The Position

The Department of Public Works seeks well-qualified candidates for the position of Principal Civil Engineer. This is an amazing opportunity to join a hard-working team of results-driven professionals.

The Principal Civil Engineer plans, organizes, and directs the staff and operations of a major functional section within the Public Works Department, including engineering design, construction management, surveying, and mapping. In addition, the Principal Civil Engineer supervises professional and technical staff related to these functions and performs a variety of professional engineering tasks relative to the assigned area of responsibility. The current vacancy is in the Design and Construction Management Section.

This position is a full managerial position in the Engineer series, with the following responsibilities:

• Supervise, coach, mentor, and manage performance of professional and technical staff.
• Work cooperatively with the other Divisions and Sections in the Department, including providing timely budget or cost information, as well as, working with other County Departments.
• Make recommendations to the Deputy Director on staffing-levels needed based on anticipated design projects, construction inspection, and administration needs.
• Make recommendations to the Deputy Director on staffing levels, positions, and responsibilities for the Department’s mapping tasks, map filing needs, and efficient storage of information.
• Understand, manage, and budget the funding sources that finance the different activities in the Design and Construction Management Section, including the costs associated with general drafting, counter assistance, and cost of reviewing record maps.
• Oversee and manage the budget and performance measurement requirements and reporting for the Design and Construction Management Section.
• Oversee and manage the design of infrastructure projects ensuring they meet quality standards and project goals.
• Act as the Resident Engineer on construction projects ensuring they are completed safely, on-time and on-budget and per the contract documents.
• Review competed projects with the applicable Divisions or Departments to improve on future projects.

Minimum Qualifications

Licensure/Certification: Possession of a valid Certificate of Registration as a Professional Civil Engineer in the state of California.

• A typical way to qualify is three years of responsible supervisory engineer experience including difficult and complex field and office work in planning, design, construction, and maintenance of a variety of civil engineering projects.

Job Description

This position performs preventive, routine and emergency maintenance and repair of a variety of heavy and light industrial and marine equipment, related systems and components. The incumbent will operate precision equipment and respond to trouble calls associated with the Port's ferry terminal systems, boats, sewer pumps and other Port related equipment. The nature of this work requires sustained physical effort frequently under adverse weather conditions and/or working in confined spaces. The incumbent may be required to work alternative shifts in order to do tide-dependent work.

Nature of Work: Some positions may involve exposure to adverse physical and working condition and lifting objects weighing in excess of 70 pounds. Incumbents will be required to work varying hours and/or shifts, including weekends, evening and holidays in a 24 hour/7 days-a week operation.

About the Position

Position is responsible for a wide variety of recreation activities, including supervising Youth Center gym rentals and scorekeeping for adult and youth sports leagues (softball, basketball, flag football soccer, bocce ball, kickball, corn hole). Responsibilities during scorekeeping will include head on site supervisor, set up and cleanup of facility or field, maintain score and game time. Receives general supervision from a full-time Recreation Department staff member; may work under functional supervision of a Program Coordinator as assigned.

Schedule will vary depending on sports season; mornings, nights, and weekends as scheduled. Monday-Friday between hours 5:00pm-10:30pm, and weekends as scheduled.

Essential Duties

About the Position

Positions in this classification perform work in the organization and implementation of a wide variety of recreation activities. 

The work schedule will be Monday-Thursday 4:00pm-9:00pm but may vary based on the needs of the City.

The Program Coordinator classification is the top-level position in the Recreation Leader Series.  Advancement from Recreation Leader Level II to Program Coordinator requires 500 hours of work experience at Recreation Leader Level II, or equivalent experience.

May provide functional supervision to a Recreation Leader I or II as assigned.  Receives general supervision from a full-time Recreation Department staff member.

Essential Duties

• Provide evening customer support, which includes front desk coverage at the Adult Community Center, processing registrations and payments, processing refunds and transfers, answering phone, contacting customers through emails and calls.

