DESCRIPTION/RESPONSIBILITIES:
The Environmental Services Department (ESD) is recruiting for the Environmental Services Specialist (ESS) series which includes three levels/classifications: Assistant ESS, Associate ESS, and ESS. ESD intends to use the candidate pool developed from this recruitment to fill current vacancies, as well as future ESS series vacancies. Depending on your qualifications (see Minimum Qualifications below), the application you submit may be considered for an Assistant ESS, Associate ESS, or ESS position.

The ESS series (Assistant/Associate/Environmental Services Specialist) defines a class of environmental professionals responsible for developing, implementing, and maintaining municipal environmental programs. The job specifications for this series can be found here.

Annual salary by classification within the ESS series:
Assistant ESS $68,598.40 – 83,366.40

Associate ESS $79,476.80 – 95,574.40

ESS $87,609.60 – 106,496.00

The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the ESS classification series shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay. 

Duties may include: negotiating contract terms; coordinating and monitoring the work of independent contractors; developing and maintaining databases for departmental information; analyzing and interpreting statistical, economic, and highly technical data; analyzing problems and identifying solutions; preparing presentations and written reports; planning, coordinating, and staffing environmental outreach events; facilitating community events and meetings; preparing and monitoring project budgets; developing and evaluating program goals and policies; preparing public education material regarding environmental services information; assisting the general public with respect to environmental compliance issues and using City provided environmental services; implementing environmental health and safety programs; implementing regulatory programs; providing project or program-level environmental compliance support, serving as a liaison to outside agencies and regulatory bodies; grant
development and oversight; developing and coordinating community-based (voluntary) programs; stakeholder outreach and coordination; and performing field inspections.

Currently, there are several vacant ESS positions available in the Sustainability and Compliance (Water Compliance and Land Use and Planning), Integrated Waste Management (Commercial Services), and Watershed Protection (Stormwater Management) Divisions. The County of Yuba is currently recruiting for the position of Environmental Health Specialist I/II/III. This  position  performs professional inspection and enforcement of state and local codes and regulations to protect the public and environmental health of the citizens of the County; and perform related work as assigned. This is a multi-level class series in which incumbents may be assigned to any one of three levels depending on organizational needs, professional experience, individual expertise and skill, proficiency gained and the complexity of sensitivity of assignments. The Environmental Health Specialist series is flexibly staffed through level III. Promotion from one level to the next in the series is at the discretion of the appointing authority, provided the minimum qualifications are met.

Environmental Health Specialist I – is the entry professional level in the series. Initially under close supervision, incumbents perform the more routine public and environmental health inspection duties while learning County and departmental policies and procedures and becoming familiar with departmental systems and practices.

Environmental Health Specialist II – is the journey professional level in the series. Under limited supervision perform the full range of professional duties, including inspection, enforcement, mitigation and educational activities requiring a thorough know ledge of environmental health law s, ordinances and procedures. Environmental Health Specialist III – is the advanced journey professional level in the series. Incumbents at this level receive only occasional instruction or assistance as new or unusual situations arise. As employees progress through these levels they will be assigned more difficult and sensitive cases, will be required to be fully aware of the operating procedures and policies within the department, and may be required to perform the most complex cases that could have far-reaching implications. This position reports directly to Environmental Health Supervisor or Director of Environmental Health. This class is distinguished from Environmental Health Supervisor in that the latter is the full working supervisory level in this series.

The City of Sunnyvale is seeking a highly motivated individual for the position of Senior Water Pollution Control Operator. The ideal candidates will have a journeyman level understanding of Wastewater Treatment and the associated equipment and controls required to operate those systems. The Sunnyvale Water Pollution Control Plant is a Class V Wastewater Treatment Facility with Recycled Water production.
The Sunnyvale Water Pollution Control Plant is undergoing an exciting transition, we are replacing original processes, structures and equipment with the latest treatment technologies and we would like you to be part of that upgrade.  The SWPCP is currently constructing new Screening, Pumping, Grit Removal, Sedimentation, Odor Control, Power Distribution and SCADA system as the first major replacement effort.  The Plant is also in design for a new Secondary Treatment process with Dewatering and Thickening to carry the city forward in our on-going effort to protect the bay and provide high quality Recycled Water.

The Senior Water Pollution Control (WPC) Operator provides support for their team members on an assigned shift. The Senior WPC Operator, as the shift supervisor oversees the operation, inspection and maintenance of the treatment process, plant equipment and facilities.  The Senior WPC Operator is a reliable communicator that prioritizes tasks and ensures that Operators, Maintenance, and other team members work in a safe and productive environment.

