SUMMARY DESCRIPTION

Under immediate supervision (Wastewater Operator I) or general supervision (Wastewater Operator II), performs a variety of skilled and semi-skilled tasks in the maintenance and operation of the City's sanitary sewer system and wastewater treatment plant.

 

DISTINGUISHING CHARACTERISTICS

Wastewater Operator I - This is the entry level class in the Wastewater Operator series. This class is distinguished from the Wastewater Operator II by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks.

Wastewater Operator II - This is the full journey level class within the Wastewater Operator series. This class is distinguished from the Wastewater Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

 

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

 

1. Operate and adjust controls on treatment plant equipment and machinery, such as valves, pumps and motors.

2. Grease and clean plant equipment; read and interpret meters and gauges; regulate plant effluent.

3. Monitor, repair, and maintain wastewater system lift stations; remove debris; disassemble and clean pumps; perform minor repairs when necessary.

4. Respond to emergency calls as needed; locate problems and operate sewer cleaning equipment to clear stoppages. 

5. Collect samples and perform various lab tests.

6. Inspect and make repairs to plant equipment.

7. Perform general plant maintenance work such as sweeping, cleaning, sanding and painting of equipment and facilities.

8. Assist in operating video inspection system.

9. Perform general grounds maintenance work.

10. Rod sanitary sewers; install and repair sanitary sewer laterals and trunk lines.

11. Enter and work in permitted confined spaces and underground trenches.

12. Locate, mark and notify sewer lines per USA (underground service alert) requirements.

13. Observe and enforce safety precautions. 

14. May temporarily be assigned to work with other City departments as needed.

15. Operate trucks, tractors and other motorized equipment of comparable size and complexity.

16. Perform related duties as required. 

Overview:

Valley Water is seeking an Associate Water Resources Specialist to provide professional-level analytical and technical support for complex water supply planning and imported water initiatives critical to Valley Water’s long-term water reliability.

This position will provide support in the following areas:

• Development of water supply planning projects, including the Sites Reservoir Project, Sisk Dam Raise Project, and groundwater banking initiatives.
• Development and administration of water transfer agreements and other agreements needed to flexibly convey water to Valley Water facilities.
• Review, analysis, and comment on Bay-Delta regulatory issues affecting imported water supplies.

The Associate Water Resources Specialist works with a high degree of competence and judgment on assigned analyses, studies, and project components, while operating within established program direction and in coordination with senior staff and project leads.

Imported Water Unit (Position Code 624)

The Microbiologist II/III is a critical position to meet compliance requirements related to treatment operations, adoption of new Environmental Laboratory Accreditation Program (ELAP) regulations, bacteriological monitoring, algae monitoring, invasive species monitoring, and other critical water quality testing. 

The overall focus of this position is to perform full range of microbiological and analytical testing activities in the Water Quality Lab's microbiology section, including method development, data review and approval, standard operating procedure updates, and meeting all requirements of the Laboratory's quality assurance program. This position has the responsibility to perform a number of bacteriological determinations, analysis of Giardia/Cryptosporidium, invasive mussels, algae speciation, and other work as assigned.

This position will be responsible for sample collection and analysis of a variety of samples in the field and at various facilities. In addition, the ideal candidate will have thorough understanding of drinking water regulations and monitoring requirements and will be able to adapt specific U.S. Environmental Protection Agency (EPA) and/or Standard Methods for the Analysis of Water and Wastewater for the purpose of State accreditation. The position requires good instrument troubleshooting and maintenance skills, and ability to perform complex water quality studies; review and analysis of analytical data; follow all environmental health and safety policies and procedures; and work well with other team members.

Overview:

Join a team dedicated to protecting and stewarding natural resources while supporting critical water infrastructure projects across Santa Clara County.

The Assistant Biologist I/II is an entry-level field position within Valley Water’s Watershed Planning and Stewardship Division, Environmental Mitigation and Monitoring Unit. This role primarily supports wildlife biology efforts, though experience in any biological discipline is valued. The Assistant Biologist will conduct ecological field data collection and environmental compliance in support of a wide range of projects and programs managed or supported by the Unit.

The Environmental Mitigation and Monitoring Unit provides ecological and biological expertise across Valley Water’s activities to support effective natural resource management, environmental stewardship, and compliance with environmental laws and regulations. The Unit’s responsibilities include managing long-term mitigation monitoring programs; implementing ecology-focused stewardship projects under the Safe, Clean Water Program; overseeing land management and easement monitoring for mitigation lands; administering the plant pathogen program; providing biological subject matter expertise for more than 30 capital projects and long-range planning efforts; and managing the Fisheries and Aquatic Habitat Collaborative Effort (FAHCE). The Unit specializes in special-status species, jurisdictional habitats, impact and habitat function assessments, avoidance and minimization measures, mitigation design and monitoring, and environmental permitting.

In this role, the Assistant Biologist I/II will perform essential field and support duties that ensure continuous and comprehensive biological support for Valley Water projects and programs. This includes permit compliance activities and mitigation and monitoring efforts.

