GENERAL PURPOSE:

Under general supervision, performs a wide variety of routine to moderately complex clerical and customer service-related duties requiring program knowledge, technical evaluation of information, and the use of clerical skills to support the operations of the assigned department.  This current part-time vacancy will reside in the City Manager’s Office focusing on Human Resources tasks.

• Assists with reviewing, evaluating, and updating forms, policies, procedures, and manuals.

Under direction, provides lead direction to the staff engaged in the full range of assigned duties related to the City’s water distribution and treatment systems, and the City’s Wastewater Treatment Plant Facility.

The Senior Utility Worker is the advanced journey-level classification in the Utility Worker series. Incumbents perform skilled duties in the operations and maintenance of the water distribution and treatment system, and plant operations and maintenance of the wastewater treatment plant and provide lead direction and training to assigned crews.

Receives direction from the Utilities Superintendent and/or higher-level staff. Exercises technical and functional supervision over lower-level utilities staff.

THE DEPARTMENT

The Information Systems and Technology Division is responsible for the City's network infrastructure, cybersecurity, Help Desk support, and daily IT operations. The division supports a full-service city that includes City Administration, Police, Fire, Planning, Public Works, Parks, Beaches, and Recreation departments.

THE POSITION

This is a full-time, professional level position that requires significant administrative, analytical, and technical skills. This position serves as a technical leader, providing complex analytical support.

Duties may include but are not limited to the following:

• Install, configure, maintain, troubleshoot, and monitor physical and virtual network and server infrastructure including hardware, software, real-time monitoring tools, peripherals, and devices ensuring effective performance and proper integration of components and systems with existing architecture; assist in infrastructure changes and upgrades to limit interrupted services.
• Administer automated deployment of software and updates over the network.
• Monitor and maintain security control of City network and server infrastructure; configure and monitor security features and firewall rules; verify and ensure proper user accessibility; identify and address vulnerabilities; research, recommend, and apply security updates as needed.
• Monitor disaster recovery and backup processes and schedules; verify that backups are successful and data can be recovered.
• Ensure database security by preparing access and control policies and procedures and reviewing permissions on a regular basis.
• Install, configure, maintain, troubleshoot, and monitor City-wide telecommunications systems including voice and data communications infrastructure and equipment; set up and maintain user accounts, access groups, extensions, and voicemail boxes; troubleshoot system-wide outages.
• Work on systems and infrastructure conversion, installation, and maintenance projects, including planning, organizing, and defining project requirements, methods, and end objectives in consultation with end users; coordinate project activities with IT Manager and IT staff, end users, and vendors.
• Maintain information on scheduled systems maintenance, including upgrades and outages.
• Respond to and resolve users’ inquiries and complaints and escalate problems or issues to vendor representatives as needed.
• Stay abreast of new trends and innovations in technology related to systems, network, server, and telecommunications; research, recommend, and evaluate vendor solutions and technologies; implement improvements upon approval.
• Serve as a Disaster Service Worker, as required.
• Perform related duties and responsibilities as required and other duties as assigned.

Ross Valley Sanitary District is seeking an Inspector excited to join our high performing team. Inspectors work with contractors, homeowners and real estate agents to ensure construction projects meet District standards while educating and providing excellent customer service to the public.

Under general supervision of the Senior Engineer, the Inspector performs advanced, complex, and critical inspections of District infrastructure. Working independently, the Inspector is responsible for ensuring compliance with District regulations and codes related to the repair of District infrastructure, construction of private sewers, and collection system pump stations. Inspectors are also responsible for ensuring safety measures are applied at job sites.

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE:

• Check and review construction plans for construction and repair on public and private sewers.
• Perform civil, structural, mechanical, and basic electrical inspections on construction and repair on District sewer mains, and private sewer laterals performed by contractors or other agencies.
• Communicate status of work to Engineer and co-workers as appropriate.
• Check surveys and plans for accuracy and document site conditions prior to start of construction.
• Inspect construction and backfill materials in all stages of progress to ensure compliance with District specifications, standards, ordinances, and for approval of authorized construction.
• Read and interpret construction plans, documents, and specifications.
• Ensure compliance with District and regulatory standards, plans, ordinances, and specifications regarding construction methods, equipment, workmanship, and quantity and quality of materials used in the project.
• Prepare and maintain records, reports, and documentation required by regulatory agencies and District policy.
• Confer with contractors’ field representatives regarding either work or materials that deviate from plans and specifications; ensure approved corrective measures are applied.
• Verify that Cal-OSHA approved safety precautions are practiced when on construction sites.
• Perform and interpret CCTV inspections of sewer lines; interpret and evaluate CCTV inspections done by subcontractors.
• Inspect and investigate complaints and sewage discharge violations.
• Verify proper testing methodology of air, soil, and vacuum tests, and proper CCTV televising of sewer lines.
• Prepare inspection reports and field sketches of sewer locations, preliminary project layouts, and monitor that work is performed within required timelines.
• Maintain records of field observations, permits, test reports, as-built plans and prepare reports.
• Provide customer service to residents, contractors, and representatives of private/public agencies.

MINIMUM QUALIFICATIONS

Education, Training, and Experience

Any combination of education and experience that provides the knowledge, skills, and abilities required for this position. A typical way of obtaining the required qualifications is to possess the equivalent of:

• Completion of the twelfth grade, or its equivalent.
• Coursework in algebra, geometry; mapping is highly desirable.
• Four years of journey-level work experience in sewer, maintenance, industrial, and/or public works construction in public agency or private sector.

Licensing, Certification, and Registration

Possession of the following licensures, certifications, and/or registrations are required:
