The San Mateo County Registration & Elections Division is seeking seasonal Election Worker - Warehouse Technicians/Field Technicians to assist in the upcoming November 3, 2020 Presidential Election. The Elections Division is a fast-paced environment and this is an excellent opportunity to work with a group of dynamic, well-organized, and highly efficient individuals committed to the democratic process.
 
We are currently seeking dedicated and hard-working individuals for the temporary, full-time position of Office Assistant to be hired into one of the following areas:
 
Warehouse Technician 

• Testing functions of electronic voting equipment 
• Staging heavy equipment containers for delivery 
• Inventorying and moving voting equipment and Vote Center supplies 
• Assisting in delivery and pickup of voting equipment at Vote Centers 
• Assisting in delivery of spare equipment and supplies to Vote Centers  

Field Technician 

• Testing functions of electronic voting equipment 
• Assisting in delivery, connection, and testing of voting equipment at Vote Centers 
• Troubleshooting voting equipment at Vote Centers 
• Assisting in delivery of spare equipment and supplies to Vote Centers 
• Driving regularly to each Vote Center on an assigned route to make sure that all equipment is properly functioning 

Warehouse Technicians and Field Technicians are classified as Office Assistants. The starting hourly wage for Warehouse Technicians and Field Technicians is $19.88. 

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra help employees are not guaranteed permanent status at the end of the assignment. Overtime is expected especially as the Election approaches.

DEFINITION

Under the supervision of the Fire Marshal or the Chief's authorized subordinates, to inspect fire protection systems, new construction sites, industrial and commercial occupancies and institutional and public assemblage occupancies to insure a practical level of fire protection and compliance with applicable state and local regulations and nationally recognized fire protection standards; and perform related duties as may be required.

EXAMPLES OF DUTIES

Performs fire safety inspections of schools, rest homes, residences, hospitals, churches, industrial and commercial buildings, sprinkler systems and hazardous materials and processes; issues written notices requiring the elimination of fire hazards; inspects posts and issues weed abatement notices; assists in the investigation of fires to determine origin and cause; testifies in court; photographs fire scenes; investigates and requires correction of violations of state and local codes and ordinances pertaining to fire prevention; develops and conducts fire prevention education programs; keeps records of buildings inspected and action taken; may check building plans; provides technical information to the public concerning fire prevention; assists fire company personnel in code interpretation, training and fire inspections; gives emergency medical treatment when required; performs related duties as required.

MINIMUM QUALIFICATIONS

Ability to: Communicate effectively both orally and in writing; work with minimal direction; meet deadlines; gain the understanding and cooperation of the public; instruct methods and procedures used in a modern fire prevention bureau; work effectively with others; tolerate uncertainty and work in unstructured settings; handle a variety of assignments simultaneously; learn and recall fire safety regulations and legal procedures; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience: Two years of experience in at least one of the following: building code enforcement, safety code enforcement, Federal, State and local codes, ordinances, and law enforcement; or related code enforcement activities or two years as a firefighter.

Education: Graduation from high school or equivalent and an A.A. Degree or 60 college semester units; possession of valid CPR/BLS (Cardio-Pulmonary Resuscitation/Basic Life Support) for the Professional Certificate; possession of a valid State of California Board of Fire Services Fire Officer Certificate or Satisfactory completion of any two (2) of the following six (6) State of California Board of Fire Services courses:

-           Fire Prevention IA, IB, or IC OR Fire Inspector IA, IB, IC or ID

-           Fire Investigation IA, IB or IC

                                    or

-           Penal Code 832

License:  Possession of valid Class C California Driver's License.

Lateral Experience Requirement: Current employment as a regular (non-probationary), full-time paid Fire Inspector in a public agency.

Lateral Certification Requirement:  Possession of a valid State Fire Marshal Certification as a Fire Prevention Officer I or Fire Inspector I AND Fire Investigator I.

The San Mateo County Registration & Elections Division is seeking seasonal Election Vote Center Representatives (Office Assistant I) to assist in the upcoming November 3, 2020 Presidential General Election. Vote Centers have replaced polling places as in-person voting sites and offer additional services over a longer period of time. This position requires the ability to operate a computer and computer applications/software quickly and accurately.  

