The Position

The Department of Public Works seeks well-qualified candidates for the position of Principal Civil Engineer. This is an amazing opportunity to join a hard-working team of results-driven professionals.

The Principal Civil Engineer plans, organizes, and directs the staff and operations of a major functional section within the Public Works Department, including engineering design, construction management, surveying, and mapping. In addition, the Principal Civil Engineer supervises professional and technical staff related to these functions and performs a variety of professional engineering tasks relative to the assigned area of responsibility. The current vacancy is in the Design and Construction Management Section.

This position is a full managerial position in the Engineer series, with the following responsibilities:

• Supervise, coach, mentor, and manage performance of professional and technical staff.
• Work cooperatively with the other Divisions and Sections in the Department, including providing timely budget or cost information, as well as, working with other County Departments.
• Make recommendations to the Deputy Director on staffing-levels needed based on anticipated design projects, construction inspection, and administration needs.
• Make recommendations to the Deputy Director on staffing levels, positions, and responsibilities for the Department’s mapping tasks, map filing needs, and efficient storage of information.
• Understand, manage, and budget the funding sources that finance the different activities in the Design and Construction Management Section, including the costs associated with general drafting, counter assistance, and cost of reviewing record maps.
• Oversee and manage the budget and performance measurement requirements and reporting for the Design and Construction Management Section.
• Oversee and manage the design of infrastructure projects ensuring they meet quality standards and project goals.
• Act as the Resident Engineer on construction projects ensuring they are completed safely, on-time and on-budget and per the contract documents.
• Review competed projects with the applicable Divisions or Departments to improve on future projects.

Minimum Qualifications

Licensure/Certification: Possession of a valid Certificate of Registration as a Professional Civil Engineer in the state of California.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of responsible supervisory engineer experience including difficult and complex field and office work in planning, design, construction, and maintenance of a variety of civil engineering projects.

Knowledge of:

• Principles and practices of civil engineering and municipal public works planning, design, construction, and administration.
• Methods and materials used in the design, construction, and inspection of varied civil engineering projects.
• Principles and practices of public administration, organization, and management.
• Principles, practices, and procedures of budget preparation, budget administration, and budget control.
• Principles and practices of contract preparations, negotiations, and administration.
• Practices and procedures as applied to the analysis and evaluation of programs, policies, and operational needs.
• Pertinent local, state, and federal laws, rules, regulations, and enforcement procedures.
• Principles and procedures of personnel management such as supervision, selection, training, discipline, and performance evaluation.
• Principles and procedures of safety management as it relates to public works projects.

Skill/Ability to:

• Acquire subject matter expertise in the functions and activities of a major section of a large diversified public works department, including but not limited to, laws, rules, regulations, procedures, and technical operations.

THE POSITION: The San Mateo Public Library has an opening for 2 per diem Librarian I positions with regular schedules (schedules listed below). This recruitment will also be used to fill on call per diem Librarian openings. On call per diem librarians in this role do not have a regular schedule but pick up shifts on an as-needed basis to fill coverage gaps on the Library’s service desks at the Main Library (adult and children’s desks) and branches.

Automotive Service Workers and Equipment Service Workers are assigned to the Vehicle and Equipment Services Section of the Department of Public Works. The Vehicle and Equipment Services Section maintains, inspects, services and repairs County motor vehicles including buses, trucks, equipment, Sheriff's vehicles and motor pool vehicles. Service and repair stations are located in Redwood City and San Mateo.

Automotive Service Workers perform a variety of semi-skilled automotive maintenance tasks which include the full range of lubrication and minor repair services, as well as performing routine service-related duties such as pumping gas, changing oil, etc.

Equipment Service Workers perform a variety of semi-skilled maintenance and repair work on road construction equipment and vehicles which includes the full range of lubrication and basic repair services for construction equipment and a full range of repair and maintenance work for small equipment such as chain saws and landscaping equipment.

In addition to the knowledge, skills and abilities required for this position, the Ideal Candidate will have:

• At least one year of verifiable professional work experience in Automotive and/or Equipment Services and experience with hybrid and basic computer diagnostic. Automotive Service Excellence (ASE) certification is preferred.

• Automotive Services Worker I is the trainee level class in the automotive service series responsible for dispatching, servicing and fueling County owned vehicles and equipment and for receiving, training in and performing lubrication and minor repair tasks. Incumbents are expected to advance to the Automotive Service Worker II level after gaining experience and demonstrating the required proficiency. Salary $26.93 - $33.68 Hourly
• Automotive Services Worker II is the journey level class in this series, responsible for performing a variety of semi-skilled automotive maintenance tasks which include the full range of lubrication and minor repair services, as well as performing routine service related duties such as pumping gas and changing oil. Incumbents are expected to advance to the Automotive Service Worker III level after completing all required training and certification and gaining experience and demonstrating the required proficiency for the higher-level class. Employees must complete basic classroom training on electrical, braking, air conditioning, heating, suspension and cooling systems and the repair of hybrid and alternate fuel vehicles; and on-the-job training administered by the department, which includes exposure to various aspects of auto diagnostics and repair. • Methods, tools, materials and equipment used in servicing diesel, gasoline and electric powered road and maintenance and construction equipment.

THE DEPARTMENT

The Finance Department provides critical financial services citywide, setting the policy controls over the use of City funds. It leads the fiscal accountability efforts and ensures the responsible and legal use of City funds through thoughtful appropriations and implementation and management of policies and procedures. It is responsible for numerous vital City services, including maintaining the City’s accounting system, managing payroll and purchasing procedures, issuing business licenses, managing parking districts, and collecting occupancy taxes and other City fees.
