM to 2:30 PM.  Temporary/Part-Time employees work no more than 130 hours per month and 960 hours per Fiscal Year. 

ESSENTIAL JOB FUNCTIONS

Follow a preventative maintenance schedule to assure vehicles are in good repair. Perform minor tune-ups, exhaust system repairs, brake replacements and repairs, and U-joint replacements.  Check and replace tires.  Wash and steam clean vehicles and parts.  Inspect vehicles and equipment for loose or work parts and hydraulic and exhaust leaks.  Bring all needed repairs to the attention of Supervisor.  Keep routine records on maintenance services provided, parts used, and labor performed.  Pick up and deliver vehicles and parts.  Maintain maintenance shop and shop equipment in a safe, clean and orderly condition.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Perform a wide variety of routine preventative maintenance duties on all automotive vehicles.  Performs related duties as assigned.

QUALIFICATIONS

Education: High School diploma or equivalent.

Experience:  One (1) year of basic vehicle maintenance experience.

Licenses:  Required upon hire and maintained during employment, possession of a valid Class C California Driver’s License.

Industrial Electrical/Electronics Technician: Install, inspect, test, calibrate, repair, troubleshoot, upgrade and maintain a wide variety of electrical/electronic equipment and software related to water distribution, water treatment and City facilities; research, design, procure and install equipment and/or upgrade existing electrical/electronic systems; verify equipment compatibility with existing devices; conduct routine maintenance on electrical/electronic equipment, motor controls and electro-mechanical/electronic starters, automatic transfer switches, standby power generators and medium voltage switch gears; keep accurate and up-to-date records on all related assignments; proficiently read and interpret circuit diagrams, ladder logic, construction drawings, and service and repair manuals; prepares plans and specifications for the procurement of parts and supplies on assigned projects; ensures that proper safety precautions and safe work methods are followed; assist with the preparation of standard operating procedures; inspect contract construction projects and submittals; inspect and test equipment, develop punch lists for work to be completed or corrected during construction; perform other duties as assigned; regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present to work on facilities and equipment impacting the public's health and safety. Other Job Functions: Prepare and maintain accurate maintenance and repair records; present oral and written reports; performs electrical inspections; use and maintain a variety of tools and test equipment as required; answers emergency calls and performs emergency repairs.

QUALIFICATIONS

Electrician's Assistant

Education:

High School diploma or equivalent. Completion of a recognized apprenticeship program in the electrical or instrumentation trade is highly desirable.

Experience:

One (1) year of recent experience in electrical/ electronics/ instrumentation installation, maintenance or repair.

License and Certificates:

Possession of a valid California Driver's License is required upon hire.

Industrial Electrical/Electronics Technician

Education:

High School diploma or equivalent is required. Associate degree in electrical/electronic technology or closely related field is highly desirable.

Experience:

The City of Lincoln is hiring for the regular and full-time position of Public Safety Dispatcher I/II within the Police Department.  This position is open until filled; the first review of applications is April 15, 2019.  Interested applicants are encouraged to apply immediately.

The Lincoln Police Department is authorized for 23 sworn officers, six dispatchers, and various other civilian and volunteer positions.  The dispatch center provides public safety dispatch services for the Lincoln Police Department and three Lincoln Fire stations. The communications center is staffed 24/7 and dispatchers work in pairs or solo. Public safety dispatchers answer emergency and non-emergency calls for police, fire and other city services.  Dispatchers prioritize calls and dispatch public safety units as needed.  Heavy phone and radio use is a primary duty of the position.  Other duties include clerical and specialized record keeping functions.

Under immediate supervision, this position performs a wide variety of technical and clerical law enforcement support duties related to taking police, fire and medical emergency requests for service from the public and tracks and dispatches field units as appropriate; gathers, records, maintains, retrieves and distributes law enforcement data and information; enters reports and data into a variety of automated law enforcement records systems; ensures that records and information are accurate, clear and comprehensive for law enforcement personnel and the general public; learns applicable policies, procedures and work methods associated with assigned duties; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS
The Public Safety Dispatcher I is the entry level class in which incumbents learn to perform and perform Police Dispatcher duties under immediate supervision. This classification is alternatively staffed with Public Safety Officer II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher class.

The Public Safety Dispatcher II is the working level class in which incumbents are expected to perform the full range of Police Dispatcher duties with minimum supervision and apply sound judgment regarding their scope of authority in dispatching personnel. This classification is distinguished from the Community Service Officer series in that the latter performs duties involving work in taking reports in the field and performing face-to-face public service activities.

SUPERVISION RECEIVED/EXERCISED
The Public Safety Dispatcher I receives immediate supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision. The Public Safety Dispatcher II receives supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision.

ESSENTIAL FUNCTIONS
Include but are not limited to the following:

• Receives and enters calls for police, fire and medical service in CAD; dispatches and tracks field units; interprets level of service needed through information obtained from field officers or citizens; coordinates multi-agency responses when necessary; transfers calls to appropriate agencies if warranted.
• Responds to questions and concerns from the general public, department staff and other agencies; takes and records telephone and counter reports; provides information as appropriate and resolves service issues and complaints.
• Enters and maintains accurate data and information into the California Law Enforcement Telecommunications System (CLETS) including stolen vehicles, and missing and unidentified persons; enters and retrieves information from a variety of state and local automated systems; validates selected records from the Department of Justice files including vehicles, boats and missing persons; releases impounded vehicles; processes reports and citations; collects and maintains statistical information.
• Learns and develops an understanding of applicable policies, procedures, and work methods associated with assigned duties.
• Photocopies and distributes crime, incident, arrest and accident reports to the general public and various agencies such as the Department of Justice (DOJ), California Highway Patrol, District Attorney, Department of Motor Vehicles (DMV) and insurance companies; prepares reports for court; applies federal, state and local laws when releasing information.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS
This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports and retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone, dispatch and face to face service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required.

KNOWLEDGE/ABILITIES/SKILLS
