The Position - Employees in this classification will be hired on a limited duration not to exceed two (2) years.

These positions will be responsible for conducting comprehensive data collection, operational studies, analytical reviews, and preparing detailed reports to support departmental and citywide decision making. The role performs policy research, synthesizes findings, and presents recommendations to leadership and stakeholders. It collaborates across departments on special projects, initiatives, and committees, contributing to effective communication and alignment of organizational goals. The position assists in evaluating and revising policies, procedures, programs, and systems, and provides support in project management activities including planning, assessment, and implementation. Additional responsibilities include preparing, coordinating, and facilitating meetings, focus groups, and presentations; supporting continuous improvement efforts; and delivering administrative and technical assistance to assigned departments to ensure efficient and effective operations.

Public Works Fellow II Job Duties also include:
•    Coordinate full lifecycle of grants from opportunity identification through closeout, including research, application preparation, compliance management, reporting, reimbursements, and multi year funding strategy development. 
•    Produce quarterly performance reports to maximize funding for transportation programs and capital projects. 
•    Lead development and annual review of Standard Operating Procedures for project intake, grant workflows, pavement management, traffic calming, permitting, and data collection; map workflows, draft documents and checklists, train staff, and maintain review cycles. 
•    Assess and redesign SharePoint structure to improve organization, searchability, version control, metadata standards, workflows, and file management; migrate content and provide staff training to enhance collaboration and audit readiness. 
•    Build and maintain Excel dashboards (including macros) for CIP tracking, grant status, project metrics, and forecasting; provide documentation and staff training. 
•    Develop RFPs for consultant, construction, and service contracts; evaluate proposals, negotiate terms, and monitor contract performance and compliance. 
•    Conduct systematic review of transportation policies; draft new policies; monitor regulatory changes; prepare council staff reports; coordinate public input; and ensure alignment with the General Plan and Master Plans. 
•    Organize and facilitate program meetings across project teams, inter departmental groups, stakeholders, and grant partners; coordinate logistics, prepare agendas, document action items, and track follow up. 
•    Oversee full lifecycle of consultant, construction, shared mobility, and service contracts, including deliverables tracking, payment oversight, and record maintenance. 
•    Perform nexus studies and analyze transportation-related fees (impact fees, development fees, parking permits); prepare technical reports; recommend fee updates; and ensure legal compliance for revenue support. 
•    Support transportation projects and plans by preparing materials, conducting demographic analysis, and ensuring compliance with equity requirements in grants and planning documents. 
•    Prepare clear communication materials on transportation topics (Master Plan progress, budgets, grants), incorporating visuals and data. 
•    Coordinate with regional partners (SMCTA, SamTrans, C/CAG, MTC, Caltrans) on joint funding; prepare MOUs and contribution agreements for regional transportation initiatives.

The Legislative and Regulatory Manager is responsible for organizing, assigning, reviewing and participating in the performance of a wide range of professional duties related to Pioneer Community Energy regulatory and legislative matters, with particular emphasis on representation of Pioneer’s interests at the California Public Utilities; develops Pioneer’s positions on complex issues; and develops analyses, written reports, and presentation materials to support Pioneer’s position. Duties include:

• Planning, prioritizing, and reviewing the performance of professional staff involved in the research and analysis of legislation and regulatory issues.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Tracking complex legislation and regulations through multiple amendments and preparing drafts of legislative and regulatory updates on policy issues and programs.

AC Transit is seeking a Market Research Project Manager II. Under general direction serves as the project manager leading a variety of complex market research projects, functions, and activities. Incumbents in this position provide actionable data-driven insight informing and aligning strategic business decisions with customer sentiment.

This classification is distinguished from other marketing and communications classifications by the assigned project management responsibilities leading District-wide, market research projects and studies of considerable size and complexity. Incumbents at this level are expected to operate with a high degree of professional judgment and independence, providing technical and functional direction to vendors, professional, technical, and contract staff.

REPRESENTATIVE FUNCTIONS:
Leads the District’s primary and secondary market and research projects and studies, including customer opinion surveys, focus groups, personal interviews, field research, and quantitative and qualitative market research studies conducted across a variety of surveying channels, including in-person and on-line; identifies trends and responds with appropriate strategies to achieve the departmental and the District’s strategic goals and objectives.

Conducts a variety of market research projects; collects and analyzes data concerning customer sentiment; collaborates and coordinates efforts District-wide to design and implement communication and outreach campaigns to measure and drive improvement in service delivery, key performance metrics, and customer experiences; aligns customer experience strategies with departmental and the District’s strategic initiatives.
Performs project management functions and activities and is responsible for the full lifecycle of the assigned market research projects overseeing scope, timeline, budget, and quality standards from the project’s inception to completion; manages the activities of outside vendors and contractors. Provides consultation and professional, technical advice to executive staff, management teams, and other District departments; represents the Department on various external committees and projects.

Prepares and presents a variety of reports on operations, activities, and special projects; presents findings to the Board of Directors, executive management, other District staff, and various public and private entities.
Evaluates and recommends professional consulting services for assigned projects; develops and disseminates Requests for Proposals (RFPs), Request for Qualifications (RFQs), and Invitation For Bids (IFBs) and develops proposal evaluation criteria; assists in the negotiation, preparation, and administration of professional services and contracts; recommends and prepares amendments to professional services contracts.

