ABOUT THE POSITION
The City of Gilroy is seeking an undergraduate-level or graduate-level college intern to work in the City Clerk's office in the Administration Department. The intern will participate and work with the City Clerk's office staff and the City Historian to research gamification for the transcription of historical  documents to assist in developing the City Historian webpage.
 
The preservation and protection of the public record is overseen by the City Clerk's Office. By statute, the City Clerk's Office is required to maintain the minutes, ordinances and resolutions adopted by the legislative body, and the City Clerk and Deputy City Clerk ensure that other municipal records are readily accessible to the public.
 
 
VOLUNTEER WORK SCHEDULE
Internships can start as early as May 1, 2020 and end as late as September 30, 2020. 
 
This unpaid volunteer internship is offered at 10 to 25 hours per week with flexible scheduling. Volunteers may request a schedule of their choice during standard work hours as described below.
 
The official start and end date of the internship will be determined at the time of hire. Work hours are generally Monday – Friday between   8:00 a.m. to 5:00 p.m.
 
 
ABOUT THE TEAM
The City Clerk's Office is staffed by the City Clerk and Deputy City Clerk in the role of supporting the City Council and the community to administer democratic processes such as elections, local legislative actions, and preservation and access to city records, ensuring transparency to the public. Interns will work beside us and will have hands-on exposure to using industry tools such as Laserfiche software and website tools to transform historical records for public transparency.

ABOUT THE POSITION
City of Gilroy is recruiting a college intern to work in the Planning Division of the Community Development Department.  The Planning Division College Intern will support the City Planners, and will provide excellent customer service at the counter by: responding to inquiries, providing information, and checking permits and related applications.  The Planning Division College Intern will have an opportunity to manage one or more current planning projects.
 
 
WORK SCHEDULE
Internships can start as early as May 1, 2020 and end as late as September 30, 2020.  There is a possibility for the internship to be continued through June 30, 2021 (on a reduced schedule as described below.)
 
Interns may work full time (40 hours per week) up to 11 weeks during summer or when school is not in session.  Interns may work part-time (up to 25 hours per week) year round if working more than 11 weeks or when school is in session.

ABOUT THE TEAM AND ENVIRONMENT
The Planning Division team provides a supportive environment for interns to participate in projects at varying stages in order to gain a 360-degree view of planning cycles.  The mentoring provided and learning opportunities are exceptional.  Interns participate in meetings where discussions and questions are encouraged.  Interns are provided with mentoring and hands-on learning experiences while being introduced to public service and local government policy.

THE POSITION

The Facility Attendant serves as the first point of contact with community center users during evening and weekend activities and rentals. The ideal candidate should enjoy serving the public, possess confident communication and customer service skills, and be able to function in a setting that may be at times busy and fast-paced or quiet and slow.

The position will typically work on two or three weekday evenings (Mon.-Fri.), from 5:00 pm until close (2-4 hours), two or three Saturdays each month (approximately 6-9 hours, daytime or evening), and occasional Sundays (daytime or evening); a typical schedule will be about 13-18 hours per week, variable based on the weekly facility use program schedule, and set in advance by the Facility Coordinator.

Typical duties may include, but are not limited to:

• Provide friendly, professional customer service to Community Center users, serving as main point of contact during evening and weekend activities, and maintaining a consistent presence for users at all times.
• Follow and explain City and department policies, procedures, and facility use guidelines.
• May assist user groups with indoor or outdoor event set up and take down of equipment and/or furniture such as tables, chairs, podiums, and A/V equipment.
• Locks and unlocks facility doors on schedule; secures buildings during and after activities/rentals.
• Updates attendance sheets, tally sheets and user status sheets.
• May perform clean up duties as needed, including but not limited to: move and arrange furniture and equipment, restroom cleaning, sweeping and mopping, and garbage pick-up and removal.

About the Position:  The Planner III focuses on a wide variety of planning and capital improvement projects that include site design to increase public access, outdoor recreation, interpretation and enjoyment of Midpen’s lands; long-range planning; and land use planning. The Planner III is tasked with performing complex professional level design, planning and analysis; directing the design phase of capital improvement projects such as trails and staging areas and staff facilities; developing recommendations for land use policies; preparing long-range preserve and site-specific plans to guide the use and management of Midpen lands conducting or overseeing studies to identify and evaluate environmental issues related to public access and natural and cultural resources; preparing requests for proposals; assisting in development of grant applications; preparing and/or assisting in the preparation of environmental review documents; and obtaining planning and environmental permits and initial approvals for District projects.  Beneficial skills for this position would include computer-based and/or other systems such as AutoCAD for conceptual site design or GIS for management and analysis of data regarding District lands, facilities, natural resources and activities.

