DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

• Must possess sufficient physical ability and mobility to work in standard wastewater treatment plant and related facilities:  strength, stamina and mobility to perform medium to heavy physical work and to work in confined spaces; inspect various commercial sites, including traversing uneven terrain, climbing ladders, stairs and other access points; attend meetings and operate a motor vehicle; vision to read printed materials, a computer screen and make inspections; and hearing and speech to communicate in person, before groups, and over the telephone.
• Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. 
• Positions in this classification require one to bend, stoop, kneel, reach, climb, and stand for long periods of time. 
• Employees must be able to lift, carry, push, and pull materials and objects necessary to perform job functions. 
• Must be able to adapt and work day, swing or graveyard shift.
• Environmental Factors
  • Employees work primarily in the field and are exposed to noise, dust, pollen, grease, smoke, fumes, chemicals, noxious odors, gases, heat, and cold in confined workspaces and in all types of weather conditions. 
  • Employees may interact with upset staff, public and private representatives, and contractors in interpreting and enforcing regulations and departmental policies and procedures.
     

BASIC EXAMPLE OF DUTIES

• OPERATOR I (COLLECTION)
  Duties may include, but are not limited to the following:
  • Performs operation and maintenance on sanitary sewer pump station.
  • Responds to service requests regarding clogged mainline stoppages, mainline breaks, manholes and related structures.
  • Performs mechanical work in repairing and installing equipment.
  • Operates compressor, air gun tamper, backhoe and other related construction tools.
  • May undertake minor carpentry, plumbing, cement work and electrical.
  • Performs general grounds maintenance work, sweeping, sanding, painting.
  • Maintains routine and daily records.
     
• OPERATOR II (COLLECTION)
  Duties may include, but are not limited to the following:
  • Lead a crew in the safe performance of preventive, corrective, and emergency maintenance of sanitary sewers
  • Respond to service requests, unclog mainline stoppages, and keep records on sewer line cleanings and state of existing problems within the Collections System
  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project
  • Supervises the work of all operating personnel assigned to shift; trains and evaluates performance of shift employees, enforces safety procedures in conformance with policy of plant’s safety program.

THE WATER QUALITY CONTROL PLANT:

The Water Quality Control Plant (WQCP) processes wastewater discharge for the cities of South San Francisco, San Bruno and the Town of Colma. The Water Quality Control Plant is a division of the Public Works Department staffed by 38 employees including: Plant Superintendent and Assistant Plant Superintendent of WQCP; Maintenance, Laboratory and Environment Compliance Supervisors; Senior Chemist; Chemist; Lead Plant Mechanics; Plant Mechanics; Lead Plant Operators; Plant Operators; Electricians; Senior Environmental Compliance Inspector; Environmental Compliance Inspectors, Utility Workers, and two Administrative Assistants.

The City of Brisbane will be sponsoring up to four summer internships this year.  Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Human Resources - Offering learning opportunities by following a full recruitment and onboarding process. Assist with website updating; maintaining employee records; the conversion of physical records/forms to electronic format; and conducting research and analysis on HR-related topics.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

THE DEPARTMENT

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. Job Description

Under general supervision, the 8562 Counselor, Juvenile Hall, is responsible for the care, custody, safety and welfare of juveniles detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Qualifications

Education:
Possession of a baccalaureate degree from an accredited college or university.

License and Certification:
Possession of a valid California driver license.
Possession of a valid Cardiopulmonary Resuscitation (CPR) certificate.

Substitution:
Experience as a counselor in a juvenile detention facility or experience involving the organization, detention, or suspension of youth groups in a recreational or correctional program may substitute for up to two (2) years of the education requirement on a year-for-year basis. One (1) year equals thirty (30) semester units or forty-five (45) quarter units.
