ABOUT THE POSITION

The Executive Assistant/Deputy District Clerk independently performs a wide range of highly responsible, confidential, and complex administrative duties to a small team of Executives. Additionally, this classification supports the District Clerk in preparing and delivering the District Board agenda packets, meeting notices, resolutions, and related materials;  assisting with the District election processes; provides administrative support maintaining the District’s records management system; attends Board and Committee meetings and facilitates streaming technology; and functions as the District Clerk in their absence. WORK ENVIRONMENT

The Executive Assistant/Deputy District Clerk will be required to attend evening Board/Committee meetings. Meetings may be held in Los Altos or offsite.  This position is part of the General Manager’s office at Midpen’s office in Los Altos, California. Midpen offers a hybrid office/telecommute work environment for this position.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by two (2) years of college-level coursework in business or secretarial science and
• Three (3) years of responsible secretarial experience involving assisting executive management or a high-level officials with administrative duties.
• Experience in a City or Special District Clerk’s Office is highly desirable.

LICENSES & CERTIFICATIONS REQUIRED

Possession of a valid California Driver’s License.

Certified Municipal Clerk designation is desirable.

ABOUT THE OPPORTUNITY:
The Business Operations Coordinator (BOC) is responsible for developing, implementing and monitoring efficient systems to manage the District’s business office, properties, entrepreneurial enterprises, service and vendor contracts, media management, and IT support services. This includes ensuring compliance with regulatory mandates, facility requirements, and workplace safety.

The BOC is a full-time exempt position that reports directly to the CEO.

DUTIES AND RESPONSIBILITIES:

1. 1. Provides comprehensive administrative and operational support to ensure effective implementation and community impact.
   1. Coordinates District-sponsored and community outreach events—in both virtual and in-person formats—in collaboration with District leadership.
   2. Provides oversight of the District office operations to identify opportunities to improve efficiencies, inventory and supplies management, document, and key security, tracking annual policy review and report filing requirements, and utilization of classroom facilities.
   3. Maintains a clean, well-organized office environment for team and visitors.
   4. Assists the Strategic Initiatives Director in managing the Community Health Investment portfolio, including utilizing and maintaining the District’s grant management software to track and support the community grants program.
   5. Oversees and manages district office operations and leasing budgets.
   6. Maintains IT services, triaging issues, tracking performance of various pieces of equipment, and helping identify IT issues that may benefit from more user training.
   7. Assists with accounting tasks as directed by CEO, including processing bank deposits and printing checks with Staff Accountant.
   8. Maintains a system for managing and regularly auditing vendor contracts to ensure compliance with performance obligations and identify opportunities for cost and service improvements.
   9. Contributes to the overall success of the District by providing support to programs and initiatives as assigned by the CEO.
2. Serving as primary PHCD contact for tenants, property manager, and vendors serving the eight District-owned properties This includes such activities as:
   1. Tracks lease terms and rent increases and taking timely, appropriate actions via Doorloop.
   2. Maintains effective tenant relationships with professionals and their staff.
   3. Establishes and carrying out a preventative maintenance program for all buildings in collaboration with the CFO and property manager.
   4. Primary liaison for facilities consultants
   5. Makes periodic rounds to ensure tenants are compliant with their property maintenance obligations.
   6. Works with leasing agent when a vacancy occurs.
3. Overseeing and strengthening all District communication channels, ensuring consistency, compliance, and effective public engagement.
   1. Manages all District websites are compliant with regulatory and special district transparency requirements, content is current, and sites are “user-friendly”
   2. Serves as primary liaison with the District’s communications and website professionals
   3. Serves as primary point person for coordinating, producing, and tracking analytics of external communications for websites, e-newsletter, social media, and related materials, in collaboration with the CEO, Directors, and District communications and marketing professionals.
4. In the absence of the Executive Assistant:
   1. Provides administrative support to Board Members, Board Committees, including scheduling meetings, preparing and distributing noticed meeting materials, and coordinating meeting logistics.
   2. Supports the CEO and Board with daily calendar management, communications, event and conference bookings, annual board policy review, staff meetings, and District transparency recertifications.
5. And all other duties as assigned.

REQUIRED SKILLS AND EXPERIENCE

• Experience supporting administrative staff
• Working for or with government/public agencies in California (preferred, not required)
• Experience with a range of standard office equipment
• Experience with technology modalities, including setting up of devices and light technology troubleshooting
• Excellent experience with PC/ including Microsoft Office Suite, Outlook, Google
• Suite, Adobe Pro, WordPress, BoardDocs, Mailchimp, and virtual teleconferencing platforms (Zoom, Teams, Google)
• Ability to work with a wide variety of constituents and public elected leaders

This is a full-time position. Compensation range based on experience: $55,000 - $85,000.

