THE DEPARTMENT

The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings.  The Transportation Division promotes the safe movement of people and goods throughout the city by maintaining and enhancing a functional and efficient transportation network.  The division promotes the use of public transit, ride sharing, bicycles, and walking and manages the City’s 40 traffic signals, 2200 streetlights, and overall roadway network. They also coordinate the free shuttles, safety education, and neighborhood traffic calming programs. 

Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including: 

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs.

In addition, the City has an approximately $100 million capital program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

THE POSITION

The Assistant Public Works Director – Transportation is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Transportation Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to transportation planning and engineering, and/or utilities sections.

In managing and coordinating division service for large and complex transportation projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain procedures, permitting, and transportation impact analyses. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements.  They will also prepare transportation impact analysis reports and transportation sections of environmental impact reports in accordance with local, CEQA and NEPA requirements. 

About this role

What You’ll Do

• Provide excellent customer service for the Fire Prevention and Fire Administration divisions
• Manage calendars of multiple inspectors, schedule inspections, and charge appropriate fees
• Perform a variety of general clerical duties, including filing, photocopying, processing of mail, supply ordering, scanning, and answering a multi-lined telephone system
• Process invoices for payments and enter data/information in the preparation of reports, including setting up of new vendors and reviewing statements

THE POSITION

The Assistant Public Works Director – Engineering is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Engineering Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to civil engineering, capital improvement projects, land development engineering, as well as manage related management-level classifications that may also oversee these functional areas such as the City Engineer/Engineering Services Manager.

In managing and coordinating division service for large and complex capital projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain plan review as well as permitting and inspection processes. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements. They will also interpret municipal code related to right-of-way permitting and federal, state, and local regulations for utilities including storm water and water quality.

THE DEPARTMENT
The Department of Public Works and Utilities is comprised of six divisions that work collaboratively to develop, build, operate, and maintain Hayward's infrastructure. The Department is responsible for providing engineering and transportation support to City operating departments and divisions and for implementation of the City's Capital Improvement Program, all while providing excellent customer service to the community.

Experience:   Three years of increasingly responsible survey experience related to public works design and construction at least one year of which included responsible survey instrument work.
 
Education:  Equivalent to an Associate of Arts Degree in Surveying, Civil Engineering or a closely related field from an accredited college or university and completed course work in algebra, geometry, trigonometry and drafting.  

License:   Possession of a valid Class C California Driver's License. Possession of a California L.S.I.T. or Land Surveyor's License.

IDEAL CANDIDATE

The City of Woodland is looking to fill a Park Maintenance Worker I/II position in the
Community Services Department. The Ideal Candidate for the current vacancy is someone
who has a good understanding of many aspects of the maintenance of facilities, parks, janitorial, and horticulture. This position requires a “team player” with good interpersonal, time
management, and communication skills. The Ideal Candidate must be highly self-motivated,
able to work independently with minimal oversite, demonstrate good judgement, as well as be
organized, flexible, approachable, resourceful, and a positive team contributor on a
consistent basis. This position will also require the selected candidate work weekends,
standby and overtime as necessary.

Park Maintenance Worker I:

This is an entry-level classification in the park maintenance worker series. Positions in this class normally perform a variety of unskilled and semi-skilled duties. May be required to work any shift, including a regular work-shift that includes weekends and holidays, and routinely participate in a weeklong stand-by shift. Park Maintenance Worker I will usually exercise less independence, discretion and judgment on matters related to work procedures and methods.

Park Maintenance Worker II:

This is the journey level in the park maintenance worker series. This class differs from Parks Maintenance Worker I in that incumbent performs more complex parks maintenance duties, including the requirement to work any shift, weekends, and holidays, to work independently, exercise judgment, and operate the full range of tools and mechanical equipment related to a specific assignment. The incumbent Park Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the Park Maintenance I level, or when filled from the outside requires prior work experience.

ESSENTIAL JOB FUNCTIONS 

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City parks, ball field maintenance/set up, and Cemetery as needed. Maintain irrigation, maintain synthetic turf, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, turf groomers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work, while all safe work procedures i.e., necessary PPE. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to the employees, department and the public.

OTHER JOB FUNCTIONS 

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Applying fertilizers and spraying various herbicides and pesticides in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves, and building maintenance as required. Work cooperatively with others. Meet all Standby Program requirements; work any shift including weekends and holidays. Perform related duties as assigned.

QUALIFICATIONS

Park Maintenance Worker I:

Education:  High School Diploma or equivalent.

Experience:  Six (6) months of experience in the care and maintenance of landscapes or facilities.

License and Certificate:  Required upon hire, possession of a valid California Driver’s License.

Park Maintenance Worker II:

Education:  High School Diploma or equivalent.

Experience:  One (1) year of experience performing duties comparable to those of a Park Maintenance Worker I in the City of Woodland.

License and Certificate:  Required upon hire, possession of a California Driver’s License. It is highly desirable to possess a State of California Qualified Applicator Certificate, Category B.

THE POSITION