The ideal candidate is expected to communicate well and collaborate closely with other departments to complete project requirements, work with local jurisdictional agencies to coordinate planning and permitting efforts; direct multidisciplinary teams of consultants; prepare and present clear and concise oral and written communications to senior staff, the Board of Directors and public; keep projects on schedule and on budget while remaining flexible to adjust priorities as needed; maintain well-organized and complete project documentation; and build trust with peers, community members, stakeholders, and District leadership. Work Environment:  This position is part of the Planning Department at the District’s offices in Los Altos, California.  In addition to working in the office and providing project presentations to senior management, the Board of Directors, and Committees, and at public meetings, the Planner III will sometimes work in the field and hike through steep terrain and wildland areas.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment.

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:  Equivalent to graduation from an accredited four-year college or university with major coursework in landscape architecture, architecture, urban or regional planning, natural resource management, environmental planning, or a related field, and at least three (3) years of increasingly responsible experience in design project management, preferably in parks, open space or related field, including at least one (1) year of supervisory and administrative responsibility. 

Licenses & Certifications Required:   Possession of a valid California Driver’s License.

Definition: 

Under general direction, provides varied administrative and technical assistance to the Offices of the City Clerk and City Manager; prepares agendas, agenda packets and minutes; assists the City Clerk in performing the administrative and statutory responsibilities of the Office and serves as the Acting City Clerk in his/her absence.

Distinguishing Characteristics:

This class performs a wide range of responsible routine and complex professional administrative duties specific to the Office of the City Clerk and the Office of the City Manager. The position works independently and with minimal direction and follows projects through completion. The position is responsible for the management of day-to-day operations of the City Clerk’s Office and provides administrative and analytical support to the City Manager. 

The Deputy City Clerk is distinguished from other City office administrative classes in that it requires in-depth knowledge of and the ability to interpret comprehensive laws, rules and regulations related to all municipal legislative and election functions and statutory obligations of the Office of the City Clerk.  The incumbent in this class  provides information and guidance to City Councilmembers, Department Heads, candidates for office, City staff, contractors, and the general public.  This position is further distinguished in that it is expected to serve as Acting City Clerk, as assigned.

The employee in this position will provide leadership to employees through coaching, enabling and facilitating a team environment and working collaboratively with internal and external customers. The incumbent will demonstrate strong ethical, professional, and service-oriented leadership and interpersonal skills.

• Assist the City Clerk in conducting municipal elections and in  serving as the filing officer for the Fair Political Practices Commission (FPPC), including organizing and administering the filing of campaign finance statements and Statements of Economic Interests required by candidates, Councilmembers, designated city employees, consultants and advisory body members; and monitoring and reviewing filings to ensure they are complete and in compliance with FPPC regulations.
• Conduct citizen recruitments for volunteer service on City Committees and Commissions; and maintain the roster of the City Committees and Commissions.
• Assist with the preparation and administration of the department and City Council budgets; monitor office expenditures as appropriate.
• Support administrative activities in the Office of the City Manager and complete analytical reports and projects.
• Perform other duties as assigned.

Minimum Qualifications:

Knowledge of: 

English usage, spelling, grammar, and punctuation; office management techniques, planning and organization; City Clerk functions and statutory obligations and applicable laws; pertinent policies, rules, and regulations governing the actions of an elected City Council and a General Law City, including the Ralph M. Experience and Education Guidelines: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be:

1. At least three years of increasingly responsible administrative and clerical experience involving frequent public contact. Experience in records management and Council and/or Board support functions is desirable.  Ability to complete analytical projects with minimum direction.  High level of proficiency in computer applications and computer technical skills.

2. Education equivalent to graduation from high school. College level course work in public administration, business administration or related field. A Certified Municipal Clerk (CMC) designation is desirable.  College and advanced degrees are preferred.

PHYSICAL DEMANDS:

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer. Vision to read printed materials and a computer screen, and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
