Under direction of the Assistant City Manager, this position will identify opportunities to support a diverse and strong business community using both traditional and innovative techniques, and will initiate key economic activities based on the City’s General Plan, Downtown Precise Plan, and regional initiatives. As a key member of the City Manager’s Office, the incumbent will develop strong internal and external relationships that will foster a positive business climate, and will recommend the tools to facilitate desired objectives.  The Economic Development Manager will initiate marketing and outreach activities to identify retail, restaurant, entertainment, and business opportunities for the downtown area and other key business districts. Additionally, the Economic Development Manager will manage the City’s real estate assets and facilitate real estate-related transactions to support City projects and initiatives. Including administering leases and licenses, real estate contracts, proposals, and development agreements.

Position and Duties:

The City Council has a Digital Inclusion and Broadband Strategy that seeks to accelerate the deployment of wired and wireless broadband for all people while making it more inclusive for the digitally underserved (the digital divide). Executing this strategy requires negotiating value exchange relationships with telecom providers, overseeing the creation, adoption, and execution of balanced broadband friendly policies, working collaboratively with the community on the aesthetics and other community concerns associated with broadband deployment, and setting the vision, strategy, and priorities for the Small Cell Team in the Department of Public Works, and the Macro Site Team in the Planning, Building, and Code Enforcement Department that executes the Permit to Inspect processes for the City.

The Broadband Manager reports directly to the Director of Civic Innovation and works closely with the Deputy City Manager responsible for 21st Century Infrastructure.

The Broadband Manager directly influences over $1B in private sector investments into the City of San José over the next seven years. This private sector investment creates thousands of jobs, dramatically increases regional GDP, delivers hundreds of millions of dollars of Smart City capability, and delivers tens of millions of economic opportunities for the digitally underserved.

The Broadband Manager requires a broad set of skills including strategic thinking, negotiation, telecommunications experience, public policy, team leadership, and public collaboration.  They will negotiate value exchange agreements to generate the demand for broadband deployments and ensure City’s departments fulfill that demand by permitting communications facilities including macro site, small cells, and underground fiber optics.  This role requires collaboration with various City departments including, but not limited to the City Manager’s Office of Administration, Policy, and Intergovernmental Relations; City Manager’s Budget Office; Mayor’s Office; Information Technology; Planning, Building and Code Enforcement; Public Works; and Transportation. The Broadband Manager will also work closely with innovative technology companies to evaluate ways to accelerate broadband deployment, including Smart City technology within the new context of COVID-19 public health, and the shelter-in-place dynamics that highlight the value of digital inclusion. Collaboration with public interest groups, community organizations, and other stakeholders will also be required to ensure public adoption of broadband deployment, especially the deployment of small cells on street lights. Finally, the Broadband Manager will work closely with the City’s Library Department and external stakeholders to ensure progress of social justice for the digitally underserved people in San José.

The Broadband Manager responsibilities include the following:

• Negotiate value trading agreements with broadband providers that promote economic development, digital inclusion, and support for Smart Cities.

• Direct the development of balanced broadband friendly policies.

• Direct the City departments involved with broadband deployment.

• Collaborate with external stakeholders on community concerns with broadband deployments.

• Measure compliance with agreement terms and conditions.

• Evaluate new technologies and approaches to accelerate broadband.

• Report progress to City Council and external stakeholders.

• Advise on federal, state, and local regulations including rulings from the Federal Communications Commission (FCC) and the California Public Utilities Commission (CPUC) and recent court decisions.

• Advise on proposed telecommunications resiliency standards for broadband deployments from and emergency operations perspective such as the CPUC Wireless Resiliency Strategy and the City of San José Power Vulnerability Plan.

• Supervise and manage the Small Cell Permitting Project Manager.

• Manage the Digital Inclusion Program in relation to public-private partnership contract requirements and in relation to City and community stakeholders to advance digital inclusion.

THE CITY CLERK'S OFFICE & THE POSITION

The City Clerk’s Office is a division of the Administrative Services Department, which also includes the divisions of Finance, Human Resources, and Information Technology. The City Clerk’s Office employs five dedicated, professionals consisting of the City Clerk, Assistant City Clerk, Deputy City Clerk, Division Clerk, and Senior Clerk.