The City of Woodland has established a paid summer fellow program for individuals early in their career seeking public service experience. PROJECT DESCRIPTION
The City of Woodland is seeking a motivated, resourceful self-starter to join the Community Development Planning team in a dynamic fellowship role that bridges municipal planning and historic preservation. This position offers a unique opportunity to gain hands-on experience in core planning functions while contributing meaningfully to the preservation and celebration of the City’s historic character.

In this role, the Fellow will serve as a key point of contact for residents, property owners, and community stakeholders seeking information on general planning inquiries, zoning standards, and land use regulations. The position provides practical exposure to municipal planning processes, including development review, interpretation of zoning codes, and customer service within a public-sector framework.

A central component of the fellowship will be leading a comprehensive revamp of the City’s historic preservation education and outreach efforts. This includes researching and developing accessible educational materials, enhancing digital resources, and expanding community awareness of preservation programs and incentives. The Fellow will gain experience working with state and federal historic preservation documentation requirements and processes, strengthening their understanding of regulatory compliance and cultural resource management.

Additional responsibilities will include supporting GIS-based storytelling initiatives through interactive story mapping, assisting with webpage design and content updates to improve public access to preservation resources, and contributing to the coordination of the City’s Heritage Home Awards program.

Applicants should be a current student or recent graduate in Urban Planning, History, Public Administration, Architecture, or a closely related field. The successful candidate demonstrates strong interpersonal skills and the ability to clearly explain complex zoning, land use, or preservation concepts to residents, property owners, and other stakeholders in an accessible and professional manner.

This individual is comfortable conducting technical research and collecting data to inform planning initiatives, policy analysis, and outreach efforts. Familiarity with tools and concepts such as GIS mapping (ArcGIS or QGIS), zoning analysis, site plan review, and urban design principles is highly desirable. The candidate should be capable of synthesizing information into concise summaries, visual materials, or presentations that support decision-making and community understanding.

Strong organizational skills and comfort with administrative tools, including the Microsoft Office Suite, standard office equipment, and multiline phone systems, are expected. THE POSITION OBJECTIVES/GOALS

1. Public Engagement: Serve as a front-line resource at the Planning Counter, providing clear, professional guidance to residents, property owners, and developers on zoning, land use, and permit inquiries.
    
2. Inquiry Management: Respond to phone and email inquiries regarding City codes, permitting processes, and planning regulations, ensuring accurate and timely information.
    
3. Technical Research: Conduct site-specific research, data collection, and documentation to support historic preservation projects and planning initiatives.
    
4. Heritage Home Awards: Assist with the planning, nomination review, coordination, and promotion of the City’s annual Heritage Home Awards program.
    
5. Website Revamp: Audit, update, and redesign the Historic Preservation section of the City’s website to create a comprehensive, user-friendly educational hub for homeowners and the community.
    
6. Interactive Story Map: Develop an engaging Historic Resource Story Map using GIS tools, featuring photos, architectural descriptions, and cultural context to enhance public understanding of Woodland’s landmark sites.
    
7. Historical Resource Development: Create and curate downloadable resources—including preservation guidelines, tax credit information, and step-by-step educational content—to support property owners in restoring and maintaining historic properties.

This fellowship emphasizes a combination of practical planning experience, digital storytelling, and community outreach to provide a well-rounded foundation for future careers in public service and historic preservation.

The pay cycle is bi-weekly. No other benefits compensations are provided except for worker's compensation coverage and sick leave. Employees must contribute 1.45% of their salary to Medicare and 7.5% to a retirement plan under Federal Law.

AC Transit is seeking a Market Research Project Manager II. Under general direction serves as the project manager leading a variety of complex market research projects, functions, and activities. Incumbents in this position provide actionable data-driven insight informing and aligning strategic business decisions with customer sentiment.

This classification is distinguished from other marketing and communications classifications by the assigned project management responsibilities leading District-wide, market research projects and studies of considerable size and complexity. REPRESENTATIVE FUNCTIONS:

Evaluates and recommends professional consulting services for assigned projects; develops and disseminates Requests for Proposals (RFPs), Request for Qualifications (RFQs), and Invitation For Bids (IFBs) and develops proposal evaluation criteria; assists in the negotiation, preparation, and administration of professional services and contracts; recommends and prepares amendments to professional services contracts.

