There is currently one (1) Full-Time 2-Year fixed-term position in the Department of Public Works supporting both the Water Resources and Road Maintenance Divisions.  

The Natural Resources Senior Planner will be housed in the Water Resources Division and will primarily support environmental compliance for Department of Public Works (DPW) Road Maintenance Division projects, including maintenance, repair, and replacement of roads, bridges, and drainage infrastructure (i.e., culverts, ditches and drainage channels).  
The work is dynamic, requiring strong written, verbal, and interpersonal skills to accomplish the following tasks that range among:

• coordinating with the Road Maintenance Division managers to develop permitting strategies. 
• analyzing project impacts on species and the environment. 
• preparing permit applications and negotiating with agencies. 
• hiring and managing consultants. 
• working with project managers to identify and implement best management practices and develop mitigation strategies to off-set impacts. 
• conducting pre-project biological surveys. 
• report writing.

THE POSITION

Under direction of the City Engineer or Assistant City Engineer, a Senior Civil Engineer supervises field and office work in the planning, design, construction, and maintenance of public infrastructure; manages land development processes; manages and performs engineering analysis; implements programs and administers projects; may supervise a major section in the Engineering Division; and performs other duties as assigned. The Senior Civil Engineer performs and supervises the most complex engineering assignments.

This Senior Civil Engineer position will manage capital projects and may also oversee some development projects.  Examples of projects include:

• Arroyo Trail T 13, 1.5 miles paved trail through Wente Vineyard and LARPD Sycamore Grove properties and includes a 100’ pedestrian bridge.
• Arroyo Las Positas Creek channel widening, flood walls and Airway Blvd Culvert Replacement adjacent to Las Positas Golf course and Livermore Municipal Airport.
• Bridge Preventive Maintenance Program for 19 city bridges
• Manage other city asset programs such as pavement rehabilitation, sidewalk, ADA ramps.

This classification is for the City Clerk (CC) and Assistant to the City Manager (ACM); due to this caveat this classification specification will list duties and responsibilities for the two (2) positions.
To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records.

SUPERVISION RECEIVED AND EXERCISED
Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

Provides continuous leadership in carrying out the program mission, as amended from time to time, including:
• Maintains records and prepares daily reports related to work performed.

• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.

• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.
• Serve as custodian of the city seal and city archivist for official records.
• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.
• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.
• Assist City Manager in responding to various inquires related to city operations, policies, and programs.
• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.
• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.
• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.
• Perform related duties as assigned.

GENERAL PURPOSE:

Under general supervision, performs a wide variety of routine to moderately complex clerical and customer service-related duties requiring program knowledge, technical evaluation of information, and the use of clerical skills to support the operations of the assigned department.  This current part-time vacancy will reside in the City Clerk's Office.

The Associate Engineer classification is the third level of the engineering series and typically requires minimal supervision in the design, review, and management of projects. Incumbents of this class are typically supervised and provided lead direction and training by a Senior Engineer.

The Public Works Department is recruiting to fill an Associate Engineering position in the City Facilities Architectural Services (CFAS) division, MEP Section. CFAS division MEP section is responsible for the project management and delivery of capital projects for buildings, parks, libraries, public safety facilities and various cultural facilities.

The ideal candidate will possess a high level of professionalism, excellent customer service skills, and a supreme work ethic. These positions require excellent judgment, initiative, perseverance, integrity, organizational skills, flexibility and written and verbal communications skills.

Typical duties include, but are not limited to:

• Prepares and/or reviews designs, improvement plans, estimates, specifications, and contract documents for capital improvement projects, private development projects or other engineering related projects that are prepared by subordinates and/or consultants engaged by the City or by private developers.
• Reviews and responds to Request for Information (RFIs) and submittals, negotiate change orders, and review pay applications.
• Manages projects, i.e., oversees, controls, and guides the project.
• Negotiates, prepares and manages consultant agreements and/or construction contracts.
• Supervises staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; making hiring, termination and disciplinary recommendations.
• Supervises the collection and analysis of field data and prepares recommendations.
• Responsible for interfacing with the public, consultants, contractors, other City departments/sections, and other agencies, and is responsible for timely response to the stakeholders' requests and concerns on projects.
• Coordinates with construction inspectors and attends field meetings to resolve problems arising in the field during the construction of a public improvement project.
• Prepares clearly written and effective reports and Council Memos.
• Tracks and manages project costs using appropriate tools and resources.
• Responsible for permitting, managing, and designing capital projects.

Additional responsibilities specific to the CFAS MEP Section positions:

Associate Engineer (Mechanical - MEP section):

• Able to review and comment on the various mechanical and/or plumbing engineering designs provided by the City's consultants.
• Able to provide mechanical and/or plumbing engineering analysis, calculations, and designs conforming to the California Mechanical and/or Plumbing Code requirements and other local and state standards.
• Able to act as the project manager for various City projects that involve HVAC and plumbing systems.
• Able to provide project scoping and estimate construction costs for budget preparation for projects involving the upgrade/replacement of chillers, cooling towers, heat pumps, air-handling units, circulation pumps, ventilation equipment, plumbing equipment, piping/valves, etc.

