The Department: 
 The Assistant City Clerk’s Office/City Manager’s Office is recruiting to fill a Deputy City Clerk. The Assistant City Clerk’s Office is organized under the City Clerk’s Office.  The Office of the Assistant City Clerk processes the agendas for and attends all meetings of the Council and Authorities Concurrent and Stadium Authority meetings, maintains accurate and up-to-date records of the proceedings of those meetings and makes those records open for public inspection. The Office of the Assistant City Clerk processes and maintains copies of City contracts, ordinances, resolutions and other official documents. The Office of the Assistant City Clerk manages and compiles City records in accordance with the Records Retention Schedule and in response to Public Records Act requests. The Office of the Assistant City Clerk administers campaign and disclosure laws, the Campaign Finance Ordinance, Regulation of Lobbying Activities program and the Calendars of Certain City Officials program. The Office of the Assistant City Clerk also administers oaths of affirmation pertaining to the affairs and business of the City and certifies copies of official records.
 
 The Position: 
 The Deputy City Clerk will report to the Assistant City Clerk and perform highly complex administrative and analytical work. This position will assist the Assistant City Clerk in the administration of the City Clerk's Office. The incumbent will assist in developing, implementing and coordinating projects, programs and procedures. This position is responsible for assisting with Public Record Act (PRA) requests and this position will also support projects and programs within the City Manager’s Office. Incumbents in this position will have considerable independence in making judgment related to their assignments and must handle situations with great sensitivity, tact and diplomacy. May supervise or act as lead worker to staff involved in management activities.  
 
As a member of the City's unclassified service, this is an "at-will" position. The incumbent serves at the discretion of the City Manager.

The annual salary range for this position is $119,994.36 - $155,300.16.  This position will be filled at or near the minimum of the salary range.

EDUCATION AND EXPERIENCE
Any education or experience equivalent to:

• An Associate of Arts degree in Public Administration, Business Administration or closely related field; and
• Three (3) years of progressively responsible supervisory or lead administrative/management experience in a City Clerk's Office. 

• A Bachelor's degree in a related field and/or possession of a Certified Municipal Clerk certification or required within two (2) years of hire.

CLASS CHARACTERISTICS:

The Sustainability Analyst I is the entry-level class in the Sustainability Analyst series. Incumbents in this class provide varied professional clerical and technical support in the administration of solid waste, recycling, organics and related sustainability programs.

The Sustainability Analyst II is the journey-level class in the Sustainability Analyst series. Incumbents are expected to be fully competent in all major solid waste and recycling program functions and able to independently perform assignments.

Incumbents at both levels are required to have an in-depth and comprehensive knowledge of the policies and procedures necessary to achieve program results.

Positions in the Sustainability Analyst series are flexibly staffed. Incumbents may advance to the higher level after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.

EXAMPLES OF DUTIES (illustrative only): 

• Perform research, field investigations and statistical analyses related to integrated solid waste management including waste reduction, reuse, recycling, and composting; compile and analyze data; identify and evaluate discrepancies, and proactively find solutions; formulate recommendations and viable alternatives; prepare, deliver, and/or present a variety of oral and/or written reports. 
• Assist in developing and conducting special projects, studies, surveys, and research assignments, policy, services, public education and outreach, data management, contract administration, for an office, department or division, as assigned. 
• Designs and develops a variety of materials and activities to promote, implement, and evaluate assigned sustainability and environmental programs in a manner that will enhance public awareness, educate citizens to relevant environmental issues, and encourage proactive and cooperative problem-solving activities. 
• Works with program staff on contract administration, program development, maintenance and continuous improvement. 
• Provide sustainability related technical assistance to city departments, divisions, staff, the public, community organization and businesses. 
• Analyze and initiate recommendations to develop, improve, and/or ensure legislation compliance for department or division programs, systems, procedures, and methods of operation. 
• Organizes and participates in assigned program area activities, including contract management and compliance, customer service and outreach, data collection and analysis, and presentation of technical and specialized data. 
• Assist in the implementation and maintenance of programs, services, systems, policies, processes, procedures, manuals, and forms for use in operation; provide personnel training on related areas. 
• Assist in the development, coordination, and monitoring of the department or division budget; research and evaluate costs; provide budget tracking tasks as required. 
• Participate in administering contracts with contractors, subcontractors and consultants, ensure documents and reports comply with City contract standards; monitor programs for compliance with applicable scopes of service, rules, regulations, laws, and policies. 
• Represent the City and/or department in interdepartmental, community, civic and professional meetings, public forums, and conferences as required; make presentations as necessary. 
• Builds and maintains positive working relationships with coworkers, other City employees, other organizations and their representatives, and the general public, exhibiting effective customer service and communication skills. 
• Participates with other City departments, community service providers, consultants, other jurisdictions and agencies in sustainability and environmental program development and coordination efforts as well as legislative advocacy and education. 
• Monitor and coordinate the daily operation of assigned functional area; perform detail-oriented work and maintain accurate records, systems, processes, and statistics; evaluate using appropriate metrics. 
• Develops and maintains databases, contract compliance tracking records, and forms as needed. 
• May conduct presentations related to City's sustainability and solid waste and recycling programs and services upon request. 
• Perform other related duties as assigned.

