What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Plan, organize, coordinate and direct the work of subordinates in developing and implementing a broad and diversified community recreation and human services program.
• Participate as a member of the community-based network of Human Services Agencies.
• Develop and implement changes in staffing, goals, objectives, policies and procedures to ensure maximum effectiveness and efficiency.
• Develop programs of service to meet community needs including plans for efficient and economical use of labor, buildings, equipment and materials.
• Attend meetings of and prepare reports for Commissions and Advisory Groups; provide technical and professional advice and recommendations relating to recreation and human services.
• Respond to and resolve difficult resident inquiries and complaints.
• Prepare and administer the division budget, maintaining appropriate budgetary controls.
• Administer federal, state and special project grants.

DISTINGUISHING CHARACTERISTICS

This is the full journey-level classification in the wastewater treatment plant operator series. Incumbents independently perform the full range of wastewater treatment and reclamation and recycled water facilities and equipment operations and maintenance duties. Responsibilities include inspecting and attending to assigned areas in a timely manner to ensure the proper operation and maintenance of the City’s wastewater treatment plant systems and equipment. Positions at this level work independently, exercise judgment and initiative and receive occasional instruction or assistance as new or unusual situations arise. This class is distinguished from the Lead Plant Operator in that the latter is responsible for providing technical and functional direction to operations staff and is capable of performing the most complex operations and maintenance duties assigned to the division.

SUPERVISION RECEIVED/EXERCISED

Receives supervision and direction from the Wastewater Treatment Plant Manager or designee. Exercises lead oversight, including provision of technical supervision, assignment of work and/or the training of less experienced staff.

Refuse Truck Driver II

This class is distinguished from the Senior Refuse Truck Diver in that the latter provides technical and functional supervision over assigned staff or division programs and responsibilities.

SUPERVISION RECEIVED/EXERCISED

Refuse Truck Driver II

Receives general supervision from a Public Works Supervisor. May receive technical and functional supervision from a Senior Refuse Truck Driver.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Drives and operates a variety of collection vehicles and equipment including one or two-person-staffed refuse collection truck, front, rear and side loaders in the collection and transportation of residential and commercial refuse; responds to afterhours call-outs if assigned.
• Maintains assigned truck by regular cleaning and washing, including inspecting for mechanical or other operating problems; reports mechanical or related problems for maintenance; may perform minor maintenance as appropriate.
• Operates hydraulic/mechanical controls to load, compress, and dump refuse; collects and disposes of debris on assigned route; transports refuse to/unload at appropriate landfill sites and/or sewage treatment plant.
• Assists with battery sorting, electronic waste collection, bin repair or delivery, cardboard removal, illegal dumping cleanup, and any other related solid waste program or assignment.
• Completes and posts notification tags on containers, bins and dumpsters for unacceptable contents for refuse collection.
• Prepares, maintains and submits records, reports and forms including time records, equipment and maintenance records, and route maps and logs.
• Responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.
• Performs other related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE/SKILLS/ABILITIES

Qualifications:

The Behavioral Health Clinician I/II performs a variety of professional duties in the provision of outpatient and crisis behavioral health services to individuals and groups. This person will work with complex casework which may include clinics, criminal justice, adult services, youth and family services, and other mental health settings where they may be asked to  respond to crisis situations, work with case managers and psychiatrists in treatment teams and be familiar with various treatment modalities to ensure clients are in appropriate treatment services. The position is scheduled for forty (40) hours per week.

JOB DUTIES

• Provides professional mental health outpatient evaluation, consultation, and treatment services to individuals and groups.
• Performs client intake procedures.
• Provides individual, group, and family counseling on a variety of mental health problems and substance use disorders; develops treatment plans; provides follow-up counseling and assists clients with the resolution of problems.
• Observes clients on-site at schools, etc., as necessary; conducts home visits as necessary. Consults with psychiatrist and other clinical staff about treatment planning for clients.
• Provides psychotherapy to children and adult clients or their relatives through individual or group therapy methods.

Summary:
Under general supervision, monitors and maintains the District’s central reservation system and main­tains schedules for outdoor facilities including fields, parks and picnic areas; and performs other related duties as assigned.

Essential Duties and Responsibilities:

• Maintains reservation system for the District comprising of outdoor and indoor spaces; manages mobile staging and equipment to include establishing reservation reschedules, posting schedules online, and providing direct oversight of outdoor space usage.
• Responds to online, telephone and in-person inquiries from the public and co-workers, receives web and paper reservation applications, reviews applications for proper use of space according to District guidelines, determines approval/rejection of applications, notifies applicants of decisions, and files documents for recordkeeping.
• Assists in authorizing permits for private and public entities, reviews permit holder’s evidence of insurance, submits and files insurance forms.
• Accepts payments from permit holders including deposits for space, processes payments for accounting purposes, obtains information on after-use condition of facilities, determines amount of refunds, providing justification as needed if part or all of refund is withheld, and processes deposit refunds as appropriate.
• Accurately processes monetary transactions including credit card transactions, issues receipts, reconciles cash and receipts, and prepares bank deposits.
• Researches, studies and interprets city and District rules and regulations related to use of public facilities, provides expert knowledge of space availability, codes and ordinances to the public on use of facilities.
• Assists with troubleshooting issues related to functionality of reservation software program, receives feedback on reservation system, and proposes modifications to program to enhance user experience.
• Distributes printed and posted material related to reservations in marketing efforts.

Other Duties and Responsibilities:

• May drive a District or personal vehicle.
• Participates during disasters or when emergency response is needed.
• Non-exempt employees may be required to work overtime.
• Performs other related duties as assigned.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satis­factorily.

Education/Experience: A typical way to obtain the knowledge and abilities would be: an associate degree from a two-year college and one year of increasingly responsible clerical experience with frequent public contact; or an equivalent combination of education and experience.

Language Ability: Ability to read, interpret and relay information obtained from documents such as ordinances relating to public use of facilities, understand operating instructions in spoken and written formats, and execute protocols and apply standard procedures per manuals. Ability to communicate effectively in written and oral forms. Ability to write routine reports and interact with the public in a positive manner. Ability to speak Spanish is desirable

Math Ability:Ability to use basic math to perform tasks such as addition, subtraction, multiplication and division in all units of measure, using whole numbers and common fractions and decimals, and prepare bank forms.

Reasoning Ability: Ability to exercise common-sense understanding to carry out instructions provided in written or oral form. Ability to synthesize necessary information related to encounters with the public and District customers in the course of work. 

Other Required Skills: Proficient use of Microsoft Office Suite including Word and Excel, type on a standard keyboard, navigate various office computer applications, operate a calculator, fax machine and other office equipment.

Certificates and Licenses:

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance.
• All full-time candidates require satisfactory completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.
• Proof of negative TB skin test.

Supervisory Responsibilities: The position has no supervisory responsibilities. This position may direct the activities of contract workers during peak periods and volunteer staff.