Associate Engineer (Electrical - MEP section):

• Able to review and comment on the various electrical engineering designs provided by the City's consultants.
• Able to provide electrical engineering analysis, calculations, and designs conforming to the California Electrical Code requirements and other local and state standards.
• Able to act as the project manager for various City projects that involve electrical systems.
• Able to provide project scoping and estimate construction costs for budget preparation for projects involving building power, lighting, generators, UPS, fire alarm systems, microgrids, EV chargers, etc.

The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). The incumbent in this position will lead the Department's fiscal/accounting team and oversee all fiscal management activities for SJCE, including but not limited to the following:

• Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;
• Lead the development of SJCE standalone audited basic financial statements and SJCE financial statements in the City's Annual Comprehensive Financial Report;
• Prepare quarterly financial statements (unaudited);
• Facilitate external auditor inquiries for standalone financials, City Annual Comprehensive Financial Report, and Agreed-Upon Procedure engagements;
• Lead the preparation of quarterly financial statements (unaudited);
• Analyze the impact of GASB pronouncements on SJCE's financial statements and develop accounting practices to satisfy GASB pronouncements;
• Actively participate in the financial planning and forecasting for SJCE with particular focus on validating actual financial data, proposed assumptions, and general feasibility of projections in the current and upcoming fiscal years;
• Manage external auditor inquiries pertaining to SJCE standalone financial statements and City Annual Comprehensive Financial Report.

The San Mateo County Registration & Elections Division is seeking seasonal Election Worker - Candidate Service Office Assistant to assist in the upcoming November 5, 2024 Presidential General Election. This is an excellent nonpartisan opportunity to be involved in the election process!

Qualifications

Ideal Candidate Service Office Assistants will have a minimum of one year of general clerical, office assistant, phone services, or computer experience. At least one election cycles worth of experience in Candidate Filing is preferred as well.
 
Critical Skills include the ability to prioritize work, coordinate several activities organize, and maintain accurate files and records, and understand and carry out oral and written directions. As an Office Assistant it is also integral to have a positive attitude and demonstrate good leadership to assist other members of the team and help ensure day to day operations run smoothly.
 
Office hours are 8:00 am to 5:00 pm, Monday through Friday. These positions may require weekend and evening work assignments. The selected individuals must be available for the entire employment period until the completion of their assignment.

Examples Of Duties

The Elections Specialist II, under general supervision, provides a broad range of office, technical, and specialized support to the election process. This is a great opportunity for an interpersonally effective, innovative, and hard-working individual to contribute to the elections process by:

• Compiling sample ballots, specialized election documents, and similar materials with accuracy, completeness, and correct English usage.
• Schedule and manage teams of personnel for function testing, operating voting equipment, ballot retrieval, couriers.
• Coordinate the deployment and recovery of Vote Centers between Elections units and vendors.
• Train warehouse and field technicians on warehouse safety, secure equipment setup and usage, etc.
• Researching and assembling various election related information.

• Providing clear and accurate information regarding elections, voter registration, and related policies to the public.

Qualifications

Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is equivalent to two years of general clerical or office support experience.
 
Knowledge of:

• Basic California election laws, regulations, and procedures.
• Basic inventory control methods and techniques.
• Office administrative practices and procedures, including filing and the operation of current office equipment.
• Basic business data processing principles and the use of office or online computer applications.
• Business arithmetic, including percentages and decimals.
• Recordkeeping principles and procedures.

• Perform technical, specialized, and complex election support work.
• Read, interpret, and apply rules, polices, and procedures.
• Organize, research, and coordinate election files and databases.
• Use initiative and sound independent judgment within established guidelines.
• Operate standard office equipment, including typing with enough speed and accuracy to produce correspondence and enter information into a computer system.
• Establish and maintain effective working relationships with those contracted in the course of the work, which include high-profile candidates, elected officials, temporary workers, and other agency personnel.
• Overseeing testing functions of electronic voting equipment.
• Inventorying and moving voting equipment and Vote Center supplies.

Under the direction of the Recreation Supervisor, the Recreation Coordinator I – Facilities is responsible for assisting with the smooth operation of activities, programs, rentals, and special events at multiple Recreation Facilities. This position requires a high level of customer service, attention to detail, marketing prowess, and event planning and management expertise.

Mill Valley Recreation is a 7-day a week operation.

Recreation Coordinator I - Facilities schedule may include weekday, weekend, early morning and evening shifts. Schedule is subject to change depending on facility and supervisor needs. 

ESSENTIAL DUTIES:

• Act as the primary point of contact for rental inquiries, promptly responding to emails, phone calls, and in-person inquiries regarding facility rentals.
• Facilitate the rental booking process by liaising with internal staff and external parties to schedule rental dates, coordinate setup requirements, and confirm rental agreements.
• Oversee the rental application process by providing interested parties with necessary documentation, rental agreements, and pricing details.
• Collect and review rental applications, ensuring all required information is complete and accurate.
• Provide timely updates to both renters and internal stakeholders regarding rental status, payment deadlines, and any changes to rental arrangements.
• Maintain organized records of rental bookings, payments, and rental agreements, ensuring compliance with rental policies and procedures. 
• Schedule and provide regular in-service training for facilities staff. 
• Plan, develop and implement programs and events.
• Evaluate the progress and effectiveness of scheduling and programming utilizing measurable outcomes.
• Assist in the development of policies, procedures, contracts, and manuals for facility users and staff.
• Provide assistance and guidance to facility users, anticipate and resolve problems, provide quality customer service.
