What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Plan, organize, coordinate and direct the work of subordinates in developing and implementing a broad and diversified community recreation and human services program.
• Participate as a member of the community-based network of Human Services Agencies.
• Develop and implement changes in staffing, goals, objectives, policies and procedures to ensure maximum effectiveness and efficiency.
• Develop programs of service to meet community needs including plans for efficient and economical use of labor, buildings, equipment and materials.
• Attend meetings of and prepare reports for Commissions and Advisory Groups; provide technical and professional advice and recommendations relating to recreation and human services.
• Respond to and resolve difficult resident inquiries and complaints.
• Prepare and administer the division budget, maintaining appropriate budgetary controls.
• Administer federal, state and special project grants.
• Participate in planning, organizing, and coordinating the development, construction, and maintenance of parks, recreation buildings, playground areas, and other facilities.
• Direct the scheduling of work projects and the determination of equipment, material and personnel needs with the Division.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Supervise the maintenance of a variety of records and reports.
• Select, supervise, train, and evaluate assigned personnel.

The Community Services Manager receives direction from the Director of Parks and Recreation or higher-level department personnel and exercises direct supervision over professional, technical and clerical staff.

THE DEPARTMENT

The Information Systems and Technology Division is responsible for the City's network infrastructure, cybersecurity, Help Desk support, and daily IT operations. The division supports a full-service city that includes City Administration, Police, Fire, Planning, Public Works, Parks, Beaches, and Recreation departments.

THE POSITION

This is a full-time, professional level position that requires significant administrative, analytical, and technical skills. This position serves as a technical leader, providing complex analytical support.

Duties may include but are not limited to the following:

• Install, configure, maintain, troubleshoot, and monitor physical and virtual network and server infrastructure including hardware, software, real-time monitoring tools, peripherals, and devices ensuring effective performance and proper integration of components and systems with existing architecture; assist in infrastructure changes and upgrades to limit interrupted services.
• Administer automated deployment of software and updates over the network.
• Monitor and maintain security control of City network and server infrastructure; configure and monitor security features and firewall rules; verify and ensure proper user accessibility; identify and address vulnerabilities; research, recommend, and apply security updates as needed.
• Monitor disaster recovery and backup processes and schedules; verify that backups are successful and data can be recovered.
• Ensure database security by preparing access and control policies and procedures and reviewing permissions on a regular basis.
• Install, configure, maintain, troubleshoot, and monitor City-wide telecommunications systems including voice and data communications infrastructure and equipment; set up and maintain user accounts, access groups, extensions, and voicemail boxes; troubleshoot system-wide outages.
• Work on systems and infrastructure conversion, installation, and maintenance projects, including planning, organizing, and defining project requirements, methods, and end objectives in consultation with end users; coordinate project activities with IT Manager and IT staff, end users, and vendors.
• Maintain information on scheduled systems maintenance, including upgrades and outages.
• Respond to and resolve users’ inquiries and complaints and escalate problems or issues to vendor representatives as needed.
• Stay abreast of new trends and innovations in technology related to systems, network, server, and telecommunications; research, recommend, and evaluate vendor solutions and technologies; implement improvements upon approval.
• Serve as a Disaster Service Worker, as required.
• Perform related duties and responsibilities as required and other duties as assigned.

THE POSITION:

The City of San Rafael is recruiting for a Program Coordinator in the Recreation Division of our Library and Recreation Department.  This position is responsible for overseeing operations of the Terra Linda Community Pool, including hiring, training, scheduling of temp/seasonal lifeguards, swim instructors, cashiers for approximately 100 employees, for a 9-month pool season.  The Program Coordinator will develop, implement, and oversee programing for the pool and be responsible for developing the pool schedule.  An understanding of safety, customer service, managing relationships with user groups, problem solving, and leadership skills are important for this program area.  Although an aquatics background is preferred, it is not required at time of hire.  The Program Coordinator will also support the Terra Linda Community Center with program development, special events, rentals, customer service, marketing and other tasks as assigned. 