Prepares, reviews, and maintains a variety of project-related information and documentation, including project schedules, Statements of Work (SOWs), status reports, detailing issues, risks, and deliverables; monitors agreements and projects for compliance with relevant codes, ordinances, rules, and regulations.
Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of project management and market research. MINIMUM QUALIFICATIONS:
Education: Equivalent to a Bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned. For the Market Research Project Manager position the following are applicable fields of study: business administration, sociology, statistics, market research, communications, public administration, marketing, or a related field. Additional experience may be substituted for education on a year-for-year basis.

Experience: Six (6) years of experience in the professional field required by the assigned special projects. The Market Research Project Manager position requires experience in developing and implementing market research, marketing, public information, or communications programs with an emphasis on data collection, market analysis, and detailing the customer journey or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Manager I. The Position:
This is complex lead level work involved in a central purchasing department related to the procurement of goods and services, including preparation of formal bid documents, facilitation of the activities of the bid process, selection of vendors, volume buying, inventory, assessing availability and quality of goods and services, and routine to complex procurements for the entire District according to prescribed methods. The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Public contact is extensive and involves staff at various levels within the organization, local government agencies and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions to a variety of minor and major problems that occur. The consequences of errors in judgment can be costly in employee time, public relations and/or institutional funding; however, administrative controls limit the risk of serious consequences in loss of revenue. An Accountant can direct the work of accounting paraprofessional, clerical and other staff as assigned.

Duties and Responsibilities:
The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position. • Uses a variety of spreadsheet and other software to analyze complex financial, statistical data
• • Composes and prepares correspondence, recommendations and reports using a variety of computer software
• Posts revenue, abatement, expenses, accounts receivable and liabilities to the ledger
• Monitors and records various investments, certificates of deposit, and other fund instruments as assigned
• Monitors, reconciles and balances expenditure and revenue control accounts and general ledger accounts
• Provides regular financial reports
• Researches, compiles data for, and prepares complex fiscal reports to local, state, and federal agencies as required
• Provides input into the development and modification of database programs, screens, data formats and record keeping
• Prepares cash reconciliations
• Prepares monthly income analysis summaries, cash flow statements, and fund balance statements as needed
• Maintains chart of accounts
• Sets up and maintains database and other online resources of data
• Plans and reviews report data and conclusions with management staff
• Monitors and evaluates performance of internal and external computerized financial record systems and develops recommendations, in conjunction with information technology staff, to implement system improvements and upgrades and to maintain effective integration of systems
• Plans, coordinates and supervises daily operations in functional accounting areas, including the training, staff development, direction and evaluation of accounting and support staff
• Compiles financial data for internal and external audits as needed
• Coordinates required changes in district fiscal records, policies, and procedures, in conjunction with senior management and other staff
• Updates and drafts procedures as necessary
• Monitors and interprets federal and state regulations and guidelines and assures compliance with requirements
• Exchanges information with college and district staff at all levels regarding policies and procedures related to the assigned functional accounting area; provides technical information as a resource to various offices within the district
• Implements financial requirements of contractual agreements made by the district
• Assists staff in fiscal year-end closing of district records and preparation of year-end reports
• Assists internal and external auditors in preparation of final reports as needed
• Attends, meetings, workshops, and other gatherings to obtain most current information
• Drives a motor vehicle to visit off-site locations for meetings, conferences, workshops and other activities
• Performs other related duties as assigned

Minimum Qualifications:

• Bachelor’s degree in accounting, business administration, finance or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility that has included government fund accounting, financial analysis and reporting; project budgeting, planning, and design
• Experience in the coordination of workloads with people at various levels within an organization
• Skill in complex data research, analysis and reporting
• Skill in the use of spreadsheets and a variety of computer software to compose and prepare data analysis, reports, summaries, correspondence and other materials
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
• Demonstrated skills in written and oral communication, including public speaking and persuasive communication
• Skill in directing the work of others
• Possession of a California Driver’s License (or the ability to obtain one) and the ability to drive a motor vehicle to off-campus locations

Physical Requirements:
This classification requires multi-level tasking and strategic planning, attention to detail and organization of financial data, active listening; individual to large-group communication, persuasion, good memory, tact, patience, flexibility and the ability to drive a motor vehicle to off-site locations in order to perform the essential functions.

• Knowledge of State Education Code, State Budget and Accounting policies and other applicable regulations

• Skill in planning, organizing, and coordinating the work of accounting and support staff, technical resources and other staff from various constituencies and levels within the organization

• Skill in planning, organizing, and prioritizing a variety of workloads and deadlines
