SJPL is recruiting a Volunteer Coordinator to administer the library's volunteer programs, organize volunteer activities, and provide support and resources to staff who work directly with volunteers on-site and virtually. The role focuses on drawing upon volunteers' knowledge and motivations to strengthen library events and services. The position will coordinate volunteer assignments and use various tools to develop, evaluate, and promote Library volunteer opportunities.

The Volunteer Coordinator is also responsible for coordinating and leading the library's volunteer recruitment and recognition efforts throughout the year, as well as overseeing the volunteer screening process, including scheduling, and conducting LiveScan background checks.

In addition, the Volunteer Coordinator will serve as a liaison for the San Jose Public Library Foundation , who frequently works with corporate donors to develop group volunteering opportunities at SJPL.

This position will:

• Identify, create, and update training materials and procedural guides for both volunteers and staff.
• Plan, coordinate, and lead volunteer events and community outreach opportunities.
• Develop promotional recruitment and storytelling campaigns to increase the number of volunteers.
• Develop recognition activities for the volunteer program.
• Interview, screen, place, and onboard volunteers.
• Utilize Better Impact, the City's online volunteer management software, to collect and analyze statistics on volunteers, and train and support staff in using these tools.
• Collect and analyze statistics on volunteer programs and trainings
• Assist with developing system-wide volunteer programs.
• Collaborate with partner organizations and stakeholders, such as the San José Public Library Foundation, to facilitate volunteer requests and placements.

The Department: 

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.  

The Position: 

Accounting Technician I

This is the entry-level class within the Accounting Technician series in the classified service.   The class is distinguished from the Accounting Technician II by the performance of more routine tasks and duties assigned to the position within the series.

Accounting Technician II

Positions in this class are flexibly staffed and are frequently filled by advancement from the Accounting Technician I class, or when filled through recruitment, require additional experience.  The appointing authority will approve appointment or promotion based on the employee's demonstrated ability to perform the full range of duties for the class and meet the qualification standards for the class.  Incumbents within this class are distinguished from the Accounting Technician I by exhibiting a higher level of judgment and independence in performing the full range of duties as assigned.

The annual salary range for Accounting Technician I is $72,677.52- $92,943.24. The annual salary range for Accounting Technician II is $ 76,263.72 - $97,755.36.  This position will be filled at or near the bottom of the salary range. 

EDUCATION AND EXPERIENCE

Accounting Technician I

Minimum Requirements: 

• Graduation from high school or possession of a GED;
• Completion of thirty (30) semester units or forty-five (45) quarter units from an accredited college or university including at least six (6) semester units or nine (9) quarter units, which must be in Accounting or Bookkeeping;
• One (1) year of work experience in Finance/Accounting (accounts receivable, accounts payable, payroll, or general accounting);
• Experience with electronic spreadsheet and word processing programs; and
• Ten-key by touch.

Acceptable Substitution: 

• Additional qualifying experience may be substituted for the required education on the basis of one (1) year of experience for fifteen (15) semester units.  (There is no substitution allowed for the requirement for six (6) semester units or nine (9) quarter units in Accounting or Bookkeeping.)
• A Bachelor's Degree may be substituted for one (1) year of work experience in Finance/Accounting.

Desirable Qualifications: 

• Experience with on-line financial and/or payroll systems;
• Experience with PeopleSoft Financial or Human Resources/Payroll Systems.

Accounting Technician II

Minimum Requirements: 

• Graduation from high school or possession of a GED;

The Department of Public Works is recruiting for a Chief of Surveys to provide the following typical duties and responsibilities which may include but are not limited to:

• Supervises an office technical staff in the preparation of drawings, corner records, record of surveys, reviewing improvement plans and specifications, parcel maps and tract maps.
• Reviews, approves, or examines land surveying documents (maps, plats, reports, descriptions, etc.) under supervision of the Land Surveyor.
• Manages surveying staff including supervision, hiring, training and performance evaluations.

The City of Berkeley invites applications for the position of Housing Inspector II (Certified)! In this role, you will perform skilled inspection work with City residential housing inspection programs. You will independently perform the full scope of work in the investigation, reporting and follow-up of housing deficiencies to gain compliance with housing, building, zoning, fire, mechanical, plumbing, electrical, and related codes and regulations.

Assignments are varied and generally require close interaction with the public, providing information and interpretation of applicable ordinances, codes and regulations. We'll expect you to exercise considerable independence and discretion in conducting inspections, resolving complaints and enforcing inspection results.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and at least two years of full-time experience equivalent to Housing Inspector or Building Inspector or Code Enforcement Inspector for a public agency. 

Must possess:

• An International Code Council (ICC) OR California (CA) certification in Residential Building or Housing Inspection or in Code Enforcement; and
• ICC or CA Residential or Commercial Electrical Inspector certification and ICC or CA Residential or Commercial Plumbing Inspector certification, or equivalent ICC or CA Legacy Certification for either Combination Inspector or Combination Dwelling Inspector.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

The City of Berkeley invites you to apply for the position of Supervising Librarian at the Berkeley Public Library! In this role, you will be responsible for the administration and maintenance of the physical facility, supervision of professional, technical, and support staff, and providing reference and reader advisory services for the public. This recruitment will create an eligible list that will be used by various Library divisions to fill future temporary and/or career positions in the next 12 months.

MINIMUM QUALIFICATIONS

Equivalent to graduation from college or university with a Master's degree in Library Science and three (3) years of experience as a professional librarian. Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required. Must be able to work evenings and weekends.
