The City/County Association of Governments of San Mateo County (C/CAG) is seeking a dynamic and passionate Senior Stormwater Program Specialist to champion the San Mateo Countywide Water Pollution Prevention Program.  The Senior Stormwater Program Specialist position plays a significant role in C/CAG's efforts to manage and improve stormwater runoff quality, contributing significantly to the region's environmental health and sustainability.

Qualifications

Education and Experience:

• Education: A bachelor’s degree in Environmental Policy or Studies, Urban Planning, Civil or Environmental Engineering, Political Science, Public Administration, Public Policy, or a closely related field. A master’s degree is preferred but not required.

San Mateo Medical Center (SMMC) is seeking a highly-qualified Social Worker III - Discharge Planner/Case Manager to provide highly skilled, intensive discharge planning and case management to individuals and their families, and provide casework consultation within SMMC and to outside agencies.

The Social Worker III - Discharge Planner/Case Manager position will support SMMC to provide services related to discharge planning/case management on various units of the hospital, including the Medical/Surgical unit, Intensive Care Unit, Acute Psychiatry unit, Short Term Rehabilitation unit, Emergency Room, and Psychiatric Emergency Services. This includes needs assessment, assistance in financial resource management, crisis management, service delivery planning and follow up, and referrals to public, community-based services and programs. The candidate should be familiar with the rules and regulations governing skilled nursing and assisted living facilities. The ideal candidate will have direct experience working in an acute care hospital setting performing discharge planning, including appropriate documentation in accordance with all Medicare and Medi-Cal regulations, and should be experienced working with Electronic Medical Records (EMR) and LEAN principles.

The current vacancy is an on-site, Full-Time, Regular position. In addition to the regular vacancy, we also have an Extra-Help vacancy on site. Experience with psychiatric discharge planning is strongly preferred.

The ideal candidate will be:

• An experienced social worker with the ability to plan and execute complex treatment plans in a community- or acute care hospital-based setting.
• Experienced with Behavioral Health and Recovery Services (BHRS), as well as other mental health community programs.
• Knowledgeable of the systems of care related to older adults, mental health, substance abuse, developmental delay, pediatrics, primary care, palliative care, chronic illnesses, dialysis, conservatorship, and probation and parole.
• Able to work independently with little supervision and demonstrates a high degree of initiative.
• Knowledgeable of housing resources, their requirements for eligibility, and other community services such as In-Home Supportive Services (IHSS), Multipurpose Senior Services Program (MSSP), Institute on Aging (IOA), Health Plan of San Mateo (HPSM), BHRS, and Bridges to Wellness, and more.
• Knowledgeable about County benefit and entitlement programs, such as Medi-Cal and ACE.
• Experienced and comfortable working with the following populations: multi-cultural, homeless, chronic diseases, end-of-life, mental health, domestic violence, parolees, and substance abuse disorders.
• Experienced working with a diverse population (race, ethnicity, age, ability, language, nationality, socioeconomic status, gender, religion, and sexual orientation).
• Able to accurately assess for signs of adult and child abuse and be a mandated reporter.
• Able to work in a politically charged environment under high degrees of stress and meet all deadlines.
• Able to develop effective and positive working relationships with community partners such as Aging and Adult Services, BHRS, and HPSM.
• An effective communicator to a broad range of stakeholders, including doctors, nurses, conservators, health advocates, families, and patients.
• Able to remain calm during crisis situations and perform emergency crisis counseling for families and patients as needed.
• Experienced documenting in an EMR.
• Able to communicate clearly and concisely.
• Spanish-speaking preferred.

Examples Of Duties

Duties may include, but are not limited to the following:

• Provide information and assistance to patients of SMMC.
• Conduct initial screenings for patients and develop appropriate discharge/service plans to address identified issues.
• Provide skilled casework services to patients and their families.
• Schedule and conduct family care conference meetings with patients, families, and treatment team for short-term and long-term placement needs.
• Coordinate referrals, both internal and external, as part of the social service plan.
• Follow up on referrals and document outcomes as well as completion of items.
• Provide crisis intervention to patients and their families.
• Assist patients in meeting a variety of emergency needs, including financial, housing, and emotional crises.
• Assist patients with applications and securing of private and public benefits.
• Gather and maintain current information on community resources and disseminate this information to patients and staff.
• Maintain case files utilizing the electronic medical record.
• Work with the hospital's multidisciplinary team of staff to identify and address barriers to care, participate in quality assurance efforts such as outcome analysis, chart reviews, and patient and staff satisfaction efforts, and assist with maintenance of Center policies.
• Document interactions with patients/clients in EMR.
• Be a member of the Palliative Care Team.
• Work in the emergency room or any other areas in the hospital that social workers cover.

