THE POSITION

The Community Outreach Specialist will be the principal on-the-ground representative of Peninsula Clean Energy at community events as well as a liaison with community organizations. The Community Outreach Specialist will inform residents and businesses about the organization and its benefits and generate enthusiasm in all segments of the community.

A strong candidate will be a skilled and enthusiastic communicator who is passionate about clean energy and climate action. They will also be organized, detail-oriented, and exhibit a high degree of professionalism. They will enjoy constantly absorbing new complex information on energy billing and programs within a dynamic organization in order to represent it in a simple and accurate manner to customers. The ideal candidate will also be bilingual in English and Spanish or Chinese.

This is a full-time exempt position at Peninsula Clean Energy to be based in its Redwood City office, with travel throughout San Mateo County and occasionally to Los Banos (after COVID restrictions are lifted). The position reports to the Senior Manager of Community Relations.

ESSENTIAL DUTIES

Under the direction of the Senior Manager of Community Relations, the successful Community Outreach Specialist will:

• Build positive relationships with member communities in San Mateo County, including among hard-to-reach customers across multiple languages.
• Work with the Senior Manager of Community Relations to administer the agency’s Outreach Grant Program, including assisting in developing requests for grant proposals, reviewing and evaluating proposals and assisting in the final selection of outreach grantees.
• Support Outreach Grantees by providing materials, responding to information requests, and proofreading outreach materials created by grantees.
• Give presentations to community and professional groups about Peninsula Clean Energy and its programs. Represent the agency with professionalism, give accurate information, and answer frequently asked questions. Maintain up-to-date PowerPoint presentations covering basic information about the organization and its programs.
• Work with the Senior Manager of Community Relations to administer the agency’s sponsorship and membership program, including tracking to ensure equitable allocation of funds across the service territory.
• Organize community outreach opportunities, including identifying events and handling logistics including registration, materials, and staffing. Staff PCE booths, including packing and transporting outreach materials, setting up and taking down booth, and engaging the public with accurate information and enthusiasm (when COVID restrictions lift).
• Work with senior staff to coordinate engagement with schools and youth, through our partners at San Mateo Office of Education, San Mateo County Community College District, One Planet Schools and other entities (including those focused on schools and youth in the City of Los Banos) that develop and administer educational programs focused on energy and environmental sustainability.
• Through interactions with the public, monitor customer perceptions and maintain awareness of issues that may be confusing or misunderstood. Work with agency’s marketing communications team to ensure that communications materials address such issues.
• Stay up to date on the agency’s customer programs and offerings and any changes to them.
• Research and organize data about member communities as directed.
• Help develop social media, newsletter, and outreach material content as needed.
• Manage administrative tasks as needed.
• Translate outreach materials as needed.

QUALIFICATIONS

The ideal candidate would have:

Minimum Education and Experience:

• An Associates or Bachelors degree, preferably in a related field.
• At least 3-5 years of relevant experience.
• A valid California driver’s license.

Knowledge and Understanding:

• Excellent written and oral communication skills, including effective public speaking.
• Fast learner, ability to absorb complex new information quickly and communicate it in simple terms.
• Outgoing, friendly, and relationship-oriented; enjoy interacting with others.
• Responsible and professional team player.
• Basic understanding of clean energy and its impact on climate.
• Proficient in Microsoft Office (Word, Excel, Powerpoint) and comfortable learning additional computer software and databases as needed.
• Bilingual or fluent in English and Spanish or Chinese.

PHYSICAL AND WORKING CONDITIONS

TEMPORARY: Given the current COVID-19 pandemic, most work will be performed in a remote, work-from-home environment until further notice. This position will follow public health guidelines issued by San Mateo County and the State of California.

ENVIRONMENT: Work is performed in a typical office setting with exposure to computer screens with moderate noise, and will require frequent evening and weekend work at public events (as they start up again). The noise level in the work environment is usually typical of an office environment and public events.

PHYSICAL: While performing the duties of this class, employees are regularly required to sit, walk, and stand; talk or hear, in person and by telephone; reach with hands and arms. Employees are occasionally required to walk, and stand for prolonged periods; stoop, bend, kneel and twist; and may lift and carry up to 50 pounds, for example in setting up and taking down booths at community events. Peninsula Clean Energy is a joint powers authority formed by the County of San Mateo and each of its 20 cities to offer greener electricity to its residents and businesses to meet local climate action goals. In December 2020, the City of Los Banos joined Peninsula Clean Energy and will start receiving service from Peninsula Clean Energy in April 2022. Peninsula Clean Energy is governed by a 23-member Board of Directors, which is comprised of a representative from the governing body of each member community.

