THE DEPARTMENT

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Recreation Division consists of seven program areas, including Aquatics, Classes, Cultural Arts, Childcare, Senior Services, Sports and Rentals. The Child Care Program Area includes three preschools for children 2.5 to 5 years; four licensed after school recreation programs for school-age children Kindergarten-12 years; two grant funded ASES programs (REAL Program) designed for academic support for school age children Kindergarten–12 years old; Summer, Spring and Winter camps for children kindergarten through 12 years old; TEEN camp in Summer; Full of Fun Camp and Nights of Fun.

THE POSITION  

The Preschool Teacher will direct, plan, develop, and implement an educational program that provides for the full intellectual and social development of each child.  This journey-level classification is distinguished from the next higher level in that this classification has sites and few administrative and coordinative responsibilities.

Incumbents daily have direct contact with the children and parents.  Incumbents must perform in accordance with specific instructions and are reviewed for compliance with State of California requirements.

Depending on the level of experience, the vacancy will be filled as either a Preschool Teacher I or Preschool Teacher II. 

About the Division
The Risk Management Division of the Finance Department offers unique career opportunities in public sector risk management and insurance programs. The Risk Management Division is responsible for procurement and oversight of the City’s property and casualty insurance programs.  The Division also provides contractual risk management, property subrogation claims reporting and other key services to City Departments including enterprise departments such as the Airport Department and San José – Santa Clara Wastewater Facility.  The work environment is dynamic and engaging, with Risk Management staff interfacing with nearly all City departments in the delivery of services. 

Position and Duties
We are seeking candidates for the Overstrength Analyst I/II role, who are team players, have the ability to build and forge relationships, strong verbal and written communication skills, have an attention to detail, follow direction well, adapt swiftly to changes, strive for excellence, have a learning mindset, and take pride and ownership in their work. 

The Analyst I/II reports directly to the Risk Manager.  Under general supervision, this position is a key member of the Risk Management team responsible for specialized support to risk staff and management. 

The typical duties of this Analyst position include, but are not limited to:
• Analyzes risks for various city procured contracts or special events and recommend appropriate contract insurance specifications.  Consults with the Risk Manager about appropriate insurance language as needed.
• Reviews and approves certificates of insurance to ensure they are compliant with contract insurance specifications.  Requests corrections from the City department’s contract manager and/or vendor as needed. 
• Works with the Human Resources Department and the City’s insurance broker to place fiduciary liability insurance programs for the City’s defined contribution benefit plans.  Acts as the Risk Management Division’s main point-of-contact for questions related to the fiduciary liability insurance programs.
• Updates and maintains the City’s property schedule to include updated values from property appraisals and information from the City’s Risk Manager or other City departments. Update the City of San Jose “Master” Property Statement of Values, as locations change and appraisals are received throughout the year.  Update the property schedule when Risk Management is notified.  Reach out to departments to verify information as needed.
• Accompanies the City’s property insurer on all inspections and valuations of City insured property. Assists the City’s Risk Manager in working with City stakeholders on addressing loss control recommendations that arise from the insurer inspections.
• Assists the City Risk Manager in ensuring that the City’s broker complies with servicing requirements.
• Prepares and distributes renewal applications and requests updates from appropriate City stakeholders in completing the City’s insurance renewal process.  Assist with requesting and gathering annual renewal underwriting information.  Analyzes stakeholder responses and addresses any material year-over-year changes in underwriting information provided by City stakeholders.  Finalizes renewal applications for signature by the Director of Finance and provides  final submission to the insurance broker.
• Handles administration including various reporting/coordination efforts on the Owner Controller Insurance Program (“OCIP”) placed by the City to support capital projects at the San José – Santa Clara Regional Wastewater Facility (“RWF”).  Oversees workers’ compensation claims activity for the RWF OCIP.
• Manages the contracts/amendments process for Risk Management contracts, including coordinating reviews by City stakeholders like the City Attorney’s Office and City Budget Office and drafting memorandums for City Council or Advisory Committee action requests.
• Handles various general Risk Management department activities and administrative duties as assigned, which may include coordinating meetings, preparing presentations materials or other communications.
• Oversee Risk Management performance measures tracking and reporting for the Risk Management Division.  Documents volume and timeliness of Risk Management responses to internal customers seeking assistance with the contractual risk management process. 
• Attend meetings with the City Risk Manager
• Performs duties and assist with special projects or relevant work as required.

