The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Planner I/II/III classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
The annual salary for Planner I: $68,993.60- $83,824.00
The annual salary for Planner II: $ 80,433.60- $97,718.40

The City of San Jose is currently recruiting to fill Planner I/II/III vacancies in the following departments: Environmental Services, Planning, Building and Code Enforcement, and Parks, Recreation and Neighborhood Services.
Environmental Services Department - Land Use & Planning Group - Sustainability & Compliance Division
The Land Use & Planning group requires a Planner III with skills and competencies not typical of traditional Planning department positions to manage highly technical environmental permitting and regulatory requirements for the San José-Santa Clara Regional Wastewater Facility’s (Facility) Capital Improvement Program (CIP); coordinate internally and externally with a diverse group of engineers, project managers, consultants, other departments, and regulators, in order to obtain necessary environmental clearances for critical Facility infrastructure repair and replacement projects. This position must effectively manage a project-oriented workload while promoting a partnership with our CIP team. This Planner III position requires a highly organized and motivated self-starter with strong collaboration, communication, negotiating, and problem-solving skills, and a demonstrated track record of successfully managing multiple projects simultaneously.
This position will report to and take direction from the Supervising Environmental Services Specialist managing the Land Use & Planning group. Typical responsibilities will include:
* Coordinate regulatory compliance with the Lead Agency (City of San Jose Planning Department) for the California Environmental Quality Act (CEQA), and other federal, state, and local laws, and monitoring implementation of environmental mitigation measures for CIP projects.
* Facilitate, coordinate, and oversee environmental permitting between project engineers, consultants, and regulatory agency staff. Permits may include U.S. Army Corps of Engineers Clean Water Act Section 404 Nationwide Permit, Regional Water Quality Control Board Clean Water Act Section 401 Certification, California Department of Fish and Wildlife Section 1600 Lake or Streambed Alteration Agreement, State Historic Preservation Officer Section 106 consultation, and the Santa Clara Valley Habitat Plan.
* Attend and participate in various highly technical engineering workshops associated with scoping, design, and construction of capital projects.
* Assist project engineering staff with identification of environmental constraints and opportunities, and selection of environmentally preferred alternatives.
* Perform field visits or inspections on active construction projects related to environmental mitigation measures and permit conditions.
* Provide expertise and sound advice to project engineers and managers on the Plant Master Plan, CEQA, Historic Preservation, wetland conservation, biological permitting, and other planning-related information, requirements, policies, and guidelines.
* Support managing consultant contract agreements for CEQA services, which includes managing services, completion times, budget, and maintaining a professional working relationship.
* Provide a lead role or assistance in updating the Plant Master Plan and any affiliated studies.
* Assist with program-level policy analysis and decision making.
* Collect and analyze data related to existing and planned land uses and environmentally sensitive resources.
* Perform duties under independent judgment and initiative.
Planning, Building and Code Enforcement Department
The Planning, Building and Code Enforcement is currently recruiting for Planner I/II/III positions in the Planning Division. The Planning Division is divided into the following four sections:
Citywide Planning – Long range planning, General Plan amendments, zoning and sign code amendments, preparation of Urban Village/area plans, station area planning, urban design, housing policy, data analysis/GIS and special projects
Environmental Review – Review projects for compliance with CEQA, NEPA, the Santa Clara Valley Habitat Conservation Plan, and City environmental protection policies
Development Review – Entitlement of zonings and development permits, historic preservation, and community outreach
Permit Center – Plan check conformance, review for development projects, front counter/public information, and zoning compliance

Parks, Recreation and Neighborhood Services Department
The Capital Projects Team in PRNS’ Parks Division has an exciting opportunity for a Planner I/II/III position within its Strategic Planning unit. This is a limit dated position with a current budgeted end date of June 30, 2021, and the likelihood of an extension. This position may also be converted to a one year overstrength position with the  possibility of extension.
The position reports directly to the Supervising Planner (IV) of the Strategic Planning Team. We are looking for a candidate with highly professional written, verbal communication, and public presentation skills. The ideal candidate will also possess strong analytical skills and an aptitude for cultivating and maintaining good relationships with a variety of stakeholders such as internal departments, other external organizations, private businesses, consultants, and the community.
Typical responsibilities for this opportunity include, but may not be limited to:
* Coordinating the preparation of the Urban Village, station area or other area plans that address land use, urban design, circulation and streetscape, parks and open spaces, sustainability and plan implementation and financing.
* Reviewing newly filed residential development proposals for compliance with City polices and municipal codes (primarily the Parkland Dedication and Park Impact ordinances – San Jose Municipal Code Chapters 19.38 and 14.25).
* Data collection, management, and analysis (including GIS and Spatial analysis)
* Preparing professional documents (such as City Council memos, staff reports, letters to outside customers, etc.).
* Preparing and delivering oral and written reports and recommendations on land use decisions at staff meetings, community meetings, and public hearings.
