Positions in the Community Services Officer I/II classification series are funded by the City's General Fund, allocated to the Police Department Budget.

Special Pay Incentives:

• All miscellaneous employees will receive an additional 7.5% pay increase to be provided this year as soon as CalPERS approves the negotiated EPMC change.
• Premium Pay – An additional $2/hour for all miscellaneous employees, paid through June 30, 2023.

The Department: The Suisun City Police Department is a progressive and proactive law enforcement agency. The Position: Under supervision (Community Services Officer I) or general supervision (Community Services Officer II)  provides a wide variety of non-sworn technical and administrative law enforcement support services in support of Police Department operations and services including in the areas of parking enforcement, code enforcement, responding to assigned calls for service, writing reports, fingerprinting and narcotic offender/sex offender registrations; and provides other support and assistance to other non-sworn functions and activities of the Police Department.

Essential Job Functions

• Performs a wide variety of non-sworn technical and administrative law enforcement support duties in support of Police Department operations and services.
• Performs a range of parking enforcement and vehicle abatement duties; patrols City and marks vehicles; issues parking citations; has abandoned vehicles towed.
• Responds to routine and non-hazardous calls for service; takes and prepares reports including those involving lost and found property, shoplifting, burglary, stolen property, and missing persons.
• Registers sex and health and safety offenders; assists officers in witness and or crime scene searches; participates in evidence collection and storage; performs fingerprinting for prisoners and the public.
• Assists at the Police Department’s front counter as necessary; photocopies and distributes crime, incident, arrest, and accident reports to the general public and various agencies; releases impounded vehicles; assists, provides information, and responds to questions and concerns from the general public, departmental staff, and other agencies in person and by telephone; answers and responds to calls on multiple phone lines; forwards calls to appropriate personnel; takes and provides phone messages.
• Performs a full range of related duties in support of department operations; provides traffic and crowd control, VIN verifications, citation sign offs, and car seat inspections; participates in vehicle management; performs other administrative duties as assigned.

The City of San Rafael is seeking a Library and Recreation Director.  This position leads two divisions:  The Library Division and the Recreation and Childcare Division.  This position is part of the City's executive team with a team culture that inspires creative thinking, engagement and supports quality of life and work-life balance.  This is an at-will , executive position that reports directly to the City Manager and oversees a budget of approximately $13 million with outside revenues and approximately $9.5 million and has over $1,963,000 in capital approvement projects planned and approved for the next few years.  The Director oversees a solid management team of two Assistant Directors that oversee 78 full-time staff, over 200 part-time seasonal employees, and 100 contract program providers.  

MINIMUM QUALIFICATIONS:

• Bachelor's Degree in recreation administration, business, public administration or related field OR 
• A Master's Degree in Library and Information Science AND 
• Five years of experience in municipal parks and recreatin or library administration including at least two years in a senior supervisory and management role with budget and revenue generation experience.  However, we will consider any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities desired.

THE POSITION:

The Library and Recreation Department (Child Care Division) is recruiting for a full-time Child Care Instructor II position in their Preschool Programming at Parkside Preschool.  Under the supervision of the Child Care Center Director, this position will provide developmental care and supervision to children enrolled in the childcare program; implement age appropriate curriculum for children; establish and maintain supportive relationships with children and parents; and other related duties as assigned.

This position performs the following essential job duties:      

• Plan, implement and supervise developmental preschool programs.
• Develop age-appropriate curriculum and activities to stimulate children’s cognitive skills, abilities and development.
• Evaluate needs of children, staff and site in order to maintain a safe and healthy environment for children and staff.
• Supervise the activities of children and records observations of children’s behavior and activities; monitor behavioral patterns and develops assessment and profiles.
• Schedule parent conferences to discuss children’s development and concerns; work with family to devise learning and development strategies as necessary.

• Supervise and coordinate the work of subordinate childcare staff.

THE POSITION:

The City of San Rafael is recruiting for a Code Enforcement Officer in our Community Development Department.  Under immediate supervision, this position assists with the enforcement of all provisions of the San Rafael Municipal Code, performs code inspections, and enforces the zoning code.

This position is a flexibly staffed position and may be filled at either the I or II level, dependent upon the candidate’s experience and qualifications.  The distinguishing characteristics between each level is as follows:

Code Enforcement Official I:  This class is distinguished from the Code Enforcement Officer II by the performance of the more routine tasks and duties assigned to positions within the series including field investigations and field inspections.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Code Enforcement Official II:  This is the full journey level class.  Employees at this level are distinguished from the Code Enforcement Officer I by the performance of the full range of duties as assigned.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work.  The supervisor through the performance appraisal system measures movement from Code Enforcement Officer I to II.

This position performs the following essential job duties:

• Exercises enforcement and abatement responsibilities under the land use regulations of the City’s Municipal Codes.
• Conducts field investigations of reported complaints of municipal code, ordinance, and resolution violations.

• Advises individuals of violations and methods of abatement.
• Seeks abatement (remedies) through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Conducts field inspections to uncover violations, gathers supporting evidence, inform individuals of code provisions and encourage compliance.
• Issue warnings and violation notices and see remedies through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Explains and interprets municipal codes, ordinances, and resolutions at the counter and in the field to City staff, to property owners and the generic public.
• Confers with other agencies and City departments, verbally and in writing, on the investigation and disposition of related violations.
• Prepares written staff reports and presents evidence at hearings before the Planning Commission, City Council, Hearing Officer, and/or Courts of law related to current code enforcement administrative and judicial proceedings.
• Complete forms, prepare reports, investigation narratives and related correspondence.
• Maintains case records, program statistics, and related materials.
• Performs related duties as required.

• Valid driver’s license.

Code Enforcement Official II:

• Graduation from an accredited high school or equivalent.
• Three (3) years of full-time experience involving the enforcement and interpretation of administrative rules and regulations, two (2) years of which must be in a code inspection capacity.
• Valid driver’s license.
