The City of Belmont is looking for an experienced professional for the position of Budget Manager. Under general direction of the Finance Director, the Budget Manager administers a variety of complex and professional budget and financial support functions within the Finance Department, including preparation and execution of all budgets, reports, accounting records, financial forecasts. This classification is responsible for the development, maintenance, and operation of the City's Annual Budget; providing financial information and analysis to aid in executive management decision making; performs the highest level of complex budget analysis and has frequent interaction with staff and leaders of other City departments. This classification may also oversee general financial functions such as cash flow management, audit procedures, payroll processing, coordinate assigned activities with other departments and outside agencies, supervise finance professional, technical and clerical staff, and related work as assigned.  A hybrid/partially remote schedule may be approved by the department.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• A minimum of five (5) years of progressively responsible experience in finance, budgeting, or accounting work.
• The equivalent to a Bachelor's degree from an accredited college or university with major coursework in accounting, business administration, economics, finance, or related field.
• Supervisory experience is preferred.

Overview:
The Grants and Claims Management Unit with Valley Water is the centralized unit for seeking and managing grants brought in to help fund Valley Water projects. Core components of this work that this position will support include pre-award (seeking grant opportunities, helping to write applications, working with project teams), compliance (ensuring Valley Water can meet state and federal grant terms and conditions, including The Federal Emergency Management Agency (FEMA) standards, working with Procurement), and communications with project teams, management, and the Board of Directors. Additional work in the unit includes tracking and reporting awarded grants for reimbursement, which this position may support during high workloads (e.g., end of quarter, annual reporting).

The work will include preparing technical documents such as grant applications, reimbursement packages, work plans, and budgets for grants. The management analyst helps conduct research from internal and external sources on topics related to grant administration. The analyst will organize and maintain grant databases, will assist in identifying and pursuing grant opportunities, and assist in writing grant applications.

The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). The incumbent in this position will lead the Department's fiscal/accounting team and oversee all fiscal management activities for SJCE, including but not limited to the following:

• Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;
• Lead the development of SJCE standalone audited basic financial statements and SJCE financial statements in the City's Annual Comprehensive Financial Report;
• Prepare quarterly financial statements (unaudited);
• Facilitate external auditor inquiries for standalone financials, City Annual Comprehensive Financial Report, and Agreed-Upon Procedure engagements;
• Lead the preparation of quarterly financial statements (unaudited);
• Analyze the impact of GASB pronouncements on SJCE's financial statements and develop accounting practices to satisfy GASB pronouncements;
• Actively participate in the financial planning and forecasting for SJCE with particular focus on validating actual financial data, proposed assumptions, and general feasibility of projections in the current and upcoming fiscal years;
• Manage external auditor inquiries pertaining to SJCE standalone financial statements and City Annual Comprehensive Financial Report.

DEFINITION

Under general supervision, the Plant Operator II during an assigned shift is responsible for operation of the wastewater treatment plant and for maintaining a variety of machinery and equipment.

EXAMPLES OF DUTIES

Monitors the operation of the wastewater treatment plant; operates treatment facility equipment such as settling tanks, pumps, activated sludge process, digesters, centrifuge, chlorinators and valves to control flow and processing of wastewater sludge and effluent; monitors gauges, dials, meters and control panels, and other recording instruments, interpreting results to determine processing requirements, and records data; oils, greases, and cleans equipment; services and maintains a variety of plant equipment; extracts samples and performs laboratory tests and analysis; inspects plant equipment and facilities to locate and report needed repairs; performs general plant maintenance work, such as sweeping, cleaning, sanding, and painting; performs general grounds maintenance work; maintains routine and daily records and shift logs; assists in the training of other plant operators, makes operating decisions in the absence of supervisory personnel; may have to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of: The operation and routine maintenance of mechanical equipment, including pumps and electrical motors; control procedures for wastewater treatment processes; tools, equipment and methods used in the overhaul, repair, adjustment and modification of stationary power equipment, and of the pumping, piping, and electrical systems used in the water quality control plant; sewage treatment processes and the laboratory tests used to check the effectiveness of such processes.

Ability to: Operate equipment used in a water quality control plant, make standard laboratory tests of sewage, receiving waters and sludge and interpret such tests; read and interpret gauges and recording devices reflecting plant operations; adjust treatment processes as indicated by plant conditions; perform mechanical repairs, maintenance work, and modification to equipment used in a water quality control plant; use various mechanic's tools with skill and accuracy; adapt to day, swing or graveyard work shift; follow oral and written directions; perform heavy manual labor involving lifting, carrying, kneeling, crawling and climbing; work in adverse conditions which require exposure to noise, noxious smells, gases, contact with wastewater, and risk of bodily injury; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience: Two years experience in water quality control plant operations. Specialized training may be substituted for 6 months experience.

This department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Power Resources Division.

The Power Resources Specialist I/II position reports to a Principal Power Resources Specialist in the Power Resources Division. This position is part of an exciting, fast-paced team responsible for procuring hundreds of megawatts of renewable energy projects.

The selected candidate will have the following duties and responsibilities:

• Supports the preparation, issuing, and evaluation of solicitations related to Energy, Resource Adequacy and Renewable Energy Credits.
• Assists with the evaluation of pre- and post-release solicitation materials for long-term energy projects such as stand-alone and collocated energy storage, wind, and solar resources.
• Assists in the management, analyzing, and enforcing of power contracts, including long-term energy contracts through development, construction, and operation.
• Assists in the management and resolution of matters related to resources performance within the California Independent System Operator's energy and capacity markets.
• Supports SJCE Scheduling Agent, particularly focusing on stand-alone and collocated storage and renewables, based on SJCE's internal strategies and policies.
• Conducts primary research related to SJCE obligations within the CAISO, CPUC, and other regulatory frameworks with particular focus on matters related to stand-alone and collocated storage, and renewable energy assets.
• Participates in completing analysis and prepare procurement plans, including managing consultants, and developing procurement strategies.
• Supports and undertakes projects related to power, procurement, and validation; assists in the approval of energy purchases or sales of surplus energy.
• Participates in joint procurement with other Community Choice Aggregators (CCAs) and CA Community Power.
• Develops and maintain relationships with power suppliers and consultants.
• Assures compliance with Federal, State, and local requirements.

THE DEPARTMENT

The Finance Department provides critical financial services citywide, setting the policy controls over the use of City funds. It leads the fiscal accountability efforts and ensures the responsible and legal use of City funds through thoughtful appropriations and implementation and management of policies and procedures. It is responsible for numerous vital City services, including maintaining the City’s accounting system, managing payroll and purchasing procedures, issuing business licenses, managing parking districts, and collecting occupancy taxes and other City fees. Other services include financial planning and analysis, risk mitigation, strategic consulting, and leading the City’s budget process.