Salary Information
The actual salary shall be determined by the final candidate’s qualifications and experience. The Analyst I salary range is $71,219.20 – 85,590.40 and the Analyst II salary range is $77,729.60 – 94,452.80. In addition to the starting salary, employees in the Analyst I/II classifications shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay. 

COVID-19 Remote Work Information

The Senior Executive Analyst (SEA) is a manager level classification and plays a critical role in developing Analysts and guiding them with their assignments.  The SEA position is distinguished from a Budget Analyst position primarily by the scope and complexity of their assignments, the supervisory role they play, and the ability to independently perform their work. The County of San Mateo Planning & Building Department is seeking well-qualified candidates for the position of Assistant Building Official (Assistant Building Inspector Manager). 

Under the direction of the Building Official, the Assistant Official (Assistant Building Inspector Manager) will assist in planning, organizing, directing and evaluating the administration and technical direction of the Building Inspection unit in the Planning and Building Department; exercise direct and indirect supervision over professional and technical staff; act as the Building Official in his/her absence; and perform a variety of technical tasks related to assigned areas of responsibility.

Education: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in construction technology, civil engineering, architecture, public administration, management or a related field. Occupational experience and related certificates of achievement may be accepted as evidence of required training. Additional training in management is highly desirable.  

Experience: Five years of increasingly responsible experience in building code inspection and enforcement, engineering and surveying, or code compliance, including one year of supervisory experience. 

Licensure/Certification:

• ICC (International Code Council) Certification as a Combination Inspector or ability to obtain within one (1) year of hire. (Per California Health and Safety Code Section 18949.28(a).)
• Registered as a Certified Access Specialist (CASp) by the State of California or ability to become registered within one (1) year of hire.
• ICC certified as a Plans Examiner is highly desirable.

The City of San Jose's Planning, Building and Code Enforcement (PBCE) Department is recruiting to fill a Division Manger position in its Building Division. The Building Division is a part of the Development Services team, and consists of four Core Groups:

The current vacancy is in the Plan Review group. The Division Manager is responsible for the day-to-day operations of the Plan Review Section as well as oversight of  the Section’s service delivery, staffing and budget including the management, and quality control of:
• Reviewing and Approving Building Construction Plans
• Building Code Interpretation and Development
• Ordinances, Directives, and Policies
• Alternative Methods and Means for Construction (AMMC)
• Permit Center Division and Field Inspection Coordination

Reporting to the Deputy Director of the Building Division, the Division Manager will lead all of the Division activities, participate in the leadership of the Building Division, and work collaboratively with the other City development partners. The position is the primary interfaces between the Building Division and the development and permitting community.

Responsibilities include but are not limited to:
• Monitor the Section's workload and determine the corresponding staffing levels required.
• Spearhead the hiring process for the Plan Review  Section staff.
• Manage, monitor and analyze revenues and time spent for delivery services to achieve cost-effectiveness and efficiency in the Section's budget.
• Assist the Building Official in facilitating the adoption of state building codes and regulations; develop and implement local amendments to these codes and regulations and the transition of amendments to City Ordinances.
• Transform code interpretations by the Division into written policies and prepare written procedures for the Plan Review  Section staff.
• Forge working relationships with external customers by coordinating public outreach programs and maintaining on-going interaction between the plan review staff and external customers.
• Coordinate with other sections within the department and other departments to ensure seamless delivery of plan review services.
• Chair the Committee that evaluates and considers proposed Alternate Materials and Methods of Construction.
• Conduct and deliberate customer appeals and hearings related to plan review.
• Leads staff in staying current with changing regulatory requirements and implements these as required by the regulatory authorities
• Manage and support the implementation of the Integrated Electronic Plan Review System.
• Conducts or directs studies and research to solve building and structural engineering and construction problems.
• Implement policies and procedures to streamline existing processes to improve results and/or operating costs.

• Describe your knowledge and experience in applying the uniform technical codes (e.g. CA Building, Residential, Electrical, Plumbing, and Mechanical Code), structural regulations, disabled access regulations, energy conservation regulations and City ordinances.
• Describe your experience leading a team and/or training staff and establishing work schedules, procedures, and training.
