Vegetation Field Operations Unit Position:

Working with the Vegetation Field Operations Unit, the Engineering Technician position will provide technical support for routine and corrective vegetation management activities within Valley Water managed creeks and rivers and on dams. This role will work directly with Vegetation Program Specialists coordinating vegetation management for flow conveyance and infrastructure integrity, fuel reduction through weed abatement, invasive plant management, and maintenance access. This position will assist with field inspections, data collection, documentation, and reporting related to planned and accomplished work. Typical data collection will include plant species and site characteristics, project limits, and photos. 

Technical support will also be through the use of database programs and applications such as the SMP Oracle Database, Maximo, and ArcGIS to modify and update existing work area polygons, create new maps for routine and corrective work, and to create work orders for vegetation management. 

Additionally, this position will assist with customer service requests received through the Access Valley Water (AVW) system by confirming Valley Water right-of-way and maintenance obligations, confirming field conditions as needed, and responding to customers with planned maintenance actions.

Key Responsibilities include, but are not limited to:

• Performing field inspections of vegetation management work in progress or recently completed for documentation, planning, and reporting purposes related to SMP activities using GPS enabled equipment and applications such as Survey 123.
• Using ArcGIS, updating county-wide program specific shapefiles related to routine vegetation maintenance activities for use with work orders. 
• Assisting with data management and reporting to regulatory agencies associated with Valley Water’s Stream Maintenance Program (SMP). 
• Assisting with customer service requests received through the Access Valley Water system by confirming Valley Water right of way and maintenance obligations, confirming field conditions as needed, and responding to customers with planned maintenance actions.

O&M Engineering Support Unit Position:

Working within the Watersheds O&M Engineering Support Unit, this position will help conduct field investigation and assessment activities along streams, levees, and maintenance roads, and perform corresponding data collection and mapping using GPS tools and GIS software programs.   The position will help prepare work orders for field crews and help prepare reports on work performed for Valley Water assets. The position will also provide support with internal and external customer requests via the Access Valley Water (AVW) communications system.  The position reports to an Associate Engineer-Civil, and will work closely with field operations administrators, engineering technicians, and engineers, among others.

Key Responsibilities include, but are not limited to:

• Conducting and leading field investigations and related activities for Valley Water’s watersheds assets.
• Researching and responding to requests via Valley Water's Access Valley Water (AVW) communications system.
• Preparing work orders utilizing Maximo system.
• Preparing GIS maps, conducting research, and providing support for engineering work.

Environmental, Health, and Safety Unit (Position Code 644) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).

Overview:

The position of Systems Control Operator III is responsible for remotely monitoring, operating, and controlling Valley Water’s raw water system, including local and imported raw water transmission facilities, three pumping plants, and appurtenances to control the flow of water from the Raw Water Control Center during an assigned shift.

Key Responsibilities include, but are not limited to:

• Maintain and operate automated controls to ensure that commitments and daily schedules are met according to standard operating procedures (SOPs).
• Remotely control the flow of water through turnouts to achieve the demands of three water treatment plants and adequate delivery of water for managed groundwater recharge and environmental stream flows.
• Validate unusual readings of flow, pressure, and Hydraulic Grade Line (HGL) by contacting field personnel for verification; notify supervisor or maintenance personnel of unusual conditions.
• Monitor stream flow stations to prevent dry back conditions that result in violations of state and federal fish and wildlife ordinances.
• Confer with the water treatment plant operators, other internal staff, and personnel from other utilities regarding system operation.
• Explain the system's SOPs to visitors.
• Observe and inspect pumps, motors, generators, and related equipment for safe and proper operation; coordinate high-voltage and general switching orders in dealing with Western Area Power Authority (WAPA) and Pacific Gas and Electricity (PG&E).
• Issue internal and external switching and clearance orders; bypass portions of the system during emergencies or planned maintenance shutdowns; and ensure lockout/tagout procedures are completed before maintenance activities commence.
• Perform confined space entry functions in the completion of assigned tasks; ensure adherence to established safety procedures and precautions.
• Maintain detailed logs and records of work performed; issue source change notifications; and prepare clear and concise reports, as requested.
• Interact with Valley Water's Emergency Operations Center (EOC), field operations personnel, and County communications personnel to resolve emergency flood control situations during periods of heavy rain.
• Work 12-hour, day or night shifts on weekdays or weekends on a rotating basis every six months.
• Work on-call during the weekends and nights on a rotating basis.
• Communicate with external customers such as the California Department of Water Resources (DWR) and San Benito County Water District and internal customers (water treatment plants operators, water resources technicians, and hydrographers) about operations such as shutdowns; coordinate with customers to ensure they receive deliveries; and communicate, plan, and orchestrate system.
• Use pressure monitoring devices to find leaks in pipelines.
• Follow safety regulations and applicable safety policies and procedures.
• Serve as a disaster service worker and perform disaster service activities as may be assigned by supervisor or law, pursuant to California Government Code Section 3100.
• Perform all related duties and responsibilities as required.

The anticipated hiring range for the Associate Engineer position is $111,100 - $138,876 annually, with a full salary range up to $166,651. DESCRIPTION  

The City of Thousand Oaks Public Works Department currently has an opening for an Associate/Senior Engineer! We are seeking engineers with the competence and experience to execute design and construction projects with confidence and professionalism. Ideal candidates will have demonstrated skills in the areas of water and wastewater utilities, land development, roadway improvement, energy resilience, engineering design, and/or construction management across all civil engineering disciplines. 

 

PRIMIARY RESPONSIBILITIES 

Associate Engineer:  

• Prepares and oversees the preparation of complex and technical engineering studies, plans, and reports   

• Assists the Division Manager and Team Leader/Senior Engineer in managing varying responsibilities including permitting, design and construction of water, wastewater, storm drain, pavement, energy resiliency and roadway improvements 

• Assists with the preparation of construction documents, drawings, estimates, and specifications    

• Coordinates and performs professional planning and engineering work including reviewing proposed land development plans 

• Participates in the review, development, and/or revision of the various elements of plans, ordinances, and other policies and procedures   

• Provide oversight of engineering consultants and/or co-workers  

• Meets and works with professional and public groups   

• Respond to residents regarding public works concerns  

• Assists in preparing basic engineering plans for roadway improvements including pavement, drainage and striping plans  

• Prepares engineering maps and drawings; participates in the filing and retrieval of engineering maps, documents, and records

SUMMARY DESCRIPTION

Under general supervision (Wastewater Operator II), performs a variety of skilled and semi-skilled tasks in the maintenance and operation of the City's sanitary sewer system and wastewater treatment plant.

 

DISTINGUISHING CHARACTERISTICS

This is the full journey level class within the Wastewater Operator series. This class is distinguished from the Wastewater Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

 

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

 

1. Operate and adjust controls on treatment plant equipment and machinery, such as valves, pumps and motors.

2. Grease and clean plant equipment; read and interpret meters and gauges; regulate plant effluent.

3. Monitor, repair, and maintain wastewater system lift stations; remove debris; disassemble and clean pumps; perform minor repairs when necessary.

4. Respond to emergency calls as needed; locate problems and operate sewer cleaning equipment to clear stoppages. 

5. Collect samples and perform various lab tests.

6. Inspect and make repairs to plant equipment.

7. Perform general plant maintenance work such as sweeping, cleaning, sanding and painting of equipment and facilities.

8. Assist in operating video inspection system.

9. Perform general grounds maintenance work.

10. Rod sanitary sewers; install and repair sanitary sewer laterals and trunk lines.

11. Enter and work in permitted confined spaces and underground trenches.

12. Locate, mark and notify sewer lines per USA (underground service alert) requirements.

13. Observe and enforce safety precautions. 

14. May temporarily be assigned to work with other City departments as needed.

15. Operate trucks, tractors and other motorized equipment of comparable size and complexity.

16. Perform related duties as required. 

 

 

Education/Training:
Equivalent to the completion of the twelfth grade.

Experience:
Two years experience performing duties at a level comparable to a Wastewater Operator I with the City of Ceres while in possession of a Grade I Wastewater Treatment Plant Operator certificate.

License or Certificate:
Possession of a valid Class B driver’s license.
Possession of a Grade I Wastewater Treatment Plant Operator certificate from the California State Water Resources Control Board.

The Position:

This is a temporary, as-needed position assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). The position is part of the Systems Support Group (SSG), which functions as the technology backbone of SVP and is responsible for critical technology modernization, cybersecurity, and operational support in response to rapid utility growth and evolving regulatory requirements.

We are seeking a highly skilled and experienced Network Engineer to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including the SVP’s utility communication and control systems.
 
In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including, but not limited to, Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex multi-protocol infrastructure components, including enterprise-grade Cisco firewalls, routers, switches, and wireless controllers. Additionally, it consists of managing secure VPN access, routing protocols, and future zero-trust network access initiatives.

 

As an as-needed employee, this is an "at-will" position, and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Typical Duties:

Network: Design, configure, deploy, and maintain secure enterprise-grade network infrastructure, including routers, switches, wireless controllers, and access points within a large and complex high-availability multi-protocol environment.

 

Network Performance: Proactively monitor network utilization and capacity, and troubleshoot issues related to connectivity, degradation, or failure.

 

Network Security: Design, configure, deploy, and maintain, including but not limited to firewalls, VPNs, IPS systems, and zero-trust platforms, in a highly segmented environment.

 

VOIP: Support VoIP infrastructure to ensure QoS, call quality, and reliability.

 

Cybersecurity: Investigate and produce comprehensive reports on all cybersecurity incidents and threats.

 

Access Control: Maintain a zero-trust security model, implementing strict access controls, multi-factor authentication, and least-privilege principles.

 

Process and Documentation: Maintain accurate documentation of network configurations, diagrams, and change control records to ensure consistency and compliance.

 

Operational Support: Participate in the ticketing queue for service requests and after-hours maintenance windows as needed.

 

Communication: Communicate effectively on technical issues and solutions to both technical and non-technical stakeholders.

Minimum Qualifications:

Minimum Education Requirements: 

Associate degree from an accredited University.

 

Minimum Experience Requirements: 

Three (3) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, or Network Architect.

 

Desirable Qualifications: 

• Bachelor’s degree in computer science, Information Technology, Engineering, or a related technical field from an accredited University.
• Five (5) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, Network Architect, or equivalent, preferably within a NERC-CIP regulated public utility.
• Experience administering Cisco ASA & FTD Firewalls, Core Switches, and Edge Routers
• Experience administering HP Aruba Switches and Wireless Controllers
• Certifications: Active (non-expired) professional certifications such as Cisco (CCNA, CCNP, CCIE), Palo Alto (PCNSE), HP Aruba, Azure Cloud, and/or industry-recognized cybersecurity certifications (CISSP, CompTIA Security+, GIAC, etc.).  Proof of active certifications must be uploaded with your application submission.

Knowledge, Skills, and Abilities:  

• Expert knowledge of Cisco IOS, NX-OS, and Cisco firewall administration.
• Expert knowledge of STP, VTP, DTP, HSRP, and GLBP
• Proficient at Layer 3 routing protocols such as BGP, OSPF, and EIGRP.
• Knowledgeable of Industrial communication protocols (DNP3, Modbus, serial comms).

• Ability to clearly explain technical concepts to both technical and non-technical audiences.
