PUBLIC WORKS CREW LEADER – URBAN FORESTRY

The City of Sunnyvale is looking to hire a Public Works Crew Leader – Urban Forestry in the Public Works Department, Parks Division.

Under direction, supervises and actively participates in the field, works with and leads field crews and individuals involved in the Urban Forestry program maintenance activities including the care and maintenance of trees; and performs related work as required.

MINIMUM QUALIFICATIONS:

The minimum qualifications for education and experience can be met in the following way:

Graduation from high school or tested equivalent; AND

Four years of tree maintenance experience.

Licenses/Certificates:

• Possession and continued maintenance of a valid California Commercial class B driver's license and a safe driving record.
• International Society of Arboriculture (ISA): Certified Tree Climber or Certified Arborist credential within six months of appointment.
• State of California Department of Pesticide Regulations Qualified Applicator Certificate in the Category of Landscape Maintenance or Right-of-Way Pest Control within six months of appointment.

Job Description

Under general supervision, the Tool Room Mechanic and Custodian is responsible for keeping, issuing, receiving and repairing tools and equipment utilized by the Airport’s Custodial Services unit; preventing minor losses through the safeguarding of tools and equipment; and keeping records of items received, issued and on hand; performs related duties as required.

1. Inspects tools and trouble-shoot equipment used in the cleaning maintenance program at San Francisco International Airport 
2. Maintains and repairs tools and equipment including assembly, disassembly, cleaning, ordering new parts and reassembly, including electrical and mechanical equipment.
3. Performs safety checks on tools and equipment.
4. Checks on tools and equipment returned for defective parts; orders replacements of supplies and stock items as required.
5. Repairs/replaces hoses, belts, electric plugs and electrical extension cords, on/off switches and replacing equipment fuses.
6. Repairs/replaces various wheels, filters, squeegee assemblies and squeegees on equipment.
7. Maintains custodial equipment through assisting/training staff regarding regular maintenance of janitorial equipment.
8. Performs and maintains custodial preventive maintenance program.  
9. Provides data to update tool and equipment repair database.  
10. Provides input regarding necessary replacement cycles and inventory of necessary repair parts.
11. Works in cooperation with current vendors and other repair facilities with regard to repair of larger pieces of cleaning equipment.

Nature of work requires some physical effort and dexterity in the use of fingers, limbs and body; intermittent exposure to working conditions where minor injuries may occur.

Requires completion of eight (8) years of elementary school, supplemented by at least one (1) year of experience in general mechanical maintenance and repair work; or an equivalent combination of training and experience.

POSITION

Supervise, plan and coordinate the functions of the Laboratory, Industrial Wastewater Pretreatment Program (WPP), and related environmental compliance programs.  Performs and reviews analysis of potable water, wastewater, stormwater and related materials. Ensures sampling, monitoring, testing, reporting, WPP, and other environmental compliance programs comply with Federal, State and local requirements for potable water, wastewater and stormwater utilities.  The purpose of this recruitment is to fill a current vacancy in the Public Works Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate for the Laboratory Supervisor position will have experience working in a wastewater or water laboratory, with knowledge of State, Federal and Local regulation and rules. This person will be familiar with water, wastewater, storm water, industrial pretreatment and related programs, and have a laboratory background in chemistry and microbiology as it applies to water, wastewater, stormwater, industrial pretreatment compliance programs.  In addition to meeting the minimum requirements of the position, the Ideal Candidate will be an independent thinker who is well organized, has excellent communication skills (written and oral), and good time management skills.  Previous supervisory experience is very desirable as this position will be responsible for supervising, mentoring and counseling division staff and programs as necessary.

Plan, program and supervise monitoring, sampling, and testing to ensure WPCF processes, potable water production, potable water distribution, and stormwater runoff comply with State and Federal standards. Supervise and coordinate laboratory quality assurance and quality control programs; develop new methods of laboratory analysis consistent with Federal and State guidelines. Work with and direct outside labs or environmental firms on water quality matters. Plan, program and supervise the goals and objectives of the Industrial Wastewater Pretreatment program. Coordinate pretreatment program activities for the Sanitary Sewer Management Plan and Stormwater NPDES Phase II permit. Review and approve quarterly and annual pretreatment reports. Interpret and enforce regulations related to pretreatment, wastewater collection and stormwater collection. Prepare detailed draft budgets, assist in preparation of final budgets and administer adopted budgets. Monitor legislation and make recommendations concerning compliance issues related to potable water, wastewater, stormwater, pretreatment and related programs. Compile, sign and submit monitoring and compliance reports to appropriate State and Federal Agencies. Perform advanced analysis on data to provide information for decision making. Represent the City on routine basis with State and Federal agencies, and other public bodies. Participate in professional groups and committees and with the general public regarding potable water, wastewater and stormwater, pretreatment and related programs. Participate in the hiring, training, supervision and evaluation of subordinates. Regular and consistent attendance. 