Qualifications

Education:

• Satisfactory completion of 36 semester units of Social Welfare and/or appropriate behavioral science courses.

Experience:

• Three years' experience performing duties comparable to those of a Social Worker II or higher in San Mateo County.

Substitution: Possession of a Master's Degree in Social Work from an accredited school of Social Work and two years' experience performing duties comparable to those of a Social Worker II or higher in San Mateo County.

Licensure/Certification :

• California class C driver license or equivalent.

Job Description

Under direct supervision, the Development Strategy & Finance Sr. Analyst works within the Port’s Real Estate and Development Division leading analytical work related to the Port’s Public-Private Partnership Development Projects. Key tasks will include preparing complex financial analyses and reports, analyzing development pro formas and appraisals, coordinating the issuance and disbursement of bonds and associated record keeping documentation, supporting with development negotiations, and managing division-wide contracts, billings, and budgets.

The Sr. Analyst will support Project Managers with all aspects of Port Development projects. The role will receive support in learning and performing all tasks with the goal of independently managing specific areas over time. The Development team and this position are collaborative in nature, and the Sr. Analyst will work with both internal and external stakeholders including all Port Divisions, specifically Port Finance and the Port’s Resilience team, the Office of Economic and Workforce Development, the Office of Public Finance, and private development partners.

The essential functions of this position include:

• Analyzes Port-wide development opportunities to prioritize projects and determine value to support Port-wide Sea Level Rise resilience projects.
• Reviews project pro formas, appraisals, and other financial analyses to determine fiscal feasibility and economic value to the Port.
• Supports Port Development, Finance, and Office of Public Finance teams with tax district formation and bond issuances.
• Tracks ongoing Project finances to ensure projects stay on budget, public sources are sufficient for funding, and Port meets revenue expectations.
• Identifies cost-saving measures for development projects and support the implementation of these actions with other City departments
• Supports Project Managers on development negotiations (term sheets, leases, community benefits) by conducting research tasks and financial projections
• Assists in the drafting of relevant development deal documents (term sheet, leases, Development Agreements)
• Assists in preparation of memos, staff reports, and presentations for Port executives, Port Commission, and Board of Supervisors.
• Coordinates billing and payments for developer reimbursables and Development-related invoices with Development Finance Manager.
• Manages Development team’s as-needed economic consultant contracts.

Qualifications

Education

Baccalaureate degree from an accredited college or university; AND

Experience

Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 1823 Class series; AND

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to a maximum of 2 years (1 year of work experience is equal to 30 semester units or 45 quarter units).

THE POSITION OF BODY WORN CAMERA PROGRAM MANAGER

Is a vital non-sworn position that manages the Body Worn Camera Program and assists members of the Police Department with managing body worn camera equipment, the assignment of the devices, replacing worn/and or damaged equipment, assists with training the police officers who wear them and assist in the maintenance of body worn camera equipment. The City of San Mateo Public Works Department is looking for a qualified Deputy Director of Public Works.

The Public Works Department operates under a two-section model for optimal performance and integration - Environmental Services and Engineering Services – and the two sections work together to meet the needs of the community.

The Environmental Services Section consists of four main Divisions, including Clean Water Program, Wastewater Treatment Plant, Field Maintenance and Data Management. The Engineering Services Section consists of four main Divisions, including Engineering (including Capital Improvement), Fleet Services and Facilities (including facility maintenance and capital improvements), Regulatory Compliance, and Transportation (including Traffic Engineering, Right-of-Way /Private Development, and Transportation Planning).

The current vacancy oversees the Engineering Services Division. Depending on your skillset and experience the City could place you in either of these sections or adjust the divisional oversight responsibilities.

What You’ll Do

The Deputy Director of Public Works is responsible for directing and managing all programs within the Section for which they are responsible, includes capital improvement program development and implementation, traffic engineering, private development review, asset management, construction management, fleet coordination, downtown coordination and building maintenance; and the position may serve as the City Engineer.

• Utilize your experience and skills to lead a number of divisions within the Public Works Department.

• Engage in a positive manner with City Council, PW Department staff, City Departments and citizens.

• Lead and mentor a dedicated and talented staff featuring many emerging leaders.

• Analyze current processes and procedures to make system improvements for efficiencies, updating of standards, and

  improvements to the customer experience.

• Collaborating with other agencies and stakeholders to plan regional solutions on shared items of interest such as traffic

  and the City’s General Plan Update.

• Contribute to a collaborative and dynamic Public Works Leadership team.

  The Deputy Director receives general direction from the Director of Public Works and exercises direct supervision over management, supervisory, professional, technical, and administrative support staff.
