The Position

The City of San Bruno Community Development Department is recruiting for a Building Inspector I/II, who will have a unique opportunity to help shape and guide the community’s future.  As the City continues to grow in population and develop within the burgeoning San Francisco Bay Area, now is an exciting time to join the San Bruno Community Development Department. Under the guidance of the Chief Building Official, the Building Inspector performs routine to complex inspections for compliance with building codes, issues corrections notices and citations, authors reports of building inspection activity, assists in administering the permitting function for commercial and residential buildings, and performs customer service for the residents of the community. The Building Inspector may also develop educational materials for the public, perform duties of a plan examiner, and represent the City at professional meetings, training sessions and other industry events.  Municipal or jurisdictional building inspection experience is highly desirable for this position.

The Department

The Community Development Department includes Planning, Building, and Code Enforcement. The Department is responsible for ensuring that new development and modifications to existing development in San Bruno are completed in compliance with City and State laws and for supporting the maintenance of safe, attractive neighborhoods and business areas through a progressive code enforcement program.

Minimum Qualifications

Graduation from high school or GED equivalent.   Possession of an AA/AS degree from an accredited college in Building Inspection or Construction Technology highly desirable, plus:

Building Inspector I:

¨ Two (2) years of experience in general construction or related fields or two (2) years of experience in municipal or jurisdictional building inspection experience, or a combination of both.

Building Inspector II:

¨ Five (5) years of experience in the capacity of Building Inspector I.

Special Requirements

Possession of and ability to maintain a valid California driver’s license.

Building Inspector I

¨ Possession of a minimum of one (1) Legacy International Conference Building Officials (ICBO) or International Code Council (ICC) Certification in Residential Building, Plumbing, Electrical or Mechanical; a combination of certificates preferred.

Building Inspector II

¨ Possession of a minimum of five (5) Legacy International Conference of Building Officials (ICBO) or International Code Council (ICC) Certifications in Building, Mechanical, Electrical, Plumbing, Combination and/or other approved certifications as determined by the Chief Building Official.

Necessary Knowledge and Skills

Applicants should possess knowledge of principles, practices and methods used in various building construction areas, including residential building, mechanical, electrical and/or plumbing; operational characteristics and use of standard equipment used in building inspection and the building trades; building and construction standards and materials; testing procedures; basic principles of mathematics; applicable federal, state and local laws, codes and regulations, including construction code manuals and specifications; standard office procedures, practices and equipment including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar; and occupational hazards and standard safety procedures.  Applicants should also posses the ability to work effectively with contractors, developers, architects, engineers, owners, and the general public; read and understand complicated plans and blueprints; communicate effectively orally and in writing; make sound decisions within established guidelines; implement, explain and apply applicable laws, codes and regulations; analyze complex issues, and develop and implement appropriate responses; facilitate appropriate corrective action from property owners regarding violations.

About the Opportunity:
The City of Palo Alto's Development Services Department is looking for a highly skilled and certified Building Inspection Manager. The Building Inspection Manager will manage a dynamic team of four full-time Building Inspectors and be responsible for the management of any associated contract services.  This position will be responsible for the inspection of residential and commercial buildings, including interpreting the technical codes, related ordinances, and regulations to ensure inspection services are thorough and timely.

Under the Chief Building Official, this position will facilitate, monitor and evaluate the activities of multiple project work teams, assist in the preparation of new editions of the Technical Codes, Administrative Code and related ordinances and/or sub processes. This position will coordinate with multiple departments and represent the department as an expert in code interpretations, permit requirements and other highly technical inspection matters and issues.

DEFINITION

Under general supervision, to read, record, and report readings of meters; to make customer service changes; and to do related work as assigned.

EXAMPLES OF DUTIES

On an assigned route and schedule, reads utility meters and records the reading on prepared forms; removes all debris impeding meter readings such as water, dirt, etc.; removes meter register cover, when necessary, to clean and/or replace glass so that an accurate reading may be obtained; makes customer service changes, including routine service turn-on and turn-off, and delinquent account service turn-off; answers customer questions regarding meter readings. Assists in clerical operations in billing and collecting for services; notes and reports utility conditions requiring attention.

