THE POSITION: The City Manager’s Office at the City of San Mateo has an opportunity for an intern to work on a number of projects. The Department, which has program managers that work on Sustainability, Volunteering, Economic Development, Diversity, Equity, and Inclusion, and Communications, work on special projects directed by the City Manager and Assistant City Manager. The Student Intern will receive primary supervision from the Department Head, and project specific direction from the supervisor/manager primarily responsible for each specific project. The duration and start date of the internship are flexible though summer interns typically start between mid-May and Mid-June.

MINIMUM QUALIFICATIONS:
• AA/AS degree or BA/BS Candidate, preference to those pursuing coursework that supports local government work
• Strong analytical, writing and verbal skills; effective written and oral communication
• Experience conducting research and data analyses
• Able to work independently with direction from supervisor
• Interest in learning more about a career in local government

DUTIES: The primary projects will most likely include the following:
• Volunteer Survey. Conduct a citywide volunteer survey to collect feedback on the volunteer program. Prepare a report analyzing the results of the survey work.
• Program Improvement. Research and prepare findings reports on the effectiveness of our volunteer and ESL City Government Academy programs. Identify best practices and ways to improve both programs to attract and retain more volunteers and participants.
• Age-Friendly Business Certification. Assist in administering a pilot program to promote and inform businesses about the City’s Age-Friendly Business program and certify businesses as “age-friendly”.
• Event Support Assistance. Provide on-site support to help special community events with registration, attendee questions, event setup and other work as needed.
• Emergency Preparedness Planning. Assist in the Citywide effort to plan and prepare for natural disasters, public health emergencies, and other emergencies impacting the community or region.
In addition, the intern may work on a variety of other projects depending upon their time and interests.

DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

• Must possess sufficient physical ability and mobility to work in standard wastewater treatment plant and related facilities:  strength, stamina and mobility to perform medium to heavy physical work and to work in confined spaces; inspect various commercial sites, including traversing uneven terrain, climbing ladders, stairs and other access points; attend meetings and operate a motor vehicle; vision to read printed materials, a computer screen and make inspections; and hearing and speech to communicate in person, before groups, and over the telephone.
• Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. 
• Positions in this classification require one to bend, stoop, kneel, reach, climb, and stand for long periods of time. 
• Employees must be able to lift, carry, push, and pull materials and objects necessary to perform job functions. 
• Must be able to adapt and work day, swing or graveyard shift.

  Duties may include, but are not limited to the following:
  • Performs operation and maintenance on sanitary sewer pump station.
  • Responds to service requests regarding clogged mainline stoppages, mainline breaks, manholes and related structures.
  • Performs mechanical work in repairing and installing equipment.
  • Operates compressor, air gun tamper, backhoe and other related construction tools.
  • May undertake minor carpentry, plumbing, cement work and electrical.
  • Performs general grounds maintenance work, sweeping, sanding, painting.

• OPERATOR II (COLLECTION)
  Duties may include, but are not limited to the following:
  • Lead a crew in the safe performance of preventive, corrective, and emergency maintenance of sanitary sewers
  • Respond to service requests, unclog mainline stoppages, and keep records on sewer line cleanings and state of existing problems within the Collections System
  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project
  • Supervises the work of all operating personnel assigned to shift; trains and evaluates performance of shift employees, enforces safety procedures in conformance with policy of plant’s safety program.

THE WATER QUALITY CONTROL PLANT:

The Water Quality Control Plant (WQCP) processes wastewater discharge for the cities of South San Francisco, San Bruno and the Town of Colma. The Water Quality Control Plant is a division of the Public Works Department staffed by 38 employees including: Plant Superintendent and Assistant Plant Superintendent of WQCP; Maintenance, Laboratory and Environment Compliance Supervisors; Senior Chemist; Chemist; Lead Plant Mechanics; Plant Mechanics; Lead Plant Operators; Plant Operators; Electricians; Senior Environmental Compliance Inspector; Environmental Compliance Inspectors, Utility Workers, and two Administrative Assistants.

The City of Brisbane will be sponsoring up to four summer internships this year.  Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Human Resources - Offering learning opportunities by following a full recruitment and onboarding process. Assist with website updating; maintaining employee records; the conversion of physical records/forms to electronic format; and conducting research and analysis on HR-related topics.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

What You’ll Do

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

THE POSITION

The Assistant Public Works Director – Transportation is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Transportation Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to transportation planning and engineering, and/or utilities sections.

In managing and coordinating division service for large and complex transportation projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain procedures, permitting, and transportation impact analyses. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements.  They will also prepare transportation impact analysis reports and transportation sections of environmental impact reports in accordance with local, CEQA and NEPA requirements.

THE POSITION

The Assistant Public Works Director – Engineering is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Engineering Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to civil engineering, capital improvement projects, land development engineering, as well as manage related management-level classifications that may also oversee these functional areas such as the City Engineer/Engineering Services Manager.

In managing and coordinating division service for large and complex capital projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain plan review as well as permitting and inspection processes. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements. They will also interpret municipal code related to right-of-way permitting and federal, state, and local regulations for utilities including storm water and water quality.

THE POSITION

The Water Resources Instrument Control Technician installs, operates, maintains, calibrates, and repairs computer hardware, process instrumentation, and telemetry equipment; de-bugs, modifies, and customizes software; modifies, maintains, and repairs all components of a programmable logic controller (PLC) based supervisory control and data acquisition (SCADA) systems/distributed control systems; and performs other duties as assigned.