Peninsula Clean Energy operates as a Community Choice Energy program to provide clean energy for its member communities by purchasing electricity from clean generation sources (such as solar, wind and hydropower). Electricity is still delivered over the existing distribution system, which will continue to be owned and operated by the current electric utility, PG&E. Implementing Peninsula Clean Energy’s program helps achieve local community climate actions goals. Peninsula Clean Energy serves approximately 300,000 customers.

THE POSITION

The Peninsula Clean Energy Authority seeks qualified candidates for the multi-function role of Board Clerk/Executive Assistant/Office Manager. This is an exciting opportunity to become involved with Peninsula Clean Energy (PCE). The efforts of the Board Clerk/Executive Assistant/Office Manager will help PCE increase renewable energy usage and reduce greenhouse gas emissions for this geographic area. This position will function as administrative support to the PCE Board of Directors, as executive support to the CEO, and as Office Manager for the two offices located at our headquarters in Redwood City

As Board Clerk, you would provide expert administrative support to the Board of Directors and PCE staff in the preparation and maintenance of public records and interaction with public officials. In addition, the Board Clerk will establish, set, maintain, present, and distribute agendas and Board meeting material and minutes, and respond to inquiries from Board members and the public. The Board Clerk will also coordinate Board-related meetings and maintain records of Board actions taken.
 
As Executive Assistant, you would help PCE’s CEO to coordinate and schedule multiple meetings, track requests for document review, and assist the CEO to prepare for various meetings.  In addition, the Executive Assistant will assist with the composition of resolutions, staff reports, Board summaries, and other official PCE documents.

As Office Manager, you would be responsible for managing various office needs including office supplies, mail, kitchen use and supplies, and office equipment maintenance and repair. In addition, the Office Manager coordinates office design and construction.
 
This position will often be the first point of public contact for PCE and will have frequent interaction with PCE officials, community members, and members of the public regarding official PCE Board of Directors issues, such as public meetings, agenda items, and general operations. The selected candidate must exercise initiative, discretion, and good judgment in the analysis and resolution of issues that require technical or specialized knowledge of the PCE organization along with its policies and procedures. 

Essential Duties and Responsibilities

• Prepare draft agendas from material submitted by staff; word process, organize and collate (if necessary) final agendas with supplemental material for distribution
• Review supporting documents for agenda items, screening for discrepancies, ensuring materials are relevant, accurate, and appropriately processed in accordance with legal requirements and PCE procedures
• Prepare and distribute meeting material for Regular Board meetings, Special Board meetings, and various Board Committee meetings, including posting to PCE website, distributing to PCE list-serve
• Record minutes at the Board of Directors meetings, including recording the essential content of discussion, motions and votes, transcribing notes and checking draft copies of minutes for grammatical usage, technical terminology, spelling, and sentence structure
• Answer public inquiries in person, by phone, and by email, and route inquiries as necessary to appropriate PCE staff
• Prepare resolutions and staff reports as necessary
• Interface with general counsel regarding meeting legal requirements including for public noticing and the Brown Act
• Post and update meeting materials and Board-approved documents on PCE's website as needed
• Take appropriate follow-up action on the Board's decisions, such as notifying interested parties on specific items
• Maintain records of Board actions, including but not limited to minutes and resolutions
• Provide PCE Board Directors, committees, and staff with logistical support for meetings, presentations, and events, including all logistical agency meeting and event coordination (such as location, room reservations, amenities, and materials)
• Ensure collection and filing of annual Form 700 submittals from PCE Board members as well as designated staff and consultants
• Provide planning and management support for PCE events
• Ensure maintenance of Board-related records according to PCE rules and policies, including Board meeting archive material and informational material
• Research, compile, and organize information and official records for use by Board members, PCE staff, and the public
• Provide direct support for CEO on administrative tasks and calendar scheduling
• Perform routine tasks including duplicating, photocopying, and assembling bulk mailing
• Maintain office supplies to meet the needs of PCE Board members and staff
• Coordinate office maintenance and upkeep including furniture, office equipment, janitorial coordination. Maintain kitchen supplies and office/building maintenance and construction, when needed

QUALIFICATIONS

The ideal candidate would have:

Experience/Education
Any combination of education and experience that would provide the knowledge and abilities listed. Typically, equivalent to possession of an Associate of Arts degree in business administration or related field, and at least 5 (five) years of responsible clerical experience, which has included considerable exercise of initiative, attention to detail, and independent judgment.  Experience and proficiency using Microsoft Office (word, excel, powerpoint) and Adobe Acrobat. 

