The County Executive’s Office seeks qualified candidates for the position of Outreach and Enforcement Associate in the Office of Labor Standards and Enforcement.

Launched in July 2025, the Office of Labor Standards and Enforcement (OLSE) promotes fair labor practices throughout San Mateo County. OLSE’s core functions include conducting outreach and education to workers and employers within San Mateo County about their rights and obligations in the workplace and enforcing labor standards that protect San Mateo County workers through coordinated investigations and efforts to secure compliance.

THE POSITION

Reporting to the Labor Standards Manager, the Outreach and Enforcement Associate will lead OLSE’s community outreach and engagement work, support civil investigations and enforcement actions, and manage projects to support OLSE’s implementation. Spanish fluency is required for this position. 

The Outreach and Enforcement Associate’s key responsibilities will include:

• Outreach and Community Engagement:
  • Plan and implement culturally and linguistically appropriate labor standards outreach campaigns targeting low-wage workers and their employers, prioritizing outreach consistent with geographic and industry priorities, with buy-in from key stakeholders. 
  • Execute a wide range of outreach activities, including mass mailings, door-to-door canvassing, flyering, tabling, presentations, workshops, and events.
  • Deliver presentations to and facilitate discussions with low-wage workers and small businesses, providing clarity on workplace rights and resources available to support labor compliance.
  • Develop and maintain educational materials that present information responsive to community need in an accurate, accessible, and engaging manner.
  • Build partnerships and cooperative working relationships with County departments and various community, public, and regulatory organizations.

• Enforcement Support and Intake Coordination:
  • Receive and respond to complaints, inquiries, and requests for support from workers, employers, and members of the public, implementing OLSE’s intake procedures and best practices for ensuring all stakeholders who contact OLSE receive clear, helpful, in-language, and timely information and complaints are investigated promptly.
  • Conduct initial interviews with workers seeking OLSE assistance by phone and in-person; identify worker priorities and make recommendations for appropriate next steps.
  • As assigned, and under supervision, conduct investigations of potential violations of laws within OLSE’s jurisdiction, including interviewing workers, engaging with employers, calculating damages, and drafting investigation reports.

• Project Management:
  • Support the development and implementation of OLSE workflows and processes, including the implementation of a case management database.
  • Coordinate contract solicitations and assist with the maintenance and monitoring of OLSE contracts.
  • Prepare reports on OLSE activities and outcomes.

Additional duties include but are not limited to:

• Assist in developing goals, objectives, policies, procedures, and work standards. 
• Analyze programmatic practices and procedures and make recommendations for organizational, operational, policy, and procedural improvements.
• Conduct needs analyses, feasibility studies, and evaluations.
• Support Office of Labor Standards and Enforcement programs and projects.
• Continuously monitor the efficiency and effectiveness of operations and service delivery methods and procedures to maximize funding and minimize costs. 
• Develop, summarize, and maintain administrative and fiscal records.
• Prepare comprehensive technical reports, identify alternatives, and make and justify recommendations.
• Conduct special research projects and financial analyses for countywide programs and usage, produce findings and recommendations, and prepare related reports.
• Represent the Office in interdepartmental, community, and professional meetings and confer and coordinate with other County staff on a wide variety of administrative analyses and planning issues.
• Ensure compliance with Federal, State, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices.
• Prepare and submit Board of Supervisor agenda reports and various other commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
• Attend meetings, conferences, workshops, and training sessions and review publications and related materials to become and remain current on principles, practices, and new developments in labor standards, labor laws, and enforcement.
• Communicate orally, in writing, or through graphic representations and statistical summaries with colleagues, managers, employees, the public, organized employee groups, and representatives of various organizations.
• Participate, as requested, in selecting, training, motivating, and evaluating assigned staff and interns; direct the work activities of assigned staff; prioritize and coordinate work assignments; provide or coordinate staff training; review work for accuracy; and work with employees to correct deficiencies.
• Perform other duties as assigned.