Prepares, reviews, and maintains a variety of project-related information and documentation, including project schedules, Statements of Work (SOWs), status reports, detailing issues, risks, and deliverables; monitors agreements and projects for compliance with relevant codes, ordinances, rules, and regulations.
Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of project management and market research. Provides technical and functional direction to professional, technical, and contract staff and participates in the formation, planning, review, and management of assigned projects. Performs related duties as required.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a Bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned. For the Market Research Project Manager position the following are applicable fields of study: business administration, sociology, statistics, market research, communications, public administration, marketing, or a related field. Additional experience may be substituted for education on a year-for-year basis.

Experience: Six (6) years of experience in the professional field required by the assigned special projects. The Market Research Project Manager position requires experience in developing and implementing market research, marketing, public information, or communications programs with an emphasis on data collection, market analysis, and detailing the customer journey or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Manager I. Years of experience may be substituted for the educational requirement on a two for one basis; two (2) years of experience may be submitted for one (1) year of education).

The Position:
This is complex lead level work involved in a central purchasing department related to the procurement of goods and services, including preparation of formal bid documents, facilitation of the activities of the bid process, selection of vendors, volume buying, inventory, assessing availability and quality of goods and services, and routine to complex procurements for the entire District according to prescribed methods. Public contact is extensive, primarily involving District and college staff at all levels, outside vendors, contractors, outside business representatives, other educational institutions, and external auditors for the purpose of exchanging product, procedural, timeline, and workflow information. A high degree of independent judgment and creativity are required to interpret policies and procedures, and to provide input into the resolution of frequent minor and occasional major problems that occur. Consequences of errors in judgment can be costly in terms of District resources, employee time and in public relations; however, supervisory controls limit the risk of serious errors. Duties and Responsibilities:

1. 2. Develops and confirms product specifications and quality expectations and examines total cost of ownership
3. Develops and prepares bid specifications and RFP, RFQ, and RFB documents, analyzes bid results, and prepares reports related to the formal bidding process
4. Attends professional development related meetings, workshops and other events to stay current on public procurement code and District policies and procedures. The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Public contact is extensive and involves staff at various levels within the organization, local government agencies and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions to a variety of minor and major problems that occur. The consequences of errors in judgment can be costly in employee time, public relations and/or institutional funding; however, administrative controls limit the risk of serious consequences in loss of revenue. An Accountant can direct the work of accounting paraprofessional, clerical and other staff as assigned.

Duties and Responsibilities:
The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position. • Uses a variety of spreadsheet and other software to analyze complex financial, statistical data
• • Composes and prepares correspondence, recommendations and reports using a variety of computer software
• Posts revenue, abatement, expenses, accounts receivable and liabilities to the ledger
• Monitors and records various investments, certificates of deposit, and other fund instruments as assigned
• Monitors, reconciles and balances expenditure and revenue control accounts and general ledger accounts
• Provides regular financial reports
• Researches, compiles data for, and prepares complex fiscal reports to local, state, and federal agencies as required
• Provides input into the development and modification of database programs, screens, data formats and record keeping
• Prepares cash reconciliations
• Prepares monthly income analysis summaries, cash flow statements, and fund balance statements as needed
• Maintains chart of accounts
• Sets up and maintains database and other online resources of data
• Plans and reviews report data and conclusions with management staff
• Monitors and evaluates performance of internal and external computerized financial record systems and develops recommendations, in conjunction with information technology staff, to implement system improvements and upgrades and to maintain effective integration of systems
• Plans, coordinates and supervises daily operations in functional accounting areas, including the training, staff development, direction and evaluation of accounting and support staff
• Compiles financial data for internal and external audits as needed
• Coordinates required changes in district fiscal records, policies, and procedures, in conjunction with senior management and other staff
• Updates and drafts procedures as necessary
• Monitors and interprets federal and state regulations and guidelines and assures compliance with requirements
• Exchanges information with college and district staff at all levels regarding policies and procedures related to the assigned functional accounting area; provides technical information as a resource to various offices within the district
• Implements financial requirements of contractual agreements made by the district
• Assists staff in fiscal year-end closing of district records and preparation of year-end reports
• Assists internal and external auditors in preparation of final reports as needed
• Attends, meetings, workshops, and other gatherings to obtain most current information
• Drives a motor vehicle to visit off-site locations for meetings, conferences, workshops and other activities
• Performs other related duties as assigned

Minimum Qualifications:

• Bachelor’s degree in accounting, business administration, finance or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility that has included government fund accounting, financial analysis and reporting; project budgeting, planning, and design
• Experience in the coordination of workloads with people at various levels within an organization
• Skill in complex data research, analysis and reporting
• Skill in the use of spreadsheets and a variety of computer software to compose and prepare data analysis, reports, summaries, correspondence and other materials
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
• Demonstrated skills in written and oral communication, including public speaking and persuasive communication
• Skill in directing the work of others
• Possession of a California Driver’s License (or the ability to obtain one) and the ability to drive a motor vehicle to off-campus locations

Physical Requirements:
This classification requires multi-level tasking and strategic planning, attention to detail and organization of financial data, active listening; individual to large-group communication, persuasion, good memory, tact, patience, flexibility and the ability to drive a motor vehicle to off-site locations in order to perform the essential functions.