The Community Development Department of the City of Dixon has been authorized to fill a full-time position of Associate Planner.  This classification performs a variety of highly complex professional work in current planning, housing, advance planning, and environmental planning including research and analysis, report writing, plan review; permit coordination, managing complex projects, data collection and analysis, information dissemination; assists with management of consultant contracts and work programs as assigned and performs field inspection.

Future Salary COLA:  4% increase (eff July 2024)

This is in the professional planning series and competent to independently perform the full scope of duties required, with minimal supervision from the Community Development Director or designee. Supervision received is characterized by general supervisory direction and control intended to define objectives and problems.  Control over work methods is general, rather than detailed in nature.  Supervision given will involve training and providing lead direction to professional, technical and clerical staff.

This classification is distinguished from that of Assistant Planner by the greater complexity and political sensitivity of the assignments received, higher level of experience and knowledge and greater independence.

The Position

The County is a diverse and dynamic community spanning a wide range of urban, suburban, rural, and coastal settings throughout the unincorporated community.

The Assistant Building Official leads building inspection activities to provide excellent customer service and to ensure development meets life safety, fire, structural, and energy efficiency standards.

Under the direction of the Building Official, the Assistant Building Official will assist in planning, organizing, directing, and evaluating the direction of the Building Inspection unit in the Planning and Building Department; exercise direct and indirect supervision over professional and technical staff; act as the Building Official in their absence; and perform a variety of technical tasks related to assigned areas of responsibility.

Examples of Duties

Duties may include, but are not limited to, the following:

• Assist the Building Official in planning, organizing, directing and evaluating the administration and technical direction of the Building Inspection unit.
• Select, assign, supervise, and evaluate the work of building counter and field inspection personnel; plan and coordinate in-house and field staff training and development programs; and recommend or initiate personnel actions such as promotions, transfers, dismissals, and disciplinary measures.
• Assign work activities and projects; conduct periodic field inspections to monitor workflow and ensure conformance with approved plans, specifications, ordinances, laws and materials; and conduct more difficult building and housing inspections.
• Investigate and resolve complaints or difficult interactions in the field regarding requirements or customer service; and assist in analyzing and solving administrative, office, and technical problems.
• Evaluate and review new or specialized construction practices and provide recommendations to the Chief Building Official.
• Assist staff with technical questions at the building counter.
• Serve as Acting Building Official in their absence.
• Perform related duties as assigned.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Education:

Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in construction, civil engineering, architecture, public administration, management, or a related field. Occupational experience and related certificates of achievement may be accepted as evidence of required training. Additional training in management is highly desirable.

Experience:

Five years of increasingly responsible experience in building code inspection and enforcement, engineering and surveying, or code compliance, including one year of supervisory experience.

Licensure/Certification:

• ICC (International Code Council) Certification as a Combination Inspector or ability to obtain within one (1) year of hire. (Per California Health and Safety Code Section 18949.28(a).)
• Registered as a Certified Access Specialist (CASp) by the State of California or ability to become registered within one (1) year of hire.
• ICC certified as a Plans Examiner is highly desirable.