The Public Works Program Manager leads and supports a diverse team of professional, technical, and administrative staff while overseeing a key functional area within the Public Works Department. This role plays a critical part in planning, coordinating, and delivering high-quality public services that positively impact the community. The Program Manager receives direction from the Public Works Director or designee and exercises direct supervision over professional, technical, and clerical staff, ensuring work is completed efficiently, collaboratively, and in alignment with departmental goals and regulatory requirements.

• Assists in the formulation and implementation of departmental policies and procedures.
• Coordinates division activities with those of other departments, divisions, sections and outside agencies and organizations.
• Recommends and assists in the implementation of goals and objectives for department programs establishes schedules and methods for services; implements department policies and procedures.
• Participates in the preparation and administration of grants.
• Responds to public inquiries, requests for assistance and complaints related to assigned areas of responsibility.
• Performs general administrative work as necessary, including preparing reports and correspondence, reviewing correspondence, copying and filing documents, entering computer data and preparing spreadsheets, etc.

The Department: 

The City Manager’s Office provides executive leadership and administrative oversight for the City organization, ensuring the effective delivery of services in alignment with the City Council’s policies, goals, and strategic priorities. The City Manager’s Office is responsible for implementing City Council direction, overseeing daily municipal operations, and fostering collaboration across departments and with external partners. This Office plays a key role in strategic planning, policy development, budget preparation and oversight, labor relations, and performance management. Staff within the City Manager’s Office support complex projects and initiatives that advance organizational excellence, innovation, equity, and community engagement. The Position: 

The Staff Analyst I is responsible for program analysis and administrative duties in support of assigned programs and activities. Assigned programs could include housing development, community development, community outreach, historic preservation, advanced planning, public/private housing rehabilitation, management analysis, building services, human services, criminal statistics, solid waste, recycling, waste prevention, sustainability, urban runoff pollution prevention, and federal/state grant programs and activities.  Performs related duties as assigned.

THE POSITION:

Under the general supervision of the Community Services Manager, the Clinical Supervisor supports with the development and achievement of Youth and Family Services goals and objectives. The Clinical Supervisor provides both clinical and administrative leadership within the Youth and Family Services Division. The Clinical Supervisor is responsible for overseeing the supervision of staff in planning, organizing, delivering, and reporting clinical, case management, and support services for youth, families, and adults, including the coordination of crisis and counseling intervention services. In addition, the Clinical Supervisor provides technical and clinical expertise, guidance, and supervision to a multidisciplinary treatment team and the clinical intern program.

CLASS CHARACTERISTICS:

This classification is a mid-management, journey-level role with first-line supervisory responsibilities, which includes overseeing, coordinating, and leading the planning, assignment, delivery, and evaluation of clinical programs and services, as well as the work of assigned clinical and non-clinical staff and interns. This role requires considerable initiative and independent judgment in developing procedures and standards, as well as in managing the provision of both clinical and non-clinical programs and services.

• Provides highly responsible direct programmatic and administrative support to the Community Services Manager, overseeing the planning, organization, and coordination of services provided by Youth and Family Services, including but not limited to overseeing counseling, case management, mentoring services, and grant funded programming.

• Ensures that staff remains current in the professional, legal and ethical standards of the profession; provides training and workshops as necessary for clinical and case management staff and interns.
• Develops and fosters relationships with cross-sector of stakeholders, including but not limited to; schools, Union City Police Departments, families, community-based organizations, etc. This includes preparing and facilitating meetings, trainings, workshops, and presentations.
• Coordinates and responds to Union City Police Department to provide urgent clinical and case management support to community members.

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.

ABOUT MILL VALLEY

Mill Valley is a full-service city located 10 miles north of San Francisco and has a rich history with engaged residents. ABOUT THE OPPORTUNITY

The Neighborhood Response Group (NRG) Coordinator position will be filled within the Management Analyst Series and will be housed in the City Manager’s Office/Administrative Services Department.