Knowledge of:

• Modern technology, systems, and software designed to assist in the computerized management of information
• Principles for dealing successfully with individuals of various ages, and members of various ethnic and socio-economic groups
• Data processing applications and systems, and the principles of modern office management
• Standard office administrative and secretarial practices and procedures, including business correspondence, correct English usage, grammar, spelling, vocabulary, and punctuation
• Records management principles and practices, and research methods and techniques

Ability to:

• Develop a thorough knowledge of the role, organization, policies, and procedures of the Board of Directors and PCE
• Learn the legal requirements governing the processing of documents related to Board actions
• Perform technical and responsible office administrative work independently
• Identify and secure confidential, highly sensitive records and written or verbally communicated information, and record such information accurately
• Retain and recall information to respond to inquiries, and efficiently search files and retrieve data as required
• Establish and maintain effective working relationships with those encountered during performance of duties
• Word process or type at a speed sufficient to perform assigned duties
• Use database, spreadsheet, and web interface and/or internet applications depending on assignment
• Plan own work, complete multiple, concurrent projects, and meet critical time deadlines
• Communicate effectively in English, both verbally and in written form, sufficient to convey information and instructions to the public and other employees in situations requiring tact, courtesy, and poise
• Willingness to work on weekends and evenings related to PCE events or meetings

BASIC EXAMPLE OF DUTIES

• Perform a variety of semi-skilled maintenance related duties involving manual labor of facilities, parks, storm drains, streets, etc.

The Public Works Department is seeking qualified candidates for the position of Carpenter /Mill Cabinet Worker.

Under general supervision, Carpenters /Mill Cabinet Workers perform journey-level skilled rough and finished carpentry work, including construction and repair of wooden structures and components; maintain, repair, and replace building hardware; and perform related Carpentry or cabinet making duties as assigned.  

In the area of Construction Carpentry, duties include, but are not limited to, the following:

• Construct, remodel, maintain, and repair various types of buildings and structures
• Lay out work and cut, fit, and join lumber
• Lay out and build concrete forms; place and finish concrete
• Hang doors and install sash and window glazing
• Install wood flooring and lay floor tiles
• Install ceiling and wall systems
• Maintain, repair, and install wood fixtures and components of buildings
• Operate wood working tools and equipment and maintain them in proper working condition
• Maintain and replace door locks, door closers, and other building hardware

In the area of Mill-Cabinet Worker, duties include, but are not limited to, the following:

• Lay out work and cut, fit, and join lumber

• Fabricate and install complex finished hardwood cabinetry using non-dimensional hardwoods
• Operate power planers, lathes, saws, routers, and other power tools in working various hardwood shapes into dimensional sizes
• Fabricate and install laminated plastic counters
• Assist other trades as directed by supervisor
• Perform related duties as assigned

The ideal candidate will have the following: 

• Journey-level skills to perform routine repairs such as repairing doors, replacing glass in windows, patching roof leaks, and replacing ceramic and ceiling tiles in our County facilities
• Well-rounded carpentry experience
• Excellent customer service skills
• Ability to work independently without assistance

Possession of a California driver license is required
 
There is currently one vacancy within the Department of Public Works in the Facilities, Maintenance, and Operations section.
 
IMPORTANT: Carpenters are required to work at various locations throughout the County of San Mateo including County Facilities/Buildings, San Mateo Medical Center, Hall of Justice, Maguire Correctional Facility, Maple Street Correctional Facility, and Youth Services Center.  Candidates will be required to complete an extensive security clearance package and undergo a thorough background check conducted by the County of San Mateo Sheriff's office prior to hiring. The selected candidate must be cleared to work in a locked facility and around detainees.

QUALIFICATIONS

License: 

• Valid California driver license.

Security Clearance: 

• Ability to pass an extensive background check and maintain jail security clearance.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• A minimum of 5-years of experience working in trades, or
• Completion of certified apprenticeship program with Journey-level status as a Carpenter or a Mill-Cabinet Worker.

