The Utility Manager plans, schedules, assigns, and reviews the work of consultants, contractors, and staff within the assigned area. The Manager will also assist with long- and short-term project planning, design, maintenance, and operations in one or more of the following utility areas: water, wastewater, collection systems, solid waste, telecommunications, storm drain systems, and other utility related programs. Overview:

The Water Plant Operator will perform the duties of a state-designated shift operator in the monitoring and operation of a water treatment plant, to provide relief operations shift coverage and, as necessary, to perform the duties of an Assistant Water Plant Operator. The Water Plant Operator will use the Supervisory Control and Data Acquisition (SCADA) system to monitor and control plant operations. They will analyze data to ensure compliance with all State and Federal drinking water standards and perform administrative procedures. The Water Plant Operator will train and sign-off training checklists for lower-level operations staff. They will perform scheduled and emergency plant shutdowns and start-ups. Additionally, they will complete safety trainings and follow safety protocols. Please note that this position is based at our Penitencia Water Treatment Plant.

Key Responsibilities include, but are not limited to:

• As the state-designated shift operator, oversee all plant activities on an assigned shift; maintain situational awareness of, or assist in, maintenance, engineering, and construction work, special projects, contractors, non-plant Valley Water employees, and all plant visitors; represent the treatment plant with personnel located offsite such as retailers, regulators, other Valley Water plants and support units, and other water agencies; direct the activities of the operator on shift; and formulate production and quality related decisions.
• Use the plant's computer based Supervisory Control and Data Acquisition (SCADA) system to monitor and control plant operations; investigate and respond to alarms; scan multiple computer monitors simultaneously; navigate a multitude of program screens to observe, track, and retrieve on-line instrument readings for water, chemicals, and equipment.
• Perform various administrative tasks such as data entry into spreadsheets and database programs, initiate and follow up on work orders for preventative and corrective maintenance; create and revise standard operating procedures; order chemicals; maintain, compile, and review plant operations data; complete entries into the plant's log book.
• Serve in the role of Relief Operator on as needed/rotational basis.
• Perform scheduled and emergency plant shutdowns and startups.
• Train lower-level operator staff; sign off on training checklists.

Ideal Experience:

Water Plant Operator Experience: Three (3) or more years of experience performing work as a licensed operator at a water treatment plant that is rated as a T-4 or higher facility.

Ideal Skills and Abilities:

• Working experience/expertise in operating and troubleshooting standard and advanced water treatment plant equipment
• Proficient in water treatment math and chemistry
• Proficient in MS Office (Word, Excel, Outlook), SCADA, Maximo.  

Ideal Knowledge:

• Understanding of key regulations, reporting procedures and requirements of drinking water
• Knowledge of safe work practices around water treatment plant chemicals and equipment
• Knowledge of practices and responsibilities of leading the work of assigned staff
• Understanding and familiarity with new or pending regulations such as algal toxicity.

Ideal Training and Education:

Equivalent to the completion of the twelfth grade supplemented by six (6) quarter units in chemistry and six (6) quarter units in math from an accredited college.

Required License or Certificate Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.

North Water Treatment Operations Unit (Position Code 557) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. What You'll Do:

The Essentials:

Cross-Connection Control Specialist

• Two years of experience in water system maintenance, equivalent to the responsibilities of a Water Utility Worker in the City of Mountain View
• Equivalent to completion of the 12th grade supplemented by approved courses of instruction in the theory, laws, regulations, and techniques of backflow prevention and/or cross-connection control.
• Possession of a valid California Class C driver’s license.
• Possession of an AWWA Backflow Prevention Assembly Tester Certificate and a California Water Resources Control Board Water Distribution Operator Grade 1 Certificate.  
• Possession of an AWWA Cross-Connection Control Specialist Certificate within one year of appointment.  

 

Bonus Points:

Overview:

Valley Water’s Office of District Counsel seeks a senior-level attorney to be the primary attorney on all labor and employment functions, draft and negotiate inter-agency agreements, and advise the Board, its committees, and staff on broad, agency-level policies and procedures. The Senior Assistant District Counsel will be one of three senior assistant counsels reporting to the District Counsel and will be designated as unclassified/at-will. This attorney role offers ongoing, time-sensitive legal support to Valley Water operations and its long-term strategic goals. This position is vital for addressing Valley Water's labor and employment law requirements. The incumbent also carries significant responsibility for public agency financing matters, making experience in that field a huge plus.

