THE FIRE DEPARTMENT

The Fire Department is responsible for providing the rapid delivery of fire, medical, rescue, and life safety emergency services within Fremont. Emergency services are delivered through 13 in-service fire companies from 11 strategically located fire stations in the City.   Our mission is to prevent and minimize the loss of life and property threatened by the hazards of fire, medical and rescue emergencies, hazardous materials incidents, and disaster situations within the community.  

Under the direction of the Fire Chief, the Fire Public Affairs Manager position manages the Department’s community engagement activities, which include a variety of public education and outreach programs as well as all public relations and communications activities.  This position acts as the Department’s public information officer and is the primary contact for information by the public and media.

 EXAMPLE OF DUTIES

- Lead department’s in person and online public relations activities.
- Manage and facilitate Fire Department  programs and activities such as Emergency Preparedness Initiatives,  Fire Public Education, Recruitment Initiatives, Volunteer Coordination/Outreach, and other special events.
- Manage the department website and content.
- Manage contracts and agreements as well as, develop content for digital media platforms, social media, web-sites, press releases, articles and public presentations.
- Develop the departments marketing and branding strategy.  Make appropriate strategy recommendations.
- Build partnerships with the community and the local non-profits.
- Research, analyze, monitor and prepare reports, memorandums and recommendations to Command staff.
- Enhance existing programs and connect with the community.

The City of Berkeley is currently accepting applications for Accountant II in the Accounting division of our Finance Department. The Accounting division maintains the City's general ledger, and prepares the City's internal and external financial statements and reports. Accounting is responsible for all bank reconciliations, development of the indirect cost allocation plans, and quality control review on accounting transactions entered by all departments.  Accounting also prepares all required State Controller, payroll, and sales tax returns.

This position is responsible for performing the full range of accounting duties and may have direct responsibility for performing one or more of the following activities: bank reconciliation; general accounting monthly closings; general accounting data entry; preparation of city-wide indirect cost allocation plans; accounting for the City's investment transactions; coordination of the preparation of schedules and work papers for the City's external auditors; preparation of the various required State Controller's Office reports; preparation of quarterly payroll and sales tax returns; coordination of the timely remittance of debt service payments to the fiscal agent (s) or lessor(s); maintenance of the books of accounts for the Berkeley Redevelopment Agency (BRA); maintenance of accounting chart of accounts; preparation or review of the year-end grants and other receivable entries; reconciliation of the general ledger control accounts to the subsidiary ledgers; and assist in the preparation of the City's Comprehensive Annual Financial Report (CAFR).
 

REQUIRED QUALIFICATIONS:

EDUCATION
Possession of a Bachelor's Degree from a four-year college or university in accounting, or a closely related field, which included at least 24 units total consisting of intermediate advanced governmental and cost accounting.
AND
EXPERIENCE
Two (2) years of professional accounting experience, preferably in a governmental or public agency.
 

KNOWLEDGE AND ABILITIES:

Knowledge of: Generally accepted accounting principles and practices for municipal governments; Cost accounting; Budgeting principles and practices and the differences between budget-basis accounting (when the budget is not based on GAAP), and accounting based on generally accepted accounting principles (GAAP); Principles and practices of business data processing and the applications to accounting and financial management; Laws regulating public finance and fiscal operations; Budgeting principles and practices; Modern office procedures, practices, methods and equipment including use of standard personal computer software programs such as Microsoft Word and Microsoft Excel and basic automated data base applications; and How to perform revenue audits and compliance reviews/audits. 

Ability to: Review and interpret financial statements, reports, transactions, and records; Verify the accuracy of accounting and financial data; Ensure proper authorization and documentation for disbursements and other transactions; Analyze, post, balance and reconcile financial data ledgers and accounts; Make accurate basic financial calculations; Direct and review the work of lower-level accounting personnel in specified work areas; Make sound independent judgments within established guidelines; Prepare clear, concise and complete financial reports and statements; and Establish and maintain effective working relations with those contacted in the course of work.

HHSA CASE MANAGER I/II – PUBLIC HEALTH

THE POSITION

The HHSA Case Manager I/II position in the Women, Infants, and Children (WIC) Program at the Glenn County Health and Human Services Agency, performs the duties of a Certified WIC Nutrition Assistant (WNA) including nutrition and breastfeeding risk assessment, nutrition education in an individual and group setting, and breastfeeding support for families participating in the WIC Program. This position will provide excellent customer service while certifying applicants for services, developing nutrition care plans, and will provide referrals to community and social services programs.  Experience in WIC Programs, certification as a WNA and lactation educator are preferred.  Spanish Bilingual applicants are encouraged to apply. This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next six (6) months.

TRAINING AND/OR EXPERIENCE
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:        

I- Two (2) years of full-time experience performing advanced journey level or specialized clerical duties in an office environment.

II - One (1) year of full-time experience performing duties comparable to a Case Manager I classification.

Training:            

I/II - High school diploma or GED equivalent

License or Certificate:     I/II- Possession of a certificate as a WIC Nutrition Assistant, or Certified Lactation Educator is desired.

THE POSITION

The Administrative Services Analyst I/II position at the Glenn County Health and Human Services Agency, Administration Division performs routine administrative and analytical work that will involve and/or emphasize the functional areas of: general and administrative support, contract management, grant development, program analysis and compliance, and/or staff development and training; incumbents gather, tabulate, analyze, and chart data; interview and consult with departmental officials, employees, and others to give and receive information; prepare reports and make recommendations on procedures, policies, and program/functional issues and alternatives; prepare correspondence and perform other related duties as required. This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next six (6) months.

TRAINING AND EXPERIENCE
Experience:        

I - One (1) year of general administrative support experience in a professional or technical capacity.  
        

II - Either one (1) year as an Administrative Services Analyst I in Glenn County; or three (3) years of professional analytical journey level experience in any of the functional areas required by the position: general and administrative support, fiscal and contract management, program analysis and compliance.
       

Training:        

I/II - Possession of a bachelor’s degree from an accredited college or university in business administration, public administration, accounting, finance, organizational development, social work, education, human resources, or a closely related field. Substitution: Additional progressively responsible experience in any of the functional areas noted above may be substituted for the required education on a year-for-year basis up to a maximum of two years.
