The Assistant/Associate Civil Engineer performs engineering work on the following types of capital improvement projects:  buildings, parks, levee, stormwater systems, lagoon, streets, traffic signals, water distribution systems and wastewater collection systems.   

Candidates with experience with transportation/traffic engineering are highly desirable.  Candidates with experience independently managing the design and construction of capital improvement projects are highly desirable.  Candidates with AutoCAD experience are desirable.

ASSISTANT ENGINEER

The Assistant Engineer performs journey level engineering work in the design, construction, and inspection of a variety of public works projects.  The Assistant Engineer serves as project managers for assigned projects and provides a variety of engineering support services including plan checking.  The Assistant Engineer will work under the supervision of more experienced engineers.

ASSOCIATE CIVIL ENGINEER

The Associate Civil Engineer performs professional engineering work and project management on a variety of public works projects.  The Associate Civil Engineer will perform duties independently with supervision, as required or needed.  The Associate Civil Engineer exercises supervision over lower-level staff and manages major program areas in the Engineering Division.

IMPORTANT AND ESSENTIAL DUTIES:

Managing capital improvement projects:  Management of a capital improvement project may include preparing requests for proposals for professional engineering, architectural, and/or specialty inspection services; selecting consultants and negotiating professional service agreements; administering professional engineering, architectural, and/or specialty inspection agreements including reviewing and commenting on work product; assisting with the bidding and awarding of construction contracts; administering construction contracts; inspecting construction work for conformance with the construction contract documents; facilitating problem resolution, negotiating and preparing contract change orders; authorizing payment for services rendered; ensuring accurate as-built record of projects; coordinating warranty inspections; training of operation and maintenance programs related to new facilities; and closing out capital improvement projects.

• Preparing and/or coordinating the preparation of construction contract documents (plans and specifications) and cost estimates for smaller capital improvement projects, such as, street rehabilitation projects. 

• Determining applicable codes, regulations, and requirements for assigned projects.

• Preparing staff reports and resolutions to obtain approval and/or authorization from the City Council.

• Preparing memoranda, reports, and presentations to Traffic Review Committee, City Council, and other bodies.

• Reviewing and commenting on building permit applications and proposed land development projects for compliance with codes, regulations, standards, and compliance with approved City Master plans. Evaluating transportation, traffic and other public works related impacts related to private projects.

• Supervising subdivision plan checking for conformance to City Standards

• Coordinating the preparation of traffic, utility and other studies and reports.

• Monitoring the City’s advanced traffic management system; administering traffic signal and streetlight maintenance contract, including coordinating repairs and USA tickets/markings; and reviewing transportation and traffic engineering areas of land development projects.

• Providing customer service by addressing and/or responding to inquiries or concerns relative to engineering policies and procedures on specific projects and other information from the public, other City departments, and other agencies.

• Coordinating projects with other departmental sections or teams, consultants, developers, property owners, County officials, State and Federal agencies and other officials to resolve problems.

• Preparing and administering grant applications.

• Preparing forecasts and developing/monitoring operating and capital improvement project budgets. Identifying potential funding alternatives and recommending program planning criteria and priorities for inclusion in the budget planning process.

• Mentoring, training, assisting and evaluating less experienced engineers, technical and clerical support staff.

• Updating the City’s GIS system.

SELECTION PROCEDURE: 

A limited number of the most qualified candidates will be invited to continue in the selection process. DESCRIPTION/RESPONSIBILITIES:
Under immediate supervision, the Maintenance Assistant performs unskilled work in the maintenance and repair of streets, pavements, sewers, landscaping, traffic signs, and traffic signals. Duties include digging holes, trenches, and ditches. It also includes operating a wide range of hand, mechanical, and power tools, as well as a variety of light and heavy vehicles, trucks, and equipment relevant to work performed, ensuring compliance with safe working practices. 
      
Maintenance crews provide services seven days a week. Individuals in this classification may be required to work alternate work shifts, including grave and swing, weekends, holidays, overtime, and on-call.

This classification is covered under the Living Wage Policy. Maintenance Assistants are represented by the OE#3 bargaining unit.

THE POSITION

The Executive Assistant/Deputy City Clerk, an at-will position under the direction of the City Manager, performs a variety of confidential and complex administrative responsibilities in support of the City Manager’s Office. Duties may include, but are not limited to the following:

• Perform a wide variety of complex, responsible and confidential duties for the City Manager’s Office and the City Clerk.

• Assist the City Manager in the role of Public Information Officer, functioning as a liaison between media and the City Manager’s Office.
• Manage social media content and inquiries for general City government / City Hall / City Manager’s Office. Create, assemble and publish content for the City Manager’s Office weekly e-newsletter. Manage additional forms of public outreach and messaging as guided by the City’s Communications Plan.

The City Manager’s Office provides strategic leadership that supports the Mayor and City Council and motivates the organization to deliver high quality services that meet the community's needs. The City Manager’s Office of Civic Innovation and Digital Strategy is charged with improving the efficiency and effectiveness of City services and executing the City’s Smart City Vision.
The Center for Digital Government recently named the City of San José as the Most Innovative City in America based on the City’s progress in executing the Smart City Vision since 2016.

Six key current Civic Innovation Smart City projects include:
• Management of the City Roadmap which identifies the top 40 highest priority projects;
• Ownership and leverage of the public private partnerships with AT&T, T-Mobile, and Verizon to improve connectivity for everyone in San José through deployment of thousands of miles of fiber and thousands of small cells;
• Development of data tools and driven insights around the equitable budgeting and deployment of city services;
• Co-creation of the City’s Digital Services Strategy and Digital Transformation strategy in partnership with the Information Technology Department;
• Accountability for the execution of the City’s Smart City Vision and projects in partnership with the City departments; and
• Support for the City Library department in its ownership of the digital inclusion program and the goal of closing the digital divide in San José.

Position and Duties:
The Smart City Manager reports directly to the Director of the Office of Civic Innovation and Digital Strategy and has overall accountability for strategy and execution in partnership with City departments especially the Information Technology Department.  In effect, the Smart City Manager combines classic strategic planning with program management.
The Smart City Manager requires a broad set of skills including strategic thinking, public policy formulation, program and project management, team leadership and supervision, effective executive communications, strong stakeholder collaboration, public private partnership formulation and negotiation, brining clarity and direction to highly ambiguous situations, adoption of agile forms of doing work, and public engagement.  
This role requires collaboration with the Directors and staff within almost all the City departments as well as the Deputy City Managers responsible for the City Roadmap projects.  The Smart City Manager will also partner with innovative companies to evaluate ways to accelerate Smart City technology and digital services for both the public and City employees.

The Smart City Manager responsibilities include the following:
• Directly supervise Office of Civic Innovation staff including the Data Equity staff person, City Roadmap staff person, and Digital Services/Transformation staff person;
• Collaborate with the Civic Innovation Broadband Manager and broadband team;
• Manage the development operations (dev ops) cadence of the City Roadmap management and reporting to the City Manager and Council;
• Manage the process of adding, changing, and promoting initiatives on the City Roadmap;
• Collaborating with the Information Technology Department on management and reporting of the Smart City Roadmap;
• Collaborate with the City’s Data Center of Excellent, Office of Racial Equity, and other departments in development of data tools and insights to define and deliver budgets and services with a racial equity lens;
• Collaborate, coordinate, and direct the City departments leading the initiatives on City Roadmap in collaboration with City Manager Office leadership;
• Collaborate with external stakeholders on community concerns;
• Evaluate new technologies and approaches to accelerate smart city solutions;
• Practice and promote proven innovation techniques including an agile approach to planning and execution;
• Support the Director of Civic Innovation and the Deputy City Manager of Technology and Innovation on special projects as required.

