Management Analyst

The City of Pleasant Hill is seeking a Director of Community Development/Assistant City Manager who is a committed and strong leader who can represent the department with integrity and honesty. The ideal candidate will have the ability to establish and maintain excellent working relationships based on leadership rather than authority; develop, implement, and direct a variety of concurrent engineering, planning, building, and housing improvement programs. The incoming Director will be responsible for dealing effectively with advisory boards and commissions as well as other elected public officials. Candidates should be able to establish and maintain cooperative working relationships with City officials, other governmental agencies, and the general public. The Director of Community Development/Assistant City Manager receives administrative direction from the City Manager. He/she directly supervises professional, technical, and clerical staff; administers the activities of the Building, Engineering, Maintenance, and Planning Divisions; develops plans, goals and objectives for the Department; advises the City Manager on matters pertaining to departmental functions; contributes to overall City management as a member of the City’s Executive Team; provides highly complex administrative support to the City Manager; may serve as acting City Manager; and performs related work as required.

The incoming Director/Assistant City Manager will be expected to have knowledge of the theories, principles and practices of public administration. Especially as it relates to community development activities; principles and practices of engineering; principles and practices of urban planning; principles and practices of professional administration and management; principles of leadership including supervision of staff; and principles of effective public presentation.

Candidates will possess equivalent to a bachelor’s degree from an accredited college or university with major course work in urban planning, architecture, public administration, civil engineering or a closely related field including public administration. Possession of a master’s degree is highly desirable; and five (5) years of progressively responsible professional experience in community development, planning, municipal engineering and public works administration, including two (2) years in a supervisory capacity.

The City of Brisbane will be sponsoring up to 5 summer internships this year.  Our internships are project oriented and are designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship, as well as have opportunities to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2020 include

• City Administration – Provide research support in the City Manager’s Office on Smart Cities technology.  Review other public agency’s Smart Cities programs, research types of innovation available and propose project design for the City to implement.
• Records Management – Assist in project oversight of our records management project, create innovate best practices to implement the records retention schedule and policy, and support the daily records management tasks in the City Clerk’s Office.
• Police- Provide support to Patrol Services including projects within administration, property/evidence and records. Obtain an understanding of Patrol Operations including investigations and prosecution of cases.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS:  Salary range for Interns is from $15.00-$20.00 per hour, less than 999 hours per year, over a 12 week or year round period.  Start date is flexible depending on student’s availability.

About the Position

The City of San Carlos offers rewarding part-time, 20-hour per week, non-benefited summer internship positions. The positions begin in May-June 2020 and ends in August-September 2020 (depending on school schedule of selected candidate(s)). The main functions of the job are to perform municipal research and analytical work on an entry level professional basis. The City is offering internships this year in three areas of interest – City Manager’s Office, Public Works Department, and Community Development Department. Each intern’s workload will be a balance of assisting in daily municipal operations and special projects.

City Manager’s Office Internship

This intern will receive various assignments from the City Manager’s Office and other City departments as needed. Duties may include, but are not limited to: assistance with citywide communications, including website content management, social media efforts and communications video series; applying for grants and awards; conducting research on various topics; and completing other special projects. The position will serve as a temporary staff member, and will receive overall work direction from the Senior Management Analyst in the City Manager’s Office.

Public Works Department (Engineering Division) Internship

This intern will receive various assignments from the Engineering Division of the Public Works Department. Duties may include, but are not limited to: assistance with citywide communications informing the public of Capital Improvement Program (CIP) projects and other Public Works programs; technical engineering calculations related to the CIP; Computer-Aided Design and Drafting (CADD) work; mapping the City’s infrastructure; and planning, design and construction of Public Works projects. The position will serve as a temporary staff member, and will receive overall work direction from the Senior Engineer in the Engineering Division of the Public Works Department.

Community Development Department (Planning Division) Internship

The intern will receive various assignments from the Planning Division of the Community Development Department. Duties may include, but are not limited to: planning, zoning and housing analysis; research and analysis of planning data; review of development proposals, building plans, permits and parcel maps; and data analysis of relevant laws, ordinances, regulations and policies. The position will serve as a temporary staff member, and will receive overall work direction from the Planning Manager in the Planning Division of the Community Development Department.

The primary goal of the City’s Internship Program is to provide college students or recent college graduates an opportunity to apply their academic training to and learn more about the various functions of municipal government. These paid internships provide hands-on experience in the daily operations of municipal government on all levels, thus enhancing the intern’s skills and resume for a future career in government.

Job Summary:  Under the direction of an assigned supervisor, collaborate with classroom teachers and support staff to conduct behavioral assessments; design, implement and evaluate effectiveness of evidence based behavior support plans, including Applied Behavior Analysis (ABA) services, when appropriate, for identified students with autism and other behavioral challenges; provide training, support and assistance to staff and parents; create and implement staff development activities; consult with teachers, support staff and parents concerning each child’s behavioral strengths, needs, and progress.

Essential Job Functions:              

• Provide training, support and assistance to educational team and families to enhance understanding of student behavior, evidence based behavior support strategies, progress monitoring strategies, and ABA services; develop and implement professional development opportunities to enhance the behavior intervention skills of staff; assist in assuring that behavioral strategies, including ABA services when appropriate, follow established best practices, guidelines, standards, requirements, laws, codes, regulations, policies and procedures
• Provide direct behavioral intervention to students; provide consultation and training in behavioral strategies including ABA practices; monitor student response to interventions and adapt intervention strategies as needed; conduct student observations as needed
• Collaborate with classroom teachers and support staff to conduct behavioral assessments; design, implement and evaluate effectiveness of evidence-based behavior support plans, including Applied Behavior Analysis (ABA) services, when appropriate, for identified students with autism and other behavioral challenges

EDUCATION:  Master's Degree in Education, Psychology, Behavioral Studies, Sociology or a related field

EXPERIENCE:  Two (2) years of experience designing and implementing positive behavioral intervention plans for students diagnosed with autism or other behavioral challenges desired
