What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Plan, organize, coordinate and direct the work of subordinates in developing and implementing a broad and diversified community recreation and human services program.
• Participate as a member of the community-based network of Human Services Agencies.
• Develop and implement changes in staffing, goals, objectives, policies and procedures to ensure maximum effectiveness and efficiency.
• Develop programs of service to meet community needs including plans for efficient and economical use of labor, buildings, equipment and materials.
• Attend meetings of and prepare reports for Commissions and Advisory Groups; provide technical and professional advice and recommendations relating to recreation and human services.
• Respond to and resolve difficult resident inquiries and complaints.
• Prepare and administer the division budget, maintaining appropriate budgetary controls.
• Administer federal, state and special project grants.
• Participate in planning, organizing, and coordinating the development, construction, and maintenance of parks, recreation buildings, playground areas, and other facilities.
• Direct the scheduling of work projects and the determination of equipment, material and personnel needs with the Division.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Supervise the maintenance of a variety of records and reports.
• Select, supervise, train, and evaluate assigned personnel.

The Community Services Manager receives direction from the Director of Parks and Recreation or higher-level department personnel and exercises direct supervision over professional, technical and clerical staff.

The Position

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. DEFINITION

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

MINIMUM QUALIFICATIONS

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

License:  Possession of a valid Class C California Driver’s License.

SALARY AND HOURS:

$17.06 – $17.91– $18.80 – $19.75 - $20.72 per hour.  This is a part-time position, paid sick leave benefit available. Through a grant obtained by the Burlingame School District, the Parks and Recreation Department is partnering to offer an afterschool program on each of the 6 elementary schools and to 6th grade students at BIS.  BPRD is looking for individuals who have a passion to work with youth. 

This position will be afterschool hours until 6:30pm, Monday through Friday. 

This is a temporary, part-time position and shifts may vary depending on the program and type of Recreation Leader (not to exceed 1,000 hours per fiscal year)

• Sr. Recreation Leader: Sufficient education and experience to satisfactorily perform the duties of the classification.

License:

Benefits

Wastewater Operator II

Wastewater Operator II - A journey level classification in the Wastewater Operator series. The ideal candidate must be skilled in basic principles of mechanical, maintenance, and electrical systems. Must be able to recognize and report unusual, inefficient, or dangerous operating situations. Must have working knowledge of the functions and purpose of wastewater disposal systems; routine cleaning and basic operation of wastewater treatment equipment. Must have knowledge of algebra and geometry as required to perform the responsibilities of the position; basic knowledge of electronics and hydraulics. Wastewater Operator III-An advanced level classification in the Wastewater Operator series. The ideal candidate  must be skilled in inspecting, operating, and maintaining a wastewater treatment plant and related lift stations including primary, secondary, tertiary and solids treatment processes. Must be able to recognize inefficient, unusual, or dangerous operating conditions. Solid experience in basic principles of mechanical, maintenance, and electrical systems; algebra and geometry; basic knowledge of electronics and hydraulics.  Must have good trouble shooting skills, attention to detail, excellent communication skills, training and leadership abilities, and have a dedication to safe working practices. Must be able to independently perform plant operations work; work on-call as assigned.

Requires a High School Diploma or equivalent and three years of full-time experience equivalent to a Wastewater Operator II in a  wastewater treatment facility.  Possession of a Grade III California Wastewater Treatment Plant Operator certificate issued by the State of California Water Resources Control Board.

Under general supervision, the Plant Operator II during an assigned shift is responsible for operation of the wastewater treatment plant and for maintaining a variety of machinery and equipment.

Monitors the operation of the wastewater treatment plant; operates treatment facility equipment such as settling tanks, pumps, activated sludge process, digesters, centrifuge, chlorinators and valves to control flow and processing of wastewater sludge and effluent; monitors gauges, dials, meters and control panels, and other recording instruments, interpreting results to determine processing requirements, and records data; oils, greases, and cleans equipment; services and maintains a variety of plant equipment; extracts samples and performs laboratory tests and analysis; inspects plant equipment and facilities to locate and report needed repairs; performs general plant maintenance work, such as sweeping, cleaning, sanding, and painting; performs general grounds maintenance work; maintains routine and daily records and shift logs; assists in the training of other plant operators, makes operating decisions in the absence of supervisory personnel; may have to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of: The operation and routine maintenance of mechanical equipment, including pumps and electrical motors; control procedures for wastewater treatment processes; tools, equipment and methods used in the overhaul, repair, adjustment and modification of stationary power equipment, and of the pumping, piping, and electrical systems used in the water quality control plant; sewage treatment processes and the laboratory tests used to check the effectiveness of such processes.

Experience: Two years experience in water quality control plant operations. Specialized training may be substituted for 6 months experience.

Education: Graduation from high school or equivalent.

License: Possession of a State Water Resources Control Board Grade II Operator's Certificate and possession of a valid Class C California Driver's License (including acceptable driving record).

DEFINITION

Under general supervision, operates and maintains equipment and facilities of the water quality control system, and performs other related work as required.

EXAMPLES OF DUTIES

Monitors the operation of the wastewater treatment plant; operates treatment facility equipment such as settling tanks, pumps, activated sludge process, digester, centrifuge chlorinators to control flow and processing of wastewater sludge and effluent; monitors gauges, dials, meters and controls panels, and other recording instruments, interpreting results to determine processing requirements, and records data; oils, greases and cleans equipment; services and maintains a variety of plant equipment; extracts samples and performs laboratory tests and analysis; inspects plant equipment and facilities to locate and report needed repairs; performs general plant maintenance work, such as sweeping, cleaning, sanding, and painting; performs general grounds maintenance work; maintains routine and daily records; may have to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of: The operation and routine maintenance of mechanical equipment, including pumps and electric motors; control procedures for wastewater treatment processes; tools, equipment and methods used in the overhaul, repair, adjustment and modification of stationary power equipment, and of the pumping, piping, and electrical systems used in a water quality control plant; sewage treatment processes and the laboratory tests used to check the effectiveness of such processes.