OTHER JOB FUNCTIONS

Assist with studies to audit and improve plant operations; conduct and assist with tours and regulatory inspection; respond to questions and requests from the general public. Ensure laboratory and pretreatment shop are maintained in a safe, clean and orderly condition. Ensure that maintenance, repair and calibration of laboratory and pretreatment equipment complies with process safety manual and manufacture recommendations. Observe safe work methods, practices and precautions; use appropriate safety devices and equipment in accordance with laboratory and pretreatment standard operating procedures. Plan safety and training programs and ensure that safety precautions and regulations are adhered to by subordinates. Perform related duties as assigned.

QUALIFICATIONS

Education: Bachelor of Science degree with major course work in chemistry and biology or a closely related field.

Experience:  Two (2) years of experience conducting chemical or biological laboratory analyses including two (2) years of experience performing laboratory analysis of water, wastewater or stormwater. Two (2) years of increasingly responsible experience in pretreatment and environmental compliance desirable.

License and Certificate:  Required upon hire, possession of a valid California Driver's License.  Possession of a current California Water Environment Association Grade II.  Laboratory Analyst certificate within 18 months of appointment.  Possession of a current California Water Environment Association Grade I Environmental Compliance Inspector certificate is desirable.

What You’ll Do

Under the general direction of the City Clerk, the Deputy City Clerk uses independent judgement to plan, organize, direct, and perform a variety of complex administrative, technical, and supervisory duties in support of the City Clerk Department’s day-to-day operations, primarily legislative operations and contract and process management. The Deputy City Clerk serves as the second in command within the City Clerk’s Department and provides backup to the City Clerk.  The Deputy City Clerk will provide a high level of administrative and technical support to the City Clerk and other departments and perform all duties of the City Clerk in his/her absence. What You’ll Do

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.
• Design, install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, telemeters, integrators, tone control equipment, temperature control devices, fire alarm equipment, water quality analyzers, life safety equipment, and remote controlling devices, including relays, rectifiers, and manometers.
• Perform related duties as assigned.

The Senior Instrument Control Technician receives supervision from the Wastewater Treatment Plant Maintenance Superintendent.  This position performs lead duties over the Instrumentation Control Technician and Calibration Technician and may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.

The Department of Public Works is seeking an Associate Civil Engineer in the Road Operations Unit of the Road Services Division.

Associate Civil Engineer is the registered journey level classification in the engineering series. At this level, a high degree of technical expertise and some periodic lead responsibilities are required. Under general supervision, incumbents may perform a variety of professional engineering tasks in such areas as planning, design, traffic engineering & operations and construction inspection of roads, park trails, bridges, drainage, sanitary sewer systems, water supply, and other public works projects. Associate Civil Engineers may provide lead direction to other staff in completing projects of greater difficulty and complexity. Incumbents will be required to perform field work in support of the planning, design, and/or construction inspection of public works projects.

The ideal candidate for this position will be:

• Technically knowledgeable and experienced in the principles and practices of civil engineering, public works design, construction, and/or maintenance.
• An effective communicator, both orally and in writing; able to represent the County in meetings and presentations to various groups including property owners, community groups, regulatory and other governmental agencies, and the public.
• Customer-focused and interpersonally effective in dealing with staff, engineers, contractors, and the public, and in coordinating with law enforcement agencies, emergency responders, and other agencies when necessary.

The South Placer Municipal Utility District is seeking an outstanding General Manager to lead its mission of protecting the public health and water environment, providing efficient and effective sanitary sewer services, and preparing for the future. The ideal candidate will have a Bachelor’s Degree or higher from an accredited college or university in engineering, business, public administration or a closely related field; a Master’s Degree is desirable. Five years of professional experience at a senior-executive level in municipal utility systems, ideally with knowledge of wastewater maintenance systems and progressive responsibility in administration and operation of wastewater systems.

THE POSITION

Perform professional civil engineering work in the planning, design, technical investigation, and construction of projects in public works, transportation, capital improvements, and structural engineering. An example of duties include:

• Participates in the preparation of plans and specifications for the construction of streets, storm drains, street lighting, traffic signals, buildings and related public works and City building projects; researches project design requirements; performs calculations and prepares estimates of material costs and time considerations.
• Researches publications and industry information sources.
• Develops and revises design and construction standards.
• Participates in the implementation of the City’s traffic and transportation engineering programs; prepares and revises plans and specifications for traffic related projects; prepares special studies and reports and coordinates major projects.
• Investigates field problems affecting property owners, contractors, and maintenance operations.
• Prepares estimates and feasibility reports for new or modified services and structures.
• Administers contracts and may assist with inspection services and project management for construction and maintenance projects.
• Participates in the plan check, review and processing of plans for private developments affecting streets, sewers, drains and related public works facilities and ensures that they meet all City imposed requirements.
• Prepares special engineering studies and reports.
• Coordinates planning, design, and construction activities with other City departments, divisions, and sections, and with outside agencies.
• Attends various staff and regional technical advisory meetings.
• Provides technical and professional assistance/support to other City departments and divisions, Planning Commission, and City Council as necessary.
• Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Equivalent to a Bachelor’s degree with major coursework in civil engineering or a closely related field;

OR

Possession of a current Engineer-in-Training Certificate, issued by the California State Board of Registration for Professional Engineers, and one (1) year of professional civil engineering experience.

License Requirements:
