DESCRIPTION/RESPONSIBILITIES:

The Water Resources Division is comprised of three sections: Potable Water Supply and Engineering (Municipal Water System), Water Recycling (South Bay Water Recycling), and Systems Operations and Maintenance. The Water Resources Division provides potable water service through the Municipal Water System to the communities of Evergreen, North San Jose/Alviso, Edenvale, and Coyote.  The Water Resources Division also provides recycled water service through the South Bay Water Recycling program and system to the Cities of San José, Santa Clara and Milpitas. In addition, the Water Resources Division also leads water conservation efforts for the City of San José. 

Under minimal direction, the Principal Construction Inspector performs work of considerable difficulty including contract administration, technical inspection of the construction of water utility and other general public works related infrastructure, and supervision on a unit of construction inspectors and other related staff.

This position will manage inspection of potable and recycled water system construction projects both within the City limits and in other jurisdictions, including reviewing plans and specifications for conformance to established engineering standards and regulatory requirements; consult with public and private engineers, architects, community groups, contractors and developers relative to the construction of potable and recycled water system improvements; and ensure proper implementation of the cross connection control program.

The Principal Construction Inspector duties typically include: Supervises, guides, and supports a team of staff; creates and implements a workplan to ensure sufficient coverage of all inspection and related needs; personally conducts inspections of construction projects, and completes spot check inspections on other projects; coordinates work of the inspection staff with the project engineers, contractor and the public. Provides input and suggestions on utility design plans; reviews project submittals for materials and equipment and ensures compliance with City Specifications and project plans/specifications. Keeps current on relative rules and regulations, and ensures that construction practices comply as required. Reviews and interprets construction plans and specifications; directs construction contractors and enforces corrective actions where needed; signs final completion notices. Creates and documents procedures to guide subordinates; trains and evaluates work of subordinates; reviews completed work and prepares required records and reports. Provides oversight, direction, and support for staff implementing the utility’s cross connection control program.

Additionally, the goal of this position is to establish new procedures and methods which improve process efficiency and effectiveness; the training of inspectors in inspection practices to assure high standards; ensuring quality workmanship and quantity control on each project through an effective inspection program.

Performs a wide variety of responsible and confidential administrative duties in support of the City Manager's Office.  Performs duties that require considerable confidentiality, initiative, strong interpersonal and organizational skills.  Coordinates meetings and activities for City Council as well as with other departments and outside agencies.  This position works directly with the Principal Management Analyst in the City Manager’s office to perform a vast array of projects including press releases.

DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:

This is the highest level in the administrative support series, representing a “bridge” classification between Management Assistant and professional classifications such as Management Analyst I. It is distinguished from all other administrative support classes through the performance of duties of an analytical and program-related nature in addition to technical and administrative tasks.

SUPERVISION EXERCISED AND RECEIVED:

Receives general supervision from higher level departmental or division administrative personnel. Exercises direct or functional and technical supervision over support staff.

IMPORTANT AND ESSENTIAL DUTIES:

Depending upon assignment, duties may include, but are not limited, to the following:

Provide information and assistance to City staff and the public in researching information related to City regulations and department policies. Provide research assistance in a variety of municipal administrative areas. Investigate complaints and recommend corrective action as necessary.

Review, research, summarize, track and analyze a variety of fiscal, statistical and administrative information and plans or projects; compile or direct the preparation of annual, quarterly or administrative reports, policies, manuals and newsletters. Participate in conducting organizational, administrative, fiscal and personnel surveys and studies by gathering, compiling, tabulating and reporting data.

Perform a variety of complex administrative and technical duties related to the development and implementation of special projects and/or programs; develop and prepare summary reports related to the special projects or programs.

Develop and revise department forms and report format, as well as report preparation procedures. Prepare and revise various operating procedures, rules, and regulations upon request. Develop public relations publications and materials.

Coordinate and monitor a departmental budget, compile annual budget requests, recommend expenditure requests for designated accounts, prepare revenue projections and monitor approved budget accounts.

May manage office support functions; direct the work activities of assigned clerical personnel; prioritize and coordinate work assignments; review work for accuracy.