The final three steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H), one year at the prior step, and a good performance evaluation. Initial salary placement is typically at the entry point of the range unless the candidate has prior lateral work experience which may warrant initial placement at a higher step.

EXAMPLES OF FIRST YEAR PROJECTS/ASSIGNMENTS:

• Learn Gilroy’s water distribution and treatment systems, including wells, reservoirs, pump stations, SCADA operations. 
• Support the development of Gilroy’s valve exercising and hydrant flushing program, including record keeping. 
• Assist with Gilroy’s Steel Service Replacement program and keep the project on schedule for completion by July 1, 2028
• Complete required training and work toward Grade I Water Treatment Operator certificate and Backflow Prevention Assembly Tester Certificate (if not already possessed). 

The Deputy Probation Officer I/II/III position in the Probation Department will investigate cases of juvenile delinquency or dependency and adult applicants for probation; supervise and counsel juveniles and adults on probation; prepares reports and recommendations for court. Provides professional casework services to adult and juvenile offenders involving the referral, supervision and rehabilitation of juveniles and adults on probation; and provides advocacy and related services to victims of crimes. The Deputy Probation Officer III is the advanced journey level position in the class. This position is scheduled for forty (40) hours per week. 

WHAT YOU’LL DO

• Prepares and presents reports and recommendations regarding juveniles and adults for the Superior Court.
• Investigates violations of the law by juveniles and adults, and prepares a variety of reports to the court on individuals under the jurisdiction of the court.
• Analyzes and uses information gathered by interviewing the accused and others involved in a case to assess client needs; develops a supervision plan designed to achieve desired behavioral changes; prepares progress reports.
• Arrests juvenile/adult probationers, or makes arrangements through law enforcement agencies for the arrest of juvenile/adult probationers who violate the law or terms of probation; physically restrains juvenile/adult probationers when necessary.
• Makes financial arrangements for the collection and distribution of fines, restitution and other payments.

Silicon Valley Power (SVP) is seeking a dynamic, engaging and highly qualified professionals for one vacant unclassified management positions of Principal Electric Utility Engineer in Engineering division under our Customer Development and Project Management groups.

 

 

Engineering Division

 

This  position will lead an engineering team that will include substation engineering, Transmission system engineering and distribution system engineering. This position will be responsible for performing and managing the design of substation and transmission line projects from conception through construction and commissioning. This position will develop standards, specifications, engineering studies, calculations, evaluations, design documents associated with the planning, design, construction and maintenance of SVP substations, Transmission system, distribution system and other utility facilities. The candidates must have extensive experience in High voltage Substation and Transmission line design, plan, standard and specification preparation. The candidates must have proven problem solving skills and  excellent communication skills.

 

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

The annual salary range for this position is $214,236.60 - $277,243.92. This position may be filled at or near the minimum of the salary range.

 

 

MINIMUM QUALIFICATIONS:

 

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

• Education and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in electrical, mechanical, civil or other related field of engineering

 

Minimum Experience Requirements:

• Five (5) years of increasingly responsible experience in electric utility engineering work
• Candidates from a non-accredited college or university must demonstrate educational equivalency by registration as a professional electrical, mechanical or civil engineer in the State of California

 

Acceptable Substitution:

• A Master's Degree in electrical, mechanical or civil engineering, or business or public administration from an accredited college may be substituted for one year of experience

 

License/Certifications:

• Possession of a certificate of registration as a Professional Engineer in the State of California is required
• Possession of a valid California Class C driver's license is required at the time of appointment and for duration of employment

 

Other Requirements: 

• Must be able to perform all of the essential functions of the job assignment
• May be required to work unusual hours in emergency situations
• Required to pass initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State, and /or industry security requirements

SUPVERVISNG WATER QUALITY SPECIALIST

The final three steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H),  one year at the prior step, and a good performance evaluation.  Initial salary placement is typically at the entry point of the range unless the candidate has prior lateral work experience which may warrant initial placement at a higher step.

Opportunity to work a 9/80 work schedule with every other Friday off.

ABOUT THE POSITION
The City of Gilroy is seeking a knowledgeable, motivated, and service oriented Supervising Water Quality Specialist to join our Utilities Department. This vital supervisory role supports the community by ensuring that Gilroy’s potable and recycled water systems meet the highest standards of safety, reliability and environmental compliance.

In this exciting opportunity, the Supervising Water Quality Specialist will work under the direct supervision of the Water Systems Superintendent performing journey-level duties and will supervise a variety of work in the collection and testing of water samples, maintenance of records and generation of reports relating to water quality, and research and evaluation of existing and proposed regulations to ensure compliance with local, state, and federal water quality regulations. The Supervising Water Quality Specialist will lead the development and implementation of the Backflow Prevention and Cross Connection Control Programs and will perform work associated with the operation, construction, and maintenance of the water system. 

This is a non-exempt, supervisory position that is represented by AFSCME, Local 101, Supervisory Unit.
