GENERAL PURPOSE:

Under general supervision, performs a wide variety of routine to moderately complex clerical and customer service-related duties requiring program knowledge, technical evaluation of information, and the use of clerical skills to support the operations of the assigned department.  This current part-time vacancy will reside in the City Clerk's Office.

The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). The incumbent in this position will lead the Department's fiscal/accounting team and oversee all fiscal management activities for SJCE, including but not limited to the following:

• Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;
• Lead the development of SJCE standalone audited basic financial statements and SJCE financial statements in the City's Annual Comprehensive Financial Report;
• Prepare quarterly financial statements (unaudited);
• Facilitate external auditor inquiries for standalone financials, City Annual Comprehensive Financial Report, and Agreed-Upon Procedure engagements;
• Lead the preparation of quarterly financial statements (unaudited);
• Analyze the impact of GASB pronouncements on SJCE's financial statements and develop accounting practices to satisfy GASB pronouncements;
• Actively participate in the financial planning and forecasting for SJCE with particular focus on validating actual financial data, proposed assumptions, and general feasibility of projections in the current and upcoming fiscal years;
• Manage external auditor inquiries pertaining to SJCE standalone financial statements and City Annual Comprehensive Financial Report.

The Sheriff’s Activities League Executive Director plans, coordinates, recommends, develops, implements and evaluates goals, objectives, policies and procedures related to youth programs; provides leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing programs; provides highly complex staff support to senior level management within assigned area of specialization. The Executive Director receives general direction from the assigned senior level manager and will exercise direct and indirect supervision over managerial, professional, technical and clerical staff, including consultants, and contract service providers.

Additionally, the ideal candidate will possess any combination of the following education and experience:

• A Bachelor's degree from an accredited college or university in public or business administration, management or a related field; or
• A Master's degree from an accredited college or university in public or business administration, management, child development, or a related field.
• Four to six years of progressively responsible administration or management experience in a Police/Sheriff Activities League or similar non-profit community service organization which includes experience working with a volunteer board.

As the Executive Director, your responsibilities will include:

• Planning, directing, monitoring, and evaluating the effectiveness of comprehensive county-wide services and programs, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.
• Directing, coordinating, and participating in the development and implementation of program goals, objectives, policies, procedures, and priorities that balance both mandated services and community needs.
• Acting as a liaison between the Sheriff and executive staff, advisory boards, the SAL Board of Directors, and program staff to ensure adherence to policies and guidelines, and that programs receive adequate funding to maintain both mandated and expected levels of service.
• Maintaining effective working relationships with a variety of public and private organizations, including other county departments and agencies.
• Consulting with other program managers on relevant program issues; developing alternative strategies for addressing community needs related to youth and assisting in the implementation of solutions as necessary.
• Conducting or participating in negotiating contracts with outside vendors, consultants, or organizations; monitoring and evaluating the fiscal and legal liability of such contracts.
• Acting as an advocate and spokesperson in the community in support of SAL and its mission.
• Preparing, administering, and monitoring the program budget to ensure the accomplishment of program and service objectives within budget constraints.
• Acquiring, developing, and maintaining funding sources, such as grants and donations.
• Providing highly complex staff assistance to the Sheriff and executive team, the SAL Board of Directors, and other stakeholders on program issues.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Three years of experience in a health, social or community services organization, including at least two years of significant responsibility for one or more of the following: program and budget development or coordination of community resources or program evaluation.

Accounting Technician II

The Accounting Technician II is an advanced journey-level class responsible for the City's payroll processing, distribution, and required reporting, including records maintenance, management, and the preparation of payroll reports in accordance with union agreements and City, state, and federal rules and regulations.  Incumbents exercise considerable judgment in decision-making in day-to-day payroll operations.  Responsible for a full range of financial record-keeping transactions, including accounts payable, accounts receivable, utility billing, collection, and taxation.  Incumbents may be assigned various accounting-related responsibilities and are expected to perform more detailed non-professional accounting duties.  

Accounting Technician II is under general supervision, plans, organizes, and reviews the work of the Finance Department payroll and accounting section; performs the full array of para-professional accounting duties involved in the processing of payroll and the maintenance of the payroll system; reviews and reconciles payroll reports and prepares journal entries; provide information to departments and employees regarding payroll issues; performs point-of-capture data entry related to cash receipts and accounts payable transactions; prepares, processes and verifies bookkeeping entries affecting general and subsidiary ledgers; performs customer service functions with the public and/or accounts payable vendors both in person and over the phone performs other related duties as required. 

