Definition
Under administrative direction, plans, organizes, manages, and directs the activities of the Landscape Architecture Division; serves as a key staff member in the administration, development, and implementation of policies, systems, and procedures to facilitate the implementation of the City’s Park Master Plan; oversees and directs the supervision and activities of citywide tree preservation and landscape development policies; and gives professional advice on landscape matters.

Class Characteristics 
This is a single position management classification reporting to the Community Services Director.  The incumbent has considerable latitude in the application of department policy as it relates to division activities and follows general guidelines or professional and administrative standards in accomplishing assignments; the incumbent is expected to identify policy issues and work with other staff to develop options and recommend solutions.  This classification is distinguished from the Senior Landscape Architect by the latter’s responsibility to manage the staff and activities of one or more sections of the Landscape Architecture Division.

• Acts as the City's representative in dealing with public and private agencies, groups and individuals concerned with parks and open space, trees, and landscape.
• Conducts park location studies to evaluate park site feasibility and proposed land acquisition and/or development.
• Responds to public requests and complaints regarding landscape development and tree preservation.
• Coordinates the work of the division with that of other departments and divisions.

What You’ll Do

Under the general direction of the City Clerk, the Deputy City Clerk uses independent judgement to plan, organize, direct, and perform a variety of complex administrative, technical, and supervisory duties in support of the City Clerk Department’s day-to-day operations, primarily legislative operations and contract and process management. The Deputy City Clerk serves as the second in command within the City Clerk’s Department and provides backup to the City Clerk.  The Deputy City Clerk will provide a high level of administrative and technical support to the City Clerk and other departments and perform all duties of the City Clerk in his/her absence. Duties may include, but are not limited to, the following:

• Assists the City Clerk in performing the day to day functions of the City Clerk's office; and in the absence of the City Clerk, act as City Clerk, performing such duties as serving as the Clerk of the City Council, maintaining meeting protocols, parliamentary procedures and proper conduct, writing agenda reports, taking minutes, certifying ordinances, resolutions, agreements and other official documents, administer oaths of office and supervise staff.
• Reviews changes in law, regulations and guidelines for their effect on City Council and Advisory Body activities; evaluates the effect of such changes, and recommends and implements changes to policies and procedures as required for compliance. Participate in the development of an installation of new or revised programs, systems, procedures, and methods of operation; update and revise policies and procedures.
• Assists in the preparation of the annual budget for the Department; estimates staffing, equipment, and supply needs based upon recent trends and planned activities; monitors expenditures after budget adoption.
• Implements and manages the agenda production process including maintaining a deep knowledge of the agenda management software and process; training staff in the use of the software and process; and assists in deploying consistent agenda practices across the organization; coordinating with other departments on agenda content; enforcing work product standards and holding departments and higher classifications responsible for meeting standards and deadlines; and producing the agenda and agenda packet per state law and city requirements.
• Manages the publication of legal and public notices, for all Council bodies, in accordance with City, State and Federal law, and filing, indexing, certifying, processing for recordation, and safeguarding of all City Council proceedings.
• Maintains compliance with applicable Federal, State, local laws, relating to areas of responsibility, including but not limited to, California Elections Coe, the Brown Act, Political Reform Act, Conflict of Interest Code, and the Public Records Act.
• Oversees maintenance and development of City-wide records management initiatives.
• Assists the City Clerk in the administration and conduct of municipal elections and special events. Serves as Filing Officer for campaign and conflict of interest finance reporting.
• Serves as liaison to the County Registrar of Voters.
• Attends City Council meetings with the City Clerk to assist with operating the audio / visual / agenda / voting system and take minutes as required.  Responsible for after Council action including producing and maintaining official City records and documents in good order such as resolutions, ordinances, contracts, deeds, correspondence, inter-agency notifications and minutes.
• Prioritizes work of staff; develops and trains staff; conducts performance evaluations; approves actions regarding hiring, promoting, and disciplining; and approves recommendations on all employee actions.

The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. Professionalism and good judgement in representing an agency/company with external stakeholders including the public, businesses, and other agencies. Training or experience working with and for the public and community groups to advance equity and environmental justice. Competency in managing time and responsibilities with little oversight and working efficiently. Reading and interpreting laws, policies, procedures, regulations, guidelines, maps, specifications, and other data. Bilingual proficiency in one or more languages commonly spoken in the San Francisco Bay Area. Interdisciplinary knowledge and/or learning agility with respect to state or other incentive programs, mobile sources of air pollution, zero-emission technology and infrastructure, heavy-duty equipment operations at Bay Area ports and other industrial hubs, and/or impacts of air quality regulatory actions on industry.

Other desired experience includes grant program development, project supervision, team leadership, developing RFP/RFQs, contracts, budgeting, grants management, community organizing, and report writing.