We are currently seeking dedicated and hard-working individuals for the temporary, full-time position of Vote Center Representative to be hired for the following duties:

1. Use a computer to verify voter eligibility.
2. Provide information about the upcoming election.
3. Guide voters on use of electronic ballot marking devices.
4. Operate/troubleshoot voting equipment.
5. Provide in-person customer service including assisting voters to register to vote and assisting voters in casting a ballot.
6. Issue ballots.
7. Maintain accurate files and records.
8. Secure Election materials and supplies.

Several, but not all, Vote Center Representatives require fluency in Spanish, Mandarin and/or Cantonese, Tagalog/Filipino Korean, Burmese, Hindi, or Japanese.
 
Vote Centers will be open for four to eleven days. Those hired can expect to work approximately 7 – 15 days including training.
 
Vote Center Representatives will work 5 days per week and 8 hours per day. This assignment will include weekends and potentially 2 or more evenings. On Election Day, Vote Center Representatives will work from 6:00 a.m. - 9:00 p.m. or later if necessary.
 
Vote Center hours are 8:30 a.m. to 5:30 p.m. daily during the period of operation, including weekends and holidays, and 6:00 a.m. to 9:00 p.m. on Election Day, November 3, 2020.  These positions may require evening work assignments.
 
Personal protective equipment and sanitizing supplies will be provided to staff to be used in the Vote Centers and protective measures will be implemented to ensure the safety of Vote Center Representatives, as well as the public.

Ideal candidates will have a minimum of one year of general clerical, office assistant, phone services or computer experience, and a close attention to detail. Vote Center hours are 8:30 a.m. to 5:30 p.m. daily during the period of operation, including weekends and holidays, and 6:00 a.m. to 9:00 p.m. on Election Day, November 3, 2020. These positions may require evening work assignments.

The position requires basic addition and subtraction. Vote Center representatives must be proficient in the operation of a computer and computer software and applications.

Applicants with past experience as Poll Workers or Vote Center Representatives are strongly encouraged to apply.

Eleven-day Vote Centers will open on October 24, 2020, and four-day Vote Centers will open on October 31, 2020. Once opened, Vote Centers will remain operational through November 3, 2020.

The San Mateo County Registration & Elections Division is seeking seasonal Office Specialists to work as Vote Center Trainers (Office Specialist) to assist in the upcoming November 3, 2020 Presidential General Election. The Elections Division is a fast-paced environment; this is an excellent opportunity to work with a group of dynamic, well-organized and highly efficient individuals committed to the democratic process.

We are currently seeking dedicated and hard-working individuals for the temporary, full-time position of Vote Center Trainer to be hired for the following duties:

• Deliver training to Vote Center Representatives on San Mateo County Elections Procedure, Vote Center set-up and voter assistance.
• Facilitate hands-on training scenarios for Vote Center staff.
• Identify uniquely-skilled staff for special assignments.
• Set up, restore and restock the classroom between training classes.
• Communicate any notes from the Vote Center Representatives regarding policy, equipment or supplies to the Training Supervisor.

Vote Center Training is expected to begin around the end of September. Those hired can expect to work for approximately eight weeks including on-site job training, teaching classes and working at a 4-day Vote Center as a Vote Center Lead. The last expected day of employment will be Election Day, November 3, 2020.
 
Training is held from 9 a.m. to 4 p.m. daily during the period of operation. Daily schedules may include reporting to unit supervisors before a session or staying after training to complete further work. These positions may require evening and/or weekend work assignments.

THE PROPERTY TAX DIVISION
The Property Tax Division of the County Controller's Office is responsible for computing tax rates based on assessed property values provided by the County Assessor, distributing property taxes to local taxing agencies and processing roll corrections and refunds. The Division also handles accounting for special districts.

The Property Tax Division Manager, under the Assistant Controller's direction, will oversee the responsibilities of the Division and the accounting services provided to the special districts. In this role, the Property Tax Division Manager will have the opportunity to work with and supervise a team of ten dedicated and experienced property tax personnel.

