The City of San Jose’s Parks, Recreation and Neighborhood Services Department (PRNS) is looking to fill two (2) Deputy Director positions for the Parks Division and the Recreation & Neighborhood Services Division.

The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the Senior Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.  

Under direction of a Division Manager, the Senior Analyst position will manage the Compliance Unit of the Rental Stabilization Program including three Analyst positions and a Staff Specialist. This role will be overseeing the Rent Registry and Administrative Citations with a focus on Policy Development and Outreach throughout the community. The Rent Stabilization Program provides mediation and arbitration services to landlords and tenants in rent-controlled apartments, oversees rent controlled mobile homes, and provides information and referrals for non-rent controlled apartment units in San José. 

This position shall:

• Manage Administrative Citations and compliance of the Apartment Rent Ordinance, Mobilehome Rent Ordinance, Ellis Act, and Tenant Protection Ordinances.
• Oversee annual Rent Registry filing of units’ subject to the Apartment Rent Ordinance.
• Administer the required Notification filings subject to the Tenant Protection Ordinances.
• Support and develop public outreach efforts to inform tenants and landlords regarding their rights and responsibilities under the various ordinances.  Language access and cultural sensitivity will be critical in the development of outreach materials.
• Research, analyze, and recommend housing policy changes related to tenant and landlord ordinances.  Prepare complex reports and presentations to inform City officials, Housing Department management, and the public regarding changes in housing policy.
• Develop a positive team environment within the Program, investing in staff and building team dynamics.
• Confer with department mangers on difficult management/administrative problems, supervises or leads in gathering facts and data problem resolution; evaluates, prepares reports and recommendations for resolving issues between land lords and tenants as defined by City ordinances and state and federal law.
• Provide impartial assistance to all parties in preparing their petitions and responses for the hearing processes.
• Prepare and monitor program budget; prepare revenue estimates; establish fees and charges; prepare and monitor grants, contracts, and other financial transactions.
• Analyze organizational structures, functions, procedures, and practices; provide analyses and recommendations of various kinds and levels services provides by City government, authorized workforce, and other budgeted resources.
• Negotiate, develop contracts, grants and special funds to meet City or department needs; prepare bids and specifications. 
• Manage, supervise, and coordinate administrative and analytical staff support activities in a variety of department functions, providing the direct planning, management and monitoring of services.
• Consult with administrative, supervisory and line personnel of City department in determining staff training and educational needs; establish and monitor in-service training programs; participate in employee relations matters as required.
• Utilize automated data processing applications, including spreadsheets and databases to analyze and present information.
• Perform related work as required.

The ideal candidate will have experience with general management/administrative analytic work and providing information to the public that has involved the interpretation and applications of laws, rules, and regulations.  Familiarity with rent control and/or issues regarding housing is highly desirable.

THE POSITION:

Under direct supervision, the Police Officer Trainee attends a Commission on Peace Officer Standards and Training (P.O.S.T) approved Police Basic Recruit Academy and successfully completes the academic and physical training required for appointment to the classification of Police Officer Recruit II. Police Officer Trainees are considered at-will employees. Police officer probationary status begins when the trainee is sworn in as a Police Officer Recruit II after completion of the police academy.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following:

• Participate in a P.O.S.T certified police academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
• Receives training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.
• Receives academy and field training to become a Police Officer.
• Learns proper handling and firing of firearms, report writing and emergency vehicle operation.

DISTINGUISHING CHARACTERISTICS

This is the entry level class in the Electric Resources Analyst series.  This class is distinguished from the journey level by the performance of the more routine tasks and duties assigned to positions within this series.  Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.  Employees work under general supervision while learning job tasks.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from an assigned supervisor; may receive technical and functional supervision from an Electric Resources Analyst II.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Identify current and future load/resource balances; prepare analysis and recommendations for electricity and natural gas purchases/sales to maximize portfolio value while remaining within City risk management policies.
• Conduct detailed energy resource planning studies and provide analysis of electricity and natural gas market price trends and data.
• Ensure program compliance with Federal, State and local laws, rules and regulations.
• Procure and/or trade Natural Gas, Electricity, Green House Gas allowance and other commodities in accordance with City policies and State and Federal mandates.
• Prepare, analyze, negotiate, and administer power supply and natural gas contracts and agreements; prepare requests for proposals and evaluate technical, economic, and regulatory feasibility of contracts and projects.
• Optimize the City’s power supply portfolio by identifying, analyzing, and assessing market trends and costs and making appropriate recommendations regarding short-term and long-term strategic planning; maintain electricity and natural gas price risk management program and propose improvements.
• Develop, modify, maintain, and use computer based models related to power production costs, current market transactions, forecasts of need and supply; and anticipated procurement costs; validate model assumptions and address needed changes in the model planning process, and software installation/maintenance, as appropriate.
• Represent the City’s electric utility interests to a variety of organizations and agencies on power resource planning, including pooling, contracts, transmission lines, market re-design, and regulatory compliance and changes.
• Research, follow, and make recommendations regarding proposed legislation, regulatory changes, litigation, power supply contracts, energy transactions, and current trends such as greenhouse gas emissions and climate change, that affect the City’s position in the energy market.
• Assist in budget preparation and financial planning by compiling data, preparing and creating financial models and forecasts; prepare financial reports.
• Coordinate with other divisions and City departments and outside organizations and agencies regarding the City’s power supply resources.
• Intervene and/or support intervention during the development of legislation or regulations consistent with the interests of the City.
• Prepare written analysis of complex data for use by City decision makers; prepare and make oral presentations related to the department’s supply resources.
• Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

Experience:

One year of energy resource planning experience related to analysis of supply and procurement, portfolio administration and/or associated risk management in an electric utility or two years of experience performing analysis related to load forecasting, electric utility industry financial analysis, wholesale/retail rate design, or related analysis for an electric utility.

