CITY CLERK’S OFFICE—WHO WE ARE

The City Clerk’s Office has a critical role in service delivery, and providing  effective information dissemination and communication with the public and City Council. Our responsibilities include preparing and distributing the City Council agenda, recording all proceedings of City Council meetings, maintaining and updating the Municipal Code and Council Handbook and Rules of Procedure, coordinating the City Records Management Program, and managing and conducting the elections for Mayor and City Council Members.

WHAT YOU WILL DO

Under the direction of the Assistant City Manager and City Clerk, the Assistant City Clerk assists in planning and organizing the daily operations of the City Clerk's office. Serves as the City Clerk in his/her absence by coordinating the preparation of City Council agendas, attending City Council meetings and preparing the action minutes. Provides services as a member of the department’s management team; performs related duties as required.

EXAMPLES OF DUTIES

- In the absence of the City Clerk, attend City Council meetings as necessary to perform functions of the City Clerk
- Administer the City’s Records Management Program, including appropriate control over the maintenance, protection, retention and disposition of records in accordance with legal and operational requirements
- Plan, organize and direct divisional activities
- Lead clerical staff engaged in the routine processing of the City’s automated records management program
- Assist the City Clerk with the election process and Political Reform Act statements
- Ensure accurate, up-to-date filling of City ordinances, resolutions and minutes of the City Council
- May exercise lead direction over clerical staff
- Coordinate the publishing, indexing and distribution of Council meeting minutes and agendas
- Coordinate responses to requests for City records covered under the Public Records Act, including monitoring the City Clerk email account
- Provide research and reference services to the public and City staff
- Conduct administrative and operational analysis, recommending solutions based on findings
- Oversee logistics and set up for Council meetings

ABOUT THE POSITION:

City of Gilroy is recruiting for a seasonal Pool Cashier/Registration Assistant for the 2020 Summer Season. The main goal of the Recreation Department is to offer excellent recreation programs that provide community members with a wide-range of opportunities to celebrate life and community through people, parks, programs, and special events which are delivered by a team of employees dedicated to offering quality recreational, social, and cultural services to all Gilroy residents.

GENERAL DESCRIPTION:

Under direct supervision of the Aquatics Coordinator, Pool Manager and/or Assistant Manager, performs basic cashiering duties and varied clerical work of average difficulty as needed to facilitate swim lesson participant registration and fee collection for recreational swimming program.

Please note:

• Summer Aquatics Program would like all staff to begin employment on May 1, 2020 for training and work shifts on Saturdays and Sundays.
• Staff who are unable to begin work on May 1 will begin employment on June 8.
• Applicants who can commit to the entire season (May 1 – August 14) will be given preference.
• All staff beginning employment on May 1 must attend HR Orientation on April 27, 28 or 29.

THE POSITION

DEFINITION

To perform a variety of duties related to performing routine, repetitive and manual work in connection with the use and maintenance of library resources.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Assist customers in the use of self-check machines, copiers, microfilm/fiche readers, computer printing with the print management systems and the computer reservations software.
• Register customers and collects payments for Parks, Recreation and Libraries classes and events.
• Shelve, sort, shift, and file library materials following established procedures.
• Check in returned materials, observing their condition and bringing damaged materials to the attention of higher level library personnel for disposition.
• Check out materials to customers.
• Organize returned materials and delivers them to proper sorting shelves.
• Use office equipment and personal computer to perform simple clerical tasks.
• Promote and enforce safety procedures.
• Assist with free and fee based library programs; assist with room set up; check in program participants; distribute program materials.
• Build and maintain positive working relationships with co-workers, other City employees, volunteers and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Basic knowledge of computers, alphabetizing, indexing, and/or filing methods.
• English usage, spelling, grammar and punctuation.
• Practices and methods of public relations and customer service; techniques and principles of effective interpersonal communication.
• Modern office equipment, methods, procedures, and computer hardware and software.
• Principles and techniques of first aid and CPR.

Ability to:

• On a continuous basis, sit at desk and/or stand at counter for long periods of time; bend twist and reach, stoop, kneel and squat while shelving, opening boxes or moving equipment.

Experience and Training

Experience:

• No experience required.  Six months of general customer service experience or the equivalent in library employment is desirable.

Training:

• Equivalent to the completion of the eleventh (11th) grade or sixteen (16) years of age.

