ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, accounts payable, accounts receivable, general accounting, and public employee retirement (CalPERS) reporting. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned. 

TYPICAL DUTIES

• Manage, prepare, process and maintain records for bi-weekly payroll; prepare quarterly and annual tax reports and returns; confirm compliance with applicable Federal, State, and local law, rules, and regulations.
• Prepare and maintain a variety of ledgers, reports, and schedules; process accounts receivables/payables, prepare bank deposits, credit card and bank account reconciliations, and purchase orders and other accounting processes and activities as needed.
• Assist internal and external customers, provide information that may require judgment and discretion as well as interpretation of policies and procedures, request assistance for unusual situations or requests.
• Examine and explore technical transactions to resolve questions and confirm data; guarantee fiscal accountability and fund integrity for transaction and supporting documentation.
• Interpret, explain, and apply general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of special districts; provide guidance to other staff in District administrative processes and procedures.

The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. JOB TYPE

THE POSITION

The City of Dublin is seeking a dedicated individual for the position of PLANS EXAMINER I/II to perform detailed, comprehensive technical reviews of residential and commercial permit applications and building plans.  The incumbent performs a full range of plans examination duties to ensure projects and structures are in compliance with laws, ordinances, codes and regulations before permits are issued.  The position serves as a resource to the City’s Permit Technicians who determine required plans and resolve problems regarding plan submissions and sufficiency. 

The PLANS EXAMINER I position is distinguished from the PLANS EXAMINER II level in that the PLANS EXAMINER II performs more complex technical reviews of commercial plan checks, structural reviews; and performs supervisory authority over assigned staff, including directing and training.

EXAMPLES OF DUTIES

The following key elements describe the basic duties and responsibilities of the position:

PLANS EXAMINER I:

• Perform plan checks for residential alterations, room additions and tenant improvements.  Reviews building construction plans for compliance with building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes. 
• Confer with homeowners, builders, engineers and architects to provide and obtain information and interpret building codes and regulations; recommend necessary changes to obtain compliance with applicable codes and regulations.
• Provides input and assists in the establishment and/or improvement of Division’s procedures and policies;
• Verifies that permit application and plans meet the minimum requirement of all applicable codes, state and local regulations.
• May perform routine building inspection assignments in support of inspection staff.
• Prepare correspondence to architects, engineers, contractors and homeowners relating to the correction of plans and details.  Communicates verbally, in writing, by e-mail and by telephone with the general public, other City employees, contractors in order to explain and administer the various building codes.
• Properly interpret building codes, plans, specifications, and engineering calculations.  Regularly research code questions for interpretation.
• Review and perform mathematical calculations to determine appropriate fees.
• Perform research, analysis and evaluation of site, architectural and related plans.
• Strong commitment to customer service and interactive team participations.
• Provide support to permit processing and public counter activities.

PLANS EXAMINER II (In addition to the above):

• Reviews building construction plans for compliance with structural design requirements and building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes.  Examples of reviews can include: residential additions, complex tenant improvements, HVAC roof top equipment, monument signs, etc.
• Handle the full-range of plan check duties including screening and preliminary review, and is responsible for independent decisions requiring technical judgement and public relations skills. 
• May assume the responsibility for supervision of plan check and permitting functions in the absence of the Plan Check Engineer.
• Participate in the development and implementation of the Division’s policies.
• As assigned, perform on-site inspections as follow-up to plan activities.
• Resolve disputes between the City and designers.
• Attends and represents the Building & Safety Division at Pre-Development and other meetings.
• Evaluate the written qualifications of Special Inspection firms for inclusion into the City’s list of pre-qualified special inspections firms.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

EDUCATION AND EXPERIENCE

The City of San Rafael is recruiting for a Building Inspector to work in our Community Development Department.  Under the direction of the Chief Building Official, the Building Inspector I/II inspects buildings, reviews plans and specifications in the enforcement of laws regulating the construction of buildings in the City of San Rafael, issues building permits and collects fees. 

Building Inspector I:  This class performs the more routine tasks and duties including inspections of residential construction and less complex commercial and industrial properties.  This class is typically used as an entry-level class.  Employees in this class may have limited or no directly related work experience.

EDUCATION AND/OR EXPERIENCE:

Building Inspector I:

• Graduation from an accredited high school or equivalent based on courses taken from an accredited education institution.  Additional qualifying experience may be substituted for the required education on a year-for-year basis, AND
• Two (2) years of responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience.

Building Inspector II:

• Graduation from an accredited high school or equivalent based on courses taken from an accredited education institution.  Additional qualifying experience may be substituted for the required education on a year-for-year basis, AND
• Five (5) years of progressively responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience, AND
• At least two (2) years must be in an inspection capacity equivalent to a Building Inspector I for a government agency.

CERTIFICATES/LICENSES/REGISTRATIONS (SPECIAL REQUIREMENT):

• Ability to obtain a California driver’s license and maintain a satisfactory driving record; AND ONE of the following:

Building Inspector I:

• Must hold or obtain within one-year of hire an International Code Council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification and must maintain certification through the entire term of employment in this job classification. 

Building Inspector II:

• At time of hire/promotion into this classification, must hold an International Code council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification.  Within one (1) year of hire/promotion into this classification, must obtain one or more of the following ICC certifications:
  • P1 Residential Plumbing Inspector
  • M1 Residential Mechanical Inspector
  • E1 Residential Electrical Inspector
  • Or, the commercial equivalent.
• Must maintain both certifications through the entire term of employment in this job
  classification.
• Additional ICC certifications including RS Residential Combination Inspector or C5 Commercial Inspector and the California Accessibility Specialist (CASp) are highly desired.

WORK ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.  While performing the duties of this job, the employee is regularly exposed to outdoor weather conditions and regularly works in inside environmental conditions.  The employee is occasionally exposed to moving mechanical parts.  The noise level in the work environment is usually moderate but occasionally loud.  The nature of the work requires the individual to climb ladders or scaffolding in order to access and walk on rooftops.  A sense of balance is required to walk on pitched rooftops.  The job also requires the ability to access and enter cramped quarters such as crawl spaces located under homes, or spaces such as attic areas. Working within the crawl space may bring the Building Inspector into contact with reptiles, insects and/or rodents.  While conducting an inspection, it may require the incumbent to walk over rough, uneven, and rock surfaces.
