About the Position

This opening is in the City’s Community Development Department, whereby primary support will be given to the Planning, Economic, and Housing Divisions.

Positions in this advanced-level classification perform a variety of clerical work including: complex multiple financial transactions and record keeping; extensive interaction with the public and other interested parties; and other responsible and complex support functions where there is minimal supervision of work that involves standard operating procedures.

Positions in this classification are distinguished from those in the lower class of Administrative Clerk through the complexity of the work performed, the job knowledge required and the independence with which duties are performed.  Senior Administrative Clerks independently compose written documents.

Positions in this classification are distinguished from those in the higher class of Administrative Assistant in that the latter perform technical and administrative work in support of a department head and principal staff.

May exercise limited supervision of part-time or temporary personnel.  Work is performed under minimal supervision or independently depending upon assignment.

Essential Duties

• Processes transactions in support of department programs which entail: substantial interaction with interested parties; knowledge of procedures and policies; and the accounting for payables and monies received.
• Provides information and assistance regarding department programs, policies and procedures to the general public, City personnel, vendors and contractors.
• Processes forms, invoices and other documents in accordance with established procedures; and checks for accuracy and completeness of entries, and for compliance with applicable City, statutory and other requirements; may transcribe documents, and arrange for official recording of documents with County Recorder.
• Computes and receives fees in accordance with department schedules and procedures, records revenue received and provides for the deposit of monies.
• May provide limited supervision to part-time or temporary personnel.
• Enters data and information in the preparation of reports, correspondence, forms and other documents.
• Prepares or assists in preparation of agenda packets for Council, Board and Commission meetings, act as minute taker and prepares minutes for such meetings, post agendas and minutes to City website.
• Processes accounts payable and prepares cash deposits.
• Works to solve customer complaints and issues related to assignment.

The Position

The Assistant Planner/Associate Planner performs professional level work in the field of current planning or advance planning and related work as required.

Assistant Planner - This is the entry level class in the professional planning series. This class is distinguished from the Associate Planner by the performance of the less complex tasks and duties assigned to positions within the series including assignments in the fields of current or advance planning which require the application of fundamental planning principles. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience.

Associate Planner - This is the journey level class in the professional planning series. Employees within this class are distinguished from the Assistant Planner by the performance of the full range of duties as assigned, which require the application of professional knowledge and skills to various municipal planning, zoning and environmental problems and the preparation of specific reports and plans. The position provides opportunity for independent judgment in planning work details and making technical determinations. Work in this class is distinguished from that of the Assistant Planner class by the greater complexity of the assignments received including preparing zoning code and general plan amendment studies, and by the greater independence with which the incumbent is expected to operate. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Planner, or, when filled from the outside, require prior professional planning work experience.

The Assistant Planner receives general supervision from a Senior Planner or higher level department personnel.  The Associate Planner receives direction from a Senior Planner or higher level department personnel and may exercise technical and functional supervision over lower level staff as assigned.

DEFINITION

Under general supervision, operates and maintains equipment and facilities of the water quality control system, and performs other related work as required.

EXAMPLES OF DUTIES

Monitors the operation of the wastewater treatment plant; operates treatment facility equipment such as settling tanks, pumps, activated sludge process, digester, centrifuge chlorinators to control flow and processing of wastewater sludge and effluent; monitors gauges, dials, meters and controls panels, and other recording instruments, interpreting results to determine processing requirements, and records data; oils, greases and cleans equipment; services and maintains a variety of plant equipment; extracts samples and performs laboratory tests and analysis; inspects plant equipment and facilities to locate and report needed repairs; performs general plant maintenance work, such as sweeping, cleaning, sanding, and painting; performs general grounds maintenance work; maintains routine and daily records; may have to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of: The operation and routine maintenance of mechanical equipment, including pumps and electric motors; control procedures for wastewater treatment processes; tools, equipment and methods used in the overhaul, repair, adjustment and modification of stationary power equipment, and of the pumping, piping, and electrical systems used in a water quality control plant; sewage treatment processes and the laboratory tests used to check the effectiveness of such processes.

Ability to: Operate equipment used in a water quality control plant; make standard laboratory tests of sewage, receiving waters and sludge and interpret such tests; read and interpret gauges and recording devices reflecting plant operations; adjust treatment processes as indicated by plant conditions; perform mechanical repairs, maintenance work, and modification to equipment used in a water quality control plant; use various mechanic's tools with skill and accuracy; adapt to day, swing or graveyard work shift; follow oral and written directions; perform heavy manual labor involving lifting, carrying, kneeling, crawling and climbing; work in adverse conditions which require exposure to noise, noxious smells, gases, contact with wastewater, and risk of bodily injury; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience: One year of experience in mechanical maintenance and/or water quality control plant operations.

Physical requirements: Moderate, and sometimes strenuous exertion required, including sustained walking, bending, climbing and lifting.

Education: Graduation from high school or equivalent.

License: Possession of a State Water Resources Control Board Grade I Operator's Certificate; possession of a valid Class C California Driver's License (including acceptable driving record).

This classification is FLSA exempt and reports directly to the Community and Economic Development Director; provides direction, training and direct supervision of subordinate professional, technical and administrative support staff 

This is full-time, At-Will Management position that performs a variety of managerial, supervisory, technical, and professional duties related to current and advance planning and special projects; provides supervision and oversight of daily planning operations; trains and evaluates personnel in Planning Division; performs related duties as required.

DEFINITION

Under general supervision, to read, record, and report readings of meters; to make customer service changes; and to do related work as assigned.

EXAMPLES OF DUTIES

On an assigned route and schedule, reads utility meters and records the reading on prepared forms; removes all debris impeding meter readings such as water, dirt, etc.; removes meter register cover, when necessary, to clean and/or replace glass so that an accurate reading may be obtained; makes customer service changes, including routine service turn-on and turn-off, and delinquent account service turn-off; answers customer questions regarding meter readings. Assists in clerical operations in billing and collecting for services; notes and reports utility conditions requiring attention.

MINIMUM QUALIFICATIONS

Knowledge of:  General office practices and procedures.

Ability to:  Learn the methods of meter reading, office procedures relating to billing for water service, and the technical operations as related to meter reading; work responsibly and without immediate supervision in assigned duties; keep simple records and make arithmetical calculations with speed and accuracy; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education:  Graduation from high school or equivalent.

License:  Possession of a valid Class C California Driver's License.

Physical Requirements:  An incumbent in this position is required to walk extensively, usually 3-5 miles daily; work almost exclusively outdoors under a variety of weather conditions (including rain, cold, fog, and sunshine); remove and replace meter covers weighing 5 to 50 lbs.; read on an average 300 meters daily; at each meter location may be required to bend, squat, or kneel to reach below ground level to read, clean, or remove assorted debris, dirt, or water as necessary.
