The salary range for this classification is $47,982.48 - $58,422.00 annually.

This position is covered under the Pay Floor Policy and hourly rates will be adjusted to a minimum of $26.66 hourly for benefitted positions. The Pay Floor rate consists of a base amount and an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates' qualifications and experience.

Community Services Division: Safe + Clean + Engaged Neighborhoods

Empower and support residents, schools, and local organizations to make the City more livable, safe, and clean.

Project Hope is a neighborhood engagement and empowerment initiative focused on nine neighborhoods in San Jose. Organized into operational teams, Project Hope staff are assigned to specific neighborhoods, where they assist residents to address the conditions and circumstances that exist due to systemic racism such as crime/violence, blight, lack of trust, marginalization, and inadequate services. Project Hope supports residents to create new neighborhood associations or reinvigorate existing ones, develop the organizational and capacity building skills to better utilize and reach key City, and other public/private resources to address ongoing quality-of-life issues.

Community Activity Workers in Project Hope build strong relationships with residents, partners and community; assist neighborhood associations/board members with planning for meetings and events; inform residents of City services; assist neighborhood associations in building strong relationships with City of San José departments and other local government agencies, and; provide in-service trainings and workshops for community leaders to ensure self-sustainability of the neighborhood associations. ?Applicants should enjoy spending time in the community directly engaging with residents (e.g. canvassing, door-to-door outreach & surveying), planning and attending community events, bringing people together for positive results, and teaching residents how to engage with City and other public/private partners to address neighborhood/community issues.

Job duties for Community Activity Workers in Project Hope include, but are not limited to:

• Providing support to Community Coordinator in resident engagement efforts of three Project Hope sites
• Working some weekend and/or evening schedules per the program schedule
• Developing and presenting written materials and making public presentations to inform people about programs and encourage participation.
• Providing assistance to board members to increase the capacity of neighborhood associations achieving self-sustainability.
• Participating in planning and coordinating in-service training and development of program aids and materials.
• Performing public contact and liaison work in explaining and interpreting the Project Hope program.
• Preparing and monitoring budget and timesheets for the program and in support of neighborhood associations.

In March 2024, California passed Proposition 1. Minimum Education and Experience:

Education:

High School diploma or equivalent.  Bachelor's Degree from an accredited college or university with major course work in recreation or a related field is preferred.

Experience:

Two (2) year of increasing responsible experience in the delivery of recreation services. A Bachelor’s Degree may be substituted for one year of experience.

License or Certificates:

When only assigned to recreation duties, the following is required and must be maintained during the course of employment.

Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

The Property Manager I salary range is $84,084.00 - $102,276.72 annually.

The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. The Rent Stabilization Program provides mediation and arbitration services to landlords and tenants in rent-controlled apartments, oversees rent controlled mobile homes and provides information and referrals for non-rent controlled rental units in San José. Under the direction of a Senior Analyst, the position provides information and assistance to the public and staff on many aspects of rent stabilization and rental housing laws, regulations, and procedures. The position may prepare petitions from the public in preparation for hearings under the City's rent stabilization and related ordinances, answer public inquiries to the Rent Stabilization Program, track and analyze data and outcomes, as well as perform other complex tasks required in the administration of housing programs. This position will assist in outreach and education functions and may assist tenants and landlords in accessing eviction prevention resources, including emergency rental assistance and legal services. The position may collect documents and assess eligibility of tenants and landlords for an eviction diversion program. The incumbent will be expected to make public presentations, interact with tenants, property owners, and their representatives and must be able to communicate effectively, both orally and in writing, with persons from diverse social, cultural and economic backgrounds.

Duties of the positions may include:

• Responding to inquiries from the public regarding Apartment Rent Ordinance, Tenant Protection Ordinance, Mobile homes Ordinance, and related rules, regulations and policies and making referrals to other agencies, as appropriate.
• Processing petitions from landlords and tenants and supporting Hearing Officers and mediators throughout the hearing and mediation process. Assisting parties to the petition in developing all information needed for presentation in hearings without bias toward either party.
• Facilitating the resolution of petitions and complaints where possible through voluntary agreements between the parties that are consistent with the City's housing ordinances and policies.
• Tracking and reporting outcomes of petitions.
• Manage relationships and contracts with contract employees providing mediation and arbitration services for the Rent Stabilization Program.
