The City of Redwood City invites applications for Code Enforcement I/II in the Community Development  Department.

THE POSITION

The Code Enforcement Officer I or II is a part of the Building Division in the Community Development Department. This position will be filled at either Officer I or Officer II level, depending on qualifications of the final candidate. Under the direction of the Building Official and with day-to-day supervision by Senior Building Inspector, Code Enforcement Team, this position will work to ensure compliance with the Redwood City Municipal Code, ordinances and zoning regulations; and investigate and document violations. The Code Enforcement Program seeks to promote and maintain a safe and desirable living and work environment. These duties will require coordination with other City staff in Community Development, Public Works, Fire and Police Departments, as well as other agencies, and the public.

Typical duties include, but are not limited to: Work closely with homeowners, businesses and community groups to enhance the quality of neighborhoods through public relations, community building, and code enforcement related educational activities; Maintain effective and cooperative relations with the public; Investigate complaints of violations of City code, zoning ordinances, sign regulations and related laws, ordinances, and codes; Document complaints, inspections, actions, administrative remedies and compliance; Issue courtesy notices, notices of violations, correction notices, and stop work orders, as appropriate; Conduct routine follow-up investigations to ensure compliance with applicable codes, notify concerned parties of action taken. Code Enforcement Officer II will be required to handle the more complex type of Code Enforcement violation such as dealing with Zoning and illegal construction cases.

Ross Valley Sanitary District is seeking an Inspector excited to join our high performing team. Inspectors work with contractors, homeowners and real estate agents to ensure construction projects meet District standards while educating and providing excellent customer service to the public.

Under general supervision of the Senior Engineer, the Inspector performs advanced, complex, and critical inspections of District infrastructure. Working independently, the Inspector is responsible for ensuring compliance with District regulations and codes related to the repair of District infrastructure, construction of private sewers, and collection system pump stations. Inspectors are also responsible for ensuring safety measures are applied at job sites.

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE:

• Check and review construction plans for construction and repair on public and private sewers.
• Perform civil, structural, mechanical, and basic electrical inspections on construction and repair on District sewer mains, and private sewer laterals performed by contractors or other agencies.
• Communicate status of work to Engineer and co-workers as appropriate.
• Check surveys and plans for accuracy and document site conditions prior to start of construction.
• Inspect construction and backfill materials in all stages of progress to ensure compliance with District specifications, standards, ordinances, and for approval of authorized construction.
• Read and interpret construction plans, documents, and specifications.
• Ensure compliance with District and regulatory standards, plans, ordinances, and specifications regarding construction methods, equipment, workmanship, and quantity and quality of materials used in the project.
• Prepare and maintain records, reports, and documentation required by regulatory agencies and District policy.
• Confer with contractors’ field representatives regarding either work or materials that deviate from plans and specifications; ensure approved corrective measures are applied.
• Verify that Cal-OSHA approved safety precautions are practiced when on construction sites.
• Perform and interpret CCTV inspections of sewer lines; interpret and evaluate CCTV inspections done by subcontractors.
• Inspect and investigate complaints and sewage discharge violations.
• Verify proper testing methodology of air, soil, and vacuum tests, and proper CCTV televising of sewer lines.
• Prepare inspection reports and field sketches of sewer locations, preliminary project layouts, and monitor that work is performed within required timelines.
• Maintain records of field observations, permits, test reports, as-built plans and prepare reports.
• Provide customer service to residents, contractors, and representatives of private/public agencies.

MINIMUM QUALIFICATIONS

Education, Training, and Experience

Any combination of education and experience that provides the knowledge, skills, and abilities required for this position. A typical way of obtaining the required qualifications is to possess the equivalent of:

• Completion of the twelfth grade, or its equivalent.
• Coursework in algebra, geometry; mapping is highly desirable.
• Four years of journey-level work experience in sewer, maintenance, industrial, and/or public works construction in public agency or private sector.

Licensing, Certification, and Registration

Possession of the following licensures, certifications, and/or registrations are required:

• Ability to obtain a Grade II Collection System Maintenance Certificate from the California Water Environment Association within one year of hire.
• Must possess a valid California Driver’s License Class “C”, have a satisfactory driving record, and continue to meet District’s vehicle liability insurance company’s driving standards.

The Novato Sanitary District is seeking a highly motivated, innovative, and goal-driven individual to join our Collection System team as a Collection System Worker (CSW). The District will hire at the level of CSW I or CSW II depending on skills, certifications and licenses held by candidates in the pool of qualified applicants. 

The CSW performs a wide variety of tasks associated with the maintenance of wastewater collection and reclamation systems, including inspection, cleaning, maintenance, and repairs on lines, pump stations, and treatment facilities. The successful candidate will possess experience in general maintenance tasks, including the safe and effective operation of a variety of hand and power tools and equipment. Possession of a commercial driver's license is highly desirable. Experience working with sewer cleaning trucks and equipment is also a plus.

DEFINITION

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

MINIMUM QUALIFICATIONS

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

License:  Possession of a valid Class C California Driver’s License.

THE POSITION:

The City of San Rafael is recruiting for a Code Enforcement Officer in our Community Development Department.  Under immediate supervision, this position assists with the enforcement of all provisions of the San Rafael Municipal Code, performs code inspections, and enforces the zoning code.

This position is a flexibly staffed position and may be filled at any level in the series, dependent upon the candidate’s experience and qualifications.  The distinguishing characteristics between each level is as follows:

Code Enforcement Official I:  This class is distinguished from the Code Enforcement Officer II by the performance of the more routine tasks and duties assigned to positions within the series including field investigations and field inspections.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Code Enforcement Official II:  This is the full journey level class.  Employees at this level are distinguished from the Code Enforcement Officer I by the performance of the full range of duties as assigned.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work. 

This position performs the following essential job duties (including but not limited to):

• Exercises enforcement and abatement responsibilities under the land use regulations of the City’s Municipal Codes.
• Conducts field investigations of reported complaints of municipal code, ordinance and resolution violations.
• Advises individuals of violations and methods of abatement.
• Seeks abatement (remedies) through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Conducts field inspections to uncover violations, gathers supporting evidence, inform individuals of code provisions and encourage compliance.

• Maintains case records, program statistics, and related materials.
• At the Level III, function as a lead work supervisor over other Code Enforcement Official (I/II) employees.
• Performs related duties as required.

Wastewater Operator III-An advanced level classification in the Wastewater Operator series. The ideal candidate  must be skilled in inspecting, operating, and maintaining a wastewater treatment plant and related lift stations including primary, secondary, tertiary and solids treatment processes. Must be able to recognize inefficient, unusual, or dangerous operating conditions. Solid experience in basic principles of mechanical, maintenance, and electrical systems; algebra and geometry; basic knowledge of electronics and hydraulics.  Must have good trouble shooting skills, attention to detail, excellent communication skills, training and leadership abilities, and have a dedication to safe working practices. Must be able to independently perform plant operations work; work on-call as assigned.

Requires a High School Diploma or equivalent and three years of full-time experience equivalent to a Wastewater Operator II in a  wastewater treatment facility.  Possession of a Grade III California Wastewater Treatment Plant Operator certificate issued by the State of California Water Resources Control Board.