This position performs the following essential job duties (including but not limited to and may vary with assignment):

• Provides direction to and supervises regular, temporary and volunteer staff, including selecting, monitoring, training, scheduling and determining workloads; assists with hiring, disciplinary and evaluation processes.
• Assists in the development, recommendation and implementation of goals, objectives, policies, procedures and work standards for the assigned department division(s).
• Participates in the preparation and administration of an assigned recreation center or specialized recreation program budget.
• Plans, evaluates and coordinates programs, classes, athletic activities and special events, including scheduling facilities, ensuring facilities are set up, scheduling trips and hiring coaches.
• Monitors the day-to-day operations of programs and events, including making site visits, handling and resolving complaints not requiring the attention of a supervisor and ensuring that programs and events have required materials and supplies.
• Formulates and organizes program plans and schedules for seasonal and year-round activities and special events. 
• Acts as liaison and representative with a variety of advisory boards, commissions, community groups, law enforcement agencies, schools and councils.
• Creates program flyers, brochures, catalogs and newsletters, including determining content, layout, materials and distribution methods; prepares activity and operating reports.
• Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes and building codes.
• Books facility rentals for customers; attends to facility users needs, including permits and equipment; prints weekly event schedule and ensures that all setups are done, manages facility budget, including maintenance and supplies.

• Must have American Red Cross Lifeguard Instructor (or obtain within 1 year from time of hire).
• Must have American Red Cross Water Safety Instructor (or obtain within 1 year from time of hire).

• Equivalent to graduation from a four-year college or university with major coursework in recreation administration, physical education, leisure services or a related field AND
• Two (2) years of full-time or its equivalent of recreation experience, OR
• An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above.

DEFINITION

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

MINIMUM QUALIFICATIONS

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

License:  Possession of a valid Class C California Driver’s License.

Under general supervision, an Employee Assistance Counselor provides clinical assessment, short-term counseling and referral of City and County employees experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues. A Counselor conducts seminars, trainings, and consultations on issues related to personal and organizational wellness; prepares records and reports; and performs related duties as required.

Typical duties include, but are not limited to:

1. Provides clinical assessment, short-term counseling and referral services to employees of the City and County who are experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues; provides counseling of family members and significant others as appropriate.
2. Facilitates seminars and trainings for employees and management on personal, interpersonal and organizational issues such as the effective management of stress, anger and emotions, workplace negativity and dealing with difficult people.
3. Assists in evaluation efforts to determine the effectiveness of services provided.
4. Educates employees, supervisors and managers regarding EAP service offerings, how to access services, early identification of personal and workplace problems, and referrals to the program.
5. Provides trauma response, crisis intervention and mediation/conflict resolution services as requested.
6. Collects client and program data for tracking, conducts analysis, and prepares related records and reports as requested.
7. May include additional duties as assigned.

The Department: The Suisun City Police Department is a progressive and proactive law enforcement agency. As a result of its proximity to neighboring jurisdictions, the employees of the Suisun City Police Department remain extremely busy as they address the needs of the community. The Position: Under the direction of the Police Support Services Manager, acts as working first-line supervisor overseeing and participating in the preparation, processing, storing, retention, and disposition of police records and property and evidence, and the police and fire dispatching functions; supervises, assigns, reviews, and participates in the work of staff responsible for providing assigned Police Department support services and activities; ensures work quality and adherence to established policies and procedures.

ESSENTIAL JOB FUNCTIONS

DUTIES:

• Receives, classifies, and prioritizes incoming calls to the dispatch center including 911 calls and business line calls received from citizens requesting service or information; operates a variety of public safety communications equipment including 911 emergency telephone equipment, computer aided dispatch systems, and multi-channel radio systems; dispatches police and fire units and personnel.

• Evaluates response necessary as dictated by a given request for service; determines nature, location, and priority of calls; operates computer aided dispatch system to create calls for service within response criteria guidelines; assigns and dispatches appropriate police, fire, or other emergency vehicles, equipment, and personnel in accordance with policies and procedures; transfers calls to other appropriate agency in accordance with established procedures; obtains and dispatches other support services as necessary.