The Property Tax Division Manager position requires the ability to understand complex property tax law, provide this information to staff and incorporate changes into the property tax system. The ever-changing laws, rules and regulations require a keen ability to consider and solve-for the impacts the changes will make throughout the property tax system.  The person in this position should have demonstrated success is such collaborative efforts.

Duties will include, but are not limited to:

• Manage the annual calculation of debt service tax rates, annual tax levy, apportionments of all property tax dollars, and roll maintenance.
• Manage preparation and filing of periodic property tax reports.
• Address inquiries from internal and external stakeholders.
• Be responsible for maintaining compliance with State laws and regulations.
• Ensure proper accounting of property tax transactions and of jurisdictional changes.
• Determine, track, and report budget and performance measurement standards for the division.
• Possess supervisory experience which includes hiring, training, evaluating, counseling, disciplining, and assigning work to staff.
• Maintain a cross-training program for staff development that provides backup support for the functions within the unit.
• Create, establish, revise and maintain written policies, procedures, and job instructions for all aspects of the Property Tax Division process.
• Research complex technical property tax related questions or issues and apply knowledge to designing and communicating viable solutions.
• Develop and maintain controls to ensure property tax apportionments, related schedules and work papers are computed accurately and timely.
• Analyze, evaluate and coordinate system programs and formulations and make appropriate recommendations to enhance current processes.
• Consult with management, officials from other government agencies and other interested parties on policies, practices and matters related to property tax administration.
• Monitor, review, and assess implications of changes in laws and regulations.
• Provide opinions and procedures for implementation of changes in laws and regulations.
• Manage the property tax system which includes collaborating with IT personnel to develop improvements, implement design changes, and design necessary training for the user community.
• Perform related work as required.

Qualifications

Knowledge of:

• Advanced principles and practices of financial administration and resource planning, including public budgeting and reporting.
• Advanced principles of financial forecasting and financial analysis.
• Theories, principles and practices of accounting and auditing and their application to governmental accounting.
• Generally accepted accounting principles and/or auditing standards including those specifically applicable to government agencies.
• Basic principles and practices of County-wide operations and its administration and organization.
• Advanced principles and practices of operational, financial and EDP auditing.
• Advanced principles and practices of management and organizational effectiveness.
• Principles of personnel training, supervision and evaluation.
• Relevant automated fiscal/financial information systems, applications and terminologies.
• Federal, State and local laws and regulations applicable to assigned area of responsibility as well as laws and regulations governing the financial operations of public agencies.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is: 

• Education: Bachelor's Degree in Business, Accounting, or Public Administration or a related field.
• Experience: Three years of increasingly responsible experience performing a wide variety of administrative, financial, or managerial duties in a large, complex public agency including at least one year of direct experience managing and/or supervising an accounting or auditing function related to assigned division.

The San Mateo Medical Center operates five dental clinics located in San Mateo, Redwood City, Daly City, Half Moon Bay, and a Mobile Dental Clinic. These clinics treat children and adults, homeless and transitional populations, and patients with HIV diagnosis. Pregnant women on Medi-Cal can also obtain dental services in these clinics covered by the Ryan White grant.

All Clinics are open Monday through Friday, 8 AM to 5 PM and some Saturdays and evenings.  The Fair Oaks Health Center in Redwood City is staffed with an oral surgeon and pedodontist, and the San Mateo Clinic is staffed with an oral surgeon.  The Fair Oaks Health Center and the Mobile Dental Clinic host dental students from the University of the Pacific and University of San Francisco to aid in patient care.

The Dental Assistant Series levels include:
 
Dental Assistant I ($21.59 - $26.99 Hourly) is the experienced level class in the Dental Assistant series, competent to independently perform the full range of journey-level dental assisting work under the supervision of a dentist. This class is flexibly staffed with the II level and incumbents may advance to the higher level after obtaining required certification and demonstrating the required proficiency for the II level.

Dental Assistant II/Registered Dental Assistant ($25.52 - $31.90 Hourly) is the advanced journey-level classification in the series. Under the supervision of a dentist, incumbents at this level perform dental assisting duties which are limited to a person certified as a Registered Dental Assistant in addition to performing Dental Assistant duties of the lower.