Receives general supervision from the Fiscal Manager.  Exercises technical and functional supervision over assigned office support staff.

Under general supervision of the Inspection and Neighborhood Preservation Manager, the Neighborhood Preservation Officer seeks public compliance with Municipal Code sections, ordinances, and resolutions in such areas as planning, zoning, signs, community nuisance, business license, and related areas; and performs other duties as assigned. The incumbent will have a broad range of knowledge and independence within general parameters in the application of field investigations, evidence collection and violation resolution in the enforcement of municipal regulatory processes.

The department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Regulatory Compliance and Policy Division.

The ideal candidate is a skilled and highly motivated individual, with creative problem-solving skills, the ability to learn quickly, and the desire to work both independently and collaboratively. Under general direction of the Deputy Director, this position will be responsible for supporting the division's engagement in state regulatory affairs to protect and advance San José policy, business, and community interests.

Typical duties of this position may include, but are not limited to:
• Monitor, review, interpret, and explain to a variety of audiences regulatory proposals and other policy issues with an eye toward impact on SJCE and its customers.
• Respond to compliance and data requests by gathering relevant data, drafting reports, and receiving approvals within designated timeframes.
• Support the preparation of comments, position papers, testimony, and the like related to a variety of technical regulatory proceedings impacting SJCE energy procurement, energy management, and electric rates.
• Work independently and with stakeholders to influence state policy.
• Build and maintain stakeholder relationships including non-profit, business, and government entities, and where appropriate build regional and statewide coalitions to support the interests of the department.
• Work closely with technical experts and external regulatory counsel to develop effective and persuasive communications before state agencies as required.
• Represent SJCE in work with other CCAs and with SJCE's state trade association
• Manage a portfolio of regulatory proceedings and/or compliance reporting, including tracking issues, analyzing potential impacts, engaging with stakeholders, and communicating with other internal divisions.

• Valid California driver's license with either non-commercial Firefighter Endorsement or Class B commercial license, with driving and operating experience. (Applicants who do not possess the required DMV license or CPR certification may be admitted to the testing process but must possess the required license or certification prior to being appointed.)
• Must have begun the State Fire Officer’s Certification track
• Three years of firefighting experience with supervisory experience 

Some minimum requirements may be waived upon substantial demonstration and documentation of substitute fulfillment.

Benefits

• $86,683 to $105,364 annually
• Non-exempt employees assigned to a 56-hour (average) workweek schedule will receive pay for overtime as defined in the Fair Labor Standards Act (FLSA). All overtime shall be paid at a rate of one and one-half (1 ½) times the regular hourly rate of pay.
• All covered employees hired on or after December 28, 2012, who are not defined as “new members” under the Public Employees Pension Reform Act (“PEPRA”) will be covered by the 3% @ 55 retirement formula and the 36 highest consecutive months’ final compensation provision.  All covered employees hired on or after January 1, 2013, and who are defined as “new members” under PEPRA will be covered by the 2.7% at 57 retirement formula and the 36 highest consecutive months’ final compensation provision. 
• Regular employees, after completion of their probationary period, shall be eligible for the Health Care Reimbursement Program. Eligible employees receive a credit of $1300 each January 1.
• For all regular employees working full time, the District will pay 85% of the premiums currently in effect for employee and dependent coverage for the lowest cost plan available to District employees offered through the PERS system.
• For all regular employees working full-time, the District will pay 85% of the premiums for employee and dependent coverage for the lowest-cost dental plan.  In the event the employees elect a higher cost coverage, the employees shall pay the increased cost for that plan.
• A Group Life Insurance Plan will be provided with a $25,000 life insurance policy for each unit member, a $1,000 policy for each employee's spouse, and a $1,000 for each employee's dependent under the age of 21.  The CCSD will pay the full monthly premium for each unit member, spouse, and dependent children.
• Covered employees assigned to a 56-hour average workweek schedule shall accrue 4.31 hours of vacation leave biweekly (112 hrs/yr) from the date of hire to sixty (60) months of service.
• Each full-time employee, assigned to a 56-hour average workweek, shall accrue sick leave from the date of employment at the rate of 6.4 hours per 14-day payroll period (based on 120 hours per year times the conversion factor of 1.4).
• In lieu of time off on holidays, covered employees assigned to a 56-hour workweek shall accrue 5.92 hours of holiday leave per 14-day payroll period for a total of 154 hours per year (based on 110 hours per year times the conversion factor of 1.4). 
• The District shall provide covered employees with an annual boot or safety shoe allowance of $250, payable in July of each year.