About the Position
The Assistant to the City Manager is a key member of the Office of Administration, Policy, and Intergovernmental Relations (API).  The position will assist the Director by supporting organizational capacity-building around policy development and data-driven decision making, and aligning program and policy priorities internally and externally. The position enhances the City Manager’s Office internal planning and management, and supports streamlining inter-departmental coordination for programs, policies, and initiatives. The Department of Public Works is seeking well-qualified candidates for the position of Stationary Engineer II.

Stationary Engineer II is the journey-level classification and incumbents are responsible for a wide variety of repair and maintenance work in the areas of HVAC, electrical, plumbing, refrigeration, emergency power systems, boiler equipment and piping repair, Building Automation systems, and miscellaneous equipment repair.
 
In addition to the knowledge, skills, and abilities required to perform the duties of this job, the ideal candidate will also have:

• At least three years of journey-level experience as a Stationary Engineer
• A minimum of three years of journey-level experience in mechanical, electrical, and plumbing systems  
• Extensive knowledge and experience working with boiler and HVAC systems 
• Proficient in a wide variety of installations and repairs on plumbing, gas system piping, chiller/boiler piping, and wastewater systems, including the ability to operate a large sewer snake  
• The ability to troubleshoot, repair, and maintain a variety of equipment including air conditioning, electric motors, heating units, heat pumps, light commercial furnaces, burners, Fresh Air and exhaust fans, economizers and humidifiers is essential  
• Experience in energy management and computer-controlled systems is highly desired
• Experience with Fire Alarm testing, troubleshooting, and NFPA codes
• Backflow Prevention Tester certification is highly desired

 
Experience in a hospital or healthcare setting is highly preferred.  Employees must be willing to work evenings, weekends, and alternate shifts.

• Adjust and calibrate boiler burners and controls
• Adjust and calibrate chiller controls

• Monitor building management systems
• Replace pumps and pump seals and repair and replace motor valves
• Repair and replace air conditioning units

• Obtain Backflow Certification within six months of hire or promotion to Level II and maintain certification

Education:

THE POSITION

The City Clerk serves as the Custodian of Records for the City of Saratoga and the City’s Election Official responsible for all General Municipal and Special Elections. The City Clerk’s primary responsibility is to accurately record the actions and proceedings of City Council meetings, administer the City’s Record Management Program, maintain the Saratoga Municipal Code, administer regulations relating to the Fair Political Practices Commission, and provide research and information services to the public and City personnel. The City Clerk is appointed by the City Manager and reports to the Assistant City Manager.

TYPICAL DUTIES

• Serves as the Clerk of the City Council; attends meetings and oversees the recording of all official proceedings; supervises the preparation of public notifications, agendas, minutes, and other documents; directs the publication, filing, indexing, and safekeeping of all proceedings of the City Council. 
• Oversees the operations of the City-wide records management program, document imaging system, and records preservation and destruction functions; sets and ensures legally compliant retention schedules for City records; develops and updates records retention policies and procedures; researches City documents, historical information, and other information as needed; attests, indexes, and files all legislative actions. 
• Conducts municipal elections and special elections; serves as Filing Officer for campaign finance reporting; serves as liaison to the Registrar of Voters.
• Oversees the recruitment process for members of City boards and commissions; processes resignations and new appointments.
• Administers the public hearing process for the City Council; supervises the coordination of public hearing packets and public notices of hearings in accordance with various government code requirements and legal deadlines. 
• Serves as the Election Official for the City of Saratoga.
• Serves as Filing Officer for the Political Reform Act; manages the City’s disclosure requirements for designated employees, including composing and presenting legislation; ensures all candidates, political committees, elected officials, appointed officers, and designated employees file timely and complete campaign disclosure forms; distributes forms and notifications; conducts required audits; advises candidates and committees, on filing requirements; ensures campaign contribution limits and other requirements are met. 
• Administers and manages a variety of functions in the City Clerk's Office including ensuring compliance with legal acts; processes, files, records, and countersigns various documents and records; attests all official documents of the City; receives and distributes all subpoenas and claims; receive, distributes and tracks requests under the Public Records Act; and prepares State filings.
• Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.
• Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.
• Serves as a liaison for assigned functions with other City departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces as necessary.
• Attends and participates in professional group meetings; stays abreast of trends and innovations in municipal government; researches emerging products and enhancements assessing their applicability to City needs.
• Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.

