THE POSITION

Perform professional civil engineering work in the planning, design, technical investigation, and construction of projects in public works, transportation, capital improvements, and structural engineering. An example of duties include:

• Participates in the preparation of plans and specifications for the construction of streets, storm drains, street lighting, traffic signals, buildings and related public works and City building projects; researches project design requirements; performs calculations and prepares estimates of material costs and time considerations.
• Researches publications and industry information sources.
• Develops and revises design and construction standards.
• Participates in the implementation of the City’s traffic and transportation engineering programs; prepares and revises plans and specifications for traffic related projects; prepares special studies and reports and coordinates major projects.
• Investigates field problems affecting property owners, contractors, and maintenance operations.
• Prepares estimates and feasibility reports for new or modified services and structures.
• Administers contracts and may assist with inspection services and project management for construction and maintenance projects.
• Participates in the plan check, review and processing of plans for private developments affecting streets, sewers, drains and related public works facilities and ensures that they meet all City imposed requirements.
• Prepares special engineering studies and reports.
• Coordinates planning, design, and construction activities with other City departments, divisions, and sections, and with outside agencies.
• Attends various staff and regional technical advisory meetings.
• Provides technical and professional assistance/support to other City departments and divisions, Planning Commission, and City Council as necessary.
• Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Equivalent to a Bachelor’s degree with major coursework in civil engineering or a closely related field;

OR

Possession of a current Engineer-in-Training Certificate, issued by the California State Board of Registration for Professional Engineers, and one (1) year of professional civil engineering experience.

License Requirements:

DEFINITION:

QUALIFICATIONS

Knowledge of:

Community resources adaptable to the development of community services programs for specified recreation programs.  Principles of program coordination, training and evaluations.  Emergency procedures, First Aid and CPR.  Safety principles, practices and procedures.

Skill to:

Apply First Aid methods and safety precautions related to assigned programs.  Develop and maintain support for programs from the community and local organizations.  Communicate clearly and concisely, both orally and in writing.  Oversee train and evaluate assigned staff.  Establish and maintain effective work relationships with those contacted in the performance of the required duties.  Operate office equipment, including a personal computer.

Ability to:

Develop cooperative public relations with the general public.  Remain calm in stressful situations.  Be consistent when enforcing rules and regulations.  Maintain authority and control over programs.

Minimum Education and Experience:

Education:

High School diploma or equivalent.  Bachelor's Degree from an accredited college or university with major course work in recreation or a related field is preferred.

Experience:

Two (2) year of increasing responsible experience in the delivery of recreation services. A Bachelor’s Degree may be substituted for one year of experience.

License or Certificates:

When only assigned to recreation duties, the following is required and must be maintained during the course of employment.

• Required upon hire:
  •  Valid California Driver’s license,
• Required within six months of hire,
  • Possession and maintenance of a current American Red Cross First Aid Certificate or equivalent and
  • Current American Red Cross Community CPR Certificate or equivalent

THE POSITION

The Parks and Recreation Department is looking for staff to assist with events at the Rocklin Events Center and other locations in the City. The Events Venue Specialist (Program Assistant) is a temporary position and incumbents work on an as-needed basis, not to exceed 28 hours per week and up to 999 hours per fiscal year. Temporary employment does not provide any guarantee of continued employment and the City of Rocklin may end the assignment at any time. Temporary employees are not eligible for any other benefits except where required by law and there is no guarantee of future permanent employment.

Duties may include, but are not limited to the following:

• Performs light janitorial duties (e.g., empty trash, clean restrooms, and restock supplies) before, during, and after events.
• Sets up audio visual equipment at venue site.
• Checks clients in and out of City venues.
• Takes prospective renters on tours of facilities and answers questions about pricing and equipment at each rental location.
• Ensures client needs are met.

THE  SCHEDULE 

A typical schedule looks like this:  

Evening and Night shifts Sunday through Thursday

Senior Civil & Environmental Engineer
Salary Range: $95,900/yr. - $189,900/yr. (Budgeted salary range $95,900/yr. - $142,900/yr.)

Use advanced engineering concepts and organizational objectives to provide leadership and support focused on engineering, project management, and compliance for the Facilities Management: Utilities department. Work with individual Utilities system managers to evaluate system performance and provide technical leadership for deferred maintenance and capital improvement projects. Conduct master planning for future capacity needs. Conduct system assessments to improve the design of physical plant systems. Lead civil system compliance efforts. MINIMUM QUALIFICATIONS
Minimum License/Certification:

• Current registration as a Professional Engineer in the State of California.

Minimum Education/Experience:

• Bachelor’s degree in Engineering from an accredited program, preferably in one of the following disciplines: Civil or Environmental.
• Over ten years of experience in engineering design, master planning, plan review, project administration and facility operation in storm, water, water reuse, sanitary sewer and solid waste systems.
• Extensive experience with interpreting regulations, permitting, and regulatory compliance for water, wastewater, and solid waste operations.

Preferred Education/Experience:  

• Experience with Capital Improvement Project (CIP) budgeting and with developing sewer, water and treatment plant master plan documents and condition assessments.

