Under general direction of the Administrative Services Manager, the Administrative Services Technician is a confidential position that provides paraprofessional, technical, administrative, and secretarial support to District programs and services. The Administrative Services Technician learns and then applies procedural, program, and compliance knowledge; assumes ongoing, technical responsibilities specific to assigned areas, such as risk management and record management; works with departments and outside agencies to coordinate assigned programs, projects, and services; and performs research and routine analysis on a wide variety of special projects.

The Administrative Services Technician also supports the general administration of the District office, such as proofreading, filing, processing mail, answering the telephone, providing front counter customer service, maintaining calendars, organizing office storage, and setting up and breaking down the Board Room for meetings and events.

IDEAL CANDIDATE

The ideal candidate has experience in either of two backgrounds. The first is a background in providing journey-level clerical or technical support in the public or private sector that included interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports. Alternatively, the second is a background in providing advanced office support that included data entry and the processing of forms and records.

In addition to one of these two backgrounds, the ideal candidate is curious and enjoys learning about new systems and functions at a technical level. They appreciate when careful precision and accuracy is necessary to complete a task. The idea candidate is open to helping with functions and tasks that they are not familiar with and will seek out resources and guidance to better understand the function and complete the task accurately. They are also proactive in identifying needs, developing and recommending solutions, and ensuring the solution is fully implemented.

QUALIFICATIONS

Education & Experience: A combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the essential duties of the position. A person with the following combined training and experience would typically qualify to compete in a selection process:

• Equivalent to graduation from high school and four (4) years of increasingly responsible journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.
• Equivalent to an associate degree from an accredited educational institution and two (2) years of journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.

Other Requirements:

• Valid California motor vehicle driver's license and good driving record
• Eligibility to work in the United States under appropriate federal regulations.
• Completion of a medical examination administered by a licensed medical doctor, selected and paid by the District, to determine physical fitness for the job.
• All Novato Sanitary District employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the District requires the affirmation of a loyalty oath to this effect. Our Firefighters perform firefighting, rescue, fire prevention, equipment operation and equipment maintenance activities to protect life and property; provide emergency medical and rescue services to the community; and perform related duties and responsibilities as required. The Firefighter classification receives direct supervision from the Fire Captain and may receive functional direction from the Fire Engineer.

This is the entry level paid classification in the field of firefighting. It is distinguished from the classification of Fire Engineer in that the latter is assigned more responsible and varied duties which require knowledge and experience in driving motorized fire fighting vehicles and operating related pumping, hydraulic and other specialized fire equipment.

What You’ll Do

The Senior Management Analyst will perform complex, professional, and sensitive administrative and technical duties in providing staff assistance to the Police Department, including conducting special studies, surveys, and research assignments in a variety of administrative and operational procedures and topics, often with City‑wide and/or major financial impact. The emphasis of the work may be upon financial analyses, grant and contract administration and/or policy development. Successful performance of the work requires a good knowledge of municipal operations and functions in addition to well‑developed communication and analytical skills.  Duties may include, but are not limited to, the following:

• When assigned to the Police Department, may be required to oversee civilian, alternative response-teams (i.e. homeless outreach, clinical crisis response, or other units as determined by the department) and respond in the field to calls for service related to those teams as determined by the department. Several of these teams involve partnerships with outside organizations/community partners where inter-agency collaboration and coordination is key to continued success.
• Compile and analyze data; prepare reports and make recommendations on the formulation of policy and procedure, and staffing and organization changes, often with City‑wide impact.
• Conduct surveys and perform research and statistical analyses on administrative, fiscal, personnel, and operational problems.
• Conduct financial analyses; prepare reports and make recommendations regarding rate structures, bonding, budgeting and other financial matters.
• Prepare contracts, proposals, grant applications and similar documents; prepare reports and monitor grants and contracts for program compliance.
• Participate in the development of an installation of new or revised programs, systems, procedures, and methods of operation; update and revise policies and procedures.
• Coordinate the development, administration and monitoring of the City or department budget; prepare a variety of fiscal, administrative and management reports.
• Compile materials and prepare technical and administrative reports, manuals, and publications.

The San José Fire Department's (SJFD) core mission is to serve the community by protecting life, property, and the environment through prevention and response. This is the trainee level class in the Firefighter series, responsible for becoming proficient in the understanding of lifesaving and firefighting methods within the SJFD. Through a specific program comprised of general and specialized education, focused training including extensive hands-on experience, Firefighter Recruits will learn diverse tasks, policies, procedures and standards within the SJFD. Incumbents will learn techniques in emergency medical services, rescue work, firefighting and other emergency services. Duties may involve considerable physical exertion and potential risk to health and safety. Work is rigidly structured, highly supervised, and incumbents are continuously evaluated and receive feedback regularly. Firefighter Recruits must graduate from the Academy and be appointed to the class of Firefighter in order to retain employment in the job series.

ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, accounts payable, accounts receivable, general accounting, and public employee retirement (CalPERS) reporting. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned.

DEFINITION

Under the supervision of the Plant and Equipment Maintenance Manager, does skilled mechanical work in repairing and installing equipment in the Water and Wastewater systems; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, replaces and repairs pumps, motors, generators, and auxiliary equipment; levels and aligns equipment to prevent vibration; installs and connects instruments, gauges, tubing, pipes, instrument panels, switches and valves; dismantles pumps, compressors, motors and generators for inspection of worn or broken parts and makes appropriate adjustments, replacements and repairs; keeps written and computerized records of repairs and maintenance services performed; furnishes Plant and Equipment Maintenance Manager with information for parts and inventory control; assists operators and maintenance personnel in the general maintenance of equipment and facilities of the Department of Water and Wastewater Resources; may be required to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of:           The installation, operation and repair of pumps, compressors, motors, generators and related equipment; mechanical ability and skill in the use of tools and materials involved in the installation, maintenance and repair of mechanical and electrical equipment; use of welding equipment and cutting torch; knowledge of pipe and pipe fitting installations; use of appropriate safety equipment and tools and principles of safety and accident prevention.

Ability to:       Safely diagnose and repair mechanical and electrical defects; read, understand and work from blueprints, diagrams and installation sketches; understand and follow written and oral directions; prepare reports and keep accurate records; learn and efficiently use the Department's computerized maintenance information system; instruct others in maintenance and repair of the Department's equipment and facilities; perform heavy manual labor involving lifting, carrying, kneeling, crawling and climbing; work in adverse conditions which require exposure to noise, noxious odors, gases, contact with water and/or wastewater, and risk of bodily injury; maintain different tools and equipment in the fresh water and wastewater systems; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education:     Graduation from high school or equivalent.

Experience:    Three years of experience in the operation, maintenance and repair of electrical and/or mechanical equipment.

Physical Requirements:       Moderate and sometimes strenuous exertion required, including sustained walking, standing, bending, climbing and lifting.
