There is currently one (1) Full-Time 2-Year fixed-term position in the Department of Public Works supporting both the Water Resources and Road Maintenance Divisions.  

The Natural Resources Senior Planner will be housed in the Water Resources Division and will primarily support environmental compliance for Department of Public Works (DPW) Road Maintenance Division projects, including maintenance, repair, and replacement of roads, bridges, and drainage infrastructure (i.e., culverts, ditches and drainage channels).  
The work is dynamic, requiring strong written, verbal, and interpersonal skills to accomplish the following tasks that range among:

• coordinating with the Road Maintenance Division managers to develop permitting strategies. 
• analyzing project impacts on species and the environment. 
• preparing permit applications and negotiating with agencies. 
• hiring and managing consultants. 
• working with project managers to identify and implement best management practices and develop mitigation strategies to off-set impacts. 
• conducting pre-project biological surveys. 
• report writing. 
• post-construction monitoring.

This classification is for the City Clerk (CC) and Assistant to the City Manager (ACM); due to this caveat this classification specification will list duties and responsibilities for the two (2) positions.
To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records.

SUPERVISION RECEIVED AND EXERCISED
Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

Provides continuous leadership in carrying out the program mission, as amended from time to time, including:
• Maintains records and prepares daily reports related to work performed.
• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.
• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.
• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.
• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.
• Serve as custodian of the city seal and city archivist for official records.
• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.
• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.
• Assist City Manager in responding to various inquires related to city operations, policies, and programs.
• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.
• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.
• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.
• Perform related duties as assigned.

Under general supervision of the Inspection and Neighborhood Preservation Manager, the Neighborhood Preservation Officer seeks public compliance with Municipal Code sections, ordinances, and resolutions in such areas as planning, zoning, signs, community nuisance, business license, and related areas; and performs other duties as assigned. The incumbent will have a broad range of knowledge and independence within general parameters in the application of field investigations, evidence collection and violation resolution in the enforcement of municipal regulatory processes.

• Investigates reported violations of municipal codes, ordinances, and resolutions
• Seeks abatement of violations through education and voluntary compliance or through direct enforcement activities including the issuance of infraction citations
• Educates the public regarding requirements

• Prepares and gives presentations for Administrative Hearings, Planning Commission, City Council or courts of law

The Wastewater Collection Systems Worker performs a variety of routine to skilled work in the construction, modification, maintenance, and repair of City infrastructure, including wastewater collection, stormwater and drainage, and related systems. The successful candidate will use and operate a variety of manual and power tools and light to heavy power-driven equipment to perform skilled and specialized work on drainage, collection, and related systems, and appurtenances, and perform related work as required. The department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Regulatory Compliance and Policy Division.

The ideal candidate is a skilled and highly motivated individual, with creative problem-solving skills, the ability to learn quickly, and the desire to work both independently and collaboratively. Good judgment, initiative, and cooperation with other staff and outside stakeholders are assets to this position. Under general direction of the Deputy Director, this position will be responsible for supporting the division's engagement in state regulatory affairs to protect and advance San José policy, business, and community interests.

Typical duties of this position may include, but are not limited to:
• Monitor, review, interpret, and explain to a variety of audiences regulatory proposals and other policy issues with an eye toward impact on SJCE and its customers.
• Respond to compliance and data requests by gathering relevant data, drafting reports, and receiving approvals within designated timeframes.
• Support the preparation of comments, position papers, testimony, and the like related to a variety of technical regulatory proceedings impacting SJCE energy procurement, energy management, and electric rates.
• Work independently and with stakeholders to influence state policy.
• Build and maintain stakeholder relationships including non-profit, business, and government entities, and where appropriate build regional and statewide coalitions to support the interests of the department.
• Work closely with technical experts and external regulatory counsel to develop effective and persuasive communications before state agencies as required.
• Represent SJCE in work with other CCAs and with SJCE's state trade association
• Manage a portfolio of regulatory proceedings and/or compliance reporting, including tracking issues, analyzing potential impacts, engaging with stakeholders, and communicating with other internal divisions.

The City of Berkeley invites you to apply for the position of Assistant Planner! In this role, you will have the opportunity to assist higher-level planners in Land Use or Transportation by collecting data, performing research, and preparing reports.

In the Land Use Division of the Planning Department, incumbents are responsible for: Tracking permit activity; Researching zoning history, land use policies, development trends, and precedents; Supporting commission meetings; Preparing written reports and presenting to commissions, committees, community members, and other boards; Assisting in preparing amendments to the General Plan, Municipal Code, and/or other policy and procedure documents. Applicants will be expected to use a variety of software to maintain and update electronic forms, databases, and records, as well as creating maps and graphics in GIS and Adobe Creative Suite.

In the Transportation Division of the Public Works Department, incumbents are responsible for: Assisting with research, planning, conceptual design, and delivery of transportation and parking projects; drafting public notification materials, assisting with organizing and/or attending outreach events, and conducting in-person outreach; producing maps and graphics for transportation projects and parking operations; assisting with the City's coordination and monitoring of privately-operated shared mobility programs, including bicycle sharing and scooter sharing; assisting with preparation of transportation plans and policy documents, including the Pedestrian Master Plan Update, transportation impact analysis guidelines, and Complete Streets Policy implementation guidelines; and supporting the ongoing operation of the City's demand-based parking pricing program (goBerkeley), including conducting periodic data collection, analyzing data in Excel and GIS, and assisting with preparation of parking policy documents.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four-year college with major coursework in city, regional, or urban planning, or a closely related field. Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

A valid California driver's license is desirable. Must be able to attend evening meetings as required.
