Within the Finance and Administration Division, the Port's Information Technology group consists of Business Applications and Infrastructure teams. We support the Port's mission, strategic plan, and daily operations with a focus on positive relationships with and quality service to everyone associated with the Port.

Under the general direction of the Information Systems Director, the Business Applications Manager (1070 IS Project Director) manages the Business Applications team, which is responsible for providing comprehensive production maintenance and support of the Port's various systems and business applications to ensure optimal uninterrupted daily operations. The areas of support include but not limited to, supply chain management (SCM), procurement, payroll, timekeeping, human resources, financials, collections, property management, maritime, reporting, interfaces, document management, and collaborative tools.

A critical function of the role also includes providing techno-functional leadership on application-related projects.  The Port is initiating a long-term strategy to modernize and upgrade software applications and retire its aging and custom legacy applications, such as with the Oracle 11i eBusiness Suite ERP system, which is used to track work requests, facilitate work orders, maintain assets and inventory, manage time keeping, procurement, and other vital functions. As the application has become obsolete and minimally supported by Oracle, there is an urgent need to identify and implement a new software solution.  The Business Applications Manager will serve as the technical lead on this replacement project currently underway, working alongside a project manager, vendors, the Business Applications team, and Port staff.

The essential functions of this position include: 

• Organize, direct, and supervise the work of a small team of techno-functional, senior level, business system analysts and external consultants.
• Collaborate with the team on escalated issues technically complex in nature to bring about resolution. 
• Lead technology projects and formulate strategies for business applications development and integration with other applications, such as with GIS and PROPworks.
• Serve as a liaison between Port staff and applications, facilitating effective communication to define project requirements and objectives.
• Participate in the planning of resources, budgets, and project timelines. 
• Oversee the further development of, and promote the usage of, collaborative and document management tools like SharePoint. 
• Monitor system alerts, and work with the Port IT Infrastructure team, consultants, and vendors to resolve system-related issues affecting application uptime.
• Implement and upgrade system hardware and application software as needed. 
• Ensure that the organization adheres to IT best practices, policies, and procedures in compliance with industry and regulatory standards.

Education:

1. An associate degree in computer science or a closely related field from an accredited college or university.

OR

2. Its equivalent in terms of total course credits/units:

• At least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field.

Experience

Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

Substitution

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years).

Note:

One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.

One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

NATURE OF WORK

THE POSITION

Under general supervision, the Senior Traffic Signal Technician performs semi-skilled tasks involving maintenance, repair, modification, inspection and testing of traffic signals, controllers, and street lighting systems; leads and participates in a work crew; and performs other duties as assigned. THE JOB

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel, focusing on areas such as land development, human resources, tort litigation, and labor negotiations. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to a strong Chief Assistant/Assistant City Attorney, who provides operational leadership and management. While the elected City Attorney offers high-level legal oversight and representation, the Chief Assistant/Assistant City Attorney and support staff handle the bulk of the legal work, ensuring the City’s legal needs are met efficiently and effectively. The Deputy City Attorney will also work with departments to draft and review contracts, agreements, and other legal documents for daily operations, provide legal support and guidance on PRAs, and conducts legal research and prepares reports or memoranda, and make recommendations to the elected City Attorney. This structure balances the benefits of elected accountability and experience with the necessity of onsite professional legal expertise in managing the City’s legal affairs.

Deputy City Attorney I/II

This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the Cit. It is anticipated that that a key role of the new attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also representing and consulting with other client departments.
• Reviews staff reports and advises staff on complex and controversial legal matters.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments.
• Represents the City at various City Council, commission and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative proceedings.
• Represents the City in arbitration hearings.

Both classifications are executive management positions under the general direction and supervision of the part-time elected City Attorney. There is a high level of direct communication, coordination, and collaboration with the City Manager and two Assistant City Managers. Assistant City Attorney

Executive & Operational Management

The Assistant City Attorney focuses on delivering and overseeing the City’s legal services and providing direct legal support to City departments and City staff. 

Both the Chief Assistant City Attorney and City Attorney perform all of the traditional legal duties found in municipal legal operations such as, but not limited to:

• Ability to act as Acting City Attorney when part-time elected City Attorney is not available.
• Perform legal research; review and apply laws, rules, cases and ordinances; and prepare opinions on various legal issues.