DISTINGUISHING CHARACTERISTICS

The Assistant Engineer is the entry level class in the professional civil engineering series and is responsible for performing the professional engineering work not requiring registration as a Civil Engineer. This classification is distinguished from the next higher classification of Associate Civil Engineer in that the latter performs the more complex and difficult assignments within the division.

The Associate Engineer is the journey level class in the professional civil engineering series and is responsible for performing the more complex design and construction of capital improvement projects and for reviewing private development projects for design conformance and accuracy. Incumbents perform complex professional engineering assignments requiring considerable knowledge of various aspects of civil engineering including land development, planning, design standards and regulations, construction and maintenance. This classification is distinguished from the next higher classification of Senior Civil Engineer in that the latter performs the most complex and difficult assignments within the division and may exercise direct supervision over assigned project staff.

The Senior Civil Engineer is an advanced journey level registered professional engineer class and exercises full responsibility for planning and organizing a variety of assigned engineering projects and directing the work of assigned staff. Incumbents perform complex professional engineering and program management assignments demanding considerable knowledge of various aspects of engineering and related program requirements including land development, planning, design standards and regulations, construction and maintenance. • Manages, develops and coordinates assigned program activities such as industrial waste ordinance management, grease trap enforcement, and other City Municipal Code-related activities, including policy development, community education, regional and state program coordination and required infrastructure modifications; recommend program activity budgets.
• Monitors work activities to ensure safe work practices, work quality and accuracy; ensures compliance to applicable rules, policies and procedures; participates in the development of policies and procedures; recommends programs, projects and work assignments to higher level engineering personnel.
• Assists in the coordination of capital improvement projects with contractors, utility companies and other agencies; administers construction contracts; plans, coordinates, prioritizes, monitors and participates in the work of staff responsible for reviewing design conformance and accuracy of public and private development projects.

• Manages the engineering aspects of private development projects from pre-application through entitlement approval, through plan review and final map approval, and reviews proposed revisions through the construction phase; supervise, review and participate in preparation of environmental assessments and studies, specific plans, and general development plans, financing plans and Development Agreements; manage and review traffic impact analyses, hydrology studies, storm water quality plans, drainage, sewer, and water master plans, improvement plans, final maps and other technical documents; meet with developers to discuss the proposed project or resolve design issues; manage the annexation of territory into the special districts and assist in the formation of special districts (CFDs, Landscaping & Lighting Assessment Districts, Benefit Assessment Districts).
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for services, labor, materials and related resources for public works and utilities projects and/or programs; monitor and control expenditures.
• Monitors and keeps informed of current trends in the field of municipal engineering, including legislation, court ruling and professional practices and techniques; evaluates their impact and recommend policy and procedural modifications accordingly.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling and making repetitive hand movement in the performance of daily duties.  The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard.  Additionally, the position requires both near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service.  Additionally, the incumbent in this position works outdoors in all weather conditions, including wet, hot and cold.  The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock or mechanical hazards.  The nature of the work also requires the incumbent to drive motorized vehicles. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

• Coordinating and participating in Pioneer’s integrated resource planning process including providing analysis and input related to production cost modeling from the CPUC, CAISO, IOUs, and CalCCA.
• Creating and implementing measures to benchmark system implementations, enhancements, or modifications by providing documented system specifications, evaluating vendor proposals, and recommending appropriate course of action.
• Developing portfolio dashboard showing key metrics and risk positions.
• Using a variety of computer software programs to prepare reports, graphs and other materials related to energy resources, finance models and customer statistics. 
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.

Qualified candidates will possess a knowledge of California energy industry and electric power markets including CAISO, CPUC, CEC, and CARB, energy/financial markets and quantitative investment approaches, advanced computer modeling of power supply system operation and cost analysis and have the ability to perform complex professional analytical work in support of a variety of Pioneer’s product structuring and resource planning activities.

Training:

DEFINITION
Under the direction of the Director of Engineering, this position provides engineering support to NCPA’s Power Generation Service department.  The Power Generation Service Department includes the “State of the Art” Lodi Energy Center (LEC) Combined Cycle Power Plant, our green Geothermal Power Plant, our Hydroelectric Power Plant, and includes our hydrogen fuel source with a mission to provide green and renewable energy to our 16-member agencies in Northern California.

This position is based out of Roseville, CA.  Roseville’s nearby recreation areas attract new residents who are looking for a great place to live and work! Roseville is located in Placer County, just 16 miles northeast of Sacramento, the state capital. ESSENTIAL DUTIES
Manage and assist with power plant improvement projects, performance monitoring, and other initiatives. Conduct feasibility analysis, and justification, and prepare plans, and budgets.
Lead or assist with Root Cause Analysis (RCA) to investigate incidents that cause “forced outages”, equipment malfunctions, failures, or performance degradation at plants.
Provide administrative and end-user support for NCPA’s Computerized Maintenance Management System (CMMS) and Plant Information (PI Historian). Ensure that users are properly trained and the application is used in an optimal fashion. 
Support compliance with NERC/WECC reliability standards.  Assist in the preparation, review, collection, and organization of compliance evidence and associated procedures.

MINIMUM QUALIFICATIONS
Education 
For all levels, the qualified candidate will have a Bachelor’s degree from an ABET-accredited college or university with a focus on Mechanical or Electrical Engineering.