MINIMUM QUALIFICATIONS

Knowledge of:  General office practices and procedures.

Ability to:  Learn the methods of meter reading, office procedures relating to billing for water service, and the technical operations as related to meter reading; work responsibly and without immediate supervision in assigned duties; keep simple records and make arithmetical calculations with speed and accuracy; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education:  Graduation from high school or equivalent.

License:  Possession of a valid Class C California Driver's License.

Physical Requirements:  An incumbent in this position is required to walk extensively, usually 3-5 miles daily; work almost exclusively outdoors under a variety of weather conditions (including rain, cold, fog, and sunshine); remove and replace meter covers weighing 5 to 50 lbs.; read on an average 300 meters daily; at each meter location may be required to bend, squat, or kneel to reach below ground level to read, clean, or remove assorted debris, dirt, or water as necessary.

DEFINITION

Under supervision of the Chief Building Inspector, to review building plans and related documents including geotechnical reports, structural calculations and energy calculations to assure compliance with adopted model, California and Municipal Codes, ordinances, regulations and policies, to provide clear and concise direction in plan review comments, to assist inspectors, contractors, design professionals and the public by providing information and clarification regarding the adopted codes and their application. 

EXAMPLES OF DUTIES

Checks building plans, calculations and submittal documents to assure compliance with applicable codes and ordinances including State of California and Daly City Municipal Code requirements; reviews for compliance of health and safety features, proper materials usage, placement on the property, flood, wind and earthquake provisions, sewer, plumbing, mechanical, electrical, energy and building code requirements; reviews plans, calculations and data submitted with plans for compliance; communicates construction and code requirements verbally and in writing to architects, contractors, engineers, developers and the general public; coordinates the review of other City divisions and departments by overseeing the routing of plans and assimilating comments; supervises others in the Division who review plans; approves field changes to construction plans and designs; under direction of the Chief Building Inspector, advises building inspectors on structural and building code questions encountered during construction inspection, interprets codes, ordinances, regulations related to plan checking; researches the history of codes and ordinances when problems of interpretation arise; recommends revisions to the municipal code and assists in its revision; reviews building code alternate requests and recommends denial or approval; prepares reports and correspondence; supervises as needed.

MINIMUM QUALIFICATIONS

Knowledge of: Basic principles of fire and life safety code requirements including use and occupancy, general building limitations, types of construction, fire-resistant materials and construction, fire-protection systems and means of egress; accessibility requirements and regulations; structural engineering including design principles specifically wind and earthquake requirements, materials requirements including masonry, reinforced concrete, steel and wood design, stress analysis and strength design, principles of soil mechanics and foundation analysis, methods of building construction, applicable codes, ordinances and regulations, and plan review procedures.  Individuals must have strong written and verbal communication skills to convey requirements clearly and concisely and strong analytical and critical thinking skills and be able to exercise tact and good judgment in dealing with contractors, design professionals and the public. 

Ability to: Read and interpret building plans and specifications; perform complex building, plumbing, mechanical and electrical plan review; detect building code violations; interpret and apply provisions of pertinent codes and regulations; prepare accurate and concise reports; make accurate engineering computations and drawings; communicate effectively both verbally and in writing; acquire and demonstrate skill supervising and managing work of others; learn administrative techniques, methods and procedures of personnel management, budget preparation and other skills required to assist in management of the Division; work with, troubleshoot, and assist in developing improvements to computerized Division operation; establish and maintain effectively cooperative working relations with coworkers, the public and employees of other public agencies and private firms interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience: Three (3) years of full-time professional engineering level work involving structural design, analysis, techniques or engineering plan checking, one year of which involved industrial or commercial structures.

Education: A Bachelor’s degree, or the equivalent, from a college or university with a major in Civil or Structural Engineering, architecture or closely related field.

License: Possession of a valid Class C California Driver’s License.  Possession of a valid International Conference of Building Officials (ICBO) or International Code Council (ICC) Certification as a Building Plans Examiner.  A candidate without this certification may be hired, but must obtain it within one year from date of hire.  Registration as a professional Civil or Structural Engineer in the State of California.  Certification as an Energy Plans Examiner, for residential and non-residential buildings, is desirable.