THE DEPARTMENT & DIVISION
The Department of Public Works (DPW) is responsible for maintenance activities along approximately 92 miles of public right-of-way. It strives to improve, develop, and maintain public infrastructure essential to the safety, mobility, and quality of life for Orinda citizens. The DPW operates with an approximate annual operating budget of $5 million and has 17 staff members. The Department also administers a CIP budget of approximately $14 million. DPW’s organizational structure consists of two divisions: Engineering Services, and Maintenance & Facilities Services.

The Maintenance & Facilities Division is responsible for the repair and improvement of city-owned public infrastructures including stormwater drainage, roadway, traffic, and pavement, and for coordinating with vendors and contractors on large maintenance and landscaping projects. THE JOB
The Maintenance and Facilities Superintendent is responsible for ensuring that municipal buildings and public facilities are maintained to high standards, remaining safe and functional for employees and the public. The Superintendent will oversee a direct staff of two supervisors, up to eight indirect reports, and the Division’s annual budget. This role involves managing contract and project activities, including multi-year park and landscape maintenance contracts (currently with MCE corporation), multi-year janitorial services, facilities maintenance projects in the Capital Improvement Program (CIP) and long-term maintenance and repair plans for city-owned buildings, streets, storm drain systems, parks, trees, and landscaping. The Superintendent will coordinate with City departments and external contractors; assess and prepare contract documents; participate in vendor selection; administer contracts and evaluate contractor performance; and review and approve billings. Responsibilities also include programming building maintenance, prioritizing tasks, managing safety trainings, coordinating emergency responses, and ensuring regulatory compliance, including adherence to ADA accessibility regulations. Under the direction of the Director of Public Works, the Superintendent will coordinate activities and operations to allocate resources effectively. Any combination equivalent to education and experience is likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be:

• Experience: Five (5) years of increasingly responsible experience in building maintenance, facility management, construction management, public works operations or related activity including two (2) years of supervisory responsibility.
• Education: Possession of a bachelor’s degree from an accredited college or university in civil engineering, construction management, architecture, public administration or a related field.
• Possession of a valid California Driver's license with a demonstrated history of safe driving.

EMERGENCY RESPONSE

This position will be designated as an emergency response worker and must be prepared to respond during weather emergencies or crises. They will be responsible for collaborating with other city departments and external agencies to address and mitigate emergency conditions.

Under direction, the Custodian performs routine manual cleaning tasks in public buildings, schools, other facilities, and surrounding areas. 

Examples of essential duties include but not limited to the following:

• Sweeps, scrubs, mops, spots and waxes floors; vacuums and cleans rugs and carpets.
• Cleans, dusts and polishes cabinets, furniture and woodwork; empties and cleans waste receptacles and ashtrays.
• Cleans stairways and hallways; cleans and disinfects restrooms and replenishes supplies; may perform minor duties in unplugging sinks and toilets; cleans offices and lobbies; cleans ceilings, walls, window shades, light fixtures and venetian blinds.
• Assists in moving and arranging furniture and equipment.
• Turns out lights and locks doors and windows.
• Operates scrubbers, buffers, waxers and related electrical appliances and equipment; may tend simple, low pressure heating and ventilating systems; may check water levels in gauges and periodically perform routine servicing to boilers and pumps.
• In recreational areas, cleans auditoriums, gymnasiums, club houses and locker rooms; picks up papers and rubbish in play areas; hangs flags and decorations; reports evidences of vandalism, broken plumbing, windows, doors, locks, etc.
• May wash interior glass partitions and interior and exterior windows which can be easily reached from floor or ground level.
• As school custodian, may supervise and maintain order among students during recess periods; distributes milk or other refreshments to students; performs minor duties in repairing  chairs, desks and toys.
• Performs related duties and responsibilities as assigned.

The Position

The Town of Atherton invites you to apply for the position of Front Desk Receptionist / Clerk for the City Manager’s Office. The position requires an individual to provide responsible professional, administrative, and technical assistance to support the City Manager’s Office which includes City Clerk functions. The individual will provide administrative support and general reception for the Town Hall. The administrative functions include, but are not limited to, supporting activities to promote and prepare for Town meetings, processing applications for permits, customer service and public interaction related to Town programs and services, special projects based on needs; and assisting in office management functions.

Typical duties include, but are not limited to:

• Assist in providing support for community events that will include assistance with public engagement, planning, and outreach.
• Assist with preparing public meeting agenda packages and materials.