• Room set ups and break downs.

• Assist with program marketing including social media and flyers.

Under the administrative direction of the Ports Finance and Administration Division, the Information Systems (IS) Director plans, directs, and coordinates information system operations and activities for the Port of San Francisco. This includes overseeing system design, development, and implementation, as well as coordinating data and information systems across departments. The IS Director is responsible for the operation and maintenance of these systems.

The Port is in the process of replacing several business-critical systems in the next five years, including real estate and work order management systems.  The IS Director will lead these efforts, requiring the creation of a systems strategic plan that aligns different systems with the Port’s primary business needs while integrating with citywide financial and payroll systems.  This plan will involve collaborating with business divisions to identify and prioritize system requirements, such as vacancy, profit and loss, and common area expense allocation reports for the real estate portfolio, as well as berthing management systems for various visiting ships and boats.

The IS Director will also identify necessary business division process changes and establish short- and long-term deliverables. This position oversees two distinct functions: an applications group responsible for implementing and maintaining technology applications tailored to the Port’s needs, and an infrastructure group that ensures a stable and secure environment for desktop and mobile devices.

The essential duties of IS Director include the following:

• Develops and implements the strategic systems plan for the Port.
• Leads the IS division, building capacity and supporting the infrastructure and business applications teams.
• Plans and directs the day-to-day information systems activities for the Port, including application and infrastructure support, desktop administration and IS Help Desk support services.
• Performs continuous evaluation and assessment of all activities, providing timely reports to upper management.

The City of Foster City is recruiting for a part-time Public Works Maintenance Worker in the Public Works Department. The is a part-time non-benefited position working approximately 20 hours per week, and no benefits are provided. 

Important and Essential Responsibilities 
Operates hand and power tools, light and heavy construction equipment and specialized wastewater equipment. Handles and applies chemicals. Maintains, operates, inspects, repairs and installs water distribution system facilities including piping, storage tanks, meters, hydrants, valves, pressure reducing stations, pumping stations, pumps, controls, measuring devices, cathodic protection systems, communication systems, and related appurtenances.

Selection Process

What You’ll Do

Under the general direction of the City Clerk, the Deputy City Clerk uses independent judgement to plan, organize, direct, and perform a variety of complex administrative, technical, and supervisory duties in support of the City Clerk Department’s day-to-day operations, primarily legislative operations and contract and process management. The Deputy City Clerk serves as the second in command within the City Clerk’s Department and provides backup to the City Clerk.  The Deputy City Clerk will provide a high level of administrative and technical support to the City Clerk and other departments and perform all duties of the City Clerk in his/her absence. Duties may include, but are not limited to, the following:

• Assists the City Clerk in performing the day to day functions of the City Clerk's office; and in the absence of the City Clerk, act as City Clerk, performing such duties as serving as the Clerk of the City Council, maintaining meeting protocols, parliamentary procedures and proper conduct, writing agenda reports, taking minutes, certifying ordinances, resolutions, agreements and other official documents, administer oaths of office and supervise staff.

• Maintains compliance with applicable Federal, State, local laws, relating to areas of responsibility, including but not limited to, California Elections Coe, the Brown Act, Political Reform Act, Conflict of Interest Code, and the Public Records Act.
• Oversees maintenance and development of City-wide records management initiatives.
• Assists the City Clerk in the administration and conduct of municipal elections and special events. Serves as Filing Officer for campaign and conflict of interest finance reporting.
• Serves as liaison to the County Registrar of Voters.
• Attends City Council meetings with the City Clerk to assist with operating the audio / visual / agenda / voting system and take minutes as required.  Responsible for after Council action including producing and maintaining official City records and documents in good order such as resolutions, ordinances, contracts, deeds, correspondence, inter-agency notifications and minutes.
• Prioritizes work of staff; develops and trains staff; conducts performance evaluations; approves actions regarding hiring, promoting, and disciplining; and approves recommendations on all employee actions.