License or Certificate

• Possession of a valid California driver’s license by date of appointment.

The City Clerk organizes, plans and directs all activities of the City Clerk’s Office.  The work involves maintaining a complete and accurate legal/historical record of City Council proceedings; administering the records management program; conducting municipal elections; ensuring compliance with Political Reform Act, Brown Act, Public Records Act and Conflict of Interest Codes; supervising  administrative support staff and functions of the City Clerk’s Office and/or City Manager’s Office; and providing prompt and courteous service to the Mayor and City Council, citizens, press and public requests for assistance and information.

KEY ELEMENTS

• Prepare City Council Agendas.

• Follow up to ensure that City documents are properly executed and comply with applicable local/state/federal regulations.
• Prepare Staff Reports related to City Clerk’s function.

• Coordinate advertisement of openings on the City’s Commissions/Committees/Task Forces.
• Maintain list of City Council appointments, as well as boards/committees/bodies on which City Councilmembers serve.
• Administer Oath of Office to new elected/appointed officials.
• Maintain legal custody of official City records and documents.
• Maintain custody of the City Seal and affix to legal documents.
• Attest Mayor’s and/or City Manager’s signature on all legal City documents.
• Maintain Records Retention Schedule and oversee timely compliance for records.
• Maintain Legislative History Index of City documents (Minutes, Contracts, Agreements, Resolutions, Ordinances).
• Coordinate regular updates to the Dublin Municipal Code (paper and electronically).
• Supervise administrative support functions of the City Clerk’s Office.
• Analyze programs, policies and procedures utilized in the City Clerk’s Office on a regular basis to ensure that the department is operating in the most efficient manner possible.
• Participate to maintain required certifications in appropriate professional organizations (i.e. CCAC & IIMC).
• Provide input and assist in the establishment and/or improvement of procedures, policies and budgetary matters.
• Obtain and maintain commission as a California Notary Public.

The Community Development Department, comprised of Planning, Neighborhood Improvement and Housing, Code Enforcement, and Building, provides a broad range of functions relating the development of the community. What You’ll Do:

Depending upon class level and assignment, duties may include, but are not limited to, the following:

• Review, analyze, evaluate and recommend adoption of federal, state and local programs to meet City housing, commercial and industrial redevelopment needs; structure and modify programs to meet specific City circumstances.
• Act as project manager for City‑sponsored affordable housing projects, carrying such projects from site acquisition through financing, contract administration, dispute mediation and completion.
• Process housing and commercial loans and grants from application through construction completion and loan servicing; determine property improvement needs; originate loans; prepare specifications and coordinate project bidding and management stages; conduct progress inspections and authorize disbursements; mediate disputes between the property owner and the contractor.

• Maintain accurate records and files of assigned projects and cases; monitor funds expended; prepare a variety of periodic and special reports related to grant, loan and City‑sponsored programs; may provide input into annual budget requests and assist with monitoring the budget.

Who You Are:

• You possess the knowledge of analytical and report preparation methods and techniques, computer applications related to the work, techniques for effectively dealing with people from various socio economic, ethnic and age groups, standard office practices and procedures, including the use of standard office equipment, basic housing, real property development and real estate financing concepts, laws and techniques, basic construction terminology and concepts, including the interpretation of plans and specifications;
• You have the ability to analyze, interpret, apply and explain various laws, rules, codes and regulations related to housing, economic and/or redevelopment, including grant and loan administration, research and analyze technical and statistical data, evaluate alternatives and make sound recommendations, quickly learn the laws, rules, regulations and procedures related to the work, prepare clear, concise, and accurate correspondence, reports and other written materials, maintain accurate records and files, coordinate multiple projects and meet critical deadlines, represent the City effectively in meetings with others, establish and maintain effective working relationships with those contacted in the course of the work;

What You Bring

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Housing Specialist I

• One year of administrative support experience, preferably in a setting which provides a knowledge of housing and/or redevelopment concepts and terminology.
• Equivalent to graduation from a four year college or university with major coursework in public or business administration, finance, economics or a field related to the work.  Experience in housing program or redevelopment staff support may be substituted for the education on a year for year basis to a minimum of two years.

Housing Specialist II

• In addition to the above, two years of experience in administering housing and/or redevelopment programs and projects at a level equivalent to the City's class of Housing Specialist I.