Training:

A Bachelor’s degree from an accredited college or university, preferably with major course work in business administration, public administration, economics, engineering, mathematics or a related field.

License or Certificate

Possession of a valid California driver’s license by date of appointment.

SELECTION PROCESS

• Recommend and assist in the implementation of goals and objectives; establish schedules and methods for electric utility operational technology systems; implement policies and procedures.
• Plan, prioritize, assign, supervise and review the work of staff involved in the installation, configuration, and maintenance of operational technology systems and applications, including but not limited to the Supervisory Control and Data Acquisition (SCADA) System, Outage Management Systems (OMS), Generation Turbine Control Systems, and Generation Distributed Control System (DCS),.
• Oversee the design and implementation of operational technology systems architecture to ensure system reliability and availability, including system redundancies, backup and recovery plans, and access controls.
• Design and implement system communication networks and related telemetry settings, such as communications between SCADA master stations and substation field devices.
• Analyze and support real-time data acquisition technologies, such as distribution and generation control system software, OSISoft PI and other control system historian applications.
• Manage technology infrastructure for real-time data exchange with other entities such as Balancing Authority of Northern California (BANC) and Western Area Power Administration (WAPA).
• Design and manage real-time control system interfaces connecting with other electric operational systems and related enterprise systems.
• Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
• Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

Three years of increasingly responsible experience providing support to electric utility operating and control computer systems similar to the responsibilities of an Electric Technology Systems Technician with the City of Roseville (performing responsible technical duties in support of electric utility computer operational and control systems, including Supervisory Control and Data Acquisition (SCADA) and Distributed Control System (DCS); and analyzing, designing, programing, testing, installing, and maintaining a variety of electric utility computer systems).

The City of San José is looking for a highly motivated individual to administer a uniform Citywide Open Government and Records Management Program. This position is part of the City Manager's Office, in consultation and collaboration with the City Clerk's Office, City Attorney's Office, and the Information Technology Department, to ensure a consistent and effective program applicable to all City departments, Council appointees, elected officials, and their staff.

Responsibilities of the Open Government Manager include:

- Create and maintain policies and procedures related to the City's Open Government and Records Management programs.

- Make recommendations and revise Open Government and Records Management policies and practices as needed based on professional best practices, legal and legislative issues, and technology tools and trends.

- Monitor and report to the City Administration and City Council regarding adherence to the City’s policies concerning records and open government.

- Provide training to the staffs of City departments, Council appointees, and elected officials to support a consistent Citywide approach to the storage and retrieval of inactive records, records retention and destruction (including paper and electronic records), and the timely release of public records in accordance with legal and policy requirements.

- Maintain an effective network of departmental Public Records Coordinators and Records Administrators to ensure consistent standards for customer service and compliance with the City’s Sunshine policies and California laws.

- Assist City departments, appointees, and elected officials to develop, implement, and revise, as necessary, records retention and management programs in accordance with City policy.

- Provide technical oversight of the City Records Storage Center, including destruction of obsolete records.

- Coordinate cross-department responses to California Public Records Act requests received by the City, assist with the appropriate review and delivery of City records and information to the public and news media, and respond to and assist requestors regarding particularly sensitive or complex requests.

- In conjunction with the City Attorney's Office and the Information Technology Department, develop, and revise as needed, procedures for e-discovery and other electronic records issues.

- Work with the Information Technology Department and other City departments as appropriate to provide and maintain methodologies for the indexing, storing, and accessing of records and information.

- Consult with federal, state, county, and other governmental agencies on open government public records, and information management issues, regulations, technology, and trends.

The District has an exciting position developed in partnership with Facebook.  This position works closely with the District’s Emergency Services Manager and is primarily embedded at Facebook, serving as the District’s onsite liaison.  The classification is categorized as a Public Service Assistant and is a limited duration assignment.  Please read below for more details:

Definition

The Public Service Assistant is a general classification that provides various support to the District in a limited term role.  As a limited term position, funding is not guaranteed for this position from one budget year to the next.  This classification covers 3 levels, PSA I/II/III, and has different requirements based on the scope of the work needed.  The PSA classification can be flexibly staffed and filled at any one of the 3 levels.  However, for this recruitment, the District is seeking a level II or level III.

This limited term Public Service Assistant position works on emergency response and contingent planning, emergency preparedness, situational awareness, continuity of operations, coordination within an emergency operations center (EOC) and dynamic field environment for Facebook and the community.
