THE POSITION

Assistant and Associate Engineering Technicians perform office and field engineering functions in connection with public works activities. The current vacancy is assigned to Construction Inspection and will perform field inspections of public works projects, developments, and activities requiring permits and inspection; and inspects grading, underground utilities, City water mains, sewers, storm drains, curbs, gutters, paving, irrigation systems, streetlights, and other infrastructure construction for conformance with regulatory standards, plans, and specifications. The Assistant Engineering Technician is the entry level classification in the series, and the Associate Engineering Technician is the journey level classification in the Engineering Technician series, with responsibility for more complicated technical tasks.

Examples of duties and responsibilities may include:

• Performs field inspections of public works projects, developments, and activities requiring permits and inspection
• Inspects grading, underground utilities, City water mains, sewers, storm drains, curbs, gutters, paving, irrigation systems, street lights, and other infrastructure construction for conformance with regulatory standards, plans, and specifications
• Maintains daily written records of progress made in construction and materials used
• Makes progress payments, writes change orders, and performs other contract administration duties on routine public works projects
• Assists contractors and the public in interpreting and complying with construction requirements
• Prepares monthly progress payment records
• Issues stop work orders when necessary
• Checks compliance of contractors with local, regional, state, and federal regulations including those governing wages and payroll
• Investigates and resolves citizen complaints regarding construction work on City facilities
• Enforces safety regulations

The Water and Sewer Utilities Department is a utility enterprise that provides planning, design, construction, maintenance, and operation of the City's water distribution system, sewer collection system, and recycled water system. The Position: 

The Utility Crew Supervisor is a lead supervisory classification in the Water and Sewer Utility Department. An incumbent in this classification is responsible for performing the most difficult and responsible technical duties and supervising the work of an assigned crew in a specialty area such as water construction and maintenance, water meter testing and maintenance, and sewer system maintenance. The Utility Crew Supervisor is distinguished from the Assistant Water Superintendent in that the latter is responsible for overseeing a Program in the Water Construction, Maintenance, and Operations Division.

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Graduation from high school or possession of a GED.

Minimum Experience Requirements: 

Three (3) years of increasingly responsible experience in construction, maintenance, or operations with a public or private water or sewer utility organization.

License/Certifications: 

• A valid Water Distribution System Operator Certificate (Grade D-2 or above) issued by the California Department of Health Services is required at time of application and for the duration of employment.
• A valid California Class C driver's license is required at time of appointment and for the duration of employment.

The following are required when assigned to the water construction and maintenance or sewer system maintenance specialties:

• A valid California Class A or B Commercial driver's license is required at time of application and for the duration of employment.
• A valid Collection System Maintenance Certificate (Grade 2 or above) issued by the California Water Environment Association is required within twelve (12) months of appointment and for the duration of employment.

The following is required when assigned to the water meter testing and maintenance specialty:

• A valid Backflow Prevention Tester Certificate issued by the California-Nevada Section of the American Water Works Association or the Foundation for Cross Connection Control and Hydraulic Research is required within twelve (12) months of appointment and for the duration of employment.

Desirable Qualifications: 

Depending on position assignment, qualifying experience may be required in one of the following specialty areas: water construction and maintenance, water meter testing and maintenance, or sewer system maintenance.

The Sr. Information Systems Analyst is responsible for advanced networking and server virtualization in both our Corporate and Scada (Industrial) networks. They are expected to have advanced analytical/problem solving skills, perform highly complex configurations, extensive experience in advanced networking/server deployments, IT SCADA (Supervisory Control and Data Acquisition), Cybersecurity experience, SaaS deployments, and PaaS deployments. They should also have extensive experience with maintain highly complex environments in a variety of infrastructures.
 
Key Responsibilities include, but are not limited to:

• Test, implement, and maintain highly complex configurations/gear for core network switches, routers, firewalls, PaaS, and monitoring devices.
• Test, implement, and maintain highly complex configurations/gear for virtualized, physical servers, and SaaS environments.
• Perform Monitoring of advanced Networking and Server based devices, evaluate IT/OT SCADA (Supervisory Control and Data Acquisition), cybersecurity concerns, perform critical vulnerability patching, maintaining our systems to avoid impacting operational uptime, and perform security upgrades.
• Perform research into new highly complex technologies to increase the organization’s efficiency and effectiveness including POCs of these technologies.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.
• Must be of good moral character, as determined by a thorough background investigation.
• Must be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.
• Must be found to be free from any physical, emotional, or mental condition, including bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation, that might adversely affect the exercise of the powers of a peace officer.
• Must possess a valid California driver's license and have a satisfactory driving record. 
• Must be able to meet physical, psychological and background standards. 
• Must be willing to work evening, night, weekend and holiday shifts. 
• Must be able to obtain required POST certification and maintain firearms qualification.

EXAM PROCESS

The exam process will include, but is not limited to: 

• Application review for minimum qualifications and required documents
• Written Exam: POST PELLETB
• Performance Exam: Physical Abilities Test (PAT)

The written exam and performance exam will be administered on the same day. See the job announcement for upcoming City of Berkeley exam dates. 

If you are unable to attend the City of Berkeley exam dates, you may register and take your exams with The Academy. The Academy charges a non-refundable materials fee of $10 for the written exam, $25 for the practice PAT, and $100 for the official PAT. After taking the exams and receiving passing scores, please attach your scores to your application.

POST will not authorize you to take the exam within 30 calendar days of having taken your last POST written exam. Please refer to the POST website for additional information.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. The letter must contain the total T-score and the date of the test. For information on where the PELLETB test is offered, please visit www.theacademy.ca.gov/tests.

Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. The examination process and dates are subject to change. The City may, without notice, change or eliminate any assessment component as needs dictate. Applicants passing all examination phases will have their names placed on an employment eligible list that hiring departments will use to conduct final selection interviews.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources.  The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community.

The Position

As a member of the HSD assigned to the AFS, the Senior Program Coordinator will organize, coordinate, and implement community wellness programs for older adults. The Community Programs include health promotion activities such as health screenings, wellness classes, and educational activities. The position works within a team that includes volunteers, health promoters, nurses, social workers and mental health workers. The position facilitates community awareness and partnerships, with individuals and agencies, to promote an age-friendly environment.

Examples of Job Duties

• Serve as a member of a departmental team providing programs and services designed to improve the quality of life of City residents.
• Administer one or more program areas.
• Assume direct responsibility for program design and implementation.
• Oversee day-to-day program operations.
• Coordinate programs with individuals and community service providers.
• Maintain program documentation.
• Perform outreach/public speaking activities to promote programs in the community.
• Perform other duties as necessary.