The Assistant City Clerk position will serve as the right hand to the City Clerk. This position acts in the absence of the City Clerk, as assigned, including attending City Council meetings and may include staff supervision.  The Assistant City Clerk performs a variety of analytical and professional administrative tasks in support of a wide range of programs, operations, services, and policies, and responsibilities may include:

• Coordinating the publication of the City Council agendas and meeting materials; and attending the City Council meetings and preparing minutes.
• Administering release of records in accordance with the California Public Records Act.
• Planning, implementing, and administering the citywide records management program.
• Oversee filing for City ordinances, resolutions, agreements, and meeting minutes.
• Coordinating and supervising bid openings, receipt of claims and subpoenas, centralized mail service, City Council appointments to intergovernmental agencies, and publication of legal notices.
• Assisting the City Clerk in the administration of the City’s Conflict of Interest Code; coordinating municipal elections; monitoring compliance with the State and local campaign finance and conflict laws; and other special projects.

The mission of the City Clerk’s Office is to facilitate local government transparency by ensuring public access to information and legislative proceedings.  Specifically, the City Clerk’s office supports the City Council’s meeting process and records their legislative actions; maintains official records ; provides the public with timely access to information; administers City elections; oversees the City’s boards, commissions, and committees; and ensures regulatory compliance with local, state, and federal statutes such as the Political Reform Act, Brown Act, California Public Records Act, and Elections Ordinance.  

Planning Technician
Salary / Pay Rate: $59,237 -77,920 Annually

The City of Lafayette (pop. 24,000) is looking for an entry-level professional in urban planning. The successful candidate will be expected to provide clear analysis and excellent customer service. The planner will have the opportunity to work in the field of current planning, including review of development and land use applications, zoning, site plan and environmental review. Located just 20 minutes from downtown San Francisco via BART, Lafayette prides itself on its vibrant downtown, beautiful tree-studded hillsides and great schools. Major Duties 

• Assist the public at the front counter.
• Review applications for completeness and compliance with appropriate regulations and policies.
• Participate in analyzing and researching land use data and trends.

• Process permit applications and assist in plan checking of permit requests.
• Confer with applicants to clarify information relative to zoning, general plan compliance, signage and other issues.

Qualified candidates will have knowledge of basic principles, practices, and procedures related to city and regional planning, development, zoning administration, site planning and architectural design.

The Ideal Candidate

The City seeks a high energy professional who is self-motivated, creative, tactful and detail-oriented.  The candidate should have the equivalent of an Associate’s degree with coursework in urban planning, economics, business or public administration, or a related field and at least one year of professional experience in planning, zoning and related community development activities.  A Bachelor’s degree is highly desirable.  All candidates must have the ability to work some evening hours to attend Council and Commission meetings and must have a valid California drivers’ license. 

Exceptional analytical and communication skills and the ability to write well and persuasively are required.

Midpeninsula Regional Open Space District is seeking a Planner II who will provide support on and/or manage key planning and design projects for public access and outdoor recreation in Santa Clara and San Mateo Counties.  The ideal candidate will possess an educational background in urban or environmental planning or design, environmental sciences, architecture, landscape architecture, construction management, civil engineering, or related field. About the Position:  Focus is on a wide variety of planning and capital improvement projects that increase public access and enjoyment of District lands. In addition to supporting senior staff, the Planner II is tasked with analyzing and developing recommendations for land use policies; preparing long-range master and site-specific plans to guide the use and management of District lands; directing the preliminary design phase of capital improvement projects such as parking areas and trails; conducting or overseeing studies to identify and evaluate environmental issues related to public access and natural and cultural resources; conducting public engagement; preparing requests for proposals; assisting in development and administration of grant applications; preparing and assisting in the preparation of environmental review documents; obtaining planning and environmental permits and initial approvals for District projects; and reviewing external agency projects for impacts on District lands.  The position uses computer-based and/or other systems such as MS Projects, SharePoint, GIS for management and analysis of data regarding District lands, facilities, natural resources and activities.

The ideal candidate is expected to communicate and collaborate closely with other departments to complete project requirements, work with local jurisdictional agencies to coordinate planning and permitting efforts; direct multidisciplinary teams of consultants; prepare and present clear and concise oral and written communications to senior staff, the Board of Directors and public; keep projects on schedule and on budget while remaining flexible to adjust priorities as needed; maintain well-organized and complete project documentation; and build trust with peers, community members, stakeholders, and District leadership. The position is based upon the Planner I-II job description, focused on planning functions (see the Job Description page of the District website for Planner I-II). The position receives direct supervision from a Planner III or Senior Planner.

Work Environment:  During this time of COVID-19 restrictions and care for our employees’ health, Midpen employees are working remotely. However, once restrictions are lifted this position will operate in the Planning Department at the District’s offices in Los Altos, California.  In addition to working in the office, the Planner II will often work in the field and hike through steep terrain and wildland areas.  Fieldwork will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry.