ABOUT THE COMMUNITY AND ECONOMIC RECOVERY TEAM

The newly created Community and Economic Recovery Team (Recovery Team) in the City Manager’s Office is comprised of the following positions: Director, Assistant to the City Manager, Executive Analyst, and Staff Specialist. The Recovery Team, once hired, will provide strategic leadership for and oversight of the projects and policies required to advance the City Manager’sCOVID-19 Pandemic: Community + Economic Recovery Enterprise Priority. Enterprise project areas include: Housing Stabilization; Re-Employment + Workforce Development; Small Business Recovery; Food + Necessities Distribution; Digital Equity; Child Care Learning Pods, and Build Back Better + Recovery Taskforce + Al Fresco Forever. A May 4, 2021 City Council Study Session details the vision, initiatives, and organizational structure that will advance this Enterprise Priority, which aims to foster an equitable recovery to a “Better Normal”.

While much of the programmatic work related to these projects is occurring within City Departments, including the Housing Department, Library Department, Parks, Recreation, and Neighborhood Services Department, as well as the City Manager’s Office of Economic Development, the Recovery Team is responsible for efficient and effective cross-departmental coordination with departmental project leads. The Team will also work in close partnership with the City Manager’s Office of Racial Equity, City Manager’s Budget Office, Finance Department, and City Manager’s Office of Emergency Management, each of which have important administrative recovery functions.
As the City’s priorities are advanced through departmental efforts, the Recovery Team will ensure robust internal and external communication and collaboration through a number of bodies including, but not limited to: community partners, City Departments,
key stakeholder groups and taskforces, City Council, and City Council Committees. The team also will oversee recovery efforts related to a) data, performance metrics, and mapping, b) communications and community engagement, and c) federal and state stimulus advocacy.

THE POSITION

As a member of the City Manager’s Office and the City’s Senior Staff Leadership Team, the Director of the Community and Economic Recovery Team will report directly to the City Manager, with day-to-day oversight from two Deputy City Managers who are the executive sponsors of the City Manager’s COVID-19 Pandemic: Community and Economic Recovery Enterprise Priority. The position is integral for the City to recover from the COVID-19 pandemic and will be required to resolve complex administrative matters and support city-wide inter-departmental policy analysis and implementation, with an explicit focus on advancing racial equity and ensuring that the communities hardest hit by the pandemic are at the forefront of recovery efforts—listening and working with impacted residents, small businesses, and nonprofits is essential.

Strong communication and coordination skills will be critical. The position will coordinate with and act as an internal and external liaison on behalf of the City Manager with community partners, City Departments, key stakeholder groups and taskforces, City Council, and City Council Committees, as appropriate. As a creative and collaborative leader, the Director position will have a substantial capacity for managing, augmenting, and implementing a number of high-level projects simultaneously and in a timely manner, ensuring City policies are upheld and that both internal objectives and community needs are met to the extent possible. The Director must also coordinate internal working groups to advance Senior Staff understanding of the intersectionality of issues in order to pursue wholistic, data- and community-driven solutions. This later work requires an ability to understand and interpret spatial data and mapping, as well as the ability to coordinate dataset gathering and integration. The ability to support strategic federal and state stimulus advocacy is also required.

The Director will have a passion for public service, believe in the values of people, equity, dignity, empathy, and action to drive recovery efforts, and be driven by a specific desire to make a difference in the City of San José.

This position is a temporary, limit-dated position that is anticipated to be budgeted through June30, 2023.

This integral position is responsible for and oversees the City’s public works operations including – streets, traffic signals, street lights, drain-age/flood control, sewer collection, environmental services and construction activities – as well as the City’s fleet, equipment and automotive shop.

In addition to overseeing the division’s daily activities the Field Services Manager works collaboratively with other Public Works divisions, City departments, outside agencies, the public and staff towards department goals, objectives and priorities.