Knowledge of: 

• Standard practices, materials, tools, machines, and equipment used in the carpentry and/or the millworker trade
• Basic provisions of the Uniform Building Code as it relates to carpentry construction standards
• Preparation of dimensional sketches and the fabrication of specified products
• Methods of fire stop caulking

Skill/Ability to: 

• Use hand and power tools
• Read blueprints and work from sketches, plans, and specifications
• Perform layout work
• Estimate labor and material requirements for small jobs
• Follow written and oral instructions
• Keep records
• Work courteously and effectively with the public and with co-workers
• Bend, stand, and walk for extended periods of time
• Lift and carry equipment and supplies used in the course of the work, such as lumber, concrete, and fencing materials
• Obtain and maintain jail security clearance

THE WATER QUALITY CONTROL PLANT:

The Water Quality Control Plant (WQCP) processes wastewater discharge for the cities of South San Francisco, San Bruno and the Town of Colma. What You’ll Do

The Coordinator is responsible for planning, implementing and evaluating a specific program area within the Recreation Division.  This assignment is typically a more defined program area that is narrower in size or scope than those assigned to Supervisors.  Coordinators excel at the following:

• Instruct and lead specialized recreation and human services activities requiring leadership in a structured environment;

• Provide activities and general facility supervision and control at a community recreation center or special use facility;
• Coordinate, develop, implement, and evaluate programs and services;

THE POSITION

As a key staff member of the City Manager’s Office, the Public Information Officer (PIO) / Senior Management Analyst works on a diversity of projects and programs across all City departments in support of strategic City objectives. The PIO develops and implements citywide communications and oversees all public engagement, including direct partnerships with residents, businesses and other organizations. The PIO synthesizes complex information and data and prepares an array of compelling informational and marketing materials for public consumption. A high level of political astuteness and the ability to take initiative are important to success in this role. The PIO works in a demanding, fast-paced environment where a sense of humor and a collaborative attitude are important.

DEFINITION

This Public Information Officer (PIO) role is classified as a Senior Management Analyst and is primarily focused on public information and engagement. The PIO works closely with top level City staff to develop and implement communications strategies that   engage with Daly City’s extremely diverse population. The PIO also oversees service-oriented partnerships with Daly City residents and businesses through impact volunteering programs. Under general direction of the City Manager, performs a wide variety of responsible, professional, administrative, staff assignments; administers a wide variety of interdepartmental and City-wide projects and programs; assists the Assistant City Manager, Deputy City Manager and City Manager as needed; and performs related work as required.

EXAMPLES OF DUTIES

Assists in program, policy and budget development, implementation, coordination, revision, review, evaluation and monitoring; provides support services for the City Council meetings and speaking before the City Council; participates in interdepartmental task forces and committees; researches, collects, compiles and analyzes financial and other data; prepares recommendations for budget requests, grants, new programs, modification of services and equipment; plans, organizes and coordinates assigned city-wide projects and monitors departmental projects; analyzes, interprets and explains City policies and procedures.

TYPICAL TASKS

The following tasks are typical for positions in the classification. Any single position may not perform all of these tasks and/or may perform similar related tasks not listed.

1. Determines need for and gathers information from various departments and from outside sources in order to research proposed programs and projects.

2. Analyzes data in order to assess cost, operational feasibility and other aspects of proposed programs and projects.

3. Prepares reports and presentations on all pertinent aspects of proposed programs and projects including budget projection.

4.  Make presentations on assigned projects and programs to the City Council and others.

5. Monitors and coordinates execution of approved projects and programs including preparing all required reports and supervising all related record keeping.

6.  Recommends changes in program emphasis or execution.

7.  Assists in the development and implementation of goals, objectives, policies and procedures.

8.  Confers with operating staff regarding the implementation of programs and the interpretation and application of policies and procedures.

MINIMUM QUALIFICATIONS

Knowledge of: Senior Management Analysts have comprehensive knowledge of the principles, practices and methods of municipal budgeting, finance, public administration and organizational development; modern management of departments and organizations; pertinent legislation; interpersonal behavior dynamics.

Ability to: Write and present reports and recommendations; speak before groups; properly interpret, explain and act in accordance with laws, regulations and policies; demonstrate competency in research and analysis, decision making, and management skills; and tactfully relate to the public, departmental managers, employees, other organizations and outside agencies; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from a four-year college or university, with major course work in communications, public relations, journalism, English, Public or Business Administration or a related field providing education in writing and public policy. Advanced degree desirable.

Experience: Three to five years of responsible work experience involving public relations and internal / external communications including experience developing and                       implementing a comprehensive communications program. Previous experience in a fiscal or administrative capacity; or an equivalent combination of related training and experience.

License: Possession of a valid Class C California Driver's License.