The minimum qualifications for education and experience can be met in the following way:

About the Position:  The incumbent will be a part of a cohesive team of 14 in the Natural Resources Department, which is part of the Visitor and Field Services business line. Work Environment:  This position requires on-site work in an office environment at Midpen’s offices in Los Altos, California and will regularly report to the field. The department is seeking to fill two (2) full-time Power Resources Specialist I/II positions. The positions will support the Risk Management, Contracts and Administrative Services Division (1 position) and Account Management and Marketing Division (1 position).

Power Resources Specialist I/II – Risk Management, Contracts and Administrative Services Division 

This position will report to the Division Manager and support risk management and power contract oversight.  Under general supervision this position will support a variety of risk management functions in support of the department’s energy portfolio. The Risk Management, Contracts and Administrative Services Division is responsible for providing independent oversight of the risks assumed in the course of transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, tracks signed energy contracts, and manages the invoicing process.

Duties include the following but are not limited to:

• Verifying that power supply agreements are authorized and executed appropriately and resolving contracting issues; 
• Developing mark-to-market analysis for SJCE power supply portfolio totaling over $1 Billion dollars; and recommending actions to reduce risk and power supply costs.
• Overseeing power supply settlement functions, including verifying power supply deliveries, contract performance, and approval of power supply invoices, totaling approximately $30 million per month;
• Reviewing invoices for accuracy, resolving issues with power suppliers, and providing quality assurance for complex energy-specific contracts;
• Providing analytical support for power supply audits and analysis of power purchases and sale agreements;
• Provide risk management analysis for medium- and long-term contracts;
• Utilize energy trading risk management database to prepare a variety of reports for the power contracts portfolio, utilize data visualization
• Approve energy purchases subject to the risk management policies;
• Provide analysis on emerging technological and procurement options for supply (e.g. distributed energy resources, renewable or storage technologies.)
• Conduct studies and develop analytical models related to energy risk management and forecasting;
• Perform other related duties as required.

Power Resources Specialist I/II - Account Management and Marketing Division

This position will report to the Deputy Director overseeing the Account Management and Marketing. This division is responsible for customer care, billing, marketing and customer outreach, and community programs for San José Clean Energy. This position will support a number of analytical functions related to customer rates and electricity usage.  The ideal candidates should be well versed in PG&E rate structures including residential and commercial rate schedules and have strong analytical skills.

Duties include the following but are not limited to:

• Analyze customer electricity usage and impact of rate changes;
• Analyze revenue collection compared with plan;
• Support division with analysis of financial and greenhouse gas emission impacts of decisions on new product offerings.
• Respond to customer inquiries and interface with and support call center and billing operations contractor;
• Support cost-benefit analysis of potential new Department programs;
• Assist in launch of SJCE’s DAC-GT and energy efficiency programs, in accordance with SJCE’s Programs Roadmap, while incorporating stakeholder input, industry best practices, and market trends to ensure program success;
• Help develop indicators to measure program effectiveness, analyze program outcomes to modify implementation activities, and develop and implement verification protocols to support cost and environmental effectiveness claims;
• Assist with program compliance requirements and reporting;
• Provide financial analysis on impact of alternative contract structures with customers
• Provide quantitative analysis support for City Council and Community Advisory Commission presentations.
• Help develop tools and processes to analyze the potential impact of alternative rate structures (e.g. new time of use variants, low income discounts, etc.)
• Help articulate and implement a strategy for more fully incorporating Distributed Energy Resources (DERs), including Demand Response programs, into SJCE’s business activities.
• Assist in preparation of bids and specifications, and monitoring the timely fulfillment of deliverables by consultants and service providers; Perform other related duties as required.

Under general supervision of the Utility Systems Manager, is responsible to assist and advise in development, implementation, and maintenance of drinking water and wastewater system quality control standards.  Lead the development and implementation of backflow and cross connection control, water quality monitoring, and water management plans as directed.  Assist in the operation of Water and Wastewater Systems programs including sampling plans, backflow device management, regulatory reporting, and sample collection.  Prepare technical reports as directed.

Class Characteristics: Water Quality Specialist is journey-level class who works independently and is expected to perform essential job duties to ensure the continued safe operation of the City's drinking water and wastewater systems with a minimum of supervision.