Establish and maintain department or program records, project budgets and other documentation.

Assist with developing and connecting special studies, surveys and research assignments related to the assigned program. Participate in the development of new or revised programs and procedures. Develop recommendations for problem solving.

EDUCATION AND TRAINING GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five years of increasingly responsible administrative or technical experience and three years of paraprofessional work experience.

Education:

Equivalent to completion of the twelfth grade supplemented by course work in finance, public administration, business or related field. Possession of an Associate of Arts Degree in an applicable curriculum is desirable.

SPECIAL REQUIREMENTS:

Ability to learn, retain and apply complex information, terminology, policies and procedures; work effectively with a wide variety of people on a broad scope of issues; maintain composure under difficult circumstances; prioritize project activities and deadlines and coordinate completion with other staff.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Perform a variety of semi-skilled maintenance related duties involving manual labor of facilities, parks, storm drains, streets, etc.
• Operate and maintain sewer rodding, compressors and additional pneumatic tools
• Clean out catch-basins and other storm-related preventive maintenance
• Repair irrigation systems, tools, recreation and maintenance equipment

The Public Works Department is seeking qualified candidates for the position of Carpenter /Mill Cabinet Worker.

Under general supervision, Carpenters /Mill Cabinet Workers perform journey-level skilled rough and finished carpentry work, including construction and repair of wooden structures and components; maintain, repair, and replace building hardware; and perform related Carpentry or cabinet making duties as assigned.  

In the area of Construction Carpentry, duties include, but are not limited to, the following:

• Construct, remodel, maintain, and repair various types of buildings and structures
• Lay out work and cut, fit, and join lumber
• Lay out and build concrete forms; place and finish concrete
• Hang doors and install sash and window glazing
• Install wood flooring and lay floor tiles
• Install ceiling and wall systems
• Maintain, repair, and install wood fixtures and components of buildings
• Operate wood working tools and equipment and maintain them in proper working condition
• Maintain and replace door locks, door closers, and other building hardware
• Build and install interior trim and interior fittings, such as cabinet shelves, partitions, and bookcases
• Assist other trades as directed by supervisor
• Perform roofing repairs and maintenance
• Perform related duties as assigned

 
In the area of Mill-Cabinet Worker, duties include, but are not limited to, the following:

• Lay out work and cut, fit, and join lumber
• Build and install interior trim and finish carpentry work
• Fabricate and install complex finished hardwood cabinetry using non-dimensional hardwoods
• Operate power planers, lathes, saws, routers, and other power tools in working various hardwood shapes into dimensional sizes
• Fabricate and install laminated plastic counters
• Assist other trades as directed by supervisor
• Perform related duties as assigned

The ideal candidate will have the following: 

• Journey-level skills to perform routine repairs such as repairing doors, replacing glass in windows, patching roof leaks, and replacing ceramic and ceiling tiles in our County facilities
• Well-rounded carpentry experience
• Excellent customer service skills
• Ability to work independently without assistance

Possession of a California driver license is required
 
There is currently one vacancy within the Department of Public Works in the Facilities, Maintenance, and Operations section.
 
IMPORTANT: Carpenters are required to work at various locations throughout the County of San Mateo including County Facilities/Buildings, San Mateo Medical Center, Hall of Justice, Maguire Correctional Facility, Maple Street Correctional Facility, and Youth Services Center.  Candidates will be required to complete an extensive security clearance package and undergo a thorough background check conducted by the County of San Mateo Sheriff's office prior to hiring. QUALIFICATIONS

License:

• A minimum of 5-years of experience working in trades, or

• Standard practices, materials, tools, machines, and equipment used in the carpentry and/or the millworker trade
• Basic provisions of the Uniform Building Code as it relates to carpentry construction standards
• Preparation of dimensional sketches and the fabrication of specified products

Skill/Ability to:

• Read blueprints and work from sketches, plans, and specifications

• Estimate labor and material requirements for small jobs

The City of San Mateo Parks and Recreation Department is looking for a highly qualified, experienced Community Services Coordinator

*This is an “At-Will” classification, which means the Economic Development Director serves at the will of the City Manager. This position is pending City Council approval.
