The City of San Mateo Public Works Department is seeking an Assistant/Associate Engineer for the Capital Improvement Plan Division. Candidates should be highly motivated, experienced, seek professional growth, and desire to lead and support in the delivery and review of various City projects.

As an Assistant/Associate Engineer, you would support our department’s mission to operate, maintain and improve the City’s infrastructure. Public Works is responsible for the maintenance, repair, cleaning, and construction of sewer and storm conveyance systems, wastewater treatment plant, streets, streetlights, traffic signals, active transportation infrastructure, publicly owned parking lots and garages, pump stations, a major lagoon, and dams and levees. The Assistant/Associate Engineer will help support efforts to accomplish short and long-term project deliveries, while sustaining the City’s mission, vision, and goals. The position is considered for the following field of interest:

• The Capital Improvement Plan (CIP) Division’s key assignments include planning, designing, reviewing, and preparing detailed engineering plans, drawings, specifications, cost estimates, contracts, and related documents for a variety of capital improvement projects. The City/County Association of Governments of San Mateo County (C/CAG) is seeking a dynamic and passionate Senior Stormwater Program Specialist to champion the San Mateo Countywide Water Pollution Prevention Program.  The Senior Stormwater Program Specialist position plays a significant role in C/CAG's efforts to manage and improve stormwater runoff quality, contributing significantly to the region's environmental health and sustainability.

Primary responsibilities and duties of the Senior C/CAG Stormwater Program Specialist may include, but are not limited to, the following:

• Performs a variety of professional duties related to the C/CAG's Countywide Water Pollution Prevention Program.

Qualifications

Education and Experience:

• Education: A bachelor’s degree in Environmental Policy or Studies, Urban Planning, Civil or Environmental Engineering, Political Science, Public Administration, Public Policy, or a closely related field. A master’s degree is preferred but not required.

Job Description

Under direct supervision, the Development Strategy & Finance Sr. Analyst works within the Port’s Real Estate and Development Division leading analytical work related to the Port’s Public-Private Partnership Development Projects. Key tasks will include preparing complex financial analyses and reports, analyzing development pro formas and appraisals, coordinating the issuance and disbursement of bonds and associated record keeping documentation, supporting with development negotiations, and managing division-wide contracts, billings, and budgets.

The Sr. Analyst will support Project Managers with all aspects of Port Development projects. The role will receive support in learning and performing all tasks with the goal of independently managing specific areas over time. The Development team and this position are collaborative in nature, and the Sr. Analyst will work with both internal and external stakeholders including all Port Divisions, specifically Port Finance and the Port’s Resilience team, the Office of Economic and Workforce Development, the Office of Public Finance, and private development partners.

The essential functions of this position include:

• Analyzes Port-wide development opportunities to prioritize projects and determine value to support Port-wide Sea Level Rise resilience projects.
• Reviews project pro formas, appraisals, and other financial analyses to determine fiscal feasibility and economic value to the Port.
• Supports Port Development, Finance, and Office of Public Finance teams with tax district formation and bond issuances.
• Tracks ongoing Project finances to ensure projects stay on budget, public sources are sufficient for funding, and Port meets revenue expectations.
• Identifies cost-saving measures for development projects and support the implementation of these actions with other City departments
• Supports Project Managers on development negotiations (term sheets, leases, community benefits) by conducting research tasks and financial projections
• Assists in the drafting of relevant development deal documents (term sheet, leases, Development Agreements)
• Assists in preparation of memos, staff reports, and presentations for Port executives, Port Commission, and Board of Supervisors.
• Coordinates billing and payments for developer reimbursables and Development-related invoices with Development Finance Manager.
• Manages Development team’s as-needed economic consultant contracts.

Qualifications

Education

Baccalaureate degree from an accredited college or university; AND

Experience

Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 1823 Class series; AND

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to a maximum of 2 years (1 year of work experience is equal to 30 semester units or 45 quarter units).

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. Since this class is typically used as a training class, employees may have applicable education but only limited related work experience. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer. 

The Associate Civil Engineer performs a variety of complex engineering work for design, investigation, and management of public works projects and oversight of private development and permitted construction, prepares a variety of engineering documents, drawings and specifications, to act as project manager in assigned capital projects; and to perform a variety of professional public works and engineering tasks relative to assigned area of responsibility.  

This is the full journey level class within the professional Civil Engineer series. Employees within this class are distinguished from the Assistant Civil Engineer by the performance of the full range of duties as assigned, including by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Civil Engineer level, or when filled from the outside, have prior advanced technical or professional engineering work experience. This class is distinguished from the Senior Civil Engineer in that the latter performs the most difficult and responsible duties assigned to the classification including management of the most complex engineering projects or exercising lead direction over lower-level staff.

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.

THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. The City of Foster City is looking for an experienced Associate Engineer with a passion for public service. This position will provide exposure to large-scale projects and community engagement and performs engineering work on the following types of capital improvement projects:  buildings, parks, levee, storm water systems, lagoon, streets, traffic signals, water distribution systems, and wastewater collection systems.

We are seeking highly skilled individuals with the competence and experience to address challenges with confidence and professionalism. Individuals that demonstrates skills in any of the following areas: land development, transportation/traffic engineering, and storm system management. Independently management for the design and constriction of capital improvement projects and AutoCAD experience are highly desirable. 

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor’s degree in engineering or a directly related field, and three (3) years of professional experience in civil engineering work including project design, plan checking, and project management.

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• Possession of a valid Certificate of Registration as a Civil Engineer in the State of California, desirable.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications and supplemental questionnaires received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner.

THE POSITION:  The City of San Mateo’s Community Development Department has an opportunity for an intern to work on a number of projects. •    Market Research / Data Analysis. Support the research and help prepare findings report on fee schedules across multiple jurisdictions to help the Business Manager prepare for the 2025 comprehensive fee study. 
•    Contracts / Grant Administration. Support the Housing Division Community Development Block Grant (CDBG) and Permanent Local Housing Allocation (PLHA) administration of contracts and grant funds for nonprofit recipients.
•    Housing Element Compliance / Certification. Support the Housing Division with implementation of Housing Element policies and programs.
•    Community Relations Commission Support. Support the Community Relations Commission, under the direction of the commission liaison, in coordinating commission meeting, preparing documents for commission review, and preparing commission documents for approval and filing with the City Clerk.

In addition, the intern may work on a variety of other projects to support Community Development Department special projects and operations, depending upon need, availability and interest.

ABOUT THE POSITION

Under the direction of the Custodial Services Supervisor, the Maintenance Custodian serves as the worker in the duties of care and cleaning of assigned buildings and related facilities.  The incumbent will be required to travel between several City buildings during their scheduled shift.