The City plans to recruit flexibly within the Management Analyst Series (Management Analyst I or II) and will determine the appropriate level based on the qualifications, experience, and overall fit of the selected candidate. At the minimum, this position will be filled on a part-time basis at 15–20 hours per week.

KEY RESPONSIBILITIES

This is a unique and rewarding opportunity for a community-oriented individual to lead local disaster preparedness efforts and other community related projects/programs. Primarily, you will play a vital role in building community resilience by organizing and empowering residents to prepare for, respond to, and recover from emergencies. You will develop and manage the City’s Neighborhood Response Group (NRG) program, working directly with Mill Valley residents to strengthen neighborhood connections and provide vital emergency response training. 

Key responsibilities include (but are not limited to):

• Recruiting and mentoring block captains, training volunteers, developing outreach strategies, and serving as a liaison between residents and City Staff
• Supporting the Emergency Preparedness Commission (EPC) 
• Collaborating closely with first responders, local agencies, and community organizations to advance Mill Valley’s public safety and emergency preparedness goals
• Provide additional program development and/or project management as assigned

The Department: 

The Mayor and Council office is a division of the City Manager’s Office. As an integral part of the City Manager’s Office, the Mayor and Council division provides administrative support to the City Council and general customer service to constituents and external stakeholders. The Santa Clara City Council consists of the Mayor elected at-large, and six City Councilmembers elected by City Council district.

The Position: 

The Executive Assistant is an executive-level support position responsible for interacting effectively with the public, elected officials, City management and key department staff. The position will provide administrative support including calendar management, oversight of event and meeting coordination, managing travel arrangements, administration of office budget, and managing a wide range of complex administrative duties with initiative, independence, while supporting management staff and elected officials. Effective December 21, 2025, the annual salary range for this position will be $127,822.08 - $165,412.56.  This position may be filled at or near the minimum of the salary range. 

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

High school diploma or tested equivalent.

Minimum Experience Requirements: 

Six (6) years of progressively responsible and varied administrative support including supervisory responsibilities, which includes one (1) year of support experience assisting executive management or a high-level public official.

License/Certifications: 

Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment.

Desirable Qualifications: 

Experience working in the public sector.

The Auditor-Controller Manager is distinguished by the level of responsibility of managing multiple components of accounting, administrative and auditing systems, fiscal staff development, and program analysis. This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next six (6) months.

Plans, develops, and evaluates Auditor-Controller Division’s goals, objectives, policies and procedures; interprets laws and regulations; develops systems and standards for program evaluation; assures the Auditor-Controller Division’s activities follow all applicable laws, policies and regulations. Directs the Auditor-Controller Division’s operations; evaluates issues and recommends solutions; prioritizes and assigns projects; identifies and communicates strategies, goals and objectives. Assists the Director of Finance with the accuracy and quality of the County budget expenditures tax accounting, general accounting and reporting documents, and the Auditor-Controller Division’s work products. Assists the Director of Finance with the preparation and administration of the County budget; directs the auditing function of the Auditor-Controller Division in the performance of audits of County departments and Special Districts. Consults with and assists the Director of Finance in the planning, coordinating and administration of the Auditor-Controller Division. Performs the most difficult and complex accounting tasks in the Auditor-Controller division, including preparing financial audits, reports and statements.

TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management. This will include providing strong leadership and frequent interaction with the small team (Finance, Community Development, Engineering and Public Works), fostering a    collaborative, open dialogue, and teamwork. The Town Council also seeks a Town Manager who enjoys working in the public sector and appreciates the variety and diversity of contributions from all sources within the organization, as well as from this active and engaged community.

This position requires a Bachelor's degree and progressively responsible experience in an administrative, managerial, or senior level staff capacity in a comparable organization with  similar issues. California municipal experience, particularly in a rural setting, is highly regarded by the Town Council, although all highly qualified candidates are strongly encouraged to apply. An advanced degree may be a plus based on overall career experience.

The Town Council is prepared to offer a competitive salary for the region as well as benefits, including CalPERS Retirement. A mutually agreeable employment agreement will be negotiated.