Key Responsibilities include, but are not limited to:

• Day-to-day support of Valley Water's labor and employment law matters, including but not limited to employee discipline, grievances, internal investigations, and compliance matters as well as first-chair representation in labor arbitrations and administrative hearings.
• Second-chair management of employment litigation matters (“first-chair” experience is a plus).
• Assisting management with labor negotiations, including service on “second table” negotiating teams (“first table” experience is a plus). 
• Other operational support to the Valley Water business includes contract reviews, real estate transactions, and agreements with other government entities.

Required License or Certificate

• Must be a current member, in good standing, of the California State Bar Association. 
• Must have pledged to comply or be willing to pledge to comply to the Santa Clara Bar County Association Code of Professional Conduct.

The Senior Instrument and Control Technician is a senior level technical classification. The Position has a key role in the optimization of the Preventative Maintenance program and the development of SVP’s Maintenance philosophy. This classification performs maintenance and repair on all instruments, control systems, and electrical equipment in the City's power generation facilities.  The incumbent inspects, repairs, tests, adjusts, installs, and removes all power plant electrical, DCS/control, and instrumentation systems and equipment including:

• Monitors, maintain, and repairs gas turbine, steam turbine control systems, generators, transformers, and switchgear.
• Maintains, calibrates and repairs plant electrical, instrumentation, and control systems.
• Performs routine and advanced trouble shooting activities
• Maintains logs, manuals, records, drawings, schematics and operating procedures in a neat and professional manner.
• Provides written reports on control system conditions when required.

The Position: 

The Generation Technician performs the hands-on duties required to safely and efficiently operate and maintain the SVP Generation resources.  Under direction from the on-shift Sr. Generation Technician, the Generation Technician performs all manner of mechanical, electrical, and operational activities required for the City’s power generation facilities including:

 

• Controlling City power plants and monitoring remote hydroelectric facilities
• Responding to emergency situations and abnormal operations
• Repairing mechanical pumps, valves, compressors, boilers, HRSG auxiliaries, reduction gears, hydraulic systems, liquid and gas fuel systems, lube oil systems
• Repairing electrical systems, breakers, relays, meters, wiring, and motors
• Organizing and supervising contractors and employees in conducting scheduled and emergency shutdown work

 

Incumbents ensure that for all of the City of Santa Clara’s electric generation power plants that all of the systems and sub-systems are operated and maintained in an efficient, effective, and a safe manner. • Must be able to lift twenty (20) pounds in awkward positions and fifty (50) pounds from the floor to the waist.

Minimum Qualifications for consideration - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in civil engineering, environmental engineering, environmental sciences or a related field. 

Experience: Five years of increasingly responsible wastewater treatment plant and collection system operations and maintenance experience including two years of administrative and supervisory responsibility. One year of Biological Nutrient Removal Treatment Processing is desirable.

License or Certificate:

Possession of a State of California Wastewater Treatment Plant Operator Grade V certificate is highly desirable.

Overview:

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities.  The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. This position reports to the Manager of the Purchasing and Consultant Contracts Unit, within the General Services Division.

Key Responsibilities include, but are not limited to:

• Review and approve procurement request documents, cost estimates, scope, and other relevant information to initiate and implement a procurement strategy.
• Provides advice to personnel on procurement and contracting issues.
• Oversee the development, preparation and negotiation of complex contract proposals, competitive/non-competitive consultants, and service contracts.
• Assure that Invitations for Bids (IFBs), Requests for Proposals (RFPs), and other processes are conducted consistent with policy, laws, and regulations.

• Prepares reports, memorandums, and presentations on procurement program or contract issues.
• Oversees contract administration system, manages contracts work project list, and forecasts procurement requirements.
• Implements best practices in contract management practices, procedures, and policies.
• Manage, lead, assign, develop and mentor staff engaged in contract administration activities.

Ideal Experience:

• 6+ years of experience in public procurement and contract management, or a closely related field in the public-sector environment, including high value contract administration activities for professional services including either one year in experience planning, organizing, coordinating, and directing various project or programs, or serving as the Valley Water recognized subject matter expert or advisor in the assigned program area.

• 3+ years of increasingly responsible supervisory experience of staff is preferred.

Ideal Knowledge:

• Theories, principals, and practices of contract administration for public agencies.
• Familiarity with Public Contact Code (PCC), Government Code (GOV), or Public Utility Code (PUC) or demonstrate experience with federal laws such as Federal Acquisition Regulation (FAR).. 
• Procurement of professional services requiring specific licensure, including architectural and engineering services.
• Principles and techniques of budget preparation and program and personnel management.
• Principles and practices of supervision, training, and constructive discipline.
• Contract cost analysis, negotiations, and contract development.
• Accounting principles and practices

Ideal Training and Education:

• Bachelor's degree in business or public administration or closely related field

Purchasing & Consultant Contracts Services Unit (Position Code 103)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).
